                   Cell Selection in Idle Mode
• Radio Criteria
                              C1 = (A - Max(B,0))

• A = Received Level Average - p1
• B = p2 - Maximum RF Output Power of the Mobile Station
• p1 = rxLevelAccessMin           Min. received level at the MS required
 for access                         to the system
• p2 = msTxPowerMaxCCH        Max. Tx power level an MS may use when
                                    accessing the system

PET = 20 s; TEO = 30 dB; REO = 20 dB; Assume C1 for both = 32

1. During T = 0 – 19 s (within the set of PET)
    C2 = C1 + REO – TEO x H(PET – T)
    C2 = 32 + 20 – 30 x 1 = 22
    ( C2 < C1; MS will be kept in Macro, Micro is NOT attractive )

2. During T = 20 …… s (PET is over)
    C2 = C1 + REO – TEO x H(PET – T)
    C2 = 32 + 20 – 30 x 0 = 52
    ( C2 > C1; Micro is attractive, MS will camp on Micro )
