Welcome to the 18th Annual Convention & Exhibition of the Rural Cellular Association (RCA) at the Rio All Suite Hotel in Las Vegas, NV!

This past year has been one of significant change for RCA and its members as we plan and respond to the competitive, economic
and regulatory environment for our industry. RCA represents rural and regional carriers who provide a competitive alternative in the
marketplace, and that marketplace continues to grow and evolve from traditional voice services to a complex ecosystem supporting
devices and services that just a short time ago would have been perceived as beyond our capabilities and even our imagination.

For these reasons this year we have chosen “Illuminate the Wireless Magic” as the convention theme. We invite you to join us
as we focus the light on opportunities and challenges that confront carriers, vendors and customers.

We kick off the week with The President’s Reception on Tuesday evening, April 27. This is a great event that provides an opportunity
for all convention attendees to meet new friends and make important industry connections. We believe the 2010 RCA Convention
promises networking opportunities for its Associate members unique in the industry: five specific events spread throughout the
convention designed to bring exhibitors and carriers together to interact in settings that promote access to key decision-makers.
Whether it is on the golf course, at our receptions or on the exhibition floor, RCA’s goal is to promote opportunities for exhibitors and
carriers to interact that provide a quality and profitable experience.

We literally are bringing the magic of Disney to Las Vegas on Wednesday, April 28 with a special Quality Service workshop from The
Disney Institute. Disney has proven itself by delivering a magical experience for its own customers and in this workshop Disney in-
structors will share their model for improving your organization’s service. We encourage every part of your organization to consider
participating in this exceptional offering. For those looking to combine work and play, this year’s annual golf tournament will also be
held Wednesday at the Revere Golf Club, this venue is a great place to network while golfing with scenic views of Las Vegas.

On Thursday, April 29 the convention begins with our Annual Business Meeting. This event has grown in importance as the Associa-
tion’s vision of its role in the industry has changed. This is a critical meeting for all our carrier and associate members to attend as
the Association continues to strive to meet the business needs of our members.

Our opening General Session Thursday morning focuses on the reality that today’s workforce is experiencing a new challenge – four
distinct generations at work, each with distinct core values. Cam Marston, the author of Motivating the “What’s in It for Me?” opens
our Session discussing how those values manifest in the workplace today and why they can all not only operate alongside each other,
but can also do so with extraordinary success.

Thursday’s afternoon general session will have Steve Berry of RCA moderating a discussion on the state of the competitive wireless
industry and the vision for RCA’s role as the voice of the regional and rural competitive carriers. Economic challenges of accessing
usable spectrum, competitive handsets and devices, data roaming agreements and advanced services combined with a changing
regulatory environment are all areas of common concern for both carriers and associate members. Our regulatory and economic
landscape will be a focus of this critical discussion of our members’ competitive future in the wireless and broadband industry.

Concluding Thursday’s educational offerings are several concurrent breakout sessions on topics developed for all areas of our orga-
nizations. Customer Service, Sales, Marketing, Engineering & Operations, Accounting and Human Resources will all find a value from
our sessions on everything from Customer Expectations to Revenue Opportunities. Make sure you find time to attend one or more
of the sessions specifically designed to illuminate opportunities for your company.

Friday morning’s session ends the convention but its focus on our industry’s 4G future is a general session you do not want to miss.
This extended session will be an information gold mine with panels combining both the carrier and OEM perspectives focused on
the LTE roadmap, chipset/handset updates, carrier initiatives, and market trials. Remember to catch an early afternoon flight out on
Friday; you will not want to miss this early morning session.

Plan now to be with us in Las Vegas from April 27 – 30. We anticipate this convention will be one to remember, so come and join us
as we “Illuminate the Wireless Magic.”

                       Annual Achievement Awards
                              Each year, RCA recognizes outstanding members in three categories and presents
                              awards in a special ceremony during the opening session at our Annual Conven-
                              tion, this year April 29, 2010 in Las Vegas. The award recipients are selected based
                              on your nominations. To be eligible, nominees must be a current and active mem-
                              ber of the Rural Cellular Association who has made contributions during the past
                              year. The three categories are:

                          Outstanding Achievement Award - The “Outstanding Achievement Award” honors
                          the efforts of an individual in the cellular telecommunications industry who has
made extraordinary contributions during the past year to the wireless industry and to the Rural Cellular Asso-
ciation.

Outstanding Service Award - The “Outstanding Service Award” is presented annually in recognition of a per-
son’s and/or their company’s outstanding service to the community and willingness to go beyond the normal
call of duty; reflecting positively on the wireless industry in general and on rural wireless carriers in particular.

Neko Hamlett Associate Member of the Year Award - The “Neko Hamlett Associate Member of the Year
Award,” formerly the “Associate Member of the Year Award” was renamed in 2009 to honor longtime friend of
RCA, Neko Hamlett. Neko contributed countless hours of service to RCA and is truly missed by all who knew
him. The award honors an Associate Member who has made outstanding contributions during the past year
that significantly benefited the industry in general and the Rural Cellular Association specifically.
