Deprivation indices are close to the Suffolk averages. A lower proportion of the population
(21.9%) is in the 0-19 age band compared with Suffolk (24.4%) as a whole and numbers at
schools in the North Suffolk area are forecast to decrease by 5.1 % between 2004 and 2009
(Suffolk 1.1 % increase). The low proportion of economically active residents is balanced by
a high proportion of retired people. Employment in skilled trades is high and there are a
higher than average proportion of the population without any formal qualifications.

Further Education (FE)
Students taking part in further education attend a number of institutions; in 2003/04 the
principal provider of further education for this locality was Lowestoft College with 48.4% of all
16-18 year-old students involved in FE attending this college. Other significant providers of
further education were Norwich City College (16.8%), Suffolk college (15.6%) and Otley
College (6%).

For 2003/04 and 2004/5 the percentage success rates at the colleges in Suffolk were:

APPENDIX 2 – SUMMARY OF LOCALITY PLANS


Key Actions identified
A detailed action plan sets out targets and timescales for the implementation of the Locality
Plan. In summary the Key Priorities will be met by:
1. Introducing new vocational lines of study in each school across the 14-19 age range.
2. Taking action to meet the needs of students including examining alternative transport
   arrangements and seeking incentives to continue learning.
3. Ensuring that an appropriate range of courses is available across the locality, improving
   systems for student tracking, ensuring that teaching is of high quality and that a wide
   range of enrichment activities is available.
4. Improved use of data to target early invention strategies.
5. Working with Connexions to further develop careers advice across the cluster and
   offering joint information evenings for students and parents.

New Models for Learning
The Locality Group plan to establish a local 14-19 partnership arrangement through a formal
agreement that will promote and co-ordinate development of 14-19 education in the area
including the establishment of a vocational skills centre to serve the area.

It should be noted that the outcomes of the wider review of school organisation across
Suffolk may impact on the future pattern of provision in North Suffolk.
