1. GENERAL ARTICLES
1.1. State educational institution of higher professional education “Ural State Universi-
ty named after A.M. Gorky” (further referred to as University) is an educational institution of
the Russian Federation - higher educational institution under federal subordination.
Full official name : Ural State University named after A.M. Gorky”. Abbreviated ver-
sions - USU, GOU USU, Ural State University. For international correspondence the full
name is - Urals State University named after M. Gorky. All shorter names are equivalent.
As a higher educational institution University:
Implements educational programs of higher and post-graduate professional educa-
tion in a wide range of specializations ;
Implements training, retraining and (or) upgrading qualification for qualified em-
ployees, academic and pedagogical staff;
Performs fundamental and applied research in a wide rage of disciplines;
Acts as a leading academic and methodical centre in its respective area of activi-

University is a legal entity. University is registered by the Decree of the Kirovsky dis-
trict Administration of Ekaterinburg of June 10, 1994 № 93. State Registration Certificate №
06555, series XII-КИ.
The university has certain assets and its obligations are backed by the funds at its dis-
posal and assets counted separately. In case of their insufficiency subsidiary responsibility
for obligations of the University is borne by the Founder according to the procedure stated by
the law of the Russian Federation. The University has a right to purchase property and non-
property rights, fulfill obligations act as a claimant and respondent at court. University has in-
dependent balance, accounts, including currency ones, at banking and other loan institutions.
The University has a coat of arms, flag, hymn, stamp with the state coat of arms of the
Russian Federation and its name, brand, and other stamps. The University has an exclusive
right to use official name, legal address, brand, coat of arms, flag, hymn and other symbols of
the University on teaching, academic and methodic publications and for other purposes.
Regulations concerning coat of arms, flag and hymn of the University are approved by the
Academic Council of the University.
From the date of being issued the license the University has a right to conduct educa-
tional activities and for benefits, stated by the legislation of the Russian Federation. Licensing
of the University activities, its attestation and state accreditation are conducted according to
the procedure established by the legislation of the Russian Federation.
The University has a right to provide its graduates with a state diploma on relevant
level of education, to use the stamp with the State coat of arms of the Russian Federation
from the date of its state accreditation, proved by the Certificate of State accreditation.
The University has an exclusive right for intellectual property resulting from teaching,
research, managerial and other activities of its employees, conducted as part of performing
their working tasks of obtaining direct orders from the University. The Use and transfer of in-
tellectual property is possible only with the permission of the University according to the
Regulation on defending intellectual property of the University.
The University has a right to voluntarily join associations and unions created and act-
ing according to the legislation of the Russian federation on non – profit organizations.
1.2. The Founder of the University is the Government of the Russian Federation. The
Ministry of education of the Russian Federation acts as a Founder (further referred to as the

1.3.The structure of the University includes teaching and academic centres (chairs in
different branches of knowledge, faculties, institutes, departments, centres, colleges in differ-
ent areas of specialist training), research divisions as well as administrative, academic –
teaching and production units, cultural and maintenance units.
The structure of the University can include remote branches, representative offices,
construction bureaus, post – graduate study courses, llaboratories, structural units of junior,
secondary, technical education, training units for specialists and teachers, didactic and extra
– curriculum activities, preparatory units and courses, production and maintenance struc-
tures, health and sanatorium – type establishments, catering structures, dormitories and oth-
er structural units created according to the Article 1.4 of the given Charter.
1.4. The University forms its structure independently except creating, restructuring, re-
naming and closing remote branches.
Structural divisions of the University except remote branches are created by the de-
cree of the rector on the basis of the decision of the Academic council of the University.
Structural division of the University is not a legal body. Status and functions of the
University structural division are formulated in the Regulations adopted by the Academic
Council of the university and approved by the Rector. Within the limits of his authority the
head of the structural unit issues orders for the employees and trainees of the structural unit.
Structural units of the University can be provided with the credentials of the legal body,
including separate balance, accounts in banking and loan institutions, have a seal (except the
one with the coat of arms), stamps and blanks with its name. This can be done in case the
Rector provides a power of attorney for the head of the structural division.
The University includes the following structural units created on the basis of the deci-
sions and orders of superior authorities:
Institute on retraining and upgrading qualification of the lecturers in humanities
and social sciences (IRUQ) – structural unit of the University founded on 01.07.1992 as a
state regional teaching, academic and methodical center on the basis of the decree of the
Russian federation Government of 13.04.1992 № 244, decree of the Ministry of science,
higher education and technical policy of the Russian Federation of 30.04.1992 № 917 and
decree of the Committee on Higher Education of the Ministry of science, higher education
and technical policy of the Russian Federation of 05.05.92 № 136 on the base of former IUK
created in 1967.
Academic research institute of physics and applied mathematics (ARI PAM) –
structural branch of the University, conducting academic research, created on the basis of
laboratories and University computation center on the basis of the Decree of the USSR Min-
isters’ Council of 20.08.1988, № 1682р, decree of RSFSR Ministers’ Council of 29.08.1988,
№ 922-р, decree of the Ministry of higher and secondary education of the RSFSR of
15.09.1988, № 433.
Research – academic branch (RAB) – structural unit of the in charge of organization
and conduction of academic research created on the basis of the Decree of USSR Ministers’
Council of 08.01.1990, № 16р, decree of the USSR State Committee on education of
22.01.1990, № 55, decree of the Ministry of higher and secondary education of RSFSR of
22.02.1990, № 47.
Specialized teaching and research centre (STRC) – a structural unit of the Universi-
ty created as a special educational institution of higher category, providing in-depth differenti-
ated training in basic and complete secondary education in view of continuous professional
training starting from profile classes. STRC was founded according to the Decree of the
USSR Ministers’ Council of 17.04.1990, № 382, Decree of RSFSR Ministers’ Council of
29.04.1990, № 490-р, Order of the RSFSR Ministry of higher and secondary education of
17.05.1990, № 141, decision of Sverdlovsk city executive committee of 12.07.1989,. № 304.
Faculty of upgrading qualification and retraining for lecturers in natural scienc-
es (FUQR LNS) – structural branch of the University created on 01.10.1967 as a Faculty for
upgrading qualification for teachers of mathematics on the basis of the decree of Central
Committee of the Communist party and USSR Ministers’ Council of 03.09.1966, №729, order
of the USSR Minister of higher and secondary professional education of 24.05.1967,. № 320
and reorganized into FUQR LNS on 04.06.1998 according to the Decree of the Ministry of
secondary and professional education of the Russian federation of 07.04.1998, № 893.
Complete structure of the University is approved by the Academic Council of the Uni-
1.5. University has its structural units placed outside the campus of the University (re-
mote branches and representative offices).
Remote branches independently perform all function of the University or their part.
Remote branch is created, reorganized and closed according to the legislation of the Russian
Representative office expresses interests of the University and defends them, but
does not conduct independent educational, academic, economical, social or other activities.
Representative offices are created and closed by the University upon agreement of the
Founder, executive bodies of the Russian federation subjects and local authorities in the area
where representative office is situated.
In order to render support to part-time students in mastering educational programs at
their work-place and place of residence the University has a right to conduct consultations,
performance control and intermediate attestation of trainees by attracting academic and
teaching staff members of the University at the premises of the representative office.
The activities described above are performed provided the existence of the agreement
of the educational authorities and local administration of the region where the representative
office is situated.
The University includes remote branch of the state educational institution of higher

by the decree of the Ministry of secondary and professional education of the Russian Federa-
tion of 03.11.98, № 2745, renamed by the decree of the Ministry of education of the Russian
Federation of 01.07.2002, № 2500, acting on the basis of the University Charter and regula-

1.6. In its activities the University should comply with the Constitution of the Russian
federation; Legislation of the Russian Federation “On Education” in the edition of the Federal
law of 13.01.1996 № 12-ФЗ, Federal law "On higher and postgraduate professional educa-
tion” of 22.08.1996 № 125-ФЗ; regulation on educational institution of higher professional
education (higher educational institution) of the Russian Federation. Approved by the Decree
of the Russian Federation Government of , 05.04.2001 № 264; other legislation of the Rus-
sian Federation, Acts of the President of the Russian Federation, Government of the Russian
Federation, Ministry of Education of the Russian Federation, authorities of Sverdlovsk region
and the present Charter.
1.7. Main tasks of the University are:
a) meeting the needs of the personality in intellectual< cultural and moral development
by means of obtaining higher and post -0 graduate professional education;
b) meeting social, economic and cultural needs of society and state in qualified spe-
cialists with higher university education and highly – qualified academic and teaching staff
with high moral and civil qualities;
c) organization and conduction of fundamental and applied research and other aca-
demic, technical and design activities, including those related to education;
d) training, retraining and upgrading qualification of specialists, administration repre-
sentatives, academic and teaching staff;
e) accumulation, preservation and multiplication of moral, cultural and academic val-
ues of the society;
f) dissemination of knowledge among the population, upgrading its educational and

m) formation of informational and technological infrastructure of educational system,
integration of informational and telecommunication technologies into educational process;
n) support and coordination of implementing informational and network technologies,
providing communication services in socially important sector of economics and society;
o) improvement of social and extra – curriculum work with all types of trainees, paying
attention to their health and life security, physical education of students and trainees;
p) creating social and economic environment for obtaining education in all educational
programs offered by the University, including those for foreign students;
q) in-depth differentiated training in educational programs of basic and complete sec-

1.8. The University provides security of information presenting state or other secret

1.9. The University conducts and supports activities on mobilization training, civil de-
fence, prevention and liquidation of emergency situations according to the legislation of the

1.11. All legal entities and individuals working for or receiving education at the Univer-
sity should comply with the internal rules.
2. Admission to the University
2.1. the University independently formulates and approves admission rules for pro-
grams of higher professional education as long as they do not violate the legislation of the
Russian Federation and admission rules established by the Ministry of education of the Rus-
Admission rules for programs of secondary, initial, medium, higher and postgraduate
professional education, as well as life – long learning programs are formulated and approved
according to the regulations on educational institutions of relevant types.
2.2. Admission to the University is conducted on a competition basis on application of
the candidates according to the license if other is not stipulated by the legislation of the Rus-

Period of application submission for the first year of full – time training is defined by
the Ministry of education of the Russian Federation, for the first year of part-time courses –

During the period of entrance exams and admission the University creates admission,
subject and appellation commissions. Procedures, members and activities are defined by the
regulations, approved by the Rector.
The University enrols students to educational programs only if it has a license for con-
ducting educational activities in those programs.
Certain groups of citizen described in the legislation of the Russian Federation can be
enrolled to the university without passing the competition provided they successfully pass en-

cate of State Accreditation, and provide them a chance to get acquainted with other docu-
ments, regulating organization of teaching process.
The University can enroll foreign students.
2.3. The number of people enrolled for the first year for budget places from the federal
budget and structure of their enrollment is defined within the framework of quotas established
annually by the Ministry of education of the Russian Federation.
According to the legislation of the Russian Federation the University has a right to en-
roll students for places beyond quotas on the fee – paying basis with legal entities or individ-
uals. The total number of trainees at the University should not exceed the norm set in the Li-
cense for conducting educational activities.
The University can set target enrollment numbers on the basis of agreements with
state and municipal authorities within the quota limits and organize separate competition for
3. EDUCATIONAL ACTIVITIES OF THE UNIVERSITY
3.1. Training at the University is conducted ion the Russian language.
3.2. Teaching period for full-time students at the University starts on September 1 and
ends according to the teaching process schedule for particular specialization. Some speciali-
zations start academic year later according to the teaching process, considering practical and
pedagogical trainings and summer holiday period.
Teaching period for part - time students and for those students taking short-term pro-
grams is defined according to curriculum and teaching process schedule.
Academic year should have holiday period of no less than 7 weeks including no less
than 2 weeks during winter time.
Academic Council of the University has a right to shift the starting dates of the aca-
demic year but no more than for 2 months.
The teaching schedule can be changed only by the Rector’s decree.
3.3. The period of mastering teaching programs of different level are defined by regu-
lations on educational institutions of relevant types of by relevant state educational stan-

or in cases of combining several types of programs in implementing basic educational pro-
grams of higher professional education is prolonged for up to 1 year compared to the teach-
ing period of full-time program s on the basis of the decision of Academic Council of the Uni-

3.4. Maximum study load for students is set by the Ministry of education of the Rus-
sian Federation. Study load per week for a student is defined by the curriculum for each spe-
cialization but total study time, including independent work, should not exceed 54 hours a

3.6. Educational programs in the University are implemented according to relevant
levels and stages of training on a continuous basis considering their interrelation.
The University conducts training of specialists within the framework of a multi-level
system of higher education according to the license:
Higher professional education leading to qualification (degree) of a bachelor for
those successfully passing final attestation ;
Higher professional education leading to qualification (degree) “specialist” for
those successfully passing final attestation;
Higher professional education leading to qualification (degree) “master” for those
successfully passing final attestation.
Bachelor, specialist and master programs implemented at the University in specialisa-
tions of higher professional education are basic educational programs of higher professional

First education received within the framework of educational programs of higher pro-
fessional education can not be viewed as a second higher professional education.
According to the license the University can implement supplementary educational pro-
grams including: upgrading qualification, professional retraining, internship, preparatory train-
3.7. Organization of the teaching process at the University in educational programs of
higher professional education is regulated by curriculum for each specialization and schedule
for each form of training, which are developed and approved by the University independently
on the basis of state educational standard for higher professional education, tentative educa-
tional programs and curriculum in specializations and discipline programs approved by the
Ministry of education of the Russian Federation. Tentative curriculum and discipline programs
are of purely recommendation character.
Basic curriculum for a specialization is developed by the relevant faculty or faculties
and is approved by the Rector of the University.
Workplan for the specialization is developed on the basis of the basic curriculum by
the relevant faculty and is approved by the Dean of the faculty.
Individual workplan for the specialisation is developed on the basis of the basic cur-
riculum by the faculty or chair and is approved by the dean of the faculty.
The programs for humanities and economic disciplines, natural sciences and mathe-
matic disciplines and general professional are approved by the vice – rector on study by re-
quest of the dean of the faculty (director of the institute or center) with preliminary approval of
faculty methodic commission (commission of the institute or centre). The programs of disci-
plines for special disciplines and specialization disciplines are approved by the dean by re-
quest of the chair with preliminary agreement of methodical commission of the faculty (insti-

nars, practical work, laboratory work, tests, colloquiums, independent work, research work,
internships (teaching, production, pedagogical, research and others), course projects (course
paper) and qualification paper (graduation paper, diploma project or work, master thesis).
By targeted organization of the teaching process, the choice of forms, methods, and
means of training, use of distance learning the University creates environment for mastering
educational programs of certain level and areas. It is forbidden to use anti – humane meth-
ods of teaching and methods endangering life and health of the trainees.
3.8. Those studying at the University can master not only disciplines within the chosen
specialization, but also other disciplines taught at the University. The schedule for studying
other disciplines should be agreed upon with the deans of relevant faculties.
3.9. According to the legislation of the Russian Federation and its Charter the Univer-
sity has a right to enroll students above the quota for specialist training on a fee – paying ba-
sis and render paid services (training in supplementary educational programs, conducting
special courses and discipline cycles, private teaching, in-depth courses in some disciplines),
not stipulated by relevant educational programs and state educational standards. Such ser-
vices can be rendered on the basis of agreements with legal entities or individuals.
The procedure of providing paid services is described by the paid Regulation on edu-
cational services at the University which is approved by the Academic Council of the Univer-

tions and other terms, provided they do not violate the legislation of the Russian Federation

Paid educational services can not be rendered instead of or within the framework of
educational programs financed from the budget.
Tuition fees and the remuneration for supplementary educational services are defined
by the Rector and take into consideration approved costs.
Educational services on a fee – paying basis are not viewed as entrepreneurial activi-

3.10. The University evaluates the quality of mastering educational programs by con-
ducting performance control, intermediate attestation of trainees and state attestation of the

factory, unsatisfactory or passed not passed.

have no less than 3 days to prepare for each exam. As an exception according to the deci-
sion of the Academic Council some exams can be conducted during the period of theory
course on completing the lectures on the discipline. In this case the trainees should also
b\have no less than 3 days to prepare for an exam.
The mark can be given without an interview on the basis of student’s work during se-
mester. If the student disagrees with the given mark he can pass an exam according to gen-

date and in fixed time this qualifies as a negative result.
Students not passing tests which are stipulated for the semester are not usually al-
lowed to pass exam session.
Liquidation of an unsatisfactory result of an exam or test is possible for no more than 2
times and is arranged by the request from the dean (director) and is taken by an exam com-
mission. The commission is created by the decree of the dean (director). The decision of the
commission is final.
The replacement of an examiner if a justified reason is present is conducted by the
head of the chair with the consent of the dean (director).
Regulation on conducting ongoing performance control and intermediate attestation of
the trainees are approved by the Academic Council of the University.
Students taking the programs of higher professional education can pass no more than
10 exams and 12 tests during an academic year. These numbers do not include exams and
tests in physical training and elective courses.
Those students taking short-term training or externship can pass no more than 20 ex-
ams during an academic year.
Final state attestation of University graduate is obligatory and is conducted after mas-
tering complete educational program. Final state attestation of a University graduate is con-
ducted by an attestation commission according to the Regulation on final state attestation of
higher educational institution graduates of the Russian Federation approved by the Ministry
of Education of the Russian Federation.
The University provides those passing the final state attestation with state documents
proving the level of education, and (or) qualification. Those students who have not completed
their studies receive a diploma on incomplete higher education or an academic certificate ac-
cording to the procedure stated by the Ministry of education of the Russian Federation.
3.11. For those students mastering two or more basic educational programs of higher
professional education at the University or other educational institutions there can be sepa-
rate terms of visiting classes, conducting practical training and attestation which are stated by
request from the dean (deans) of the faculty.
3.12. Expulsion of the student can be done by the decree of the Rector. The student
can be expulsed from the University due to:
Completing the training period at the University;
Transfer to another educational institution;
His own will;
Bad academic performance;
Failure to meet the requirements of final state attestation;
Breach of the Charter;
Breach of the internal rules;
Breach of academic discipline;
Breach of rules of behavior at the student dormitory;
Committing a crime if there is a valid conviction from the court;
Failure to resume studies after sick leave;
Failure to resume studies after maternity leave;
Failure to resume studies after child care leave;
incompliance with the terms of an agreement (for fee-paying students).
The following students can be expulsed for bad academic performance:
those with three or more failed academic tests or exams at the end of the session
those who have not closed failed academic tests or exams in time;
those receiving unsatisfactory mark at closing failed tests or exams during an

3.13. After passing the final state attestation the student can be provided with holidays
within the framework of basic program of higher education, after which they are expulsed

3.14.The University must inform the students (upon their request) on the situation in
the employment sphere in the Russian Federation and support the students in conducting
agreements on education and further employment with possible employers.
3.15. Every student at the University has its own file compiled by the admission com-
mission of the University. Graduates of the University and trainees leaving the educational
institution before graduation are provided with document on education from their file on the
basis of which they were enrolled to the University. Certified copy of the document remains in
the file. All other documents (transcripts from enrolment decrees, documents on completing
the course or expulsion, record books, student identification documents) remain in the per-
4. ACADEMIC ACTIVITIES OF THE UNIVERSITY
4.1. Main objectives of academic and technical activities of the University include full –
scale use of creative technical and academic potential of the staff and students of the Univer-
sity in training specialists and highly qualified pedagogical personnel, development of arts
and sciences, academic schools, provision of researchers’ input into the process of economic
and social development of the region, Russian Federation and international academic coop-
4.2. The University performs fundamental and applied research and also produces
small – scale hi-tech products and software and conducts publishing activities.
4.3. Fundamental and applied research, design projects, conducted by the University,
are a part of specialist training. Academic activities of the University are conducted according
to the priority development trends in science and technology approved by the Government of
the Russian Federation and plan of academic research of the University branches. The list of
trends and thematic research plan are approved by the Academic Council of the University.
4.4. Academic work is one of the duties of full-time academic and research staff of the

4.6. The University plans academic activities financed from the budget funds of differ-
ent levels according to duly approved programs, state contacts, agreements for creation
(transfer) of academic and technical products.

support of grant funding. Grantees can use the grant money according to the legislation of
the Russian Federation or, in case the funds are used abroad, with the legislation of the rele-
vant country according to the procedures established by a legal entity or individual providing

clusive right for which belongs to the University. The University should provide necessary le-
gal protection for that.
4.8.Reporting procedures on academic activities of the University are defined accord-
ing to the requirements of the Ministry of education of the Russian Federation and acting leg-
5. UNIVERSITY MANAGEMENT
5.1.University management is conducted according to the legislation of the Russian
Federation, regulation on educational institutions of higher professional education and the
Charter on the basis of the principles of undivided authority and collective nature.
During interaction with the Founder, state and local authorities, commercial and non –
commercial organizations University uses autonomous principle.
Autonomy of the University implies its independence in choice of personnel, conduct-
ing teaching, academic, financial, and other activities according to the legislation and the
The University is responsible for its actions before individuals, society and state. Con-
trol over the relation between activities of the University and its mission as specified in the
Charter is conducted by the Founder within its authority.
Teaching staff, researchers and students of the University are granted with academic
freedom including the freedom of academic – teaching staff member to give lectures on the
discipline by his own choice, choose topics for academic research and conduct it by his own
methods. Students are free to master knowledge according to their abilities and needs.
Those academic freedoms lead to academic responsibility for creation of optimal envi-
ronment for free search for the truth its presentation and dissemination.
5.2. The competence of the Founder is defined by the legislation of the Russian feder-
ation and the agreement between the University and the Founder.
5.3. In order to solve the most important issues related to the functioning of the Uni-
versity there is a Conference of academic and teaching staff and other categories of staff
members and students. The procedure for electing delegates for the Conference is defined
by the Academic Council of the University considering representation of all categories of em-
ployees, students, and members of public organizations. The members of the Academic
Council should represent no more than 50% of the total number of delegates.
The following issues fall under the competencies of the Conference:
а) adopting the Charter of the University, its amendments and additions to it (to be fur-
ther approved by the Founder);
б) election of the Academic Council according to the regulations stated by the Aca-
demic Council of the University;
в) election of the rector according to the regulations approved b\y the Academic Coun-
cil of the University.
According to the existing rules the Conference can discuss and solve other matters re-
lated to the activities of the University, for example, adoption of collective labour agreement,
internal regulations and election of the Commission on labour disputes.
The Conference is called in case of necessity by the decision of the Academic Council
or the rector Конференция созывается по мере необходимости по решению Ученого
совета университета или ректора.
The Conference is considered valid if it feature\d no less than 2/3 of the list of its dele-
gates. The decisions of the Conference are considered valid if they were supported by more
than 50% of the delegates participating in the voting procedure.
5.4. General administration of the University is done by the elective representative
body – Academic Council of the University.
Academic Council includes the following representatives: Rector, also acting as the
Chairman of the Council, vice rectors and, depending upon the decision of the Academic
Council – deans of the faculties. Other members of the Academic Council are elected by the
conference by secret voting procedure according to the regulations approved by the Aca-
demic Council. The conference should take into consideration the norms of representation for
structural units and students to take part in the Academic Council.
Representatives of structural branches and students are considered elected to the Ac-
ademic Council or recalled from it if it was decided during a voting procedure and more than
50% of those present at the Conference supported the decision. No less than 2/3 of the list of
the candidates should be present.
The number of Academic Council members can not exceed 80 people. The member-
ship of the Academic Council is announced by the decree of the Rector.
In the employee leaves the University or a student is expulsed from it the member of
the Academic Council leaves it. Vacant places are filled with employees or students by the
request from the Rector or administration of relevant unit at the meeting of the Academic
The composition of the Academic Council is valid for 5 years. Termination of the Aca-
demic Council can be organized by a written request signed by no less than 2/3 of the mem-
bers of the Academic Council. In this case by Rector’s order the Academic Council is de-
clared as having abdicated responsibilities and new term and procedures for gathering the
Conference for electing a new Academic Council are announced.
5.5. Meeting of the Academic Council as usual are conducted regularly no less than
once a month on the basis of the Academic Council work-plan approved by the Council.
Emergency meetings are possible by the decision of the Chairman of the Academic Council
or by written request of no more than 1/5 of the members of the Academic Council.
The following topic fall under the competence of the Academic Council:
a) defining main development trends for teaching, academic, methodic, didactic, eco-
nomic, financial, international, external economic and other activities of the University, formu-
lated in the Charter;
b) reviewing drafts of the charter, changes and alterations to it and recommend them
for approval of the Conference, as well as taking other decisions on local normative acts on
University activities if it is not under the jurisdiction of the Conference;
c) defining the structure of the University and approving regulations on structural units
of the University;
d) approving regulations on the coat of arms, flag and hymn of the University;
e) increase teaching period for part - time and evening courses for certain categories
f) shorten teaching period for those trainees who already have medium-level profes-
sional education of relevant profile or higher professional education of different level or for
those who can master educational program of higher professional education during a shorter
period of time;
g) shift the beginning date of an academic year at the University but for no more than
h) approve the regulations on conducting ongoing performance control and intermedi-
ate attestation of the trainee;
i) define the process of creation and activities of Board of Trustees, other public man-
agement bodies created in different areas of University activities;
j) approve regulations on creating and functioning of Academic councils in the branch-

k) approve Regulations on election of the Rector;
l) define the procedure of providing graduate and post-graduate students and doctoral
students whose study is supported by the federal budget funds with stipends;
m) approve Regulations on remuneration fro the employees of the University which in-
cludes articles on benefits, bonuses and other payments;
n) establish amount and structure of student enrollment for the first year to study at
remote branches with the support of the federal budget;
o) clarify the procedure for termination of labor agreement with the lecturers of the
University due to the incompatibility with the position because of insufficient qualification;
p) approve regulations on forming topical plans for research and academic work by the
request of the Founder, conducting and reporting on academic and research work and on
adopting its results;
q) look into the organization of training in new basic and supplementary programs of
professional education announced for licensing;
r) discuss the issue of letting premises or territories;
s) elect heads of university chairs, conduct competition – based selection of profes-
sors, lecturers of university chairs and heads of research structural branches, as well as lec-
turers acting as deans; submit applications for professor or associate professor positions at
the chair; submit applications for associate professor and professor position in the relevant
specialization; define competencies of academic councils of the faculties (instates, centers);
t) approve the list of academic supervisors for defense of candidate thesis; make deci-
sions on enrollment to doctoral studies;
u) make decisions on the laureates of an annual competition for the best academic
work; award prizes and bonuses for academic work and pedagogical qualification; award ti-
tles of honorary doctor of the Ural State University, honorary professor of the Ural State Uni-
versity, honorary lecturer of the Ural State University, honorary academician of the Ural State
University; submit documents for honorary titles of the Russian federation and Sverdlovsk re-
gion as well as other awards for outstanding merit of the University employees;
v) listen to the reports of the Rector, vice – rectors, heads of branches in the field of
Charter activities of the University and reports of the heads of main research field at the Uni-
versity on intermediate and final results.
Academic Council can perform other responsibilities according to the legislation of the
Russian Federation and Sverdlovsk region, decisions of the Founder and the present Char-
5.6. Immediate management of the University is conducted by the Rector.
The Rector is elected for 5 years at the Conference by a secret voting procedure and
is approved by the Ministry of education of the Russian Federation.
No later than 4 months before the date of elections the Academic Council must make
a decision on the procedure of elections on the result of discussing the program of candi-
dates or on the results of the present Rector’s report and following secret voting procedure.
The Rector election procedure is as follows: in the first case the Conference on rector elec-
tion is conducted no earlier than 2 months before and no less than the date of the expiry of
Rector’s authority period. The elections of the Rector are conducted on a competitive basis
based on the results of discussion of the programs submitted by the candidate (candidates)
to the position of the Rector. In the latter case the acting Rector should provide a report for
the Conference no later than 2 months before the end of his term. After approving his report
the Rector is elected by the secret voting procedure for the new term at the same meeting of
the Conference. The rector is elected if he receives more than 50% of the votes of the dele-
gates at the Conference. If the report was not approved by the majority of votes or the Rector
did not receive more than 50% of votes the election procedure is conducted on a competitive
basis on the basis of the discussion of the programs of the candidates at other meeting of the
Conference. In case the position of the Rector is vacant the election procedure based on the
discussion of candidates’ programs is chosen.
Time and procedure of the elections of the Rector, procedure for announcing candi-
dates for the Rector’s position and requirements are set in the regulations adopted by the
Academic Council of the University.
If the position of the Rector is vacant his functions are performed by one of the vice –
rectors on the basis of the decree of the Ministry of education of the Russian Federation.
In his activities the Rector should follow the legislation of the Russian Federation,
Sverdlovsk region (in case of remote branches and representative offices at the territory of
other regions – by their respective legislation), decisions of the Founder, agreement with the
Founder, present Charter and other legal acts. Rector’s authority includes all authority of the
University as a subject of internal and external legal relations except for particular authority of
the Conference and Academic Council. The rector manifests its authority without any power
of Attorney on the basis of this Charter. The Rector can delegate whole or part of his authori-
ty to vice – rectors and directors of remote as well as in certain cases to heads of structural
units and other people authorized to represent the University.
It is not allowed to combine the position of the Rector with other paid executive posi-
tion (except for academic and methodic supervision). The Rector can not perform his duties
on a part-time basis.
Within his authority the Rector issues decrees and orders to be fulfilled by all the em-
ployees and trainees of the University.
Vice – rectors act as deputy rectors. Vice – rectors are employed on the basis of la-
bour agreement duration of which corresponds with the duration of the Rector’s labour
agreement. The division of responsibilities between the Rector and other executives is de-
fined by the decree of the Rector which is known to all the staff of the University. During his
absence the rector delegates his duties to one of the vice – rectors. During this period vice
rector performs his own functions and the functions of the Rector.
There is a special consultative body acting under the Rector – university administra-
tion team consisting of vice – rectors and people chosen by the Rector of the University.
In order to manage teaching, academic, didactic, financial, staff, social, economic and
other activities a special Administrative Council is formed decisions of which are of a
recommendative character. The members of the Administrative Council are approved by the

torney issued by the Rector. Director of the remote branch must have an experience of work-
ing in teaching, methodical, organizational spheres at higher educational institutions and

ence of methodical, teaching, organizational or academic work at a higher educational institu-
5.8. The system of University management gives a significant role to public unions of
employees and trainees.
Interests of the trainees are represented by their unions (conferences), public organi-
zations and self – administration bodies. Relations between the Rector and his administration
on the one hand and public organization of the trainees acting in a due manner is defined by
the agreement signed by the above mentioned parties for the duration of up to 3 years.
The University guarantees the freedom for creating and functioning of professional un-
ions according to the legislation concerning such unions of employees. The representatives
of trade union form a part of the Conference and Academic Council. The University signs a
collective agreement and provides its due realization. The University complies with all the
rights of trade unions stated in the legislation and resulting from the collective agreement.
Employees of the University can follow a standard procedure to create other public or-
ganizations. On the basis of the regulations adopted by the Academic Council University can
create a Board of Trustees.
The University makes it possible for state and public organizations to be created and

5.9. The system of the University management includes main sub – systems such as
management of the faculties (institutes, centers, departments, colleges, courses) and chair

the faculty by a secret voting procedure for a period of up to 5 years from the most qualified
and respected employees of the University with an academic degree or title. Elections of a
dean are conducted according to the regulation on elections of the dean of the faculty adopt-
ed by the Academic Council. Election of the dean is approved by the Rector. Before being
approved by the Recto the Dean signs a labor agreement or supplementary agreement. In
case there is a vacant position of a dean the Rector can appoint the dean for the period of up
to 1 year before the duly conducted procedure of elections of the dean.
The dean has all necessary executive power and takes full responsibility for the results
of the activities of the faculty. His competence covers all the aspects of faculty activities, ex-
cept those under the competence of the Conference of the employees and trainees and Aca-
demic council of the faculty. The Dean publishes decrees to be fulfilled by all the employees
and trainees of the faculty.
By the application from the Dean the rector appoints vice – deans usually for the peri-
od of Dena’s term.
Collective nature of management at the faculty is provided by conferences of employ-
ees and trainees and Academic Council.
Institute (department, centre, college, courses) is headed by the Director appointed by
the rector or elected by the conference of the institute, (department, center. College, courses)
for up to 5 years by secret voting process among the mist qualified and respected specialists
with an academic degree or title. Elections of the Director are conducted according to the
regulations on elections of the Director of the institute (department, centre, college, courses)
approved by the Academic Council of the University.
The procedure for appointing (electing) director, his rights and duties is defined by the
regulations on the institute (department, center, college, courses). The Director bears full re-
sponsibility for the results of work of the institute (department, center, college, courses).
Vice – directors are appointed to the position and relieved from it by the decree of the
Rector by request of the Director of the institute (department centre, college, courses).
The main academic and teaching department of the University providing teaching
academic, methodical and didactic word is a chair. The Chair is headed by Head of the chair
elected top the position for 5 years by a secret voting procedure by the Academic Council of
the University according to the regulations on electing head of the chair among the most
qualified and respected specialists of a relevant profile usually having academic degree or
title. Before appointment to the position the Head of the Chair signs labor agreement or sup-
plementary agreement. In case there is a vacant position of the Head of the Chair the Rector
can appoint the Head of the Chair for the period of one year before election of the new Head
of the Chair according to the procedure described above.
The competence of the Head of the Chair is defined by the regulation on the Chair ap-
proved by the Academic Council and the Rector.
Academic and research structures are headed by the Head (Director) appointed by the
Rector or elected by the Council of the structure for 5 years by a secret voting procedure
among the mist qualified and respected specialists. Elections of the Head (Director) are con-
ducted according to the regulations on elections of the Head (Director) of academic – re-
search structure approved by the Academic Council of the University.
Heads of administrative and managerial, academic, teaching and production and cul-
tural structures are appointed by the Rector.
5.10. Positions of the Rector, vice – rectors, deans of the faculties, heads of remote
branches and institutes at the University can not be occupied by people older than 65 years
old. By request from the Academic Council of the University the Rector has a right to prolong
the duration of stay for vice – rectors, deans, heads of remote branches and institutes until
they reach the age of 70. By request of the Academic Council the Founder has a right to pro-
long the stay pf the Rector until the age of 70. People taking these positions and achieving
age limit are transferred to other positions according to the procedure defined by the labour
5.11. Opinion of trainees is taken into consideration when making decisions concern-
ing their interests.
6. TRAINEES AND EMPLOYEES OF THE UNIVERSITY
6.1. Trainees at the University include graduate and postgraduate students, and other
categories of trainees.
Student is a person duly enrolled to the University by the Decree of the Rector to study
at an educational program of higher professional or medium – level professional education.
Students are provided with student card and record book of a certain pattern free of charge.
Post graduate student is a person duly enrolled to the University by the Decree of the
Rector to study at an educational program of post-graduate professional education.
Doctoral student is a person duly enrolled to the University by the Decree of the Rec-
tor in order to prepare a thesis for a doctoral degree.
Applicant is a person duly attached by the Decree of the Rector to prepare a thesis for
an academic degree.
Those people duly enrolled to the University by the Decree of the Rector to receive ini-
tial, secondary, compulsory or initial professional education, are considered as trainees.
Trainees of the University are those who study at:
а) preparatory courses;
б) structural unites related to upgrading qualification and retraining for lecturers, exec-
utive staff and specialists;
в) other educational institution or University if they at the same time receive other
higher professional education.
Enrollment of trainees is conducted by the Decree of the Rector.
Legal status of the trainees related to receiving educational services is the same as for
the students of the University of the relevant form of training.
Students of the University have a right:
to obtain education meeting the requirements of modern level scientific, technical
and cultural development;
to visit all types of educational activities at the University and with the consent of
the Rector and relevant executives – at other higher educational institutions;
to combine study with work during the time not occupied by classes, obtaining
the benefits established by the legislation of the Russian Federation on labour
obtain supplementary educational services (including paid services on the basis
of an agreement);
to take part in discussing and making decision on vital issues related to the activi-
ties of the University, including through public organization and higher education-
al institution administration bodies;
take part in forming the content of education provided compliance with the re-
quirements of state educational standards of higher professional education. This
right can be limited by the provisions of an agreement between the University
student and legal/individual supporting him in obtaining education and further
master not only disciplines within the chosen specialization but also other disci-
plines taught at the University provided the consent of the deans of the relevant
faculties according to the Article 3.8 of the present Charter or disciplines taught at
other educational institutions (by the agreement between the Rector of the Uni-
versity and heads of other educational institutions);
obtain education in military specialization according to the procedure stated in the
legislation of the Russian Federation;
change from non-budget to budget education according to the Article 6.5 of the
use academic leave on medical reasons and other emergency cases stated by
the Ministry of education of the Russian Federation;
use University library, information base, services of academic, teaching, social,
economic and other structures of he University according to their rules;
take part in all types of academic and research works, conferences, symposiums,
present works for publication in different sources including those published by the
appeal against decrees and regulations of the University administration and fac-
ulty according to the procedure stated by the legislation of the Russian Federa-
Students from other cities studying on a budget basis and requiring accommodation
are provided with accommodation in the University hotel (provided there are places avail-

Besides that students must attend seminars, practical and laboratory trainings stipu-
lated by the curriculum of a relevant specialization.
Failure to meet the requirements of the curriculum, violation of the Charter of the Uni-
versity, internal regulations and dormitory regulations can inflict penalty (reproof, expulsion
from the University) after the student provides a written explanation.
Student is guaranteed a freedom to transfer to another educational institutions pro-
vided the agreement from the institution and its successful attestation. Transfer of the student
to another educational institution is conducted according to the procedure established by the
Ministry of education of the Russian Federation unless there are other regulations in the leg-
islation of the Russian Federation. The student preserves all the rights as a trainee for the
first time enrolled to the given stage of higher education.
Students of the University studying at full-time courses covered by the Federal budget
are provided with state academic or social stipends according to the legislation of the Rus-
sian Federation and Regulations on provision of stipends approved by the Academic Council
of the University.
For outstanding merits in study students can be awarded with the stipends of the Pres-
ident and Government of the Russian Federation, Governor of Sverdlovsk region, Academic
Council of the University and other supplementary stipends. Such stipends would be added
to academic stipends.
Within the limitations of available budget and non – budget funds the University can
independently establish and implement social support measures for students, for example
provide stipends, bonuses and other social support depending on their financial situation and

6.2. Regulations concerning the use of libraries, information funds, teaching, academ-
ic, social, cultural, sportive and other facilities are formulated according to the regulations and
rules approved by the Rector.
6.3. Enrollment to the University for those expelled from other higher educational insti-

is stated by the legislation of the Russian Federation.
6.4. Transfer of the student from one educational program or form of training to anoth-
er and transfer from one university to another higher educational institution can be limited if it
is stipulated in the agreement.
6.5. Students completing their first year of study have a right to be transferred from fee
– paying system to budget place provided there are budget places available:
for outstanding performance or (and) active participation in research and aca-
in unique cases when it is impossible to pay for education including those stu-
dents who became orphans during their study, children remaining without support
of their parents, disabled people of I and II categories;
in other cases by the decision of the Academic Council of the University.
Transfer procedure from fee – paying to budget form of education is defined by the

incompliance with state final attestation requirements, violation of the Charter, internal regula-
tions, academic discipline, dormitory regulations, bad conduct) can be reinstated to the Uni-
versity during 5 years after expulsion according to the regulation on expulsion, reinstatement
and transfer, approved by the Academic Council of the University.
6.7. Students of the University demonstrating successful performance, active partici-
pation in research and public activities can be awarded with different moral and material ben-
efits (letter of thanks, Certificate of Honor, valuable gift, bonus, stipend increase, individual

Academic and pedagogic staff of the University has a right:
to elect and be elected according to the established procedure to the Academic
Council of the University, Academic Council of the faculty (institute, center);
to take part in discussion and decisions of issues related to the activities of the
chair, faculty and University;
to use services of library, information funds, academic and teaching structures
and social, medical and other structural units of the University free of charge ac-
cording to the collective agreement ;
to define the content of teaching courses according to state educational stand-
ards for higher and postgraduate professional education;
to choose methods and means of training which respond to their individual pecu-
liarities and provide high quality of the teaching process;
to choose ways and methods of academic research complying with security re-
quirements which respond to their individual peculiarities and provide high quality
of the teaching process;
to apply against decrees and orders of the University administration and faculty
administration according to the established procedure;
to have organizational, material and technical support of professional activities;
to obtain different forms of moral and material benefits for good results in peda-
gogic, academic or other activities;
to create trade unions or other public organizations activities of which are allowed
and regulated by the acting legislation of the Russian Federation and the present
to receive recognition and defence of rights for objects of intellectual property be-
longing to them and to the University, e.g. financial remuneration.
Academic and pedagogic staff of the University is obliged:
to enhance the prestige of the University as an academic, educational, enlighten-
ing and cultural centre both by their work and behaviour;
to provide high efficacy y of teaching and research processes;
to comply with the Charter of the Universityсо, internal regulations, treat material
and moral values of the University and its branches with care;
to fulfil orders and decrees of the Rector (vice – rectors) and heads of relevant
to form trainees’ professional skills, knowledge and qualities in a chosen field of
specialization, civil position, ability to work and live in modern environment;
to develop trainees’ independence, initiative, creative abilities;
to conduct didactic work with the trainees;
to perform requirements related to protection of state, professional and commer-
cial secret and confidential information;
to recognize and comply with the rights of the University for intellectual property,
facilitate its legal protection and use in activities;
to conduct systematic activities related to upgrading qualification.
Workers of the University conducting pedagogical activities (further \referred to as
pedagogic staff) have total (per academic year) account of working hours based on contract-
ed duration of work day – 36 hours per week and prolonged annual paid leave of 56 calendar
In order to provide pedagogic workers (including executives whose activities are relat-
ed to teaching process) with publications and periodicals there is a special monthly financial
compensation defined by the legislation of the Russian Federation.
6.9. Workload for pedagogic workers is established according to their qualification and
profile of the chair in amount of up to 900 hours per academic year for 1 position.
6.10. Pedagogical workers have a right to have a prolonged leave for up to 1 year for
every 10 years of uninterrupted teaching work. The procedure for providing such leave is de-
fined by the Founder. The basis for providing a prolonged leave is a positive decision of an
Academic Council of the faculty (institute, center) or decision of a university chair. Leave can
be provided with full payment, partial payment or without payment depending on financial
situation of the University.
6.11. Filling all positions of all lecturers and academic staff of the University is con-
ducted on the basis of labor agreement signed for up to 5 years. Filling positions of academic
and research staff at the University, except deans of faculties and head of the chairs is con-
ducted according to the procedure of competitive selection after which labour agreement is
signed. Regulations on filling positions for the above mentioned vacancies are approved by
the procedure described by the Government of the Russian Federation.
6.12. Dismissal of pedagogic staff by the initiative of the University administration due
to staff reduction is possible only after the completion of an academic year.
6.13. Rights and obligations of administrative, economic, engineering, technical, pro-
duction, auxiliary and other staff of the University are defined by the labor legislation of the
Russian Federation, Charter of the University, internal regulations and job description. Labor
relations of the above mentioned staff categories and the rector of the University are regulat-
ed on the basis of labor agreement. Staff of the University must fulfill orders and decrees of
the Rector (vice – rectors) and of heads of relevant structural units.
In case of violation of the Charter of the University, labor discipline, internal regulations
and dormitory regulations staff of the University can suffer disciplinary penalty according to
the legislation of the Russian Federation: reprimand or dismissal.
Social economic, including labor relations at the University are defined on the basis of
the legislation of the Russian Federation and within the framework of the collective agree-
ment, adoption and implementation of which are defined by the legislation of the Russian
6.14. Employees of the University can receive moral and material incentives for excel-
lent performance in academic, methodical, teaching, didactic and other types of activities ac-
cording to the Charter of the University.
7. TRAINING ACADEMIC AND TEACHING STAFF AND UPGRADING QUALIFICATION
OF ACADEMIC AND TEACHING STAFF
7.1. Training of academic and teaching personnel is conducted at post-graduate and
doctoral courses of the University and also by means of practical training, applicantship for
academic degree, transfer of teaching staff to academic staff in order to prepare doctoral the-
sis and provision of creative leave of absence in order to complete their theses. Regulation
on training academic and teaching staff in the system of postgraduate professional education
in the Russian Federation is approved by the Miinistry of education of the Russian Federa-
Post – graduate courses at the Ural State University invite citizens of the Russian
Federation with certificates of higher professional education willing to prepare a thesis for a
candidate degree. Enrolment is conducted on a competitive basis. Full time course takes 3
years, part-time course – 4 years.
Doctoral courses of the University invite citizens of the Russian federation with a can-
didate degree and working on a doctoral thesis. Doctoral courses last up to 3 years.
Foreign students can be enrolled to the candidate and doctoral courses according to
the international agreements of the Russian Federation and to the procedure stipulated by
the Regulation on training academic and teaching staff in the system of postgraduate profes-
sional education approved by the Ministry of education of the Russian Federation.
Enrolment of individuals without citizenship to candidate and doctoral courses of the
University is conducted according to the regulations of the Government of the Russian Fed-

The University has a right to enrol more applicants for candidate and doctoral courses

provision of creative leave of absence are conducted according to the legislation of the Rus-
sian Federation by the decree of the Rector upon recommendation from the Academic Coun-

People studying at full-time candidate courses at a budget form are provided with state

Candidate and doctoral students have free of charge access to laboratories, equip-
ment, methodical rooms, libraries and assignments to foreign academic and teaching cen-
ters, participation in expeditions in order to conduct research on their relevant topics together
with academic and teaching staff from higher educational institutions and staff of research
In order to purchase books and materials full-time candidate students and doctoral
students studying with the support of the federal budget receive annual allowance of 2
Candidate and doctoral students of the University have a right to:
take part in discussing and making decisions on important issues related to the ac-
tivities of the University, also through public organizations and management bod-
ies of the University;
take part in all types of academic and research work, conferences, symposiums,
present their work for publication, including in the periodicals of the University;
appeal against decrees and orders of the administration of the University accord-
ing to the procedure stated by the legislation of the Russian Federation.
Full-time candidate students have rights and benefits according to the federal law “On
higher and postgraduate professional education”.
During their period of training candidate students of the Ural State University must:
fulfill the requirements of the present Charter, dormitory and internal regulations;
complete individual workplan;
pass candidate exams;
complete the work on the thesis and present it for relevant conclusion.
During the period of training doctoral students must:
fulfil requirements of the present Charter, dormitory and internal regulations;
complete thesis preparation plan and present completed thesis for relevant con-
In order to complete thesis for the candidate or doctoral degree employees of the Uni-
versity get paid leave for 3 or 6 months according to the procedure established by the regula-
tion on preparing academic and pedagogic staff in the system of postgraduate professional
education approved by the Ministry of education of the Russian Federation.
Applicants for doctoral degree with significant academic results on urgent social and
economic topics and priority trends of fundamental research can be transferred to the posi-
tions of academic staff for the period of up to two years in order to prepare a doctoral thesis.
Those applicants transferred to academic positions retain their salary and right to return to
their previous place of work.
Upgrading qualification for academic and teaching staff of the University is conducted
no less than once in 5 years at educational institutions specializing in upgrading qualification
and professional retraining, higher educational institutions, leading Russian and foreign aca-
demic and manufacturing organizations by means of training, internships, participation in
seminars and the use of other ways and forms of upgrading qualification.
Upgrading qualification of academic and pedagogic staff can be covered both from the
funds of federal budget and/or individuals on the basis of agreement with higher educational
institutions and academic institutions and organizations.
8. ECONOMICS OF THE UNIVERSITY
8.1. In order to support educational activities according to the Charter the University
has under executive management buildings, constructions, property complexes, equipment
and other assets of customer, cultural and other purpose which present federal property.
Ground areas provided for the University according to a due procedure are granted as
a permanent property.
8.2. State property assigned to the University can be alienated according to the proce-
dure and terms stated by the legislation of the Russian Federation. Property assigned to the
University can not undergo privatization procedure.
8.3. Property purchased with the income received from entrepreneurial activities is
controlled solely by the University and is considered as a separate balance. Income of the
University received from entrepreneurial activities and other income – generating activities
are fully depicted in income – costs sheet of the University.
Financial funds, buildings, immovable property and other types of property transferred
by individuals or legal entities as a gift, donation or according to the last will and testament as
well as results of intellectual labor, become property of the University.
8.4. The University possesses and uses its assets according to its purpose, present
Charter and legislation of the Russian Federation.
8.5. The University bears responsibility before the property owner and founder for
preservation and effective use of assets which it is in charge of. Activities of the University in
this sphere are controlled by the property owner and the Founder.
8.6. Financing of the University activities is conducted from:
а) budget funds of different levels;
б) material and financial contribution of the Founder;
в) funds received from rendering paid educational, entrepreneurial and other activities
stipulated by the legislation of the Russian Federation;
г) voluntary donations and target contributions from individuals and legal entities, in-
cluding foreign ones;
д) grants from different funds and organizations, including foreign ones;
е) funds form other sources according to the legislation of the Russian Federation.
Financing of educational activities of the University is conducted from relevant budgets
according to control enrolment numbers on the basis of state and local norms of financing.
If University attracts additional funds it does not lead to the decrease of state and local
norms of financing or amount of financing stipulated in a relevant budget.
8.7. The University spends budget funds and funds from other sources of financing
according to the legislation of the Russian Federation.
8.8. The University makes independent decisions on signing the agreements, defining
obligations and other terms not violating the legislation of the Russian Federation and the

act as rent holder or a lessor of movable and immovable property. Lease of assets of the
University, including land areas is conducted on an irredeemable basis y the agreement of
the Academic Council of the University with a price no less than average market price in the

development of the teaching process at the University.
8.10. The University has accounts in banking and other crediting organizations for
\depositing funds and conducting all kinds of payments including foreign currency ones and
independently decides on areas and procedures of using the funds received from the budget
and other sources including funds used for salary and material stimulation of the employees.
Remaining funds for current period (year, month) can not be withdrawn from the University or
used for financing for further period.
8.11. The University has a right to conduct entrepreneurial activities according to the
legislation of the Russian Federation which includes:
trading in purchased goods or equipment;
trading in small – size, hi – tech and software products manufactured at the Uni-
rendering agency services;
partial participation in the activities of other institutions (including educational
ones) and organizations;
purchasing shares, obligations, other securities with the use of individual funds
and receive income/dividends;
providing informational services and communication services, including telematic
and data transfer services with the aim of provision and development of educa-
tional process in the University;
Types of activities requiring licensing according to the legislation of the Russian Fed-
eration can be conducted only upon receiving a relevant license.
Activities of the University related to implementation of the activities stipulated by the
Charter, rendering services and work can be considered entrepreneurial only in the cases
when income received from such activities, is not reinvested to the University or for the provi-
sion, development and improvement of the teaching process (including salary) at the Univer-
8.12. Within the limits of funds for salary the University can independently define the
size of bonuses and other payments to the employees of the University according to the leg-
islation of the Russian Federation and on the basis of the decision of the Academic Council.
8.13. The University has a right to take part in funds of joint-stock companies and
other organizations only with its own independent funds and assets.
8.14. The University supports its obligations by its funds and assets accounted for as a
separate balance. In case this is not enough subsidiary responsibility is born by the Founder
according to the procedure defined by the legislation of the Russian Federation. The Univer-
sity has a right to purchase property and individual non – property rights, perform obligations
and act as a defendant or claimant in court.
9. RECORD-KEEPING, REPORTING PROCEDURES AND CONTROL AT THE
9.1. The University conducts operational book-keeping control according to the Feder-
al law “On accountancy”, Instruction on accountancy for budget institutions.
Forms and procedures of conducting accountancy are established by the Ministry of
Finance of the Russian Federation, deadlines for submitting quarterly and annual reports are
set by the Ministry of Education of the Russian Federation.
9.2. Forms of statistic reporting of the University, address, duration and submission
procedures are defined by the state statistic services.
9.3. Control on compliance with financial and economic disciplines at the Ural State
University is conducted by relevant federal and regional authorities within the framework of
10. INTERNATIONAL AND EXTERNAL ECONOMIC ACTIVITIES OF THE UNIVERSITY
10.1. The University has a right to perform international cooperation in the field of ini-
tial and secondary compulsory, initial, medium, higher graduate, post – graduate and sup-
plementary education, academic, research teaching and other activities according to the leg-
islation of the Russian Federation and international agreements of the Russian Federation.
Training, professional retraining and upgrading qualification for foreign citizens at the
University, teaching and research work of academic and lecturing staff of the University
abroad within the framework of the quotas set by the Government of the Russian Federation
are conducted according to the legislation of the Russian Federation on the basis of interna-
tional agreements, agreements between the Ministry of Education of the Russian Federation
and federal executive organs in the field of education from foreign countries and also on the
basis of direct agreements signed by the University with foreign legal bodies including educa-
tional institutions, or individual foreign citizens.
The University has a right to conduct external economic activities according to the leg-
islation of the Russian Federation and its Charter.
10.2. Money received by the University as a result of international and external eco-
nomic activities can not be withdrawn and taxed or sold if they are used for performing main
tasks set for the University by the Federal law “On higher and post – graduate professional

recognition who made a significant input into the development of science and education and
promotion of the prestige of the University can be awarded with a title Doctor Honoris Causa
of the Ural State University.
11. LIST OF LOCAL ACTS REGULATING THE ACTIVITIES OF THE UNIVERSITY
11.1. The University designs and approves the following local acts: the Charter, Col-
lective agreement, rules, regulations, decrees and other acts.
12. REGULATIONS FOR LIQUIDATION, REORGANIZATION AND TEMPORARY
SUSPENSION OF UNIVERSITY ACTIVITIES
12.1. The University can be reorganized into other educational institution by the deci-
sion of the Government of the Russian Federation depending on the approval of legislative
and executive authorities of Sverdlovsk region if it does not imply any violation of University
obligations and if the Founder undertakes to fulfill these obligations.
12.2. In case of reorganization of the University its Charter, license and state accredi-
tation are declared null and void.
12.3. The Ministry of education of the Russian Federation can temporarily suspend the
activities of the University before the court decision in case if the University violates the legis-
lation of the Russian Federation in the field of education or this Charter.
12.4. Liquidation of the University can be conducted by:
The Government of the Russian Federation with the agreement from the legisla-
tive and executive authorities of Sverdlovsk region;
By the decision of the court in case of conducting activities without a proper li-
cense or activities violating the law or activities not falling within the framework of

is conducted according to the norms defined by the legislation of the Russian Federation.
12.6. During the process of the liquidation of the University financial resources and
other assets under control of the University save those payments made to fulfill the obliga-
