TDHCA may request additional support documentation other than what is listed here or in the HOME Manual. Unresolved disapproved electronic Draw Requests remaining in the online TDHCA Contract Database (CDB) system for 30 or more days from the “Date Submitted” will be placed into “Pending” status by the TDHCA Program Specialist, and, if applicable, support documentation will be returned to the CA. The CA is responsible for follow-up on all “Pending” electronic requests.
Note: Expenses may only be submitted as Administrative or Project costs or Match (do not combine or duplicate).

SECTION 2 - Interim Draw
Is this Draw Request for interim construction? No – Proceed to Section 3 Yes – Submit and/or perform the following for EACH interim Draw Request: CA TDHCA Contractor Request for Payment (Form 11.04) (signed by builder, homeowner, inspector, and CA) Schedule of Values (Form 16.27) Lien Waiver Affidavit (Interim) by Sub-Contractor (Form 11.22) (notarized) (Subcontractor = Builder) Lien Waiver Affidavit (Interim) by Contractor (Form 11.25) (notarized) (Contractor = CA) Itemization of costs incurred (invoice, billing, time sheet, etc) - must be signed and approved by CA. (Note: maximum 90% of actual costs may be submitted on interim draws requested; final 10% is released following construction completion.) Itemization of soft costs incurred (subject to maximum costs allowed per 10 TAC 53) Progress Inspection (Form 11.10) (signed and dated) indicating construction completed to date “Progress” photos of work completed to date (interior and exterior) (indicate addresses on all photos) Support documentation for Match, as applicable
SECTION 3 – Final Draw Request
Is this the Final Draw Request (construction must be 100% complete)? No - Proceed to Section 4 Yes – Submit and/or perform the following: CA TDHCA Copy of 2nd appraisal, if applicable. If “as-built” appraisal was provided prior to construction and change order increases were incurred, submit the appraiser’s confirmation of the final appraisal value. SECTION 4 – Retainage Draw Request
In accordance with Affidavit of Completion (Form 11.27) – Section 7, retainage will be disbursed no earlier than the 31st day after: (i) completion of construction; (ii) issuance of Certificate of Occupancy, if applicable; (iii) execution of the Affidavit; and (iv) recording of the Affidavit in the appropriate county records. If all documents (and requirements) listed in Sections 1-3 above have been submitted (and met) AND 30 days or more have elapsed since the actual date construction was completed [as listed on Final Inspection (Form 11.03)], submit only the items listed in this Section 4. If any documentation listed in Section 3 was not previously submitted, it must be submitted in addition to the items listed in Section 4 for the Retainage Draw Request.
