Dear D.C. 35 Fellow Members,
From time to time the creators of this website will be publishing Open Letters. These
letters are meant to convey to DC 35 members our feelings as to what’s been happening to our
District Council. After all, all of us depend upon the success of District Council No. 35 to
provide us with income and benefits so that we may properly take care of our families and make
certain that our health insurance and retirement are secure. Sadly, in just six months Jeff
Sullivan and his associates, obviously under direction from the International Union, have
destroyed the reputation and accomplishments of D.C. 35.
This Open Letter will concentrate on the internal economic changes made by Jeff
Sullivan which may well be jeopardizing the financial integrity of D.C. 35.
● Before the ink was dry on the voting results of the June 27, 2009 election, Jeff Sullivan
increased the pay for all of the Business Agents by 20%! Remember about a year ago when
Ralph Harriman reduced all the Business Agents and Organizers by 8 hours pay per week
because the revenues coming into the District Council were falling? Well, revenues have
dropped even more and yet Jeff Sullivan decided to “reward” himself and his political team with
a 20% increase.
● At the same time, Jeff Sullivan decided to stop the picketing program which had
achieved two major successes: (1) the intensive picketing program started about 18 months ago
actually turned around several jobs; (2) at the same time, it helped our unemployed brothers and
sisters by providing them with a small stipend for every day they helped out on the picket lines.
Obviously, Jeff Sullivan felt that it was more important to make certain the Business Agents kept
making well over $100,000 a year rather than to help out the unemployed sisters and brothers in
D.C. 35 and to turn around some non-union jobs.
● Jeff Sullivan hired Jack Malone at $400 a week to drive around Vernal Gaylord!
Truth is Jack Malone campaigned for Jeff so Jeff “owed” him. Again, another political payback
that’s a colossal waste of DC 35’s money!
● Jeff Sullivan decided, again in his first week in office, that the 3 year old Buick
Lucerne’s owned by D.C. 35 had to be replaced. So, in the midst of the biggest recession that
this country has seen in over 70 years, Jeff Sullivan went out and bought new cars for all of his
Business Agents and Organizers!
● Just two weeks ago, without any justification or explanation, Jeff Sullivan decided to
hire Bill McDevitt as “Assistant Business Manager”. You all remember Bill MCDevitt – he was
the President of Local 1044 10 years ago. McDevitt’s been working for the International Union
for the last 10 years. We think Jeff was told to hire McDevitt as payback for the help Jeff’s
campaign got from the International. We still don’t know how much Jeff is paying McDevitt, but
we do know that it’s in excess of the Zone 1 wage rate! Why does D.C. 35 need an Assistant
Business Manager at a time when work is decreasing and membership is falling rapidly? Who
actually ordered Jeff Sullivan to hire Bill McDevitt and who is really calling the shots now in the
council? We’ll continue to search for the answers and let you know.
● Just this month Jeff Sullivan decided that the D.C. 35 building in Roslindale that had
long been cleaned and maintained at modest costs needed the “expertise” of Robert Jelley - - a
political ally of Mike Lafferty of the Custodians Union and a janitor for Boston Public Schools.
Even though Jelley was making janitor’s pay Jeff is paying him at Zone 1 – NEW
CONSTRUCTION - wages and benefits! In addition, Robert Jelley was given a new truck. Nice
political payback to Local 1952 for their help in Jeff’s campaign but --- at your expense!
While this letter deals only with some of the crazy financial decisions made by Jeff and
his team, we still haven’t been told about all of Jeff Sullivan’s expenses and what’s left in our
treasury. One more example -- did you know that Joe Itri charged almost $9,000 to the Council
for one meal in Vegas?
Now we know why the guys on the inside think Jeff’s a nice guy! He’s opened the DC
35 checkbook for them and they’re spending like they know they’re only going to be around for
2 ½ more years. Meanwhile – has Jeff (or Chuck or Joe or Bill) returned any of your calls when
you’re looking for a job? Didn’t think so!!
We have our ways to get information, and as soon as we find out how large the deficit
spending has been by Jeff Sullivan and his cronies for the past 6 months, we’ll let you know.
