Preface

        A large number of appropriate farm technologies have been developed at the research
stations. But only a few of them have been adopted at the farm level. It is more so with the small
and marginal farmers. It is essential to see the so developed technology should reach grass root
level farmers for whom it was developed. establishment of Krishi Vigyan Kendtas would very
well serve the purposes they involve training of local small and marginal farmers.

I. Introduction

        The transfer of technology system is devoted to first-line extension activities, being
conducted by Scientists, for (i) demonstrating promptly the latest technology to farmers, and
extension workers; (ii) testing and verifying the technologies in the socio-economic conditions of
the farmers, and (iii) getting the first-hand feed-back to reorient the research, education and
training systems.

         The transfer of technology projects consists of National Demonstration Projects in 48
districts, Operational Research Projects at 152 centres. Krishi Vigyan Kendras (Farm Science
Centres) in 183 districts, 8 Trainer's Training Centre in specialized institutes, Lab-to-Land
Centres at 115 existing institutions/stations, scheduled castes and scheduled tribes projects at
46 locations, and National Communication and Training Centres on Oilseeds and Pulses.
During the Eighth Five-year Plan (1992-1997), most of the transfer of technology projects have
been integrated into Krishi Vigyan Kendras with triple functions, namely (a) vocational training,
(b) On-farm research and (c) demonstrations of improved technology.

II. Basic Concepts of KVK

         The Krishi Vigyan Kendra (Krishi Gyan Kendra) is designed to impact need based and
skill oriented vocational training to the practicing farmers, in service field level extension workers
and to those who wish to go in for self employment. The basic concepts of KVK are:
1. The Kendra will impart learning through work-experience and hence, will be concerned with
technical literacy, the acquisition of which does not necessarily require a precondition as to read
and write.
2. The Kendra will impart training to only those extension workers who are already employed or
to practicing farmers and fishermen. In other words, the Kendra will cater to the needs of those
who are already employed or those who wish to be self-employed.
3. There will be no uniform syllabus for a Kendra. The syllabus and programme of each Kendra
will be tailored according to the felt-needs, natural resources and potentials for agricultural
growth in that particular area.

        The three fundamental principles viz (i) agricultural production as the prime goal, (ii)
Work-experience as the main method of imparting training and (iii) priority of weaker sectors of
the society are the backbone of the Krishi Vigyan Kendra programmes (KG.K.s also). The main
idea is to influence the productivity to achieve social justice for the most needy and deserving
weather sectors of the society, like the tribal farmers, small and marginal farms, agricultural
labourers. drought-and- flood affected farmers and so on.

III. Main Objectives

         The main objective of the K. V.K is to provide a strong training support for bringing about
production break through in agriculture. The specific objectives are as follows:
1. Planning and conducting Survey of the operational area to prepare a resource inventory with
special reference to identify the training needs of the farming community.
2. Compile all the relevant information regarding recommendations/packages of practices for
the district to be meaningfully utilized in the training courses, and the follow up of extension
programmes.
3. Plan and conduct production-oriented, need based short and long duration training
programme, both on the campus, as well as in the villages for various targeted groups with
priority on the weaker and poorer sections.
4. Organize farm science clubs, both in rural schools, and in villages to encourage the younger
generation, a liking for and an interest in agricultural and allied sciences and for scientific
farming through supervised projects. To develop and. maintain the campus farms and
demonstration units on scientific lines, as the facilities for providing work-experience to the
trainees as also dissemination of latest technical knowledge.
5. Provide practical training facilities of the Kendras to the teachers and the students of
vocational agriculture of higher secondary schools.
6. Imparts some general education to rural illiterates and school dropouts, in order to make
them good farmers and better citizens.
7. Provided training facilities in home-making and nutrition education for rural community and
extending to other important areas such as home crafts and cottage industries related to the
rural development.

IV. Area of Operation and Agency

        The KVK project is sponsored by the ICAR (Indian Council of Agricultural Research) and
is implemented by the ICAR Institutes, agricultural universities, reputed voluntary organizations
and state departments of agriculture. The first K. V.K. was established in 1974 at Pondicherry
under Tamil Nadu Agricultural University. Until 1994 183 KVKs have been established in the
country, one in each district of the states.
       The priority. of KVK's establishment is given to tribal hilly areas, drought-prone, forest,
coastal and flood-prone areas and areas dominated by weaker sections, small farmers and
landless labourers.

V. Organizational Setup

       The head of the KVK is the Training Organizer. Training Associates and Training
Assistants form care staff and are drawn from the disciplines like agronomy, horticulture, live-
stock production, home science, fisheries, and extension education. A Local Management
Committee with representatives from the agricultural universities, ICAR, relevant government
departments, progressive farmers etc. is formed for KVK for providing guidance on its working.

        Recently, a new committed at district level is now being suggested which will replace the
Local Management Committee (LMC) of the KVKs. The committee will be responsible for
effective implementation of policies and programmes and will review the progress of research
and extension activities at district level.

Terms of Reference
        The following are the terms of reference for assessing KVK activities arid programmes.
1. Review of the research and extension activities in the district.
2. To oversee and review the functioning of the monthly workshop.
3. To plan and review the training support for agricultural extension through training
establishment like KVK's
4. To review demonstration programmes are farm tracts. Periodicity -Pre seasonal, at least
three meetings in KVKs Duration -One day

VI. Programme of KVK

         The three fundamental principles of the Krishi Vigyan Kendra are (i) agricultural
production as the prime goal, (ii) work-experience as the main method of imparting training (iii)
Priority to weaker sections of the society, are the backbone.
       Need based training courses are designed, for different types of farmers. Courses are
based on the information received through family and village survey. No certificate or diploma is
awarded irrespective of the duration of the courses. After the training, follow-up extension
programmes are organized for converting the acquired skills of the trainnees into practice. While
designing the courses, the concept of farming system is taken into account to make the
enterprises commercially viable.

        The training starts from farmers production units such as fields, farms, dairy units,
poultry units, sheep units, goat units, pig units, workshop etc. and terminates in discussion
assembly. The training programmes takes into account all the methods and means which will
result in skill development in trainees in the areas of their interest. It can be informal, formal or
non- formal or a combination of all three, depending upon the needs and resources of the
farmers.

        In the 8th Five-year plan, the ICAR intends to consolidate, integrate, and reorganize its
extension projects in such a manner that they are more cost affective, manageable and can
serve as a 'Light house' for the farmers and the extension agencies on one hand and the
research and education systems on the other. The future models of extension projects of the
ICAR is going to be Krishi Vigyan Kendra (Farm Science Centre). All the other projects namely:
National Demonstration Projects, Operational Research Projects, Lab-to-hand Programme etc.
Will be merged III the KVK scheme and the functional structure of the KVK will be enlarged in
terms of

i. farm advisory services -demonstrations of latest technologies,
ii. vocational training of the farmers, farm women, young farmers and field level extension
functionary; and
iii. on-farm research/operational research.

       With this functions integrated with the KVKs, this model could be the most effective one
and linkage with the state extension functionaries and other non-government organizations
could be much more easier. The proposal-to-establish KVKs in all the districts of the country
has been accepted.

VII. Infrastructure

         The KGK (Krishi Gyan Kendra) consists of an extension education Office located in each
district (Twelve) of Haryana state. Each of these KGK's are staffed by eleven subject matter
specialists, all of whom have a Master's degree.

        All KGKs have been provided with a jeep for fast mobility, a library of essential books,
periodicals, and other useful literature pertaining to concerned disciplines. The State Agricultural
university has constructed KGK's buildings at all the districts. In each KGKs building provision is
made for reception room for farmers and farm women, information centre, seminar hall, small
rest houses etc. In addition there are soil and water testing laboratories and animal disease
investigation laboratories for the free service to the farmers.

       The KGK (or KVK) occupies a pivotal role in maintaining daily university contact with
farmers as well as the state extension service.

VIII. Achievements of KVKs
        The four KVKs operating under the extension directorate of OUAT (Orissa University of
Agri Technology). These four KVKs utilised for imparting training to the extension workers, and
farmers on the same line as it is detailed in objectives of KVKs. Besides these trainings to
farmers and extension workers these also function as the Vigyan information centre, which
collected information and imparted through, Kisan goshtis, Kisan melas, seminar etc. to
disseminate the agricultural technologies to farmers and collect feed back of their problems.

        The achievements of the KVKs during the year 1986-87 were evaluated. The KVK.
conducted a large number of training programmes, and other activities.

IX. List of the Krishi Vigyan Kendras in India

         As per the accepted policy of the Ministry of Agriculture and ICAR every district of each
state will have at least one Krishi Vigyan Kendra in their areas. Since new KVKs are coming up,
till date we have 188 KVKs working in different districts of the states. Besides these, other
training centres are also functioning as a trainers training centre in different states. Ultimately
gradually in due course, each districts will be covered by KVK unit in all the states. The state
wise total number of Krishi Vigyan Kendr2s is given in table 2 and the. table 3 gives the
addresses of trainees training centres. However, the address of KVKs are given in appendix 1.

X. Conclusion

        Since independence of our country, a large number of programmes and projects were
implemented in rural areas to improve the age old practices of agriculture by new techniques.
During past several years it was felt that many of the programmes are not fully utilized by the
rural masses due to their illiteracy. Under Krishi Vigyan Kendra which comprises all older
projects, as well as new idea of training the farmers in new techniques on the KVK farms by self
practising. These centres also work as research unit (operational) for the area and to solve the
problems faced by the farmers.
This Krishi Vigyan Kendra project is a self managed project, managed by local representatives
and mainly focus on the on-farm training of farmers, in agriculture, animal husbandry, fisheries
and allied other aspects related to agriculture.
