DIVISIONAL FOREST OFFICER, WILDLIFE MANAGEMENT DIVISION, WARANGAL




INTRODUCTION :

       The Right to information Bill 2005 was passed by the Houses of Parliament
received the assent of the President of India on 15-06-2005 and it was published as
Right to Information Act 2005 in the Gazette of India vide No.25 on 21-06-2005 and it
has come into force with effect from 15-06-2005.
       As per the Act, each public authority has to fulfill certain obligations before expiry
of 100/120 days from the commencement of Act i.e., by 23-09-2005/12-10-2005.
       Section 4(1)(a) of the Act Casts an obligation on each public Authority to
maintain records. This Section read as follows:-
       “Maintain all its records duly catalogued and indexed in manner and the form
which facilitates the right to information under this Act and ensure that all records that
are appropriate to be computerized are, within a reasonable time and subject to
availability of resources, computerized and connected through a network all over the
country on different systems so that access to such records is facilitated.”
       Section 4(1)(b) of the Act casts an obligation on each public authority to publish
within expiry of 120 days from the commencement of the Act, manuals on the 17 items
contained in Chapters 2 to 17 herein for easy access and understanding by Citizens, Civil
Society   Organizations,   Public   representatives,   Officers   and   Employees   of    public
authorities including Public Information Officers and Assistant Public Information Officer
and Appellate Officers etc.,

                                       CHAPTER 2
                          Organisation, Functions and Duties
                                {Section 4(1) (b) (i)}
                              Right to Information Act
       The name of the Organization is Divisional Forest Officer, Wild Life Management
Division, Warangal functioning at Warangal. The functions and duties of the department
are mentioned as hereunder.
       Wildlife Management Division, Warangal was formed during 1971 with head
quarters at Warangal as overlapping division to manage Eturnagaram and Pakhal Wildlife
Sanctuaries in Warangal District. At that time works like improvement of Wildlife habitat,
education and awareness to the people, etc. were being taken up by the Wildlife
Management Division, Warangal. But the territorial jurisdictions of the Sanctuaries were
with Divisional Forest Officer, Warangal North for Eturnagaram Wildlife Sanctuary and
Divisional Forest Officer, Warangal South for Pakhal Wildlife Sanctuary. These two
sanctuaries put together constitute 45.3% of the forest area of the District (Total forest
area of the District - 3713 Sq.kms and 1685 Sq. kms is the total area of Eturnagaram
Wildlife Sanctuary and Pakhal Wildlife Sanctuary). Vide Principal Chief Conservator of
Forests, A.P., Hyderabad Ref. No. 32787/84/WL1 Dated 23-1-87 and vide Principal Chief
Conservator of Forests, A.P., Hyderabad Rc. No. 64276/84/WL1 Dated. 5-7-1990, the
Principal Chief Conservator of Forests, A.P., Hyderabad declared core areas for Pakhal
Wildlife Sanctuary and Eturnagaram Wildlife Sanctuary respectively and kept these areas
under the administrative control of Wildlife Management Division, Warangal. But the
Divisional Forest Officer, Wildlife Management, Warangal was not made appointing
authority and all staff were to be drafted from Warangal South and Warangal North
Divisions. Further since the appointing authorities are territorial Divisional Forest Officers
and they are also disciplinary authorities and hence it has been found that there is
always some gap in initiating and confirming disciplinary actions against any erring staff.

                                       Chapter 3

                   Powers and Duties of Officers and Employees
                             {Section 4(1) (b) (ii)}


       The Powers and duties of Officers and employees of Divisional Forest Officer, Wild
Life Management Division, Warangal are mentioned as under:

   1. Divisional Forest Officer : The Divisional Forest Officer in the Wild Life
      Management Division, Warangal has the following mandate for performing his
      duties.
          i) To make an inventory and asses Wildlife and wild land resources
          ii) To assess major impacts of man’s activities upon Wildlife and habitats.
          iii) To assess the nature, scope and control of damage by wild animals to
          man,
               livestock and crops.
          iv) To determine special research and management requirements of rare and
               endangered species.
          v) To asses the utility and potential of various forms of Wildlife utilization.
          vi) To develop Wildlife administration, staffing and training.
          vii) To evolve training in Wildlife administration, staffing and training.
          viii) To verify the utility and scientific assumptions of current widely employed
                techniques.

   2. Forest Range Officer: The Forest Range Officer is a very key functionary in the
      Forest Department. He is a Gazetted Officer and is the lowest Sub-ordinate in the
      Department to have an office of his own. He reports to the Divisional Forest
      Officer.
      i)    He shall act as a liaison officer between the Forest and other Govt.
      Departments and
          agencies at the Mandal level.
      ii) He shall take up Public Awareness Campaigns, organize Vanamahostava
         Celebrations, Wildlife Protection, Forest Protection, prevent public from
encroaching
         and poaching of Wildlife and protect the timber for not allowing to transport
from
         Forest.

       iii) He shall assist the Divisional Forest Officer in carrying out inventory of the
Forests
            and Wildlife within and out side the designated forests by using modern
methods
            like the GIS and MIS.
       iv) He implements the Wildlife Protection Act, 1972.
       v) He shall do the conservancy works allotted to him from time to time in Wildlife
           Sanctuary areas.

   3. Forest Section Officer: The post of the Forest Section Officer(FSO for short) is
      as old as the Forest Department itself. It was created to have an administrative
      link between the Forest Range Officer and the Forest Beat Officer and is primarily
      responsible for Protection of Wildlife and Forests and all other Government
      properties in his jurisdiction. He supervises all functions of the Forest Beat officers
      working under him. He executes all the works allotted to him by the Forest Range
      Officer. He assists the Forest Range Officer in all matters of the Range
      Administration.

   4. Forest Beat Officer (FBO): FBO occupied a key position in the department. He
      interacts with his Forest Section Officer regularly in the discharge of his duties.
      The FBO should know the boundaries of his Beat thoroughly and prevent
      encroachment in to the Forest, illicit fencing, smuggling of Forest produce and

   poaching of Wild animals and protect flora and fauna of his beat against injury
   from fire or any other causes.

5. Superintendent : He/She exercise control over the Sections placed in his/her
   charge both in regard to dispatch of functioning, and in regard to efficient
   administration. He/She is General in-charge of Office matters and procedure as a
   whole. He/She deals with contingent expenditure, drawl of Pay bills etc., and
   controls the Last grade employees
6. Technical Assistant
7. Senior Asst./Junior Asst.: His/Her main duties are to draft and reference the
   communications properly and deal with the cases relating to his/her seat in the
   Section efficiently and expeditiously. He maintains Personal Registers, Reminder
   diary, Call Books, Periodicals and other relevant registers.

8. Typist: He/She types the all office correspondence dealt with the higher officers
   and Sub-officers.


9. Driver: He drives the Divisional Forest Officer, Wild Life Management Division,
   Warangal Govt. Jeep.

10. Office Subordinate: He/She performs the duties relating to the office work.

                                      Chapter 4

                   Procedure followed in Decision-making Process
                               {Section 4(1) (b) (iii)}




The Procedure being followed by the Wild Life Management Division, Warangal is as
follows:


       Any representation on paper received in the office of the Divisional Forest Officer,
Wild Life Management Division, Warangal is numbered as entered in Personal Register of
Concerned Sr.Asst./Jr.Asst. dealing with the subject who in turn submits the file to
Superintendent. After his/her examination file is put up to the Divisional Forest Officer
who in turn finally puts to the Chief Conservator of Forests, Warangal Circle, Warangal.


       In regard to Service matters, the department consults Chief Conservator of
Forests, Warangal Circle, Warangal.


       In regard to Legal matters and the matters requires interpretation of Law, the
G.P. is being consulted.


       In regard to matter including financial implications, Chief Conservator of Forests,
Warangal Circle, Warangal and Principal Chief Conservator of Forests, A.P., Hyderabad is
being consulted.


       In regard to the matters that need the decision of other departments, that
particular department is being consulted for their remarks.

                         Norms Set for Discharge of Functions
                               {Section 4(1) (b) (iv)}



       The Business of the Government will transact in the Wild Life Management
Division, Warangal as per the functioning rules and in terms of District Office Manual,
duly obtaining the required budget allocation wherever necessary by submitting
necessary to the Principal Chief Conservator of Forests (Wildlife), A.P., Hyderabad
through Chief Conservator of Forests, Warangal Circle, Warangal for various Schemes
that are sanctioned and that are to be taken up based on the priority for the
development of the Wildlife and Forests of Warangal District.


               The usual Office hours are from 10.30 AM to 5.00 PM.
       The Service delivery time frame for the services rendered by the organization are
given below:

   2. Reference/letters from other departments (Inter department) :
