Organization, as well as information on the selection process, is provided in the Guidelines for Evaluation of

As detailed in the Guidelines, the merit of the application received will be determined on
the basis of a qualitative assessment of the applicant’s Proposal for Implementation. To
this end, the applicant should supply the below required information. Information that is
not requested or is not pertinent to the proposal should not be submitted.

Proposals must be eligible and type written in font size 11 or computer processed. The
language of the application shall be English.

   1. RATIONALE

The applicant should provide a brief rationale for and the background of its proposal for
implementation. In doing so, the applicant should, in particular address the aims and
objectives, the current status of the problem, how the proposal will contribute to
addressing this situation, and any previous or preparatory work. Reference may be had
to any originality or innovation. At this point, applicant should also clearly state any
assumptions upon which the project may be based.

           -    The submission should be confined to a minimum of 500 words and a
                maximum of 1000 words. It should be presented as a supporting
                document, clearly labeled as ‘Annex 1‘.

   2. DESCRIPTION OF WORK

A brief overview of the breakdown of the proposal into individual Work Packages (WP)
should be provided. The Table below can be used to present the requisite information.

The Work Packages outlined above should then be individually broken down and detail
provided on each. In particular, the applicant should address how each work package
will be designed and operationalized in order to implement the objectives of the project
as detailed in the Call for Proposals, as well the methodology for action and the
evaluation of success.

           -    The submission for each work package should be confined to a minimum
                of 500 words and a maximum of 1000 words. Four work packages are
                provided below to be completed by the applicant. Should the applicant
                require more, additional work packages may be included, following the
                same format -and layout

           3. TIMETABLE

       The applicant should provide a detailed timeline for the entire duration of the project,
       incorporating all the work packages, milestones, deliverables, and expected results. The
       timetable should take into account the predetermined duration (24 months).

                  -   The submission should be presented as a supporting document, clearly
                      labeled as ‘Annex 2‘. The below timetable can be used as a template in
                      this regard. A timetable should be completed and annexed for each work
                      package envisaged in the description of activities.

           4. RISKS AND MITIGATING MEASURES

       The applicant should complete the below Risk Management Plan, outlining the risks
       pertinent to the successful implementation of the project and what measures shall be
       taken to mitigate these risks.

           5. ORGANIZATIONAL PLAN

        The applicant should provide a comprehensive and detailed organizational plan,
        outlining the envisaged organizational structures and managerial system for the
        implementation of the project. Pertinent details to be included are the allocation of staff
        and resources for each work package, expected responsibilities of personnel to be
        involved, and the internal system of monitoring, evaluation, coordination and
        communication.

        In this regard, the applicant may wish to attach a detailed and annotated organigram.

                   -   The submission should be confined to a minimum of 500 words and a
                       maximum of 1000 words. It should be presented as a supporting
                       document, clearly labeled as ‘Annex 3‘.


        As evidence to the degree of experience and expertise of the human resources to be
        applied to the project the applicant should the curricula vitae of the 3-5 key persons
        responsible for the activities, work packages or the project as a whole. In doing so, the
        applicant should endeavour to demonstrate its professional experience and relevant
        skills.

                   -   The submission should be presented as a supporting document, clearly
                       labeled as ‘Annex 4‘.


           6. PROJECT PARTICIPANTS


        In the event that the applicant represents a consortium, the applicant must list any other
        national or international entities participating in the implementation of the project. The
        applicant does not, at this time, need to detail the precise nature of the relationship
        between the partners.

              7. BUDGET

        A tentative, but detailed budget for the implementation of the project should be attached
        to the proposal, outlining the breakdown of all financial matters for the entire duration of
        the project. It should be estimated. All costs and expenditures incurred in the carrying
        out of the project should be detailed. If participating organizations are supplementing the
        budget for the implementation of the project, this should be clearly addressed in the
        budget. The budget should be calculated on the basis of the above-detailed activities
        and in light of any assumptions provided. The unit of currency to be used is the Euro.
