As requested, please find the attached proposal. I believe that if the proposal is reviewed and presented to others the problem can at Laurel Hall can be solved in a manner where all can benefit. This proposal can make Laurel Hall a better place to live while Residence Life can be certain it is providing the best living accommodations. If this proposal can be reviewed by you and your colleagues it would be greatly appreciated. I would hope that this proposal would be looked at by the relevant personal and a skilled professional can come to Laurel Hall and access the problem thoroughly. I am sure this problem can be resolved so that both students and administration can benefit.

Executive Summary
As a second year student at NJIT, I have lived on campus for almost two years. For the most part I find the residence halls to be sufficient for both living and studying. While these living accommodations were suitable, I found the malfunctioning fire protection system to be both a nuisance and a great safety concern. False alarms have been known to go off repeatedly and at rather inconvenient times. By writing this proposal I hope to bring this problem to the attention of the school administration and have it dealt with quickly and thoroughly. I have proposed to have this problem looked into by a company specializing in the area of fire protection. With the input from this company, NJIT can then proceed to deal with the problem thoroughly before the 2007 school year begins. With this problem being solved, Laurel Hall can become a safer and more comfortable place to live for students.

1 Introduction: As a resident of Laurel Hall, I have witnesses the malfunctions that occur with the fire alarm system in the hall. There were two specific days where the malfunctioning fire alarm system became a problem for all of the residence. One night in the fall of 2006, the alarm system deployed several times, all in the middle of the night. These alarms went off roughly every other hour and continued until about 5a.m. A few weeks later, the alarm system went off at various times during the day. This situation presents a few problems for the people that are involved. This situation is clearly a great annoyance to all of the students that are living in Laurel Hall. When the alarm is continuously going off, the students living in the dorm cannot be expected to be well rested to do work the next day. Some students may have also had jobs in the morning that they needed to rest for. Because of the inconveniences associated with this, residence life could begin to see a decline in the amount of students paying to live on campus. This situation also bears a great safety hazard for the residents. All of the residents know the proper procedures when the alarm goes off, but when there are several false alarms, some students may begin to stay in their rooms and ignore the procedures. If a real emergency were to take place at this time, major safety problems can occur. Solution: I am proposing to have a fire alarm company come to Laurel Hall and inspect the buildings fire prevention systems. By having the system looked at, the proper steps can be taken to improve the situation. An inspection of the fire prevention system can provide further information into whether there is a small malfunction that can be repaired or if the whole system needs major work. After an assessment of the system is performed, residence life can then make

2 a decision on how to further deal with the problem. Below is a list of a few companies that can perform an inspection of the fire prevention system in Laurel Hall.

Metro Fire and Safety Equipment specializes in fire protection equipment. They would be able to provide any kind of equipment that may need to be purchased or repaired in Laurel Hall.

All City Electric specializes in electrical work. The problem in Laurel may be a result of poor wiring or malfunctioning electrical equipment. All City Electrical would be able to determine if the problem is electrical and repair it if necessary. These companies are all relatively close to the campus and they all have the ability to provide a thorough inspection and cost analysis of the problem in Laurel Hall. Because most

3 students will move out during the summer months, this could be the best time to have the building inspected and make any repairs that are needed. Because there will be four months for this problem to be looked into and solved, I would hope that this problem would be solved by the beginning of the ’07 fall semester. Cost and Benefit Analysis: The cost of any repairs or installations that will need to be made will vary depending on the amount of work that must be done to restore the system to full working order. Estimates for the alarm system can be obtained from one of the companies mentioned earlier. The cost of repair can range from having to install a new fire protection system to simply having to change a small component. The expense will ultimately rest on how much work will be needed and probably would not range any further than a few thousand dollars. The cost to have the system looked at and repaired can be seen as an investment. By repairing the system and making sure that these false alarms do not persist, Laurel Hall will improve its relationship with its residence and ensure that more students will be inclined to live on campus in the future. By improving the living situation on campus, Residence Life can continue to enjoy the money that is being made on resident students each semester. If Residence Life is not willing to spend some money on fixing this problem, it could drive away future residence may become weary of the inconvenient and unsafe living conditions. In addition to securing its financial future, Residence Life can be sure that the safety of all its residents will be secure after the proper repairs are made to the fire systems.

4 Conclusion: By setting aside some money to deal with the fire alarm system in Laurel Hall, NJIT and Residence Life can solidify their financial future by providing a safe and comfortable place for students to live on campus. By solving the fire alarm issue, the students living in Laurel Hall will have a better and more learning conducive environment to live in. This will give way to happier and more productive students.
