In six recent years, NEO has been developing to serve customers better and our position in the field

including Sao Khue prize - a noble award in this field in Vietnam - offered by VINASA in April,
2009.

                                     INTRODUCTION

1. NEO Overview

The explosion of science and technology and the fast international economic integration have been
creating “a flat world” in which the prosperity of a country as well as the success of an enterprise is
much affected by a particular means of production – information technology and media. Technology
and Media Investment – Development JSC (NEO) was established in order to help create this means
of production for domestic and foreign enterprises, contributing to the country’s wealth.

NEO, founded by Vietnam Post and Telecommunication (VNPT), started its business in November,
2003 with the missions of software development, system integration and value-added service
provision for telcos as well as SMEs in the region.

2. Vision - Missions

NEO attempts to become the most trustworthy supplier of information technology and media
products and services for domestic and foreign enterprises.

NEO is a faithful friend who always listens carefully to others in order to advise and timely provide
the best products and services, thus meeting customers’ needs, benefiting our stakeholders, partners
as well as NEO members, and contributing to Vietnam’s prosperity.

   NEO cooperates with local and foreign partners to take full advantage of the advanced

NEO has a strong staff of more than 100 technical specialists having graduated from prestigious
domestic as well as foreign universities and gained much experience in various big projects of VNPT
with foreign partners.

With the average age of 27 and academic standard of graduate (90%) and postgraduate (10%),
holding a variety of valuable certificates from famous vendors such as Cisco, Microsoft, Oracle, Sun,
etc., continuously updating new technologies and gaining practical experiences in modern software
development process, our staff is the origin of NEO’s success, bringing effective added values to
domestic and foreign customers.

1. Manufacturing and Business Process

With the aim of ceaselessly increasing the quality of our products and services in order to meet
customers’ needs more effectively, NEO has established and improved the quality control system
conforming to the international standard ISO 9001 that is applied in NEO’s manufacturing &
business as well as internal management activities. As for software manufacturing, NEO has a system
of software quality management process complying with CMM model and a system of information
security management being conformable to ISO 27001.

   NEO’s manufacturing and business process is ensured by these following factors:

   NEO’s software development process has the following features:

    -   In order to customize software products, NEO produces software conforming to the project
        model. All NEO’s software projects are divided into various phases correlative with the
        development cycle of any software products (as the horizontal axis in the diagram) and the
        main tasks of the projects (as the vertical axis in the diagram). The process is flexible and can
        be applied for any projects related to the new development, upgrade, deployment and
        maintenance of NEO software products.

5.2 Building the portal supporting in the manufacture and business management – VMS Portal

                               being able to integrate exterior systems easily.

         Overview         MobiPortal is the service integrated information portal of VMS –
                          MobiFone for all MobiFone’s subscribers. The system is operated and
                          administered by NEO.
       Implemented           Providing infrastructure hosting such as place for host computers,
         functions            security guards, air-conditioners, etc.
                             Operating modules, supervising and being on technical duty 24x7.
                             Updating news and contents to the system.
                             Supporting customers through transaction search service.
                             Upgrading current functions and adding new services to the system.
       Project’s scale       The system consists of more than 30 host computers and network

          Results         The system MobiPortal has been operated in NEO for 5 years. In 2009,
                          it consisted of 01 information integrated Portal and 06 VAS subsystems.
                          The system has connected to 04 other systems in service integration.
                          There have been 1 million users, 1000 administers and developers, and
                          10 content providers for the system’s regular updating.
5.2 Managing, operating and exploiting the system CCBS for VinaPhone

       Implemented           Operating and exploiting the system CCBS for VinaPhone – VNPT
         functions           Tele-supporting transactors and technicians of provincial-level
                              VNPT’s branches and VinaPhone’s regional telecommunication
                              service centers.
                             Guaranteeing the stable operation of infrastructural systems, servers

                              service centers with the scale of 8.000 users and tens of millions of
                              daily transactions.

                             Operating and optimizing the system continuously; ensuring the
                              firm operation of servers, networks, softwares and database with
                              minimum downtime and the highest data security.
