UNRWA is the United Nations agency responsible for the protection, care and
human development of a population of some 5 million Palestine refugees living in
the Gaza Strip, the West Bank, Jordan, Lebanon and the Syrian Arab Republic.
UNRWA is committed to assisting Palestine refugees in maintaining a decent

largest UN operation in the Middle East with more than 29,000 staff. Most of these
staff are refugees themselves, working directly to benefit their communities - as
teachers, doctors, nurses or social workers. For its international team, UNRWA is

Under direct supervision Director, Internal Oversight Services, the incumbent of
this professional post is responsible for the management of the Assurance
(internal audit and inspections) and Advisory Services Division (AAS). In
accordance with the established Agency policy and procedures, the
incumbent will:
Primary Duties and Responsibilities
Be responsible for the development of AAS risk based audit and inspection
work plan, in consideration of resource capacity;
Be responsible for the development of internal audit and inspection
methodology, policy and practices, with regard to planning,
implementation, reporting, follow up, etc, in accordance with IIA
professional standards and best practices;
Provide oversight, guidance and support to AAS staff, and monitoring the
implementation and quality of all planned AAS outputs and deliverables,
including audit recommendation follow-up;
Manage AAS staff resources, including recruitment and retention, learning
and training, performance, etc;
Be responsible for the development of the AAS short term and long term
goals, preparation of progress reports (status and annual) required;
Be responsible for the coordination liaison with external parties as required,
including UNBOA, external donors, etc.
Professional Knowledge and Experience
Masters degree in business administration or other discipline related to the
main requirements of the post;
Certification of a professional body of auditors such as the Institute of Internal
Auditors, Information Systems Audit and Control Association, Association of
Certified Fraud Examiners, and, a Chartered or Certified Association of
Accountants or Quality Assurance (IIA) certification;
Ten years progressively more senior experience in managing a variety of
internal or external audits (operational, performance, compliance, etc) and
managing audit staff. At least six years should be at a senior supervisory level
preferably in an international organization;
Proven experience in Information and Communication Technology (ICT)
audits;
Fluency in oral and written English. Excellent English writing skill is a critical
requirement needed in the review and preparation of reports, and in frequent
communications with stakeholders.
Competencies
Sound judgment on importance/priority/confidentiality of issues;
Technical: Excellent knowledge of the processes and ability to implement
throughout all stages in the audit lifecycle, and an ability to see the detail as
well as the big picture;
Project Management: Strong skills in prioritisation of tasks, organisation, time
management, multi-tasking, flexibility, and the ability to quickly adapt to
changing work requirements;
Communication: Excellent skills in preparing written documents (reports,
emails, proposals) and in the presentation and advocacy of the internal audit
division;
Leadership: Ability to lead and motivate a team in a multicultural setting,
ensuring a positive and strong team environment and continuous
development of staff;
Teamwork: Good interpersonal skills and ability to establish and maintain
effective partnerships and working relations in a multi-cultural and multi-ethnic
environment with sensitivity and respect for diversity and gender balance.
Desirable Qualifications
Working knowledge of UN financial rules, regulations and procedures;
Good knowledge of the conditions prevailing in the Agency’s area of
operations with the ability to appraise and assess the implications of
economic, political, cultural and historical variables in those regions.
Equivalency
When the minimum requirements are not fully met, the Director of Human
Resources may exceptionally substitute part of the unmet requirements with a
combination of relevant academic qualification, additional professional training
and progressive relevant work experience. NB: Work experience alone or formal
qualifications with no relevant work experience are not considered an acceptable
combination.
Additional Information
The incumbent will be required to travel in the Agency's area of operations in the
Middle East.
Conditions of Service
UNRWA offers an attractive compensation package including annual salary
starting at $86,904 net tax free with dependants or $80,734 single, plus post
adjustment of 42.5% (subject to change without notice). Other benefits, subject to
eligibility, include education grant, dependency allowance, home leave, pension
fund, health insurance and 6 weeks annual leave. All UNRWA duty stations (with
the exception of Gaza and Syria) are family duty stations. Initial contract is for one
year, with the possibility of further extensions subject to the availability of funds and
the continuing need for the post.
