the Pan American Games Qualifier for the XVI Pan American Games in “Guadalajara
2011” to be held from 25 to 26 March, 2011 in the Coliseum, Lima - Peru.

I look forward to the presence of your athletes and staff who will demonstrate their
technical skills and tactics to achieve a place for participation in the upcoming XVI
Pan American Games.

On behalf of the Peruvian Tae Kwon Do Federation, I would like to extend our sincere

Participating Teams:      PATU Member National Associations.


Requirements:               All participating teams must meet the following requirements:
                          1. Holder of the nationality of the participating team.
                          2. Endorsement of the respective National Taekwondo Federation.
                          3. All Competitors must be holders of Kukkiwon Dan Certificate
                               recognized by the WTF. (*) (**)

                          (*) A copy of Dan certificate must be enclosed for registration of
                          accreditation. Contestants without accreditation will not be allowed
                          to participate.
                          (**) In case a contestant has applied for a Kukkiwon Dan certificate
                          but has not received it yet, a copy of the Dan application form and
                          the remittance certificate sent to the Kukkiwon must be enclosed
                          when registering for accreditation. If you do not meet this
                          requirement, the competitor may not participate.


Competition rules:        Current WTF Competition Rules and Regulations will govern this
                          event. WTF Athlete Ranking will not apply in this tournament.


Competition Method:       Single Elimination to Quarter Finals to select 8 winners to qualify for
                          the Pan Am Games. Remaining winners will be selected via Double
                          elimination process as decided at the PATU General Assembly held in
                          Monterrey, Mexico on December 08, 2010. All Men's Division will
                          select 12 winners in each weight category to qualify for the 2011 Pan
                          Am Games. Women's divisions will select 12 winners for -49 kg, -57
                          kg, and -67 kg, and 8 winners for +67 kg category via single and
                          double elimination process.

Particiaption Terms and Conditions:

   1.           Round trip airfares, accommodation and meals will be provided by each
      participating National Team.
   2.           PATU will provide room and board support for 50 small country athletes for three
      (3) nights from March 24~27. All participating teams are responsible for accommodation
      expenses involved in any early arrivals or late departures. Any National Team in need of
      this support must submit their request directly to PATU by Feb. 28, 2011.
   3.           The registration fee is US$ 300 (Three hundred dollars) for female's team and US$
      300 (Three hundred dollars) for male's team.
   4.           All participating teams must make their entry fee payments in U.S. Dollars in the
      form of cash payment upon check-in on March 23 and 24 prior to the technical meeting and
      drawing of lots.


International Referees:

   1. PATU appointed WTF international referees will officiate this event.
   2. Roundtrip Airfares shall be borne by each participating International Referees.
   3. The Organizing Committee will cover four (4) nights of accommodation and meals (check-in
      on March 23, 2011, and check-out on March 27, 2011).
   4. The Organizing Committee will provide round trip transportations to airport from referee
      hotel, and hotel to venue.
   5. The Organizing Committee will provide each participating International Referee daily per
      diem of USD$100.00 for Two (2) days of competition.


WTF recognized Tae Kwon Do Uniform (Dobok) and protective equipment:

   1. Participating contestants are required to wear the Taekwondo uniform recognized by the
      WTF & PATU (Dobok) and WTF & PATU approved protective equipment, including arm
      guards, shin guards, groin cups and gloves
   2. The Organizing Committee will provide head protectors and LaJUST Electronic Body
      protectors approved by the WTF/PATU for athletes. All athletes must provide other
      protective equipment and ELECTRONIC SENSOR SOCKS for their personal use.
   3. All contestants will proceed to the official inspection desk by the referees for their inspection
      of their uniforms and protective equipment before entering the field of play. Any contestant
      who failed to pass the official inspection will be disqualified as specified in the WTF
      Competition Rules and Regulations.

National Flag and Anthem:
           All participating teams are required to bring following items to be used at the
           Opening and Closing Ceremonies, and during the Award Ceremonies:

           1. Two (2) National Flags sized 90cm X 130cm recognized by the International
              Olympic Committee.
           2. A CD with the respective national anthem.

Transportation:
            Local transportation to official hotels will be designated for all participating national
            teams upon arrival and departure (March 27) to Jorge Chavez International Airport.
            All Teams must submit their flight schedule by March 07, 2011 for Organizing
            Committee to schedule airport pick-ups.

           The Organizing Committee will provide local transportation to and from official
           hotels and venue between March 25 & 26.
Registration Forms and Deadlines to register:
            All application forms must be sent to the Organizing Committee no later than March
            07, 2011. Applications received after this date will not be considered for this
            competition. Strict compliance with this rule is required.
