                        Infrastructure Construction: Western Portion of
                            Roundhouse Railroad Museum Complex

                                            RFSQ# 10-063



The Coastal Heritage Society is accepting statements of qualification from general contractors for the
Infrastructure Construction: Western Portion of Roundhouse Railroad Museum Complex. Pre-
qualification is mandatory for all contractors who wish to submit bids on this project. Bids will only be
accepted from contractors who are pre-qualified through this process. This request for Statement of
Qualifications is the first step in a two-step process whereby potential bidders are required to:

    1) Submit qualifications, which will be subject to a review process, and
    2) Submit bids for the work

Instructions for preparation and submission of the statement of qualifications are contained in this
package.

The Coastal Heritage Society (CHS) is contracted by the City of Savannah to manage and operate the
physical complex housing the Roundhouse Railroad Museum, Savannah Visitor Information Center, and
Savannah History Museum. For all pre-qualification, bidding, and contractual documents, the Coastal
Heritage Society will be defined as the Owner.

All statements of qualification are due in the Office of the Purchasing Director, 3rd Floor, City Hall, 2
East Bay Street, Savannah, Georgia 31401 (P.O. Box 1027, 31402) no later than 1:30 p.m. on Tuesday,
March 30, 2010. The names of the respondents will be read at the public bid opening shortly thereafter.

                                Requirements for Pre-Qualification

1.0    Construction bid specifications are currently being finalized for Infrastructure Construction:
       Western Portion of Roundhouse Railroad Museum Complex. The following is provided for
       reference only. The Coastal Heritage Society reserves the right to revise the scope of work prior
       to bidding. The work included in this project consists of:

              Installation of approximately 144 linear feet (LF) of 4” PVC water line; 636 linear
               feet (LF) of 6” water line; 724 linear feet (LF) of 8” PVC water line; 125 linear feet
               (LF) of 10” water line; and 246 linear feet (LF) of 12” PVC water line including all
               fittings, valves, and appurtenances.

              Installation of approximately 353 linear feet (LF) of 4” PVC sanitary sewer line and
               632 linear feet (LF) of 8” PVC sanitary sewer line including all fittings and
               manholes.

              Installation of approximately 156 linear feet (LF) of 1” chilled water line; 20 linear
               feet (LF) of 1.5” PVC water line; 786 linear feet (LF) of 2” chilled water line; 246
               linear feet (LF) of 2.5” chilled water line; 36 linear feet (LF) of 3” chilled water line;
               340 linear feet (LF) of 4” chilled water line; 804 linear feet (LF) of 5” chilled water
               line; 602 linear feet (LF) of 8” chilled water line; and 1,074 linear feet (LF) of 10”
               chilled water line including all fittings, valves, and appurtenances.

              Installation of approximately 400 linear feet (LF) of 36” RCP storm pipe including
               joints, inlets, manholes, and appurtenances.

              Installation of water chiller and concrete chiller pads including all appurtenances.

              Installation of erosion control measures including all appurtenances.

       Additional work to be completed concurrently with the infrastructure construction includes the
       following:

              Construction of concrete, subterranean tunnel spanning approximately 100’ along
               the north of the Paint Shop (See attached drawings).

              Waterproofing exposed portions of the Paint Shop north façade with EPDM.

2.0    The Coastal Heritage Society will pre-qualify contractors prior to accepting sealed bids. Only
       those contractors who meet the pre-qualification requirements shall be allowed to submit bids on
       this project. The purpose of this RFSQ is to present the requirements for pre-qualification.

       The award of the construction contract will subsequently be made to the pre-qualified bidder with
       the lowest responsive and responsible bid.

3.0    The following information will be used to determine if a contractor is qualified for the specific
       project under consideration. Contractor shall also provide a copy of the Statement of
       Qualifications for each sub-contractor that will be engaged during the work. The Coastal
       Heritage Society reserves the right to disqualify any sub-contractor based upon their ability to
       meet the requirements for pre-qualification. This includes poor past performance on other

       Coastal Heritage Society or City of Savannah projects. To be considered, each contractor must
       submit the following information by the indicated deadline:

       3.1    Contractor shall submit information regarding the business entity, its main focus, and its
              personnel.

       3.2    Contractor must include information about their Georgia Contractors License(s)
              including types, numbers, and dates of issuance.

       3.3    Contractor shall submit data concerning the total dollar value of five (5) projects
              successfully completed over the past 5 years.

              3.3.1   Contractor shall submit the total numbers of persons currently employed (broken
                      down into the following categories: management, clerical, professional,
                      technical, skilled labor, and common labor).

       3.4    Contractor must include a list of projects currently under construction, and under
              contract.

       3.5    Contractor shall submit evidence of its financial ability to complete the project. Evidence
              may include Standards and Poor’s rating, credit ratings and information, or other
              financial information.

       3.6    Contractor shall submit evidence of insurability for a project of this type. Contractor
              shall submit evidence of liability ($5,000,000 minimum) and workmen’s compensation
              insurance. Contractor shall submit evidence of liability for all sub-contractors
              ($2,000,000 minimum) and workmen’s compensation insurance. Contractor shall list the
              Coastal Heritage Society as a Named Additional Insured and shall provide a copy of the
              Additional Insured Endorsement. Contractor’s insurance shall serve as the primary
              insurance, over and above and City of Savannah and Coastal Heritage Society policies.

              Contractor shall submit evidence of performance and payment bonding capability
              ($750,000 minimum). Contractor shall provide discussion regarding bonding limit versus
              work under contract, not completed totals. Contractor shall provide a copy of the sub-
              contractor bond, should the contractor choose to require one.

       3.7    Contractor shall submit for the Coastal Heritage Society’s approval the qualifications,
              resume, and a list of project completed by its proposed superintendent(s) for the project.

       3.8    Contractor shall submit for the Coastal Heritage Society’s approval the qualifications,
              resume, and a list of projects completed by its proposed quality assurance /quality control
              employee(s) for the project. As a condition of the contract, the contractor will employ a
              full-time quality assurance/quality control manager assigned to the project.

       3.9    Contractor shall submit evidence of related experience, as the general contractor, in
              construction of similar projects during the past five (5) years. Contractor shall
              demonstrate experience in historic, large commercial, public and/or museum buildings
              containing sensitive and valuable interior contents. Evidence should include client name,
              location of work, description of similar experience gained as part of the project, dollar
              value of the project, project photographs, reference name, and telephone number(s).

              Contractor shall submit evidence of related experience in construction of projects that
              include the following items:

                     Construction of poured, reinforced concrete structures.

                     Waterproofing masonry walls using EPDM.

       3.10   Contractor must disclose information on any claims between the contractor and an owner
              within the preceding five years that were filed in court, or resulted in arbitration and the
              refusal by any insurer to renew any insurance policy issued to the contractor within the
              preceding five (5) years. If there have been no claims in the preceding five (5) years then
              the Contractor shall submit in writing a letter that states such.

       3.11   Contractor must disclose information on any projects, including details of any instances
              within the past five (5) years where a surety company has “completed a project” or “paid
              for completion” because of a default termination of a construction contract. If there has
              been no surety company involvement in the preceding five (5) years, then the Contractor
              shall submit in writing a letter that states such.

       3.12   Contractors shall disclose any nonpayment issues with any subcontractors, suppliers, or
              equipment companies. If there have been no issues of nonpayment then the Contractor
              shall submit in writing a letter that states such.

       3.13   Contractor must demonstrate a consistent ability to meet bid prices with a minimum of
              construction related change orders.

       3.14   Contractor shall disclose any current litigation. If there is no current litigation then the
              Contractor shall submit in writing a letter that states such.

       3.15   Contractor shall demonstrate an industry standard safety record. The Contractor shall
              submit the following:

              1) An Experience Modifier Rating of 1.0 or less, as determined by the NCCI (National
                 Council on Compensation Insurance), for the preceding three (3) years.

              2) Any OSHA citations or violations in the preceding three (3) years. If there were no
                 citations or violations then the Contractor shall submit in writing a letter that states
                 such.

       3.16   Contractors and sub-contractors will be required to pay fair wage as specified in bid
              documents. Contractor shall provide corporate policies regarding wages paid to
              employees. At a minimum, the City of Savannah and the Coastal Heritage Society
              require wages based on Davis-Bacon wage decisions issued per project. The contractor
              shall provide detail of benefits packages offered to employees. In lieu of benefits, the
              contractor may offer an additional percentage added to the hourly rate as a bonus.

       3.17   A project specific goal for utilization of Minority Women Owned Business Enterprises
              (M/WBEs) as suppliers and/or sub-contractors will be established prior to bidding.

              The contractor shall submit M/WBE Compliance Plan to demonstrate their corporate
              policy regarding M/WBEs and their recent history involving achievement of M/WBE
              utilization goals. Attach a separate sheet detailing your compliance plan and the
              methodology you propose to achieve the specified utilization goal.

                  a) Please attach information to demonstrate your corporate policy regarding
                     M/WBEs and your recent history involving achievement of M/WBE utilization
                     goals. This information will be close reviewed by the City of Savannah and
                     Coastal Heritage Society before including the Contractor on the pre-qualification
                     list.

                  b) Please attach a separate sheet detailing the proposed methodology to achieve the
                     specified goal.

       3.18   Each respondent shall supply information on the Statement of Qualification Form
              provided. Additional pages may be attached as needed but responses shall be in the order
              as listed in the request and numbered accordingly. The submittal must be signed by a
              corporate officer or principal. Four (4) copies of the submittal area required.

       3.19   The Coastal Heritage Society will review all submittals and determine the pre-
              qualification status of all respondents. A list of pre-qualified contractors will be prepared
              at the completion of this review and sent to all respondents to this RFSQ.

       3.20   Contractor shall demonstrate a familiarity with the Secretary of the Interior’s Standards
              for the Treatment of Historic Properties.
