DUTIES:(The duties described reflect the full performance level of this position) The Senior Communications Specialist is a media manager responsible for communication and media initiatives, planning and disseminating public information, internal information, government and community relations activities related to the architectural and engineering programs of Planning and Project Management. This includes assessing the informational needs of both internal and external parties; developing and implementing strategies and tactics to advance the construction programs of Planning and Project Management; disseminating information about these programs; responding to requests and maintaining positive relations with stakeholders and the public, and working with numerous Congressional and governmental organizations. This position will have the lead role for communication planning, strategy and implementation of major AOC construction, maintenance and repair projects. Performs duties in support of the information, internal communications, and liaison activities for an organizational program. Acts as liaison with persons or groups within and/or outside of the organization to disseminate information about program requirements. Establishes and maintains relationships with the general public, the news and information media, key officials, agency stakeholders, industry representatives, and/or community groups in order to communicate and disseminate program information which results in an understanding of the agency's mission and activities. KNOWLEDGE, SKILLS, AND ABILITIES:(The KSAs below may not apply at all grades) Ability to communicate effectively other than in writing. Ability to communicate in writing. Ability to represent top management to a variety of groups. Ability to plan and execute work. Knowledge of management principles and evaluation techniques related to management programs and/or systems. MINIMUM FEDERAL QUALIFICATION REQUIREMENTS: Grade 13: Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are reviewing information and reconciling conflicting data; devising new or modified methods of analyzing findings; or developing new initiatives in one or more program areas. Grade 14: Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are providing expert analysis and advice on complex program issues; managing special projects for major office or program issues of broad impact; or managing special cross cutting initiatives or task force groups to accomplish programmatic goals.
