JOB TITLE:       Public Health Service Technician                                                         JOB GROUP:

JOB PURPOSE:

This position will perform duties as outlined below in Mosquito Control and/or other HCPHES Divisions as required. Primary
supervision for this position will be the responsibility of the Mosquito Control Division, but during months when mosquito-borne diseases
are absent this position may be reassigned to supervisory personnel from other divisions.

TASKS & RESPONSIBILITIES:                                                                                                                %

I. Mosquito Control Operator Duties (during season)
    A. ULV Applications                                                                                                                  70
        1. Performs appropriate control measures to mosquito populations in assigned areas as required.
        2. Accurately enters data in ULV monitoring systems.
        3. Monitors environmental and mechanical conditions during insecticidal applications to insure accurate delivery of material.
        4. Uses pesticides in accordance with federal, state, and local regulations and guidelines.
        5. Records all insecticide usage.
   B. Thermal Fog Applications
        1. Performs appropriate control measures to mosquito populations in assigned areas as required including driving, application,
             and safety flagging.
        2. Monitors environmental and mechanical conditions during insecticidal applications to insure accurate delivery of material.
        3. Uses pesticides in accordance with federal, state, and local regulations and guidelines.
        4. Records all insecticide usage.
   C. Inspector/Larviciding Duties
         1. Identifies locations that produce mosquito larvae.
         2. Performs appropriate control measures to immature mosquito populations in assigned areas as required.
         3. Monitors environmental and mechanical conditions during insecticidal applications to insure accurate delivery of material.
         4. Uses pesticides in accordance with federal, state, and local regulations and guidelines.
         5. Records all pesticide usage.
II. Off Season HCPHES Divisional Duties (Mosquito Control/Veterinary Public Health/Public Health Service Areas/Other HCPHES Div.)
   A. Mosquito Control                                                                                                                   15
        1. Assists in winter maintenance of application equipment and vehicles.
        2. Assists in building maintenance, grounds maintenance, and cleaning duties.
        3. Assists in mapping and surveys of areas for thermal fogging, ULV, larviciding, and other surveys required by the division.
        4. Assists in non-technical service duties.
        5. Assists in routine office duties.
        6. Performs other duties that may be assigned by the Mosquito Control Director.
   B. Veterinary Public Health (VPH)
        1. Animal care-assists in daily shelter cleaning, animal feeding/water duties.
        2. Assists in daily sanitation and maintenance of animal holding pens and cages.
        3. Performs other duties that may be assigned by the VPH Director or other VPH supervisory staff.
   C. Public Health Service Areas
       1. Assists in non-technical service duties.
       2. Assists in routine office duties.
       3. Assists in routine office duties that require no clerical/administrative experience.
       4. Assists in orderly and maintenance duties.
       5. Performs other duties that may be assigned by the Public Health Service area Administrator or other Public Health Service
            area Manager or Supervisor.
   D. Other Duties as assigned- This position, if required, may be assigned to other HCPHES divisions and perform duties as assigned.    15
        Responsibilities may include special tasks involved in responding to an emergency event.

UPON ENTRY TO THIS POSITION, AN EMPLOYEE NEEDS THE FOLLOWING KNOWLEDGE, SKILLS, AND
ABILITIES IN ORDER TO PERFORM THE JOB FUNCTIONS IN A SATISFACTORY MANNER:
EDUCATIONAL REQUIREMENTS:
Must have a high school diploma or equivalent, or five years experience with an organized mosquito control program.



LICENSE(S) AND/OR CERTIFICATION(S) REQUIRED:
Must obtain a Pesticide Applicator License from the Texas Dept. of State Health Services within one year of employment.

EXPERIENCE REQUIREMENTS: (Amount and Type)
Applicants must have a verifiable and consistent employment history covering at least the preceding five years. One full
season of ULV truck driving experience with an organized mosquito control agency or a mosquito season’s experience
with HCPHES Mosquito Control Division may substitute for the five year employment history requirement.



COMPUTER PROFICIENCY: (Be specific as to the amount and type of software and/or hardware knowledge required and the proficiency level
of skills required, i.e., basic, intermediate, or advanced)

DESCRIBE THE GUIDELINES AND SUPERVISION AN EMPLOYEE RECEIVES IN ORDER TO DO THIS JOB. HOW
MUCH INDIVIDUAL INDEPENDENCE AND DISCRETION DOES THE EMPLOYEE HAVE WHEN DOING THIS JOB?
           a. Mosquito control division supervisor during months having potential for mosquito-borne disease
              outbreaks.
           b. During other months this employee will reassigned to other HCPHES divisions and will work under the
              supervision of personnel from that division.



SUPERVISOR’S COMMENTS:

Must be able to safely drive and operate equipment under a variety of conditions.
Must be willing to work flexible hours. Employee must be able to withstand stress generated by private citizens.
Must be able to work outdoors in various urban and natural environments and weather conditions.
May occasionally be required to work after hours, weekends, or on holidays.
Must be able to accurately follow written and oral instructions and complete assigned tasks satisfactorily.
