Effective 1 Oct 2010 - PTS window is from soft EAOS!

Extensions can be done without PTS if:

   1. extension is executed more than 12 months (prior to entering
   PTS window) from SEAOS

   2. and does not take member into the next zone, MILPERSMAN

Extension cancellation - three articles into one
• MPM 1160-040 payback chart is for initial entry (5/6 YO) Sailors

• MPM 1306-618 OBLISERV chart is payback chart for FLEET

• Extensions are automatically cancelled when reenlistment is
  released

• Do not cancel extension because member did not receive bonus
                          Pay the bonus!

• Request early out (from PERS-832) not extension cancellation
    – Labels separation for what it is - reduction in force vice EAOS
    – Ensure recoup of enlistment bonus

                      Extensions
Relative information
•   Non-retention Sailor will only be retained on active duty if actually
    hospitalized as an in-patient, or if their case has been accepted by the Physical
    Evaluation Board (PEB) for disability determination. Being seen as an
    outpatient or submitting a case to PEB (without it having been accepted) is not
    sufficient justification to retain members beyond their established HYT date"
    or EAOS if not retention elig.
•   Non-retention elig Sailors can only be held beyond EAOS for non-elective
    surgery or treatment (normally in-patient care/or out-patient when space not
    avail). Once surgery or treatment (not to be confused with follow-up) is
    complete, mbr is separated and the VA should continue medical care.

                     Conversions
•   Advancement. Members no longer qualified in rating shall not be advanced without
    prior approval from PERS-812 (Enlisted Advancements).

•    Extensions/Reenlistment. Members no longer qualified in rating shall not reenlist,
    extend, or have inoperative extensions made operative without PERS-811 authorization.

•    Bonuses. Immediately stop payment of any rating related bonuses (SRB, enlistment
    bonus, SDAP, SUBPAY, etc.). Local personnel offices must be contacted immediately
    to stop and/or recoup unearned entitlement.

•   Voluntary early separation in lieu of forced conversion or ADSEP processing.
    Members may request immediate voluntary early separation in lieu of forced conversion
    or ADSEP processing from NPC Enlisted Performance and Separations (PERS-832)
    with PERS-81 as info'ee. Requests must contain a statement of understanding that any
    unearned bonuses will be recouped and separation pay will not be authorized.

•    Limited Duty (LIMDU). Members in a LIMDU status shall be processed for forced
    conversion when required without delay. For special circumstances or when the
    member's case has been accepted by the PEB, contact PERS-81 to hold conversion
    process in abeyance.!
                Involuntary Separation Pay
                                    PTS Disapprovals

•   Sailor with over 6 years of service of honorable (Hon or Gen) service may qualify
•   Key word - must be INVOLUNTARY. PTS alone does not qualify Sailor for ISP.
     –   Automatic disapproval if you do not mark desire to reenlist
     –   Pulled quota for failure to OBLISERV
•   Half or Full Separation pay
     –   Remove HYT or PTS from equation is Sailor Reenlistment eligible - Yes = FULL
           •   PNA’d last exam for HYT cases
•   Agree to 3 year Reserve Obligation in addition to existing obligation:
     –   Due to extension policy - must reenlist
•   SPD codes - JBK for full JGH for half - discharge codes - LBK/LGH Relacdu
•   PTS disapproval - do not need to reach HYT for ISP, need over 6yrs service.
•   RE- code - label characterization
     –   RE-1 voluntary PTS disapprovals would have adv opportunity prior to HYT
     –   RE-1E involuntary PTS disapprovals would have adv opportunity prior to HYT
     –   RE-3M involuntary PTS disapprovals would have adv opportunity prior to HYT within 2yrs of
         HYT.
     –   RE-6 Separated at HYT.
     –   RE-4 as warranted

• It is imperative for commands to help the PSD/Personnel Offices
  understand whether a Sailor is a voluntary or involuntary separation.

• Separating activities should always have a copy of the PTS application
  (or other substantiating documentation) prior to payment of thousands
  of dollars in ISP (and other invol benefits ie, ID card, HOR move).

• The key word in ISP, is involuntary. To go one step further, once a
  Sailor receives an SP due to desire "not" to reenl, they cannot change
  their intention to qualify for ISP or other invol benefits.

• Contact PERS-9 (PS1 Craig craig.d.smith.gb@navy.mil) for IRR
  obligation or the Career Transition Office for SELRES affiliation.
    SRB PROCESSING
• CURRENT CONCERNS CAUSING ERRORS.
  (68% REWORK)
  – INCREASE NUMBER OF SRB
    REENLISTMENTS NOT CONDUCTED ON
    APPROVED DATE OR TERM.
  – ALLOWING MEMBERS TO TRANSFER
    WITH OUT PROPER OBLISERV. MEMBERS
    WILL NOT BE ALLOWED TO REENLIST
    FOR SRB AT THEIR NEXT COMMAND.
• MANY PSDS ARE NO LONGER
  PROCESSING SRB REQUEST-NEED A
  BACKUP PLAN.
CURRENT SRB POLICY
• COMMANDING OFFICERS ARE
  RESPONSIBLE TO ENSURE THAT
  MEMBERS ARE REENLISTMENT
  ELIGIBLE.

    SRB PROCESSING
• LOSS OF SECURITY POLICY – IF A
  MEMBERS SECURITY IS REVOKED
  AND THEN SUBSEQUENTLY
  REESTABLISHED, THE SRB WILL BE
  RECOUPED AND NOT RETURNED.

• RECOUP RECOUP RECOUP is a local
  command level responsibility.
  PHASED ENLISTMENT
       BONUS
• NUMEROUS ERRORS LEADING TO
  BCNR AND RESUBMISSIONS.
