JOB TITLE: Breastfeeding Peer Counselor GROUP:

Under the supervision of the Site Supervisor, the Breastfeeding Peer Counselor promotes breastfeeding as the optimal
method of infant feeding among WIC participants. Provides breastfeeding education, follow-up and basic clerical support
relating to breastfeeding to promote WIC program operations. Assists the Lactation Consultant and other WIC staff as
assigned by Site Supervisor or Breastfeeding Coordinator.
TASKS & RESPONSIBILITIES: %
I. Breastfeeding Training: 10%
A. Completes Local Agency Peer Counselor Training provided by Breastfeeding Promotion Coordinator and
Lactation Consultant and is able to meet training objectives.
B. Attends and participates in regularly scheduled Peer Counselor meetings for on-going training and policy
C. Shares information obtained from peer counselor meetings/trainings with supervisor and clinic staff.
D. Integrates new information into daily work/practices.
E. Assists with orientation and coaching of new staff on breastfeeding skills, including Peer Counselors training
in the WIC clinic.
F. Successfully passes Peer Counselor competency evaluations and completes all required training modules
within 6 months of employment.
II. Breastfeeding Promotion to WIC Clients and the Community
A. Provides information and promotes breastfeeding to WIC participants and the community.
B. Evaluates client breast pump needs, issues breast pumps according to policy and provides information to
clients on best practices for breast milk collection and storage.
C. Conducts or assists with group breastfeeding classes.
D. Makes telephone contacts with breastfeeding participants to support breastfeeding and identify clients
needing additional assistance to optimize their breastfeeding success.
E. Works with Site Supervisor, Breastfeeding Coordinator and/or Lactation Consultant in development and
implementation of promotional ideas.
III. Referrals to Lactation Consultant
A. Evaluates and identifies breastfeeding issues that may require referral and continuous follow-up.
B. Refers WIC breastfeeding mothers to the Lactation Consultant and/or physician when the problems presented
are beyond the Peer Counselor’s scope of breastfeeding knowledge and skills.
C. Assists Lactation Consultant with the counseling of WIC clients by telephone or by in-person visits to
hospital, clinic or home.
IV. Documentation 10%
A. Completes required reports on breastfeeding promotion activities and submits by required date to site
supervisor for review and/or action.
B. Documents Peer Counselor education codes on client’s participant form.
C. Files WIC Breastfeeding Assessment & Counseling forms in Medical Record according to
D. Documents client follow-up contact and progress in Medical Record.
E. Accurately documents pump issuance and/or retrieval according to policies/procedures and files necessary
documents in client’s Medical Record.
V. Equipment and Materials Management 10%
A. Maintains adequate inventory of breastfeeding supplies and educational materials at the work site. Orders
needed supplies and materials monthly to maintain adequate level.
B. Maintains breastfeeding equipment and pumps according to sanitation/safety and infection control
guidelines, manufacturer’s equipment instructions and policies/procedures.
VI. Responsibilities include other duties as assigned, including special tasks involved in responding to an 5%

UPON ENTRY TO THIS POSITION, AN EMPLOYEE NEEDS THE FOLLOWING KNOWLEDGE, SKILLS, AND
ABILITIES IN ORDER TO PERFORM THE JOB FUNCTIONS IN A SATISFACTORY MANNER:
High school diploma or equivalent.
LICENSE(S) AND/OR CERTIFICATION(S) REQUIRED:
EXPERIENCE REQUIRED: (Amount and Type)
Employee must be a current or previous WIC participant.
Employee must have successfully breastfed at least one baby.
COMPUTER PROFICIENCY: (Be specific as to the amount and type of software and/or hardware knowledge required and the proficiency
level of skills required, i.e., basic, intermediate, or advanced)
Knowledge and experience in data entry and computers is desirable, but not required.
SPECIAL SKILLS AND/OR ABILITIES:
Employee must be enthusiastic about breastfeeding, have a desire to share that enthusiasm and possess effective
listening, counseling and communication skills.
Employee must have a positive attitude that strongly supports breastfeeding. Must be comfortable providing
hands-on breastfeeding assistance.
Bilingual skills in English and Spanish are preferred, but not required.
Employee must be self motivated and able to work independently. Employee must be well organized and
demonstrate effective and efficient use of time in accomplishing job tasks.
Employee must have reliable transportation and a valid driver’s license to attend training/meetings, and for
periodic travel among WIC locations, outreach to the community and potential home visits.

HOW MUCH INDIVIDUAL INDEPENDENCE AND DISCRETION DOES THE EMPLOYEE HAVE WHEN DOING
The Peer Counselor works under the direct supervision of the Site Supervisor with technical support provided by the
Breastfeeding Coordinator and Lactation Consultant. The employee works independently in completing assigned tasks.
The Peer Counselor must be able to work as a team member to assure the continuous flow of client services. The Peer
Counselor will receive at least 40 hours of initial breastfeeding and counseling training. The Peer Counselor is expected to
gain additional breastfeeding knowledge through breastfeeding education and training provided at monthly Peer
Counselor meetings, resource books, pamphlets, other breastfeeding courses, IDL classes and support provided by the
Breastfeeding Coordinator and Lactation Consultant.
The Peer Counselors must present breastfeeding information to WIC clients consistent with the philosophy of the WIC
Program and current medical theory. Peer Counselors must be able to work in crowded and noisy clinics, handle stress
from irate or belligerent clients and be willing to approach and motivate potential clients independently.
