      Interstate gang of cheats busted – 3 persons arrested.
      Over 100 victims from 5 states cheated.
      Promised loans from Rs. 2 lakhs to Rs. 2 crores.

       The Interstate Cell Crime Branch Chanakyapuri Delhi has
busted an interstate gang involved in cheating innocent victims
persons the country in UP, Madhya Pradesh, Chhattis Garh,
Jharkhand and Bihar. The cheats were based in Delhi and gave
advertisements in newspapers in UP, Madhya Pradesh, Chhattis
Garh, Bihar and Jharkhand. They promised to facilitate loans from
Rupees 2 lacs to 2 crores on easy installments from renowned
banks. The victims were lured to believe that they could get loans
from Financial Institutions. Thereafter the cheats would collect
processing fee, application fee and 1% of the total sanctioned loan
as agreement fee. After getting the money in advance, the cheats
would close their office and move to another location within Delhi.

The arrested persons are: -

1.       Yogender Prashad Gupta @ Michal D’souza s/o Nathuni
        Gupta r/o RZ-308-A 1, Mahavir Enclave, Palam, Delhi aged
        40 years. Accused Yogender Prashad Gupta is the
        mastermind behind this fraud. He is a Post Graduate in
        Botany from Allahabad University (UP). He is reportedly
        involved in the more then 10 cases of cheating in the area of
        PS Naraina and Rajouri Garden, Delhi.
2.      Satpal Singh @ Surender Singh s/o Shri Pyara Singh r/o B-
        145, Udai Vihar, Nangloi, Delhi-41 aged 28 years.
3.       Dharmender Singh Rawat @ Rajiv s/o Ranjit Singh r/o
        173/11, Kishan Ganj, Railway Colony, Near Sarai Rohilla,
        Delhi aged 34 years.

       A complaint of Shri Ram Milan Sahani of Distt. Maharaj
Ganj, UP, regarding cheating was received in the Crime Branch
and was entrusted to Interstate Cell, Crime Branch, Chanakyapuri
Delhi. During enquiry, it was revealed that a racket was being run
by the accused Yogender Prashad Gupta @ Michael D’souza by
opening bogus firms in the name and style of “Excel Credit”, “Aero
Adviser”, “Global Enterprises” in the area of Uttam Nagar and
Rohini, Delhi.

       A team led by Insp. Ashok Sharma consisting of SI
Ramavtar, SI Manjeet Tomar, ASI Mohinder Singh, HC Subodh,
HC Rajinder, HC Naresh, HC Krishan, Ct. Rishi, Ct. Rajesh and Ct.
Sanjay under the supervision of Shri Rajender Bakshi, ACP/ISC
started looking for the cheats. After discreet enquiry and collection
of local intelligence, a raid was conducted on the office at plot No.1,
Pkt-3, Sector 2, Rohini, Delhi. All the three accused persons
mentioned above were apprehended at the spot. Credit Cards of
different banks, SIM cards, six mobile phones, bank application
forms, bank related documents, fake survey letters, one Maruti
Wagon R Car, one motorcycle and other incriminating documents
have been seized from the office.

       On interrogation the accused persons admitted to their
involvement in the cheating racket. Their modus operandi was
simple.

       After publishing commercial advertisements in the local
newspapers of different states, they would recruit female
receptionists who used to handle the telephones calls of loan
seekers. Once the caller was lured into taking a loan through their
agency, he would be asked to send the processing fee and
application form fee in advance.

        Once the amount sent by the caller was received, the
“agency” would send an employee “surveyor” to verify the
guarantor. After the fake verification of the guarantor, the caller was
asked to send more money as 1% advance commission between
Rs. 25,000/- to Rs. 40,000/-. The loan seeker would readily shell
out the amount in the hope of getting a loan on good terms. As
soon as the gang leader decided that they had made enough
money, the mobile telephones were switched off. The SIM cards
were destroyed. The office was vacated. All documents given to the
victims would be found to be fake including the loan agreements.
The victims living far away from Delhi were at a total loss and found
it extremely difficult to track down the culprits in Delhi. This is why
the cheats used to entertain only clients from other states and not
from Delhi.

       The initial investigation so far has revealed that about 100
people have been duped by this gang till now. Most of these
victims belong to towns in UP, MP, Chattisgarh, Jharkhand and
Bihar. Cheated persons include one Doctor from Agra who wanted
a loan to open a clinic, an Engineer from Darbhanga and so on.
Complainant Ram Milan Sahni wanted a loan of Rupees 10 lakhs to
set up a Rice Mill in District Maharajganj UP. Efforts are being
made to get in touch with other victims. All bank accounts
belonging to accused persons have been frozen.

       All the three accused persons were arrested vide case FIR
No. 237/08 u/s 420/120B IPC PS Binda Pur Delhi. Further
investigation is on.

       BRUTAL MURDER SOLVED WITHIN 24 HOURS – 3
                          ARRESTED
       With the arrest of Kaushal @ Kimmi, Md. Asfaq Alam
@ Charkhu and Keram Samujh @ Badshah, South-West
Distt. police has successfully solved a brutal murder of Sh.
Bikramjeet Arora within 24 hours.

       On 27/09/2008 at 0100 someone informed Pardeep
Arora and his brother Manish Arora at their residence that
their father Bikramjeet Arora is lying injured at his fruit stall
at Sadar Bazar Delhi Cantt New Delhi. On this information
both the brothers immediately rushed to their father’s fruit
stall and found Bikramjeet Arora in a pool of blood with
sharp injuries on his neck, head, both wrists and legs. Sh.
Bikramjeet Arora r/o Sadar Bazar, Delhi Cantt, New Delhi
was rushed to JPN Trauma Centre, AIIMS, New Delhi where
doctor declared Bikramjeet Arora “brought dead.”

       On this a case under section 302 IPC registered vide
FIR No. 326 dated 27.9.08 u/s 302 IPC at PS Delhi Cantt
and investigation entrusted to Inspector K P Malik Special
Staff South-west District New Delhi, who constituted a team
comprising SI Ranjit Dhaka, HC Randhawa, HC Rambir and
Const Vivek. During the investigation it was learnt from
Pardeep Arora and Manish Arora that before his death Sh.
Bikramjeet Arora had told them that “ he has been attacked
by Kimmi, Charkhu and Badshah.” It was found that Kimmi
whose original name is Kaushal, is a notorious criminal and
BC of police station Delhi Cantt. Raids were conducted at his
residence but he had absconded. Similarly Charkhu and
Badshah were also missing. Hence several raiding parties
were constituted to conduct raids at their hideouts.

      After getting an information, Kaushal @ Kimmi was
apprehended from the area of Palam. After sustained
interrogation he confessed his involvement in the
commission of offence. The other two accused namely Mohd
Asfaq Alam @ Charkhu and Keram Samujh @ Badshah were
also apprehended and they also admitted to be involved in
the commission of offence. They informed that they had
woken the deceased Bikramjeet Arora while he was sleeping
at his fruit stall, which resulted into hot arguments.
Bikramjeet Arora had slapped the accused Kaushal @
Kimmi. On this all the accused attacked him with the blade
and glass bottle due to which he died. All the three accused
were arrested within 24 Hrs of commission of offence.

      Further investigation is on.

          Special Staff of North-West District arrested one
   robber/burglar namely Monu @ Albela s/o Mulak Raj r/o
 Village Jamaluddin Pur PS Safi Pur Distt. Unnav (UP), vide
 FIR No. 232 dated 28.9.08 u/s 25/54/59 Arms Act PS Adarsh
 Nagar, Delhi and recovered one country made pistol with two
              live cartridges from his possession.


                        BRIEF FACTS :-
                 On 28.9.08, a team comprising of SI Ramesh
 Singh, Ct. Rajesh, 650/NW and Ct. Sandeep, 1217/NW led by
Inspr. M.S. Malik, I/C Special Staff under the close supervision
     of Sh. Chandra Has, ACP/Operations/NWD, while on
  patrolling duty in the area of PS Prashant Vihar, received a
   secret information that one notorious robber/burglar who
commits robbery/burglary in factories of Outer and North-West
District with his associates, was present at Pir Baba Dargah,
  Azad Pur, Delhi. On this information staff laid a trap at Pir
 Baba Dargah, Azad Pur and apprehended one person Monu @
 Albela s/o Mulak Raj r/o Village Jamaluddin Pur PS Safi Pur
 Distt. Unnav (UP) and recovered one country made pistol with
              two live cartridges from his possession.

                           INVESTIGATION :-

            During sustained interrogation the accused disclosed that he
alongwith his associates had committed a series of burglaries/robberies
in the area of Libas Pur, Alipur, Nangli and Shahbad Dairy. He further
 disclosed that he used to commit robbery and burglary in factories and
   disposed off the stolen articles/property in the market through their

    Monu @ Albela belongs to a poor family and studied upto 4th
standard. He migrated to Delhi from Unnav (UP) for the search of job
   and presently lives in the area of Alipur. He presently works as a
                                 labour.

    His other involvements are being verified. Sincere efforts are being
                     made to nab his other associates.

              Special Staff of North-West District arrested one
murderer/robber namely Mohd. Muqdar s/o Mohd. Shaifq r/o HNo. A-
  46/7 Suraj Park Colony Samai Pur Badli, Delhi, vide DD No. 30A
   dated 28.9.08 u/s 41.1(A) Cr.P.C. PS Prashant Vihar, Delhi and
recovered one dagger, used in committing crime from his possession.

                           BRIEF FACTS :-

                On 28.9.08, a team comprising of HC Mukesh Kumar,
13029/DAP Ct. Rajender, 1688/NW and Ct. Pradeep, 1742/NW led by
Inspr. M.S. Malik, I/C Special Staff under the close supervision of Sh.
 Chandra Has, ACP/Operations/NWD, while on patrolling duty in the
   area of PS Prashant Vihar, received a secret information that one
notorious robber who commits robbery/snatching on the point of knife
and recently committed a robbery at Samai Pur Badli Railway Station
  with his associates was present at Petrol Pump, Sector-16 Rohini,
 Delhi. On this information staff laid a trap at Petrol Pump Sector-16
Rohini and apprehended one person Mohd. Muqdar s/o Mohd. Shafiq
   r/o HNo. A-46/7 Suraj Park Colony Samai Pur Badli, Delhi and
       recovered one blood stained dagger from his possession.

                         INVESTIGATION :-

            During sustained interrogation the accused disclosed that he
   alongwith his associate Riyaz @ Genda r/o Jhuggi Suraj Park, S.P.
   Badli, Delhi had committed a robbery on the night of 24/25.9.08 at
   Samai Pur Badli Railway Station. In this incident they robbed one
  mobile phone from two persons who were waiting for train, when the
  duo resisted the action of robbers they stabbed both of them and ran
 away with looted mobile. Accordingly a case vide FIR No. 141/08 u/s
     307/302/394/397/34 IPC was registered at O.D.R.S. Delhi and
 investigation was taken up, as one of the injured persons namely Sunil
 Kumar s/o Kesar Singh r/o HNo. 728A Village Bawana, Delhi died in
the hospital and other injured namely Suresh s/o Duli Chand r/o 15/133
   Panchi road Gandhi Nagar Gannaur, Sonipat (HR) discharged from
                       hospital after treatment.

PROFILE OF ACCUSED PERSON

      Mohd. Muqdar belongs to poor family and studied upto 8th
standard. He presently works as a labour in Shastri Park, Delhi. He
committed crime with his associates in Delhi. He is previously
involved in one case of attempt to murder/robbery of PS S.P. Badli as
juvenile in 2004. He is presently on bail of the said case.

        Concerned Police Station has been informed about his arrest.
His other involvements are being verified. Sincere efforts are on to nab
his other associates.
