                              Deputy Clerk’s Report

3.    Bridleway 8 – The Baulk and Sandcast paths

Chris Nicol, Rights of Way Contracts Officer, Central Bedfordshire Council and
Adrian Clothier, Amey Projects Officer to attend the Planning, Parks and Open
Spaces meeting to discuss the improvements being made to Bridleway 8 – The
Baulk and Sandcast paths.

Following Town Council meeting on 18th January 2010 the following information
about the work taking place on bridleway 8 was passed to the Clerk (Copy of
email attached). Apologies were made for the previous failure to keep Council
informed about the work.

The Rights of Way Department was given funds to improve the bridleway in this
financial year and although they had talked to Amey about the work involved the
team itself was surprised when the works started.

The coppicing work on the Beeston was carried out in order to widen the path so
that a vehicle carrying a replacement prefabricated bridge for the footpath can go
along it. This will be wider than the present bridge. It is not intended to widen
the path permanently, most of the trees are still viable and will grow again. In
addition extra planting of fruiting trees is planned. Mr Gwillam believes that
within two years it will be difficult to see where the work was undertaken.

Cutting back along the river path has also been done in order to widen the path,
although it is intended that the extra metre of path will be grass and not tarmac.
The path will also be raised 8 – 10” to avoid all but the worst of the floods and
will be resurfaced. The wooden fence will be removed and not replaced. Hopefully
new plans for managing the woods will also be drawn up.

The culvert will be widened and the raised part of the path is also to be renewed
with the barbed wire fences being replaced by plain wire and the unsafe railings
being replaced.

In addition the multi-user path on the Riddy will be installed.

                             Deputy Clerk’s Report

8.    Gypsy and Traveller site – Long Lake Meadow, Seddington

Members may recall that a potential Gypsy and Traveller site – Long Lake
Meadow, Seddington was being considered by Central Bedfordshire Council and
that a request under the Freedom of Information Act for all the Seddington site
papers was made. A letter was received from Central Bedfordshire Council (Copy
attached) and they provided all site papers (documentation and working papers)
a copy of which is available for Members to look at in the Town Council offices.
When the SUSTAINABLE COMMUNITIES OVERVIEW & SCRUTINY COMMITTEE of
Central Bedfordshire Council met on the 4th January 2010, Item 11 Gypsy and
Traveller Development Plan Document for Central Bedfordshire North, Page 142
of the agenda Long Lake Meadow, Seddington (Copy attached).

9.    Bedford Road Playbuilder

Members may recall that additional play equipment was to be installed in Bedford
Road Recreation Ground. Due to the weather and subsequent ground conditions the
project has been delayed, though it is now nearly finished. An official opening of
the event will take place in the next few months.

10.   Sunderland Road Play - Additional Equipment

Members may recall that the Central Bedfordshire Council has £86,107.00 in
Section 106 monies for Sandy Town Council of this £30,000.00 has to be spent by
the end of March 2010 and £30,000.00 by the 6th September 2010. Of this money
the Town Council has gained approval from Central Bedfordshire Council to spend
£31,405.00 on additional play equipment at Bedford Road Recreation Ground. The
total still available to be spent is £54,702.00 and this includes £28,595.00 that has
to be spent by 6th September 2010.

The current play equipment at Sunderland Road is for the under eights, other the
skateboard park no play equipment is provided at Sunderland Road. The Section
106 monies could be used to purchase one or a number of pieces of equipment and
these could include a Goal End, Aeroskate or a RodeoBoard.

Members are asked to consider whether to spend Section 106 monies on
Sunderland Road Play - Additional Equipment and to instruct as to a
course of action to take.

Minutes of the Emergency Plan incorporating Flood Plan Working Group meeting held
on Thursday 21st January 2010 at 10.00am in the Council Chamber at 10 Cambridge
Road, Sandy.

                                      PRESENT

Cllrs M Bartlett (Chairman), N Aldis, D Broughton, M Pettitt & Mrs S Sutton.

Also present was Cllr G White & Mr J Walker.

1. Apologies – Mr Berry and Mr Thomas.

2. Minutes of meeting held on the 11th June 2009.

Resolved: That the Minutes of the Meetings of the Emergency Plan
incorporating Flood Plan Working Group held on the 2nd November 2009 be
approved as a correct record.

3. Flooding

Members discussed and as Mr Berry and Mr Thomas had sent apologies they

Resolved: That Mr Berry and Mr Thomas be invited to the next meeting of
the working group.

4. Ice and Snow

Members discussed at length the clearance of snow and ice.

Resolved to recommend: (a) That Sandy Town Council, properly make safe
any area we are responsible for. This includes the following, Town Centre
Car Park, Cemetery, Recreation Grounds, Churchyard, Council Offices and
any other Council premises and that the Council monitor the conditions and
the work and document.

(b) That the Town Council pass on all complaints from residents of Sandy
to Central Bedfordshire Council, instead of the Town Council giving
residents the telephone number of Central Bedfordshire Council.

(c) That the Town Council makes Central Bedfordshire Council aware of the
priority areas that they would like to be gritted by them.

(d) Voluntary initiative, that the Town Council gives moral and practical
support.
(e) Central Bedfordshire Council are keen to devolve services to Town and
Parish Councils and Sandy Town Council would be interested to carry out
snow and ice clearance of footpaths in Sandy on suitable terms as long as
appropriate resources are provided by Central Bedfordshire Council. The
resources required would include, equipment, training, gritting material
and man-power.

(f) That the Town Council pass on as much information as possible to the
general public about the responsibilities of the Town Council and Central
Bedfordshire Council.

(g) Consider requesting from Central Bedfordshire Council the supply of
salt bins, for dangerous icy roads. As Central Bedfordshire Council have
been offering salt bins in other areas for dangerous icy roads.

(h) Maintain a supply of grit and purchase appropriate equipment for the
clearance of snow and ice from the areas Sandy Town Council is
responsible for. The Council staff will then become more efficient. The
equipment would include snow shovels and 1 or 2 gritting machines.

The Emergency Plan Working Group on the 21st January Resolved to
recommend: (h) Maintain a supply of grit and purchase appropriate
equipment for the clearance of snow and ice from the areas Sandy Town
Council is responsible for. The Council staff will then become more
efficient. The equipment would include snow shovels and 1 or 2 gritting
machines.
