The Care Card benefits Americans The Care Card will provide the mechanism by which able Americans will pay for the public services they consume. Care Card holders may be eligible for a number of initiatives to include: Medical care, continued education, housing assistance, marriage and dietary counseling, drug rehabilitation, tax preparation, court and fine costs, restitutions, dentistry, chiropractic and alternative medicines and therapies, child care (including child support arrears, head start tutoring and school nutrition initiatives), prescriptions, legal assistance, transportation, used clothing purchase allocations, federal and state tax arrears, shelter, food-stuffs, extended unemployment, cash assistance, and health and life insurance. Care Cards have a Visa or Master Card logo and can have approved amounts “unlocked” by the administrator in order to pay approved initiatives. Care Card holders will be required to pay back the released funds with interest through payroll deductions or through quarterly filings. Payments will not ever be required while the participant has no source of income. Care Card payments for those with income will never exceed 15% of their net income (exception is made for illegal immigrants, where repayment exists at double the rate of legal citizens). Care Card issuance is only required for persons benefiting from a taxpayer funded program or Care Card initiative (food stamps, section 8 housing, health insurance, incarceration, emergency care). Every Care Card holder will be assigned a personal benefits administrator. The assigned administrator will be available via phone 5 days a week. Only one initial application process will be necessary to be eligible for initiatives. Beyond that, the personal administrator will only require occasional updates. Card holders who are not able-bodied will be automatically eligible for all care card initiatives. All card holders who have limited physical ability will be automatically eligible for educational initiatives that provide the training necessary for job placement. Card holders who maintain fulltime employment will be eligible for all initiatives that cannot reasonably be afforded. Those who are employed part time will be eligible for initiatives including educational development and child care. Other initiatives may be deemed helpful to taxpayers by that person’s benefits administrator. Card holders who are attending school and maintain part time employment are automatically eligible for all initiatives that cannot reasonably be afforded. The children of card holders will be automatically eligible for head start, tutoring, and school nutrition initiatives. Those children will also be considered for a multitude of initiatives deemed necessary to provide for their needs including, but not limited to: school supplies and clothing. The costs of these initiatives will apply as a balance on the parent(s) Care Card account(s) equally between biological parents. Persons needing emergency indigent medical care will be legally required to provide immediate payment for services or be legally required to enroll within the Care Card program. Biometric information will be gathered and submitted to the Care Card Administration for this purpose. All emergency medical care for indigent persons is paid directly from the Care Card Master Fund on behalf of the new enrollee. THE CARE CARD PARTICIPANT WILL BE ABLE TO CHOOSE WHICH BANK ISSUES THEIR CARE CARD AND PROVIDES THEIR CARE CARD STATEMENTS AND, ADDITIONALLY, MAY GRADE AND POST COMMENTS ABOUT CUSTOMER SERVICE ISSUES. PARTICIPANTS MAY ALSO CHANGE THEIR CARE CARD ISSUER AT ANY TIME. CARE CARD CHARGES ACCRUE LOW INTEREST RATES EQUIVALENT TO PRIME +1%. EVERY CARE CARD HOLDER WILL HAVE ACCESS TO MONTHLY STATEMENTS (PRINTED OR ON-LINE) TO EASILY MONITOR THEIR CARE CARD ACTIVITIES. EVERY CARE CARD HOLDER IS ELIBIBLE TO CHOOSE HEALTH AND LIFE INSURANCE WITHOUT REGARD TO PRE-EXISTING CONDITIONS OR SEX; RATES ARE BASED ON AGE ONLY. OLDER AMERICANS WILL BE GROUPED INTO A SINGLE “45+ CATEGORY”. PARTICIPANTS WILL ALSO BE ABLE TO GRADE AND PUBLISH CRITIC OF THEIR INSURANCE COMPANY’S CUSTOMER SERVICE THROUGH THE APPROVED WEBSITES THEY USED TO SHOP FOR THE SERVICES. CARE CARD PARTICIPANT HEALTH INSURANCE WILL NOT BE REQUIRED IF THE CARE CARD HOLDER DOESN’T USE THEIR CARE CARD FOR MEDICAL PROCEDURES (PROCEDURES THAT ARE NOT ROUTINE) OR IF THEY OTHERWISE DON’T EXCEED a $20,000 balance. PARTICIPATING INSURANCE COMPANIES WILL NOT HAVE ACCESS TO RECORDS CONCERNING HEALTH CARE BEFORE THE PARTICIPANT "LOCKS IN" ON A CONTRACTUAL PRICE POINT. THE AMERICAN CARE CARD WILL EXPOUND THE BENEFITS OF THE FREE MARKET THROUGH COMPETITION BY FACILITATING AN AMERICAN’S ABILITY TO SHOP ONLINE FOR THE BEST RATES AVAILABLE FOR A MULTITUDE OF SERVICES PROVIDED BY APPROVED PRIVATE SECTOR BUSINESSES THAT ACCEPT CARE CARD PAYMENTS. THE EXPERIENCE WILL BE SIMILAR TO OF E-BAY AND EXPEDIA. CARE CARD PARTICIPANTS WILL ENJOY LOWER HEALTH AND LIFE INSURANCE PREMIUMS BECAUSE OF A NUMBER OF FACTORS NEVER BEFORE REALIZED BY THE AMERICAN INSURANCE CONSUMER. THE AMERICAN CARE CARD PARTICIPANT WILL BE AMONG THE LARGEST HEALTH AND LIFE INSURANCE POOL IN THE COUNTRY. THE PARTICIPATING INSURANCE COMPANIES WILL WRITE A STAGGERING AMOUNT OF NEW HEALTH AND LIFE INSURANCE POLICIES. CARE CARD BENEFITIARIES WILL BE ABLE TO CHOOSE TO OPT-OUT OF CERTAIN PREVIOUSLY-MANDATED HEALTH INSURANCE COVERAGES IN EXCHANGE FOR DISCOUNTS. PRICING AND DISCOUNTS ARE DETERMINED BY THE PROVIDER IN THE ON-LINE FREE MARKET FORUMS. THE CARE CARD BENEFICIARY WILL CHOOSE THEIR INSURANCE PROVIDER THROUGH APPROVED PRIVATE SECTOR “INSURANCE EXCHANGE WEBSITES” THAT CONFORM TO A TEMPLATE ALLOWING THE CONSUMER TO EASILY COMPARE THE RATES OF 12,000+ INSURANCE COMPANIES THAT ARE COMPETING FOR BUSINESS WITH EACH OTHER. LOWER PREMIUMS WILL BE POSSIBLE DUE TO REDUCED SHORT-TERM LIABILITIES FOR THE INSURANCE COMPANIES BECAUSE OF THE HIGH DEDUCTIBLE NATURE OF THE CARE CARD. ALL POLICIES CONFORM TO THE $10,000 DEDUCTIBLE TERM. INSURER STAFFING NEEDS DUE TO REDUCED PAPERWORK WILL SUBSTANTIALLY LOWER THEIR COSTS TO PROVIDE SERVICES. CARE CARD HEALTH INSURANCE CONSUMERS WILL HAVE THE OPTION OF RECEIVING ADDITIONAL DISCOUNTS IN HEALTH INSURANCE PREMIUMS BY CHOOSING TO BE CONTRACTUALLY REQUIRED, THROUGH THE CARE CARD, TO REPAY A PERCENTAGE, THROUGH THEIR MONTHLY PREMIUMS, OF ANY HEALTH INSURANCE PAY-OUT BEYOND THE $10,000 ANNUAL DEDUCTIBLE. TO THESE ENDS, A CARE CARD HOLDER WILL BE ABLE TO FINANCE THIS LIABILITY THROUGH THE LIFE INSURANCE POLICY THAT IS ADMINISTERED THROUGH THE CARE CARD FOR AMOUNTS WELL BEYOND THEIR CARE CARD LIABILITIES. LIKEWISE, THE ADDITIONAL LIFE INSURANCE COVERAGE CAN COVER CARE CARD LIABILITES, CONTRACTUAL HEALTH INSURANCE OBLIGATIONS, AND MAY ALSO PROVIDE ASSET PROTECTION AND MONETARY ASSISTANCE TO THE FAMILY THEY LEAVE BEHIND. PARTICIPATING DOCTORS WILL HAVE MUCH LOWER OPERATING COSTS DUE TO REDUCED BILLING AND COLLECTIONS STAFFS AND WILL COMPETE AGAINST EACH OTHER FOR NEW PATIENT BUSINESS THROUGH THE APPROVED PRIVATELY RUN WEBSITES. AS A RESULT, THE COST OF HEALTHCARE THROUGH PARTICIPATING PHYISICIANS AND HOSPITALS WILL BE REDUCED SUBSTANIALLY AND WILL LIKEWISE REDUCE INSURANCE LIABILITES. THE CARE CARD WILL CREATE MILLIONS OF NEW JOBS ACROSS MANY SECTORS OF THE ECONOMY. OTHER IMMEDIATELY ATTAINABLE BENEFITS INCLUDE CHILD DAY CARE, SCHOOL LUNCHES AND BREAKFASTS, AFTER SCHOOL TUTORING, AND HEAD START. IN FACT, ALL CARE CARD INITIATIVES ARE AVAILABLE FOR A CHILD UNDER THE AGE OF 18 WITHOUT, OF COURSE, THE REQUIREMENT OF EMPLOYMENT. THE AMERICAN CARE CARD IS THERE WHEN IT’S NEEDED. ANY APPROVED CHARGE ON A CHILD’S CARE CARD IS AUTOMATICALLY AND EQUITABLY TRANSFERRED TO THE CARD(S) OF THE CHILD’S GUARDIAN(S) MICRO BUSINESS LOANS WILL BE MADE AVAILABLE TO FULLY EMPLOYED CITIZENS WITH STRONG CARE CARD PAYMENT HISTORY WITH REPAYMENT TAKING PLACE THROUGH THE NORMAL CARE CARD PAYMENT MECHANISMS. INCENTIVES BUILT INTO THE “CARE CARD” PROGRAM WILL INDUCE MORE STUDENTS INTO THE MEDICAL CURRICULUMS IN ORDER TO ADDRESS THE NEW DEMANDS PLACED ON THE MEDICAL SERVICES INDUSTRY. $1,000 Care Card Credit per year for students enrolled fulltime in Medical Technology Curriculums. This will address the need for 40,000+ medical professionals in the coming years. NON-VIOLENT OFFENDERS WILL NO LONGER BE INCARCERATED DUE TO AN INABILITY TO PAY COURT FINES OR PROBATIONARY FEES. UNPAID COURT REQUIRED RESTITUTIONS, FINES, PROBATIONARY FEES, AND COSTS OF INCARCERATION WILL AUTOMATICALLY REFLECT AS A CHARGE ON THE BENEFITIARIES MASTER CARE CARD STATEMENT. THE BALANCE WILL EVENTUALLY BE PAID OFF WITH LOW INTEREST BY THE OFFENDER TO THE MUNICIPALITY THAT INCURRED THE COSTS. AS A RESULT, MUNICIPAL JAILS AND COURT SYSTEMS WILL NO LONGER BE BURDENED WITH THE EXPENSE OF THESE INCARCERATIONS AND COURT PROCEEDINGS, AND JAIL POPULATIONS WILL NOT GROW UNCONTROLLABLY WITH INMATES THAT POSE NO DANGER TO SOCIETY. THIS IS COUNTER PRODUCTIVE TO TAX-PAYERS AND PLACES AN UNNECESSARY BURDEN ON THE FAMILY OF THE OFFENDER. A CARE CARD HOLDER WILL BE ABLE TO SHOP FOR AND REQUEST THE SERVICES OF CARE-CARD-APPROVED TAX CONSULTANTS TO BRING THEIR IRS TAX FILINGS CURRENT AND CAN USE THEIR CARE CARD, WHEN EMPLOYED, TO MAKE REQUIRED PAYMENTS TO THE IRS. ALL UNDER-EMPLOYED CARE CARD HOLDERS WILL BE ABLE TO PLACE THE CHARGES FOR AN APPROVED ATTORNEY FOR REPRESENTATION IN COURT ON HIS OR HER CARE CARD. ALL “COURT-APPOINTED” ATTORNEY’S CHARGES WILL AUTOMATICALLY REFLECT AS A CHARGE ON THE BENEFITIARIES CARE CARD ACCOUNT. VETERANS, SOCIAL SECURITY, UNEMPLOYMENT BENEFITS, MEDICADE and ANY OTHER “BENEFITIARY FUNDED” ENTITLEMENT PROGRAM AND THEIR RESPECTIVE ADMINISTRATIONS WILL REMAIN INTACT AND UNAFFECTED BY THE CARE CARD PROGRAM(S). VETERANS OF THE ARMED FORCES WILL BE ABLE TO “CHOSE” TO BE CARED FOR UNDER THE NEW CARE CARD SYSTEM; EASING THE BURDEN ON VETERANS HOSPITALS. THOSE THAT CHOOSE TO DO SO WILL RECEIVE CARE CARD CREDIT VOUCHERS EQUIVAILENT TO THEIR EXISTING BENEFITS TO ASSIST TRANSITION.
