14 MEDICAID WAIVER PROGRAMS
Waivers allow states to offer services in the community, rather than institutions, through accessing Medicaid services. Eligibility is based on child’s income and resources, not parents’. You can only be on one waiver program at a time but you can be on both waiting lists. For each individual, services are planned based on an identified need for services. When services through resources other than the waiver are available to meet an identified need, those services must be used first. Waiting lists are years long. IT IS STRONGLY RECOMMENDED THAT YOU GET ON BOTH LISTS.

Services include teaching concepts such as compliance, attendance, task completion, problem solving, and safety. Prevocational services are provided to persons not expected to be able to join the general workforce or participate in a transitional sheltered workshop. 17 COMMUNITY LIVING & SUPPORT SERVICES (CLASS) Support Family Services: Provides a family based alternative to institutional placement that is designed to meet the long-term permanency and support needs of children (up to age 18)who are unable to live with their natural family. The services include daily care, developmental support, supervision and the provision of services as identified in the individual service plan/ individual program plan. Individuals are responsible for room and board charges. Reimbursement: Daily Rate Prescription Drug: Unlimited prescriptions. (individuals eligible for both Medicare and Medicaid must obtain prescription medication through Medicare Part D Plan. Specialized Therapies: Therapeutic intervention skills to decrease inappropriate behaviors and provide opportunities for socialization and improve the physical and medical status of the individual. Therapies include: Music, Recreational, Massage, Hippo-therapy, Hydrotherapy, Therapeutic Horseback Riding, Auditor Integration and Aquatic Therapy Transition Assistance Services: Provides assistance to a Medicaid eligible Texas nursing facility resident to transition from a nursing facility into the CLASS program. Covers onetime initial expenses not to exceed $2,500.00 required for setting up a household. Services include security deposit for rental/ utilities, household items, pest allergen control, onetime cleaning and pest eradication. Reimbursement: One-time fee of $156.00 for the provider. The individual is allocated up to $2,500.00 for services. Service Delivery: Individuals enrolling in the CLASS Program select a Case-Management Agency that provides care management services and Direct Service Agency that provides all other CLASS Program services. Consumer Directed Services Option. Individuals enrolled in CLASS may elect to have Habilitation Attendant/ Training and Respite Services (In-Home and Out-of-Home) delivered through the Consumer Direct Services (CDS) option. In CDS, the consumer is the employer of the service providers fro Habilitation (attendant) and Respite Services. If the consumer is under the age of 18, the consumer’s parent is the employer. If the consumer has a court appointed guardian, the guardian is the employer. A Consumer Directed Services Agency selected by the consumer (or parent/ guardian) performs payroll functions; employer orientation, training and support, and administrative and financial responsibilities on behalf of the employer.
