Title:              Junior Consultant for ICT Consolidation (2 positions)
Project:            Finance Sector Policy Coordination Framework
Reporting to:       Project Manager
Duty Station:       Belgrade
Contract Type:      Individual Contract (IC)
Duration:           April 2012 – April 2013 (Output based consultancy)

Background

a.     Purpose

To recruit a qualified candidate with experience and knowledge in the field of information
technologies and development and application of advanced information systems who would support
the consolidation, implementation and administration of ICT infrastructure.

b.     Objective

To enable the Ministry of Finance to more efficiently plan the budget, prepare the financial and work
plans and allow the management to more reliably co-ordinate the Ministry’s work on individual,
organizational and institutional level.

c.     Background Information

Since the political turning point in the year 2000, the Serbian Ministry of Finance has led a major
donor-supported reform drive, encompassing four distinct administrations and five finance ministers
over eight years. Initially, the Ministry’s internal structure, strategic, planning and forecasting
capacity, technical know-how, as well as ICT systems were inadequate for the challenge of
transforming economy into a transparent and fast-evolving market-based system. However, through
three successive UNDP-led interventions and compatible projects of other donors, the Ministry of
Finance has consistently introduced and promoted effective public administration mechanisms and
practices and has succeeded in providing emerging financial stability.

Now focusing on EU integration, the Ministry continues the reforms as defined by priorities and
conditions set by the stabilization and association process. Within the context of a global financial
crisis, the Ministry must quickly improve its policy coordination capacity, internally and with other
stakeholders. Responsible policy-making demands new cohesive mechanisms, harmonizing diverse
strategic priorities such as privatization, planning & forecasting, state aid, public finances
management, free flow of capital, EU integration and data monitoring.
To assist the Ministry, UNDP will use its know-how, responsiveness and implementation
infrastructure to create an advanced policy coordination framework. This facilitation structure will
help develop learning tools, communication, training, research and knowledge sharing, to advance
the EU integration, public administration reform, foster human development and pave the way for
Serbia’s attainment of Millennium Development Goals.


Description of Responsibilities

a.     Scope of work

The responsibility of the Junior Consultant is to assist the Ministry and in particular, the Secretariat,
with the consolidation, implementation and administration of new ICT infrastructure. An advanced
ICT infrastructure will increase the Ministry’s capacity to efficiently plan the budget, prepare the
financial and work plans and allow the management to more reliably coordinate the Ministry’s work
on individual, organizational and institutional level. In addition, this should enable an advanced level
of monitoring, control and evaluation of projects of the Ministry of Finance, allowing for a more
efficient allocation of budget funds, international assistance and other finances. This will also lead to
a more transparent and consistent decision-making in regard to priorities, strategic projects and
programs in the Ministry of Finance.

The Junior Consultant will assist in improvement of overall ICT infrastructure, including support in
acquiring new ICT technologies and guidance for their implementation.

Specific responsibilities include:

- Revision of strategic points based on lessons learned acquired during development of ICT Strategy
of the Ministry of Finance.
- Assist the Secretariat of the Ministry of Finance in taking next steps toward improvement of
network infrastructure and more effective utilisation of available ICT resources.
- Provide guidance to the Secretariat and ICT department of the Ministry of Finance in selection and
implementation of adequate Server Housing environments, as well as reconstruction and creation of
Data Centers, including consultations for defining new policies for smart energy consumption and
Green oriented ICT environment.
- Assist in formulation of High Availability and Business Continuity Plans and Disaster Recovery
policies and procedures for the Ministry of Finance.
- Provide guidance for software licensing and development of technical specifications for acquisition
of new ICT equipment and related support and services.
- Provide guidance for defining future paths in Virtualisation, Cloud environment and Service
Oriented Architecture.
- Analysis of results achieved and recommendations for further development.
b.       Duties, responsibilities and key milestones

Junior Consultant is responsible for the following service deliverables:

Analysis of results achieved and recommendations for further development

produced.

All deliverables will have to be quality reviewed and approved or accepted by the Project Manager.

Competencies

Qualifications

        BA degree in computer science or in related field.
        At least three years of working experience in development and application of various IT
         systems and their interconnectedness.
      Previous experience working in governmental sector/state administration will be an asset.
      Expert knowledge of MS Server 2003 based networks, active directory management, MS
       Exchange.
      Expert knowledge of database management systems (SQL Server or Oracle) – based on
       references.
      Proficiency with web servers (Windows/IIS or Linux/Apache).
      At least three years of experience working on network security concepts (MS ISA Server,
       Hardware firewalls, LAN segmentation.
      Written and spoken proficiency in English and Serbian.

Additional Information:

      Individual Contract (IC) will be applicable for individual consultants applying in their own
       capacity. If the applicant is employed by any legal entity, IC would be issued upon
       submission of Consent letter from the employer acknowledging the engagement with UNDP.

      Reimbursable Loan Agreement (RLA) will be applicable for applicants employed by any
       legal entity that cannot provide Consent letter from employer for engagement with UNDP.

      In the case of engagement of Civil servants under IC contract modality a no-objection letter
       in and unpaid leave by the Government entity is required.
