1.1        BUSINESS NEED

Base data in British Columbia needs to be updated and maintained in cost effective manner. The
purpose of this project is to test and verify a practical, no/low cost method, based on business
requirements, to directly pull one data type (operational road data) from a forest industry client
(Canfor). Currently government requires industry to submit data using various electronic submission
technologies. This process is time consuming and cost-ineffective for industry as several submissions
are often required.

In a joint initiative to streamline the data submission process, Canfor established an ftp site to allow
Base Mapping Geomatics Services (BMGS) to access their operational data directly with no additional
cost to industry. As Canfor maintains 60-70% of the industries resource roads attribution, the data
collected will be integrated with the current TRIM roads archive to address the estimated 100,000 km
of road missing from the government’s corporate road database.

The recommendations from the Working Group for the Northeast British Columbia Base Data
Maintenance and Update Pilot Project to obtain current and appropriate attribute data directly from
industry was accepted by the Steering Committee.

In doing so, the Working Group was directed to address the concerns of current business needs and
the technical aspects of updating and maintaining the base data. These business requirements are
the driving force behind the Resource Road Act whose enactment is anticipated in the fall of 2008.
This Act will establish the coordination of a multi-ministry regulatory and permitting process and set
the standards for all road submissions by industry.

1.2           PROJECT SCOPE

This is a trial to transfer data as it currently exists in the Canfor operational system. The scope of this
project is restricted to dealing with the road data and its attribution as it is currently managed in
Canfor’s operational data base.

While bearing in mind the requirements of the GeoBase, the data will be integrated to the current
TRIM base until such time as the GeoBase road layer is specified.

The scope of the project includes:
        Develop business model
        Develop data process model
        Review attribution requirements (from NEBC Pilot work) against the attribution held
         operationally by Canfor
        Create an ftp site of road data at Canfor (this exists)
        Access the ftp site by BMGS and pull down the data (unattended)
        Evaluate data and attribution
        Integrate data with TRIM roads (GeoBase road layer)
        Report to NEBC Working Group and Steering Committee on results

The following items are out of scope and provided here to help clarify the scope boundaries of the
project:
        Any data other than roads
        Other industry partners
        Developing, specifying the GeoBase road layer
        Capture of any new data on behalf of Canfor
        Building a “feature” data base

    NEBC Data Update and Maintenance Project – The project has completed its dependence work
     with the submission of its report. The Proof of Concept builds from that and verifies the action
     items.

        GeoBase BC - The creation of the GeoBase BC road network is reliant upon creating a model
         that will integrate the format of the Canfor Data so that it can be managed. The data must be
         feature based to meet partner requirements so that the partner can access it in the same format
         it was submitted.
