             This summary of the anti-smoking community is a compilation of
             materials produced earlier and separately by The Tobacco Institute
             and others, with considerable updating and editorial revision .

                                         THE ANTI-SMOKING MOVEMENT


    • Oraanizations

              There are numerous organizations involved in the anti-smoking
              movement, and they fall into three broad categories :

                    • Private Organizations
                    • Professional Medical Associations
                    • Government Organizations

              The Private Organizations group are those organizations which
              seek memberships and solicit contributions as a source of
              funding . While some of these claim to have other agendas in
              addition to anti-smoking, most of them devote their energies to
              the anti-smoking movement . There are 19 of these organizations
              listed, with some differences in focus and level of expertise .

             One category comprises organizations which attack smoking on a
             broad front and which tend to be well-organized, well-funded,
             and professionally managed . Included are such groups as the
             Coalition on Smoking OR Health and the organizations which
             support it (AHA, ALA, ACS), the Consumer Federation of America,
             the Carter Center, The Advocacy Institute, and the American
             Council on Science and Health . This last group is funded largely
             by chemical companies, and it tends to try to divert attention
             from chemical issues by attacking cigarettes .

   + Nonsmokers' rights is the claimed primary objective of Americans
          for Nonsmokers' Rights (ANR), Citizens Against Tobacco Smoke,
          and Group Against Smokers' Pollution (GASP) . In addition, these
          organizations, together with Action on Smoking and Health (ASH)
          and Doctors Ought to Care (DOC), could be considered the "grass
          roots agitators" group .

             The focus of Stop Teenage Addiction to Tobacco (STAT) is obvious .
             The Martin Himmel Health Foundation is both new and unique, since
             it limits its activities entirely to radio commercials .

             CIGLIT and the Tobacco Products Liability Project concentrate on
             litigation .

             The Interfaith Center on Corporate Responsibility and the Tobacco
             Divestment Project are working to get investors to divest
             themselves of tobacco company stocks .

             The Institute for the Study of Smoking Behavior and Policy and
             the Smoking Policy Institute are not pure activist groups, as
             they are more interested in public policy and education . The
             World Health Organization, a multifaceted organization with
             groups interested in all the above areas, has an international
             focus and does not participate in the U .S . market .

   • The second category, Professional Medical Associations, consists
          of the AMA, the American Public Health Association, and other
          similar groups . They have a broad spectrum of interests of which
          anti-smoking is only one .

              The third group consists of key Government Organizations which
              focus on anti-smoking, particularly the various parts of HHS .

              Important individuals in the anti-smoking movement include
              symbolic leader Surgeon General C . Everett Koop, John Banzhaf
              (ASH), Matt Myers (Coalition on Smoking OR Health), Joseph Cullen
              (director of NCI's Smoking, Tobacco and Cancer program),
              Congressman Henry Waxman, Michael Pertschuk (Advocacy Institute),
              and Joe Tye (STAT) . In some cases individuals (e .g ., Banzhaf)
              are more important and more prominent than their organizations .

              Coordination/Interrelationships

              Many of the organizations, and their leaders, have relationships
              at both the professional and personal levels . There appears
          to be a "core" group of antis who attend the same conferences,
          sit on the same advisory boards, and serve in "interlocking
          directorships" for the various organizations . A network has
          developed for those individuals who know what they're doing to
          unite and communicate with each other . They have attempted to
          maximize their similarities by developing standards for training,
   • "educational" materials and objectives .

             Many well-known antis control government purse-strings for
             research funding as members of scientific advisory boards . At
             the same time, their institutions often receive large research
             grants and can be counted on to provide private-sector support
             for government programs before Congress . For example, millions
             of dollars in research grants flow from NCI to anti-smoking
             organizations and individuals . These groups often lobby on
             NCI's behalf and endorse its work during reauthorization and
             appropriations battles . This control over research,grants makes
             it very risky for a scientist to make himself known as someone
             who does not agree with the "party line" on one or another
             smoking issue .

          Intercommunication has been enhanced by the efforts of The
          Advocacy Institute, which has created the Smoking Control
          Advocacy Resource Center (SCARC) . Advocacy Institute Director
          Michael Pertschuk has identified some key problems of the
          anti-smoking movement and developed some strategies to correct
          them . While SCARC is not designed to do the antis' legwork,
          it is set up to make front-line advocates more effective, to
          coordinate their efforts, to keep them better informed, and to
          do their strategic thinking and planning . SCARC has recently
          developed an on-line capability which any activist group can
   • access by paying a nominal annual fee ($100) and getting an
          access code .

              Funding
   •
              Some money comes from government institutions at the federal,
              state and local levels in the form of appropriations and
              research grants . Federal funds in particular have indirectly
              turned universities and other institutions into anti-smoking
              propagandists through publication of studies and news releases .

              Many anti-smoking organizations actively solicit funds .
              Several foundations, including Carnegie, Kaiser, Kellogg, and
              Rockefeller, provide grants to the antis . Some of the major
              groups in the movement exist on tax-deductible contributions
              from small donors .

              Despite these varied sources of income, not all anti-smoking
              organizations are well-financed . Some, such as the ACS and AMA,
              have considerable means ; others operate on minimum budgets . The
              dollars spent on anti-smoking activities by the larger groups is
              closely guarded information and virtually impossible to determine
              with precision . Similarly, the balance sheets of smaller groups
              are not generally available for public scrutiny .

             ASH is a public interest organization sponsored by doctors,
             scientists, lawyers, educators, commentators, and celebrities .
             The purpose of ASH is "to take effective national action to
             protect the rights of 'the nonsmoking majority' against .problems
             caused'by smoking ." In a public sense, however, ASH is John
             Banzhaf .

          Banzhaf, a professor at George Washington University's National
          Law Center, teaches legal activism through creative use of .the
          law . ASH's entire history is an example of this teaching .
          Banzhaf filed a complaint under the "fairness doctrine" which
          resulted in the FCC ruling that broadcasters were required to
   • provide "a significant amount of time" for anti-smoking messages .
          He also deserves substantial "credit" for the 1973 CAB rule
          mandating separate smoking and nonsmoking sections on commercial
          airlines .

             The media often turns to Banzhaf because of his colorful and
             aggressive arguments and strong on-camera personality . Once
             during a debate on public smoking, Banzhaf threw water on his
             aged opponent . For a time, the media lost interest in him after
             that action, but more recently he has again become a media
             favorite .

             ASH was also a primary force in establishing the Tobacco Products
             Liability Project .

                                         2 . THE ADVOCACY INSTITUTE

             The Advocacy Institute (AI) was established to be a "nonprofit
             center for the study, analysis and teaching of advocacy
             strategies and skills for use by nonprofit and citizen groups to
             effect public policy change ." It serves "at the invitation of
             foundations and citizen groups as an intermediary in convening,
             counseling and administering the process of strategic planning to
             achieve a variety of social goals ." Its primary focus, however,
             is anti-smoking .

             AI proclaims that "within the last three years virtually every
             significant organization involved in smoking control activities
             has sought guidance and strategic counseling" from AI, including
             the International Union Against Cancer, National Cancer
             Institute, American Cancer Society, American Lung Association,
             American Heart Association, and Americans for Nonsmokers' Rights .
             Consequently, AI has developed its "interactive, smoking control
             leadership network" and "expanded and institutionalized its
             smoking control support services ."

             Using seed money from the Kaiser Family Foundation, AI is
             packaging its network and services into a Smoking Control
             Advocacy Resource Center (SCARC) .

             SCARC is designed to make front-line advocates more effective,
             to coordinate their efforts, to keep them better informed, and
             to do their strategic thinking and planning . SCARC appears to
             be a serious effort at coordinating the antis and a potentially
             powerful boost to the movement .

             As an example, the Institute has recently (1990) created an
             on-line networking system called SCARCNet which anti-smoking
             organizations can access for a nominal fee . Its purpose is to
             rapidly spread information and coordinate anti-smoking activities
             of the anti-smoking community .

          The roster of the SCARC advisory group illustrates the cross-
          fertilization of the anti-smoking movement . Activists like Alan
          Blum, M .D . (DOC), and Stanton Glantz (Americans for Nonsmokers'
          Rights), as well as academics like Harvard's John Pinney and the
          Carter Center's William Foege, have agreed to commit some of
          their energy to the SCARC . Meanwhile, Pertschuk believes he has
   • identified the principal problems of the anti-smoking movement
          (communication and coordination) and developed some basic
          strategies to correct them .

                         3 . AMERICAN COUNCIL ON SCIENCE AND HEALTH (ACSH)

             ACSH's purpose is to provide consumers with scientifically
             balanced evaluations of food, chemicals, the environment, and
             human health .

             ACSH's support comes primarily from the chemical and food
             industries . To take the heat off of these industries, ACSH
             uses the media and scientific forums to target cigarettes as
             the primary cause of the nation's health problems . In fact, the
             organization's top priorities are : "a) alert Americans to the
             spectacular dangers of cigarette smoking ; b) educate consumers
             to the reality that trace amounts of potentially toxic chemicals,
             whether found in synthetic or natural sources, do not necessarily
             by themselves pose a hazard to human health ; c) warn of the
             health dangers inherent in 'dismantling the system' (e .g .,
             banning pesticides and food additives) ; and d) generally help
   • Americans to distinguish between a health hazard and a health
          hoax ."

             In this process, Whelan has become an outspoken critic of smoking
             covered frequently in the media . She also makes anti-smoking
             presentations at scientific meetings, writes anti-smoking
             articles in her newsletter, and is a frequent newspaper and
             magazine anti-tobacco op-ed writer .

             ACSH is funded by companies such as Dow Chemical, Ciba-Geigy,
             American Cyanamid, DuPont, Union Carbide, Uniroyal, Coca-Cola,
             Eli Lilly, Shell Oil, Georgia-Pacific, etc . Whelan challenges
             the notion that her group is beholden to its financial backers
             (Washington Post 1/27/85) .

                                4 . AMERICANS FOR NONSMORERS' RIGHTS (ANR)

             Americans for Nonsmokers' . Rights (ANR), formerly Californians for
             Nonsmokers' Rights, is a not-for-profit organization formed in
             1981 . Based in Berkeley, CA, ANR provides assistance to groups
             around the country which are interested in passing nonsmokers'
             rights legislation at the local level .

             ANR endorses smoking restrictions in public places and
             workplaces . It often works with major anti-smoking groups
             such as the California chapters of GASP, the American Lung
             Association, the American Heart Association, and the American
             Cancer Society .

         ANR characterizes itself as a lobbying force that has influenced
         95% of California's smoking restriction measures . It espouses
   • the use of two tactics : dilute tobacco interests by focusing on
              local legislation ; and maximize the public appeal of "passive
              smoking" issues .

             Stanton A . Glantz, an associate professor of medicine at the
             University of California - San Francisco and prominent anti-
             smoking activist, helped establish ANR and is a past president .
             Other individuals affiliated with ANR include Peter Hanauer,
             founding president of ANR ; Glenn Barr, aide to Los Angeles City
             Councilman Marvin Braude ; David Burns, contributor to Surgeon
             General's reports ; and Virginia Ernster, a member of NCI's
             Division of Cancer Prevention and Control oversight body .

             The American Lung Association, American Heart Association,
             American Cancer Society, and GASP are among ANR's many financial
             contributors .

             In 1986, ANR published a nonsmokers' activist strategy manual
             entitled Legislative Approaches to a Smoke Free Society . The
             two-volume "how to" guide on legislative action and coalition
             building has the imprimatur of Jesse Steinfeld, former U .S .
             Surgeon General . It is designed to help activist organizations
             pursue anti-smoking legislation in their communities . Hanauer,
             Barr and Glantz co-authored the handbook .

             Jimmy Carter established the Center at Emory University as a
             place where issues of international importance-could be discussed
             in a non-governmental, non-partisan atmosphere . It is designed
             to be an international research and education center focusing
             on such issues as human rights, Latin American and Soviet
             studies, international arms security, and health . The Fellows
             periodically stage seminars which draw participants from around
             the world . Foege, the executive director and an active anti-
             smoker, was previously affiliated with the Surgeon General's
             office, Centers for Disease Control (CDC), and the American
             Public Health Association .

             Foege directed a national health consultation group in 1984 to
             discuss preventable illness, injury and premature death . Former
             Surgeon General Jesse Steinfeld headed the sub-group responsible
             for developing recommendations aimed specifically at the tobacco
             .industry .

             Although the Carter Center has an anti-smoking stance, it is
             involved in numerous other activities and does not have the
             single-minded focus of an organization like GASP .

             Organizers : W . W . Watkins, W . E . Townsley and Wayne Fisher


             CIGLIT was a consortium formed by lawyers associated with three
             different Texas law firms to share resources in personal injury
             cases against the tobacco industry . The joint venture would make
             common use of petition forms and discovery information, and would
             share experts to provide consultation and testimony . Director
             Townsley said its purpose is "to make hitherto prohibitively
             costly and time-consuming cigarette cases affordable and
             practical . The Texas courts have never passed on the issue of
             whether cigarette companies, unlike all other manufacturers,
             should be immune from legal liability to their millions of
             victims . The CIGLIT attorneys will present this issue to the
             Texas courts for an appropriate decision ."

             Cases are accepted on a contingent fee basis, whereby no attorney
             fees are payable except from money damages actually recovered .

             The driving force behind this consortium was Will Watkins .
             Watkins died in 1987, and after that much of the energy went
             out of it . There are several cases still pending, but they are
             currently inactive .

                              7 . CITIZENS AGAINST TOBACCO SMOKE (CATS)

             Staff : Unknown, but small


             Ahron Leichtman founded Citizens Against Tobacco'Smoke (CATS) in
             October 1985 to promote anti-smoking programs in schools . CATS
             advocates a tobacco-free society by the year 2000 via public
             smoking bans, quit-smoking efforts, and strategies to prevent
             young people from smoking . According to Leichtman, CATS is a
             non-profit educational organization incorporated in Ohio . It has
             501(c)(3) federal and state tax-status applications pending . No
             financial figures on the organization are available ; Leichtman
             says he funds'CATS with the profits from his film ventures .

          CATS claims to be a national coalition of 42 nonsmokers' rights
          groups . CATS' letterhead lists several offices -- actually post
          office box numbers -- in many cities including Cincinnati,
          Rockville (MD), Boca Raton, Chicago, Denver, Beverly Hills, and
          New York . Leichtman says his 1ong=range goal is to expand this
   • coalition to include 50 nonsmoking groups and turn CATS into a
          truly national organization .

             Leichtman has no medical or scientific credentials ; his
             background is purely PR . He is the former media coordinator
             for the National Education Association, has worked at an ABC
             affiliate in Washington, D .C ., and attended UCLA's screenwriting
             program . In 1985, Leichtman produced a film entitled
             "Smokebusters" which depicts the effect of ETS on nonsmokers and
             explores the impact of nonsmokers' rights organizations on the
             legislative process .

             Leichtman lobbied for Cincinnati's ordinance which restricts
             smoking in public places . His anti-smoking affiliations include :
             president of Cincinnati chapter of GASP and acting director of
             Greater Cincinnati Coalition on Smoking OR Health .

             There has been little in the media re Leichtman and CATS over the
             past 3-4 years .

                                    8 . COALITION ON SMOKING OR HEALTH

              Executive Director : Matthew Myers


              Following the 1981 National Conference on Smoking or Health, the
              American Cancer Society, American Heart Association, and American
              Lung Association established the Coalition on Smoking OR Health
              to lobby federal legislators and policymakers on smoking issues .
              The Coalition originally had a purely federal mandate . However,
              by agreement, the strongest voluntary group in a given situation
              takes the lead in state and local anti-smoking drives, using the
              imprimatur of the Coalition . More often than not those leads are
              assumed by the ALA .

              The Coalition's strength stems from its ability to present
              scientific and medical "evidence" on smoking and health issues
              credibly, persuasively, and in the vernacular . Executive
              Director Matt Myers is an able Washington lobbyist who works well
              with the Washington principals of ACS, AHA and ALA . He is also
              part of the antis' network . He is frequently quoted in the
              media, and he almost always is on the agenda of anti-smoking
              hearings in Congress .

          In addition to forming the Coalition, the voluntary associations
   • have combined to create the Tri-Agency Tobacco-Free Young America
          Project to promote tobacco-free schools through educational
              programs .

              At the state and local levels, ACS, AHA and ALA have a built-in,
              "grass roots" anti-smoking network . However, their volunteers
              are primarily deployed to raise funds . For the most part, they
              lack advocacy skills, information, direction, strategic planning,
              and other elements vital to successful lobbying campaigns -- in
              short, the elements The Advocacy Institute is trying to provide
              and nurture . The voluntary associations could become very
              effective grass roots activists .

                  The ALA is a "federation of state and local associations of

                  At the close of FY 1987, the latest year for which figures

             Although Blum had a stormy tenure as editor of the New,York
             Medical Journal, he is considered an "insider" in the
             anti-smoking movement and is an advisor to The Advocacy
             Institute's Smoking Control Advocacy Resource Center .

             DOC's primary spokesmen/activists are Blum and John Richards,
             Jr ., M .D . They find frequent opportunities for .media coverage,
             and they are active participants in anti-smoking seminars and

             GASP is a grass roots organization spread out among 100 chapters
             throughout the continent and overseas to support the rights

             caused by secondhand tobacco smoke, and eliminate smoking in
             places used by nonsmokers . GASP is almost invisible at the
             national level, but local leaders strongly push the anti-smoking
             agenda and are frequently available for the media in response to
             tobacco issues .

             Each city or regional chapter works for local restrictions and
             advertising bans . Local chapters often provide support with
             speakers as well as educational and promotional materials .
             Chapter newsletters are generally not terribly sophisticated
             productions . However, a reading of the newsletter provides
             insight into the current hot topics among the anti-smokers .

          The more active GASP chapters, such as those in New Jersey,
   • Florida, Ohio and Maine, often work closely with the local
          American Lung Association, American Cancer Society or health
          department .

             GASP members give the appearance of being crusaders on an
             emotional mission, and they are both ubiquitous and vitriolic .

             Foundation also awarded Harvard University a $726,300, 3-year
             grant to develop a program "to develop policy approaches for
             preventing and reducing cigarette smoking, especially among
             children and teens ." This year The Institute received $81,000
             from the Foundation to continue research in support of its
             programs .

             Studies released under the auspices of the Institute include
             recommendations on policy matters . One such recommendation
             advocated the use of nicotine gum in helping to quit smoking
             and called for doctors to encourage its use . Another stated a
             16-cent cigarette tax increase would induce 2 .5 million people,
             two-thirds of them under age 25, to quit smoking . The Institute
             recommended this tax hike since its report indicated the long-
             term effect would prevent about 850,000 early deaths .

             The Institute also publishes a newsletter entitled Smoking
             Behavior and Policy .

              Although this is called a health foundation, its sole activity

              Martin Himmel owned an organization called Jeffrey Martin, Inc .,
              which successfully marketed such products as Topol smoker's .tooth
              polish and Porcelana fade cream . In 1986, he sold Jeffrey
              Martin, Inc ., to Dep Corporation for $75MM . He then retired to
              Florida . Not long after that, he became bored . He saw a TV
              broadcast about the American Heart Association and decided to
              work with them to develop public service ads on anti-smoking . He
              has a particular disdain for smoking and for tobacco companies,
              which he contends are "selling death ."

          He worked for a short time with AHA, but he soon became
          frustrated with the bureaucracy and started his own foundation .
          He works with Tony Schwartz, a New York media expert, to create
   ~ 30- and 60-second anti-smoking radio spots . One frequently aired
          anti-smoking spot focused on air quality in aircraft cabins and
          ran several months after Congress extended the smoking ban .
          Another featured Patrick Reynolds explaining that his grandfather
          (R . J . Reynolds) died of cancer, his father died of emphysema,
          and that his mother and three brothers, all smokers, have
          emphysema .

              A new spot, not yet aired, features excerpts from a speech by
              Louis Sullivan .

              The Himmel Foundation spent $1 .3MM in 1989 and expects to spend
              $2 .OMM in 1990 on radio, primarily on anti-smoking messages .

              TPLP received an initial funding grant of $25,000 from the
              Rockefeller Family Fund . Although TPLP was originally to be
              operated by ASH, it is now an autonomous project of the Clean
              Indoor Air Educational Foundation .

          Daynard is the force behind TPLP . He has a law degree from
          Harvard, a Ph .D . in urban studies and planning from MIT, and
          taught psychiatry and the law at the New England Medical Center .
          He currently teaches law at Northeastern University . Daynard is
   • also a member of Massachusetts GASP .

              Daynard ensures that TPLP's position appears in most major news
              stories on tobacco liability suits . In 1987, Daynard received
              press coverage of his claim that a tobacco lawyer (Peter Hutt)
              conceded cigarettes are a health risk in a discussion of PREMIER

    • During the last several years, organizations representing various
           elements of the medical and nursing professions have launched
          high-profile, anti-tobacco campaigns . Of these, the most
           celebrated have been the American Medical Association's (AMA)
           advocacy of legislation to ban smoking aboard commercial
           airliners and to ban all forms of tobacco advertising and
           promotion ; the smoking cessation programs pushed by the American
          Academy of Family Physicians (AAFP) and the American Nurses
          Association (ANA) ; and the American Medical Women's Association's
           (AMWA) smoking intervention activities directed toward women .

             These organizations cite several reasons for becoming involved in
             the anti-smoking movement : "390,000 premature deaths ;" rising
             lung cancer rates among women and minorities ; smoking prevalence
             among teenagers ; and the public's "failure" to understand the
             alleged health "risks" of smoking . They consider their efforts,
             which are primarily educational, as socially responsible and as
             part-of their professional calling .

             However, these groups, particularly the AMA, AMWA and AAFP, have
             also embraced the anti-smoking movement in order to combat
             lagging memberships and organizational enthusiasm ; to curry favor
             with anti-tobacco legislators, such as Henry Waxman and Pete
             Stark, who have jurisdiction over programs in which health care
             providers have a direct financial interest ; and to improve their
             public images . (They have been criticized for not taking such a
             stand .)

             They bring large memberships, .solid organizations, broad
             geographic distribution (state associations) and substantial
             resources to the antis' cause . However, they lack a single-
             minded anti-smoking focus and are more often preoccupied with
             various parochial interests which often bring the organizations
             into conflict with one another .

                   affiliated PACs, which accept a great deal of guidance from
                   AMPAC Executive Director Peter Lauer in Washington .

                   part a result of its history of heavy-handed politics in the
                   pursuit of its narrow, parochial interests . It also stems
                   from its policy-making process, in which objectives and plans
                   are resolved by the AMA House of Delegates at its semi-annual
                   meetings .

                   While the AMA has taken an anti-smoking position, it has
                   not been nearly so visible as others in the anti-smoking
                   community . They did, however, take a strong position re
                   PREMIER, with former executive vice president James Sammons
                   providing one-half of a pro and con op-ed piece in USA Today
                   and AMA members testifying before Waxman's subcommittee and
                   in various state hearings on the product .

                   products sold by tobacco companies, and established the staff

   . This is the home of the Surgeon General, the Centers for Disease
          Control, the Office of Smoking and Health, and the National Cancer
          Institute, all with strong anti-smoking agendas . HHS is under the
          current administration of Secretary Louis Sullivan, who rescued
          himself from mediocrity and obscurity by his all-out media attack
          on the tobacco industry in general and RJR in particular .

              Office of the Surgeon General
             All Surgeons General since Luther Terry have been anti-smoking,
             but the master, and the one who used the office most effectively
             as a "bully pulpit," was C . Everett Koop . During his tenure, he
             became recognized as the leader of the anti-smoking movement .
             The current Surgeon General, Dr . Antonia C . Novello, has been
             unable to attract attention and is virtually unknown . And since
             Koop's annual reports on smoking have covered virtually all the
             newsworthy areas (chronic obstruction lung disease, coronary
             heart disease, ETS, "addiction," etc .), it will be very difficult
             for future SG's to surpass him .

              Centers for Disease Control (CDC)
          CDC's Center for Health Promotion's Office on Smoking and Health
          (OSH) is administered by Ronald M . Davis, M .D ., director . In
          addition to planning and executing anti-smoking activities and
          educational programs, the OSH assists with the preparation of the
   • Surgeon General's annual reports . OSH deputy director Donald
          Shopland has played a significant role as general editor of
          several annual Surgeon General reports .

             CDC has launched mass media anti-tobacco efforts, notably
             sponsoring public service announcements aimed at both teenagers
             and adults . OSH has expanded its standard anti-smoking focus to
             include ETS issues . Davis says the risks of "passive smoking"
             can best be conveyed by using children in anti-smoking media
             messages . He encourages private sector anti-smoking
             organizations to do the same .

             National Cancer Institute (NCI)
             The National Cancer Act 1971 authorizes the National Institutes
             of Health's National Cancer Institute (NCI) to fight the war
             on cancer with generous levels of federal funding . The Act's
             renewal,in the 1980's faced tough opposition and intense political
             maneuvering ; it is up for reauthorization again in 1988 .

             The NCI director oversees NCI's multi-billion-dollar budget --
             approximately $2 billion for FY 1989 . Subsequent budget requests
             are expected to increase progressively to $3 .124 billion for
             FY 1993 .

          NCI originated the "Year 2000 Goals" made famous by the Surgeon
   •   General . There are some skeptics of the "Year 2000 Goals ."
          Individuals affiliated with NCI's anti-tobacco forces question
          whether the goals are realistic, arguing that a 50 percent
          reduction in mortality rates is unattainable .

             NCI's Division of Cancer Prevention and Control (DCPC) operates
             under the direction of Peter Greenwald . Dr . Joseph W . Cullen is
             DCPC deputy director . Edward Sondik, chief of the Operations
             branch, was a key participant in the planning of NCI's "Year 2000
             Goals ." DCPC's 18-member Board of Scientific Counselors includes
             anti-smoking advocates Kenneth Warner and Virginia Ernster .

             Cullen, who heads DCPC's Smoking, Tobacco and Cancer Program
             (STCP), is credited with building STCP into the "largest
             intervention research program in the world ." STCP is the primary
             vehicle through which NCI plans to achieve its prevention
             objectives and contribute to the attainment of the "Year 2000
             Goals ."

             STCP operates with a staff of seven professionals . The success
             of this group may be attributed to its use of contacts within
             NCI, NIH and other federal agencies, e .g ., EPA and FAA .

             STCP is currently funding 60 smoking intervention trials in
             more than 25 states and 200 cities . These smoking cessation
             projects affect an estimated 10 million people . The anti-
             tobacco intervention strategies target several groups including
             heavy smokers, women and minorities .

         STCP's largest program is the Community Intervention Trial for
         Smoking Cessation (COMMIT) which targets heavy smokers in 22
   • communities in the U .S . and Canada . With the assistance of 11
         community and social institutions, STCP expects to deliver
         smoking cessation strategies to more than two million people
         over four years .

             Lawyers and physicians are components of STCP's strategy to
             involve professional groups in the social aspects of the anti-
             smoking movement . STCP is developing the lawyers' program with
             the assistance of the National Heart, Lung and Blood Institute
             and Harvard University . They hope to train attorneys and doctors
             to advocate anti-smoking legislation, local referendums and
             workplace smoking policies .

             The National Heart, Lung and Blood Institute (NHLBI) is also
             involved in anti-smoking activities . OSH records indicate
             that NHLBI allocated $10 million in FY 1987 for anti-smoking
             activities .

             NHLBI is a major sponsor of ETS-related research . Other federal
             agencies are co-sponsors for some of these projects, including
             a program to reduce passive smoking by infants, a study of
             environmental factors, passive smoking and heart disease, and
             Jonathan Samet's study of respiratory disease among Hispanics

             Voluntary association of 37 members of Congress who will serve
             as a clearinghouse to help "educate" other lawmakers about
             tobacco use and its health effects . It is a formal alliance
             designed to build coalitions with other congressmen and
             congressional interest groups and to develop strategies for
             advancing tobacco-related legislation .

             These congressmen can be expected to be tied in closely with
             other key anti-tobacco groups and committed to the overall
             objectives of these groups .

             The goal, per Rep . Harold Rogers (R-KY), is to put growers and
             manufacturers out of business .

    • This was compiled by Carol Hrycaj of The Tobacco Institute in
           1988, using data available through 1987 . The results, which
           follow, may not be a complete record of financial assistance
           foundations provided, but major contributors and recipients are
           listed . The data were derived from information made available by
           The Foundation Center . The Center collects and disseminates data
           provided by foundations with assets of $1 million or more and
           annual donations of at least $100,000 .

              From 1978 through 1987, at least 21 foundations supported either
              anti-smoking organizations or anti-tobacco programs pursued by
              firms without histories of anti-smoking activity . Awards ranged
              from $5,000 to $726,300 and totaled $2,656,426 . Although these
              awards date back ten years, the majority of the donations were
              made in the mid-1980's . During the years 1983-1987, foundations
              gave $2,615,926 to further the efforts of the anti-smoking
              "movement ."

              The grantors included several prominent organizations, e .g ., the
              Rockefeller Family Fund, Carnegie Corporation of New York, and
              the Kaiser Family Foundation . In addition, corporate, banking
              and media-related interests were among the contributors .
              Attachment A is a list of foundations which have made donations
              to anti-tobacco causes .

          Anti-tobacco groups earmarked foundations' grants for several
   ~   purposes . The money was used to establish .organizations, sponsor
          anti-tobacco education programs, underwrite conferences, study
          strategies for smoking control and related policy, and support
          administrative operations .

              Anti-smoking groups supported, in part, by foundation money
              include The Advocacy Institute, the Tobacco Products Liability
              Project, Action on Smoking and Health, and Harvard University's
              Institute for the Study of Smoking Behavior and Policy .
              Attachment B is a list of foundation grant recipients, the
              grantor's name, and the amount of the donation . Attachment C
              is a list of contributions made to anti-smoking organizations,
              compiled from the Foundations Grants database .

              Certain foundations provided funding for more than one
              anti-smoking organization . For example, the Kaiser Family
              Foundation made grants to The Advocacy Institute, Americans for
              Nonsmokers' Rights Foundation, and the North Bay Health Resources
              Center . The Rockefeller Family Fund, Inc . donated financial
              support to both Action on Smoking and Health and the Tobacco
              Products Liability Project . American Nonsmokers' Rights
              Foundation and California Nonsmokers' Rights have utilized
              donations from the Gerbode Foundation .
