            PLUMBING AND PIPING WORK EXAMINING BOARD

                                       AUGUST 19, 2004

The meeting was called to order by George C. Sima, Chairman, at 9:40 A.M. in Room 117 of the
State Office Building, 165 Capitol Avenue, Hartford, Connecticut.

MINUTES OF PREVIOUS MEETINGS

The Board voted unanimously to approve minutes of the June 17, 2004 meeting and the
“Continuing Education” meeting of July 8, 2004.


REVIEW DRAFT OF CONTINUING EDUCATION CURRICULUM FOR PLUMBERS FOR
NECESSARY ADDITIONS, AMENDMENTS AND ADOPTION.

The Board reviewed the Plumbers continuing education curriculum outline drafted at their July 8, 2004
meeting and made an amendment to Section one, category two, to read “Review of relevant state
agency rulings”. After further review and discussion on the matter, the Board reached a unanimous
consensus and voted unanimously to adopt the draft continuing education curriculum standard for
plumbers, consisting of applicable plumbing trade related principles and practices, business law and
regulations, State of Connecticut building codes and standards, and OSHA regulations.

LEGISLATIVE REQUIREMENT PROPOSAL FOR PLUMBING CONTRACTORS

The Board discussed establishing some type of legislative requirements mandating that plumbing
contractors meet in order to receive and renew their contractor license. The purpose of the mandate is to
ascertain that plumbing contractors are currently in business and offering their services to the general
public. Some of the ideas discussed were requiring photo identification, certificate of legal existence
from the Secretary of the State, trade name certificate, sales and use permit, tax identification number,
as well as certificate of liability insurance and workers’ compensation coverage. After further review
and discussion, the Board reached a unanimous consensus, as a stepping stone, to pursue a mandate
requiring certificate of liability insurance for all plumbing contractors renewing their license.
Attorney Santoro informed the Board that any legislative ideas must be submitted to Mr. Hurlburt.

The Board voted unanimously to accept the following recommended Stipulated Agreements
as follows:

In the Matter of Roto-Rooter Services Company, Docket No. 04-829 – Cease and Desist
Order and a Civil Penalty in the amount of $1,500.00.

In the Matter of William P. Kane, Docket No. 04-830 – Cease and Desist Order and a Civil
Penalty in the amount of $5,500.00.

In the Matter of Thomas Bull, Docket No. 04-831- Cease and Desist Order and a Civil
Penalty in the amount if $2,500.00.


CORRESPONDENCE

    1. Memorandum dated July 22, 2004 from the Connecticut Department of Education
       Regional Vocation-Technical School System.
