About Royal Mail Wholesale
Royal Mail Wholesale officially came into being as a separate business unit of Royal Mail Group plc on 1st April 2006.
The role of the Unit is to manage all aspects of Royal Mail’s interface and commercial arrangements with customers
wanting to make use of Royal Mail’s postal facilities under Condition 9 of Royal Mail’s Licence (copies of which are
available from Postcomm). This includes:
Management of Condition 9 Access contracts
Development of new Condition 9 Access service variants
Implementation and management of operational interface issues with competitors (e.g. Code of Practice
issues, redirections etc.)
Interface with associations of other postal operators (e.g. Mail Competitors Forum)
Royal Mail Wholesale is managed by the Royal Mail Wholesale Board which includes the Executive Directors of the
unit together with the Royal Mail Group Finance Director, Royal Mail Group Strategy Director and Operations Director
RM Letters. The Managing Director of Royal Mail Wholesale, Stephen Agar, reports to the CEO of Royal Mail Group
plc. The other Royal Mail Wholesale Directors are Paul Bates, Commercial Director, Mel Tomlin, Operations and
Customer Services Director, and Richard Travers, Finance and Systems Director.
