INTEGRATED BRIEFING

SUMMARY
This study note recommends the establishment of the functions related to Integrated
Briefing on a global scale and to revise ICAO documents accordingly. This shall
assist States in the definition and provision of enhanced briefing services in
response to most recent user requirements. The proposal considers the integration
of different data elements (AIS, MET, FPL (ARO) and some elements of ATFCM)
into an integrated PIB (iPIB) in order to address key user requirements.
1. INTRODUCTION
1.1 This study note provides proposals for inclusion of the service of ‘Integrated Briefing’
into ICAO Annex 15 and the ICAO Doc 8126 in order to assist States in the definition and provision of
enhanced briefing services.
1.2 The subject proposals are founded on the ICAO EUR Doc 010 ‘Harmonized access to
AIS and MET services relating to pre-flight planning’ (second edition – 2003), as published by the
European and North Atlantic Office of ICAO. This document, in essence, covers the integration of AIS
and MET data stemming from work undertaken by a joint Eurocontrol AIS/MET Task Force at the end of
the 1990’s.
1.3 Between 2001 and 2004 more recent material has been developed in relation to the
Eurocontrol Integrated Briefing (BRIEF) project. This project was undertaken to assist the future
development of briefing facilities, such that access to the necessary information, irrespective of source
can be improved. BRIEF expanded the concept behind the ICAO EUR Doc 010 to address the

integration - on the interface layer - of further data domains, namely AIS and MET and FPL (ARO) and
some elements of ATFCM by addressing requirements for enhanced service provision in response to
confirmed user requirements.
2. WHY INTEGRATED BRIEFING?
2.1 A number of data sources play a key role in the pre-flight phase (planning, preparation
and briefing) and the safe operation of aircraft. Enhancements in the data transmission and collection,
storage, retrieval and presentation have partly supported meeting the demands of the users for improved
presentation and access to information. However, key requirements are still not sufficiently met on a
global scale within the context of the provision and access to: ‘any information, anytime and anywhere’.
2.2 The key user requirement for a briefing process can be condensed by the key question a
pilot needs to get answered before performing a flight: ‘Is there any limitation in the system that prevents
me from flying safely? Therefore, the challenges for any briefing function whether automated or not, is to
be able to support the pilot (user) in answering this key question to identify main ‘show stoppers’ whilst
avoiding information overload through maximum customisation.
2.3 Furthermore, today’s users are looking to receive a more efficient service that in turn
allows them to better perform the task for which they are responsible. For example, the entry of flight
plan related data into several different systems is no longer acceptable. In addition, many pilots want to
receive the briefing output at a ‘one-stop-shop’ or through ‘location independent briefing’. Location may
be their business centre or, especially for GA, their home in which case it means e.g. internet briefing,
home-briefing or self-briefing.
2.4 In today’s information rich environment the pilot does not have the time or the possibility
to screen all specific data sources (AIS, ARO/FPL, MET and ATFCM information) separately.
Information selection and integration has to be channelled through integrated service/system interfaces
ideally supported by location independent services.
2.5 The basic user needs for a briefing facility/service can be summarised as follows:
Enable a standard product to be produced as a minimum service.
Provide the pre-flight information which is relevant to a flight (user), on request.
Enable the pilot to obtain a briefing that is structured to suit particular needs.
Improve the ways with which briefings are conducted and delivered.
Reduce the amount of time taken to obtain a briefing.
Provide easy access to information incl. updates thereafter.
Provide this information at any time and location the pilot wishes.
3. EUROCONTROL MATERIAL AVAILABLE
3.1 The following material has been developed in Europe together with stakeholders
(including users) in order to lay down the foundation for future service evolution in view to provision of
Integrated Briefing:

High-level Concept:
3.1.1 The ‘Integrated Briefing - High-level Concept’ sets out the business environment for an
Integrated Briefing project based on the pre-flight briefing phase. It demonstrates the philosophy of the
one-stop-shop, the means by which it may be achieved, potential benefits, the cost and resource effects as
well as the current main implementation barriers. It also outlines the main Levels of integrated briefing
which are summarised on the following figure.
Technical Concept
3.1.2 Integrated Briefing - Technical Concept elaborates on the more detailed understanding of
the Levels of BRIEF, technical aspects (such as profiling and customisation), operational aspects (such as
key requirements, data elements concerned, role of FPL and related data, the content of an integrated PIB
and the typical workflow behind) plus the future role of briefing.
iPIB – Guidelines for presentation
3.1.3 The document ‘iPIB – Guidelines for presentation’, the integrated PIB, provides
guidelines concerning the structure and presentation of integrated Pre-flight Information Bulletins that
include AIS, MET, Flow and FPL elements. It defines the types of information to be included in the iPIB,
the basic rules and filters used for customisation and samples for the presentation of an such an iPIB.
4. RECOMMENDATIONS
4.1 Due to the changing service environment, the rapidly growing amount of information that
has to be dealt with, the requirement for a flexible and customised service provision, it is proposed to
expand the current provisions inside ICAO documentation in order to assist States in the definition and
provision of enhanced briefing services.

4.2 Therefore, it is suggested to expand ICAO Annex 15 and relevant guidance material to
cover the function of ‘Integrated Briefing’ through the following actions and steps:
a) Establish the subject of Integrated Briefing globally by raising the content contained
in document ICAO EUR Doc 010 to global level, by either integrating the essential
elements into ICAO Doc 8126 or by establishing a separate ICAO manual.
By doing so, integrate the elements from the ‘Integrated Briefing’ documents
provided by EUROCONTROL and listed under item 3.
b) Add the following provisions in ICAO documents:
1) Annex 15, para 3.1.2 to modify the note after item B) to read:
‘Note.— One such source is the subject of a provision in 8.3.In order to provide
access to other data sources refer to the guidance material on the provision of
‘Integrated Briefing’ as contained in the <ICAO Doc 8126> or the Manual on
<title >.’
2) Annex 15, para 8.1.2 to insert provisions (to be drafted) to cover further data
elements in relation to the integrated briefing function.
3) Annex 15, para 8.1.3 to be modified accordingly or to insert a new para 8.1.4 to
address the missing subject of integrated briefing (to be drafted).
4) Annex 15, para 8.2 to be reviewed and redrafted accordingly (to be performed).
c) That the ICAO secretariat initiates liaison with other domains e.g. MET in order to
identify further potential changes to other Annexes or related guidance material.
5. ACTION BY THE AIS-AIMSG
5.1 The AIS-AIMSG is invited to:
a) discuss the content of this study note;
b) endorse the recommendations as outlined in item 4.2;
c) request Eurocontrol to draft the relevant parts as outlined in item 4.2, para b) sub-
para 2-4; and to
d) review, once drafted and comment the change proposals with the aim to submit them
through the secretariat to the ANC as AMDT 36 to Annex 15 for implementation by
November 2010.
