Job Role
Role Overview:      This position and will be accountable and responsible for the financial
                    management of IPSA providing advice and assurance to the CEO and will
                    form part of the senior management team.

                    This role will be pivotal in overseeing the direction and management of the
                    Corporate Services functions of corporate performance, HR, finance, IT &
                    data security, facilities and procurement and contract management functions.
                    This will include leading and shaping the creation and strategic direction of
                    corporate services within the organisation and ensuring effective service
                    delivery.

                    Working collaboratively with IPSA senior management and stakeholders this
                    position will play a lead role in embedding a culture which champions the
                    IPSA core values throughout the organisation.
Responsibilities: The key accountabilities of this role will be:

                    Set up and Leadership of Corporate Service Functions
                     Oversee, shape and influence the creation and implementation of
                        Finance and additional corporate service functions, ensuring IPSA has
                        appropriate internal solutions to support the day to day running of the
                        organisation.
                     To provide the strategic direction and lead a team of corporate services
                        specialists in the delivery of internal services for IPSA.
                     To challenge and continuously improve internal functions as required,
                        ensuring they meet the organisation’s needs.
                     Delegate appropriate responsibility for the provision of corporate
                        services whilst retaining overall accountability for the delivery of those
                        functions.

                    Financial Management and Assurance
                     Providing assurance on all financial matters to the Chief Executive as the
                       organisation’s “Accounting Officer”.
                     Provide leadership in all facets of financial management, including
                       overseeing the administration of accounting practices, providing financial
                       reporting, managing budgetary and forecasting control and overseeing
                       legal and contractual matters. This will include overseeing the publication
                    of the annual report.
                   To work closely with other Directors and CEO in ensuring IPSA meets its
                    financial obligations and accountabilities. This will require close liaison
                    with the Director of Operations.
                   Advising and assisting the Chief Executive and other Directors on budget
                    and financial planning strategies.
                   Ensuring proper administration of IPSA’s financial affairs.
                   Responsible for ensuring IPSA provides value for money through
                    effective budgetary controls.

                Leadership and Management
                 Undertake direct management of staff reporting directly to the Director,
                   delegating responsibility where appropriate.
                 Provide strategic direction on people management strategies, including
                   oversight of performance management, terms and conditions and staff
                   recruitment.
                 Ensure staff are motivated, developed and appraised so that individual
                   and collective performance meets the needs of customers.
                 Build effective relationships and work collaboratively with Directors, IPSA
                   Board and CEO understanding their accountabilities and requirements.

                Additional Duties
                 Undertake such duties, in addition to the key accountabilities listed as
                   may delegates by the Chief Executive Officer.
                 Work closely with the CEO to ensure that the IPSA values are
                   continuously reflected in its processes and staff.

                                 Person Specification
Skills,         Essential
Knowledge and
Experience      Financial
Required:
                 Significant experience of financial management in a capacity as a Chief
                    Financial Officer, financial controller or equivalent.
                 Qualification as a Chartered Accountant.
                 Good understanding of public sector financial structures and
                    management.

                Leadership and Senior Management
                 Significant experience of negotiating and influencing outcomes at a
                   senior level.
                 Substantial experience of operating highly effectively at senior
                   management level, and a successful track record in building stakeholder
                   relationships.
                 Proven evidence of leadership capability.
                 Experience of developing and implementing strategic plans.
                 Flexible to provide direction on a number of corporate services whilst
                   maintaining strategic oversight of the organisation’s core function.
 Acts as a role model capable of driving commitment and actions towards
   a common goal by demonstrating personal commitment and enthusiasm.

People Management
 Extensive experience of people management experience and leading a
   team.
 Understanding and experience of strategic human resources issues and
   HR practices.

Additional
 Knowledge of IT & data security.
 Knowledge of some of the additional corporate services functions of
   performance management, facilities, procurement and contract
   management.
 Excellent oral, written and interpersonal communications skills in dealing
   with individuals and groups at all levels.
 Experience of managing substantial budgets.

Desirable
 Experience in a Public Sector Environment.
