This request for expressions of interest follows the General Procurement Notice for this project that
appeared on-line in dgMarket on November 27, 2008 and in UN Development Business on November 28,
2008, as well as published on National Commission on Financial Markets web-site of free access.
The Republic of Moldova has received financing from the International Bank for Reconstruction and
Development toward the cost of implementation of the Financial Sector Reform Project (FSRP), and intends
to apply part of the proceeds under the contract for development of the electronic information system
software (EISS) for National Commission of Financial Market of Moldova.
The main objective of the assignment will be provision for establishing of an integrated electronic
information system software (EISS) that enables to keep records and accountability of the Motor Third Part
Liability Insurances and Green Cards on the territory of Moldova allowing to:
       1) Collect and consolidate data on all existing Motor Third Part Liability Insurance and Green
          Cards issued all over the country;
       2) Consolidate data and ensure access to the national data base of all transport vehicles registered
          on the territory of Moldova their owners and authorized persons;
       3) Consolidate data and ensure access to the national data base of damages caused to insured
          persons and objects;
       4) Consolidate data and ensure access to the national data base of road transport’ accidents;
       5) Ensure electronic secure and encrypted on-line transmission and information exchange between
          NCFM and National Bureau of Auto-vehicles’ Insurers, secondary and central offices of the
          insurers, Road Police Directorate of the Ministry of Internal Affairs, Ministry of Informational
          Technologies, Border Service.
To achieve the assignment’s objectives, the Consultant will be responsible for:
       1) Based on Software Concept Paper provided by the Client elaboration of the Project paper,
          including, inter alia projections of the structure of the informational system and creation of the
          technical design/projection;
       2) Elaboration of the EISS architecture, including all programs, scripts modules and technical
          specification;
       3) Elaboration of the EISS navigation mechanism;
       4) Elaboration of the EISS filtering mechanism;
       5) Elaboration of the EISS logging & security mechanisms;
       6) Designing required instruments for the EISS maintenance, dynamic management of the contents,
          including efficient instruments for regular update of the databases;
       7) Developing interfaces for interconnection to the available data bases of MoID, MoIA;

       8) Carrying out the Operational Testing of the EISS functionality in laboratory regime (internal
          testing) and installation of the operation system;
       9) Carry out input of the data as content of the EISS;
       10) Preparation of the final application version of EISS ready to be explored.
       11) Elaboration of the guide for NCFM technical staff on how to administrate, maintain and
           actualize the EISS;
       12) Training of NCFM technical staff on EISS administration, maintenance and actualization;
        13) Develop and provide a presentation of the results in the form of visualized software version.
The implementation of this assignment will require services of software design Company, which is
specialized in providing the above services, and which:
   -    has at least five years of experience in providing integrated software services;
   -    has capacity to perform the assignment, id est has office, appropriate equipment and software
        applications;
    - has capacity to offer maintenance and consultancy during the system life period;
    - has licenses for operating systems, data bases and applications used necessary for system
        development;
    - has qualified staff in software design services;
    - has proven experience in integration with the state informational resources;
    - has practical experience in performing similar assignments, at least one successfully completed;
    - can submit recommendation letters concerning previous implemented projects;
    - has experience in implementation of the donors’ and/or IFIs’ sponsored projects;
    - possess professional excellence certificates and other documents, which proves professional
        capacity of the staff.
The Project Implementation Unit of the World Bank Competitiveness Enhancement Project now
invites eligible Consultants to indicate their interest in providing the services. Interested must provide
information indicating that they are qualified to perform the services (brochures, description of similar
assignments, experience in similar conditions, availability of appropriate skills among staff, CVs of the key
staff to be involved in the assignment, etc.). Consultants may associate to enhance their qualifications in
form of joint venture (consortium or association), in which case the members will be jointly and severally
liable and all members will sign the contract. This Request for Expression of Interest will lead to the
preparation of a Short List of consultants. For evaluation of the expressions of interest for this assignment
the following criteria will be applied:
       Company’ first hand experience in elaboration of management informational systems with multiple
        information suppliers for public authorities and private clients. (30 points);
       Company’ proven experience in the integration of the above mentioned and other informational
        systems with the state informational resources (30 points);
       Company’ proven capacity to perform the assignment, id est has office, appropriate equipment and
        software applications and competent staff for performing of the assignment. (30 points)
       Company’ successful prior experience in implementation of donors’ and/or IFIs’ sponsored
        projects. (10 points)

A Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines:
Selection and Employment of Consultants by World Bank Borrowers, May 2004, Para. 3.7 “Selection Based
on Consultants’ Qualification”.
The assignment will be implemented in the period from March to July 30, 2010 and will be approximately
130 man/days in duration.
