North Yorkshire is one of the safest counties in which to live and work, a position
which NYP strives to maintain.          During 2003/04 the drive for improvement
experienced within NYP was greater than ever and coming into 2005/6, our
performance is one of the most improved in the whole of England and Wales. It
gives me great satisfaction to commend the hard work and enthusiasm of NYP staff
in delivering genuine achievement. We have seen reductions in crime and significant

Key to the continued success of NYP is the 53 new Neighbourhood Policing Teams
that have been introduced covering the whole of North Yorkshire and the City of
York. Each team is made up of Police Officers, PCSO’s, Special Constables and
other volunteers and will focus on local priorities, using all available powers to tackle
crime and anti-social behaviour to improve the quality of life in our local communities
to gather information, views and concerns, and work with partner agencies to find
lasting solutions to local problems.

1.1 Race Equality & Diversity Strategy

In May 2005, NYP published the Race Equality Scheme and Diversity Strategy for 2005-
2008. NYP, as a Public Authority must, under the Race Relations (Amendment) Act 2000,
publish this scheme and review it every three years. The scheme places a personal duty on
all NYP staff to:

        Commit to the elimination of unfairness and discrimination
        Respect the dignity of others, and
        Provide the highest quality professional service which meets the needs and
        expectations of the organisation and those served.

NYP has become lead pilot force in working with HMIC on Race and Diversity.


1.2 South Otterington School

The children of South Otterington school were asked to produce pictures illustrating different

aspects of policing. These pictures were linked up to the key areas of Thrust to produce
                                            NY
posters which are to be used to advertise Policing Thrust. These posters will be displayed
at police stations and public buildings across the county.

1.3 Localised Policing Pages

NYP has launched Localised Policing Pages for all three Areas. These are website pages
aimed as an aid for the public to see what is going on in their local neighbourhood. The
public can view their District Commander, who their Neighborhood Policing Teams are and
the area they cover. Also the Crime and Disorder Reduction Partnerships in their district and
how their district is being policed. The pages currently go down to District level with future
plans to go down to postcode level.
                    2. Reducing and Investigating Crime

2.1 Key Crime Areas

NYP monitors crime in the key crime areas as set out in the control strategy groupings of the

2.2 Stop & Search

New Stop/Search and Encounters legislation came into force on 1 April 2005. NYP has
successfully implemented changes to the PACE 1 form and introduced a new database for
the recording of stop/searches and encounters. The database will assist in the monitoring of
compliance. NYP has carried out a rolling programme of training officers in the use of
stop/searches and the law relating to it, which has been updated to include encounters.

2.3 Crime Recording

NYP is one of a small number of forces to have achieved ‘green’ ratings from the Audit
Commission for crime recording and data quality.

2.4 Automatic Number Plate Recognition (ANPR)

The ANPR system automatically read the number plates of passing vehicles and check them
against databases including police intelligence and tax and insurance records. Between April
1 2005 and 31 May 2005, the following has resulted:

       3. Promoting Safety & Security & Providing Assistance

3.1 Special Constables

In May, twenty more special constables were sworn in at a ceremony at York. This is the second group
within a month bringing the total to 174. These Special Constables will be teamed up with the
Neighbourhood Policing Teams

3.2 Dispersal Orders

Power to use dispersal orders came into force in parts of York during May. These orders allow officers
to disperse groups of two or more people who are harassing or intimidating the public on certain streets.
They have already been used successfully in Northallerton and Scarbrough.

3.3 PCSOs

PCSOs provide support to police officers, to date they have had limited powers. It has now been agreed
to extend these power to include powers of detention and giving Fixed penalty Notices for a range of
offences. Training starts in July and the new powers will be exercised from early August.

3.4 Road Policing

Between 1 June 2004 and 31 May 2005, in comparison with same period the previous year
there was a: -

         9% reduction in the number of casualties suffering death or serious injury
         (from 898 to 817)
         36% reduction in +125cc motorcycle collisions resulting in death or serious
         injury (from 193 to 122)
         33% reduction in number of +125cc motorcycle deaths overall (from 24 to 16)
         0.3% increase in the number of disqualified driver arrests (from 307 to 306)
         4.8% reduction in the number of drink drive arrests (from 1684 to 1603)

NYP has joined up with Richmondshire Community Safer Partnership, and Fire and Rescue
service to deal with speeders across the Dales. The partnership has bought two portable
speed matrix boards to measure the speed of passing vehicles. Anyone exceeding the speed
limit will trigger a ‘slow down’ message on the display board. Speeders choosing to ignore
this warning will be issued with a fixed penalty ticket. Those who exceed the speed limit by
more than 30mph go on to the NYP fast-track process which places extreme speeders before
the court in days. Between 1 June 2004 and 31 May 2005, in comparison with same period
the previous year there was: -

         85 fast track speeders compared with 140.

3.5 Operation Halter

Operation Halter continued to be a success. Between 1 January 2005 and 31 April 2005,
compared to same period last year, there were:

         1152 hours of Road Policing targeted patrol activity compared to 606.
         181 speeders were detected compared with 88.
         45 offenders crossing double white lines compared with 8.
         54 exhausts were found to be defective compared with 67
         123 illegal registration plates compared with 118

3.6 Operation Handbrake

During May, NYP, in partnership with the National Tyre Industry Council, ran a tyre safety
campaign week in Operation Handbrake. This campaign was aimed at increasing
awareness of dangerous tyres. At the five checkpoints which went ahead:

         442 vehicles were checked,
         15 defective tyres identified and
         43 drivers advised regarding worn tyres.
3.7 Operation Wait05

NYP were responsible for policing the British Super Bikes event at croft Circuit. The meeting attracted
crowds in excess of 20,000 and passed without incident.

       All staff who work directly with the public wear a uniform at all times.
       91.7% of police officers are in operational posts.
       36.8% of police staff are in operational posts.
       There are 273 battenburged vehicles - 83% of the marked vehicle fleet.
       53 of these vehicles have been ‘marked up’ since 1 April 2004.


4.2 Operation Payback

During May 2005, law enforcement agencies from across the North East launched a massive
regional initiative to take the cash out of crime. HM Customs & Excise, National Criminal
Intelligence Service, Assets Recovery Agency, Crown Prosecution Service, Trading
Standards and the Department of Work and Pensions joined together with Forces to make
sure that criminal cannot benefit from ill-gotten gains.

Since January 2004, the North East Regional Asset Recovery Team has already seized
£1.9m of criminal assets and cash to the value of £1.3m. They have frozen a further £15m
worth of suspected illegal proceeds pending confiscation through the courts.

4.3 Operation Watchful

Harrogate Neighbourhood Policing Team in partnership with the Home Office Immigration and
Nationality Directorate executed a warrant under section 28b of the Immigration Act 1971.

Concern was raised regarding the girls working from these premises, i.e. were they here
legally or being trafficked into this country. NYP supplied Neighbourhood Policing Officers,
Dog officer, Method of Entry Officers, and an Evidence Gatherer. The warrant resulted in
two arrests of Chinese girls. One was later released as she has asylum to reside here, the
other was deported back to China. A large amount of financial documentation was seized,
showing large amounts of money moving between bank accounts. Documents linking the girls
to known colleges in the Birmingham and London areas were also seized – these colleges
having known TRIAD links.

4.4 Criminal Records Bureau

Currently NYP remains the top performing force in England and Wales for KPI 3 which
requires 90% of all Criminal Records Bureau checks to be returned within 10 days. For the
last six months, the PNCD has achieved levels in excess of 99%, surpassing the national
average performance rate of approximately 86%. Written recognition of this performance was
recently received from Baroness Scotland of Asthal QC, Minister of State for the Criminal
Justice System and Law Reform, as NYP is one of only seven forces without a backlog of
checks.
4.5 PNC Performance

NYP PNC performance has continued to remain high, exceeding targets in both the
areas of arrest/summons and court resulting. In May, 88.2% of court results were
entered within the 10 days, 38.2% above the target and 94.7% of arrest summons
were entered within a day, 4.7% above the target.

These are not only excellent performances in there own right and put NYP within the top six forces in
each area but no other force has such good results in both areas combined.


4.6 Offences brought to Justice

NYP has a target of bringing 13,510 offences to justice during 2004/05. Current
performance figures show that NYP has brought a total of 14,077 offences to justice
as of February 2005, and so have already exceeded the 2004/05 target.

4.7 Witness Care Units

A recent three month review, by the National Inspectorate, of the Witness Care Team
has report excellent results. It stated that the unit was performing to “extraordinary”
levels and was the best in the country “by a margin”. In addition, thirteen out of
fourteen requirements were met although there was only a need to achieve six at this
review. The report adds that “the staff are committed to ensuring that the
requirements are met” and that “interviews showed the positive attitudes and skills of
the staff in the unit”.
                              5. Ongoing Developments


5.1 NYPForward
NYP
    Forward is a major change initiative aimed at modernising and improving the
efficiency of a number of NYP services and processes. Recent achievements
include:

        Selection of a Command and Control system to replace current technology in
        the Force Control rooms.

        Review of the way NYP work in Lost and Found Property, Incident and Crime
        Management, Crime Investigation, Intelligence, Custody and Case
        Preparation and Command and Control.

        Selection of a Records Management System (RMS) to support operational
        policing

        Converting all NYP’s role requirements to fit in with the national Integrated
        Competency Framework (ICF) format which was rolled out across the force in
        time for April 2005 PDRs.


5.2 Glidewell Project

Athena House, the purpose designed building at Clifton Moor which houses a joint NYP/Crown
Prosecution service case administration unit, was officially opened.

The Director of Public Prosecution, Ken McDonald QC officially opened the building
in a ceremony which included the Chief Constable, Chair of the Police Authority and
the Chief Crown Prosecutor.


5.3 National Centre for Policing Excellence (NCPE)

The National Centre for Policing Excellence (NCPE) have identified NYP as an exemplar for other
forces in respect of a number of standards and arrangements. These include the NIM briefing model,
tasking and co-ordination at Area level, rigorous use of performance measurement, firearms security
and risk assessments.

                                6.1 Citizen Focus

6.1.1 Community Safety

Targeting primary school children and working with partners, such as North Yorkshire
Fire and Rescue, St John Ambulance and the Ministry of Defence, NYP organised
Crucial Crew which continues to be a success throughout North Yorkshire and the
City of York in April 2005.

This initiative has run since 1992 with a total of 28,000 children taking part and it is
expected that a further 2,000 will do so this year. A range of teaching has taken
place including; telephoning the police, crossing the road correctly, showing what
happens to a young person caught stealing and many more scenarios. Evaluation
from teachers is positive and evidence from children’s behaviour suggests a positive
impact.


CDRPs

Funding from the 8 CDRPs was secured in April 2005, to provide a Drugs Analyst for
next year.


6.1.2 Community Engagement

PCSOs

In April 2005, NYP secured funding from the Neighbourhood Policing Fund, round
one. This resulted in NYP employing more PCSOs than ever, a total of 75.

Second year funding from the Home Office Capacity Building Fund was secured to
enhance the Special Constables by providing Training and Area Coordinators.



6.1.3 Community Consultation

In April 2005, Richmondshire successfully worked very closely with schools by
increasing awareness of the role of the police, effects of anti-social behaviour and the
Youth Justice System. This was done in partnership with the Prison Service,
Magistrates, Legal Services and the District Council.

The Anti-Social Behaviour (ASB) Projects are run as part of the (Citizen) curriculum
in each of the four senior schools in the Richmond area. The students submitted
questions to be put to the Panel of experts who were made up of the above partners.
                      2. Reducing and Investigating Crime

6.2.1 Operation Walnut

During April 2005, NYP arrested nine suspected drug dealers during raids at addresses in
the Harrogate area in Operation Walnut. Crack cocaine and heroin, along with equipment,
was seized in the raid involving 70 NYP officers. The operation resulted in nine arrests, with
seven people being charged with a total of 32 offences.

6.2.2 Operation Chive

In April 2005, Mark Hobson pleaded guilty to the charges of two double murders in Selby and York last
year which successfully concluded one of NYP’s most high-profile and distressing cases. In May,
Hobson received four life sentences for his offences.

6.2.3 PCS Fraud Investigation

The longest running and most complex criminal investigation of NYP was finally concluded in
April 2005. The PCS Fraud Investigation resulted in a guilty plea to six counts of fraudulent
practice which included supplying inferior products to customers, selling non-existent
warranties, breach of copyright, obtaining funds by deception and obtaining a DTI grant by
deception. The accused was jailed for three and a half years.

6.2.4 Operation Turn Up

Operation Turn-up was a national operation concerned with reducing the large numbers of warrants for
Failing to Appear (FTA) at court. The first stage of delivering specially designed Christmas cards to
every person with an outstanding warrant, received great publicity both by the press and local television.
It was used as an example of good practice to the other 42 police forces and was included in a briefing
to the Prime Minister on the progress of Operation Turn-up.

NYP had 224 outstanding FTA warrants pre 31 August 2004, as at 31 March 2005 this figure stood at
144. NYP is the national lead in achieving the lowest number of outstanding FTA warrants in the
country.

6.2.5 Offences and Offenders Brought to Justice (OBTJ)

In April 2005, North Yorkshire received official performance data up to and including January 2005. To
date 12,788 offences have been brought to justice for the 2004/05 period. The target is to bring a total
of 13,510 offences to justice by the end of the year. Looking at the official data, along with the proxy
measure which has been designed, it indicates that North Yorkshire will achieve the 2004/05 OBTJ
target.

6.2.6 Case Building Units

April 2005 saw Scarborough, Northallerton and York Case building units deal with record numbers of
prisoners, with York dealing with 223.

6.2.7 Uninsured Drivers Scheme

During March 2005, NYP continued to crack down on uninsured drivers:

           543 uninsured vehicles have been recovered from 23 September 2004 to
           31st March 2005. The drivers subsequently recovered 114 of these vehicles
           after they insured them and collected their vehicles within 14 days.

           67.8% of owners/drivers dealt with across NYP were found to have previous
           criminal convictions.

           Work is underway to ascertain any links between recovered vehicles &
           reduced crime levels.
6.2.8 No Crime days

Due to the continued success, the principles of NYP’s ‘No Crime’ days are to be promoted as good
practice nationally.

6.2.9 Road Policing

Between 1st May 2004 and 30th April 2005, in comparison with same period the
previous year there was a: -

          6.8% reduction in the number of casualties suffering death or serious injury
          (from 886 to 825)
          26.5% reduction in +125cc motorcycle collisions resulting in death or serious
          injury (from 181 to 133)
          20% reduction in number of +125cc motorcycle deaths overall (from 20 to
    16)
          3% increase in the number of disqualified driver arrests (from 297 to 306)
          1.1% reduction in the number of drink drive arrests (from 1657 to 1638)

6.2.10 Operation Halter

Operation Halter continued to be a success. Between 1st January 2005 and 30th
April 2005, compared to same period last year there were:

          770 hours of Road Policing targeted patrol activity compared to 314.
          163 speeders were detected compared with 53.
          37 offenders crossing double white lines compared with 3.
          28 exhausts were found to be defective compared with 60
          94 illegal registration plates compared with 62

6.2.11 Operation Harlequin

Operation Harlequin is a local public service agreement between North Yorkshire County Council and
North Yorkshire Police aimed at reducing injuries to school children when travelling in a car to school by
ensuring that they wear seat belts.

It was highlighted that the injury rate to such children within the North Yorkshire area was above the
national average and this initiative was introduced to highlight the need for parents to ensure that their
children were correctly restrained on such journeys.

The operation has four phases:

          monitoring of compliance outside the schools by NYCC Road Safety Officers (RSOs),
          education within the schools regarding the requirement and safety aspects of wearing a seat
          belt,
          enforcement of the law by Police officers, and
          re monitoring by NYCC RSO's to measure the level of compliance.


Up to April 2005, there have been encouraging results which will hopefully lead to a reduction in injury
to the school children and also educate them when they themselves become drivers/parents.

6.3.1 Visit of HRH the Prince of Wales

NYP was responsible for policing a visit by HRH Prince of Wales to Clapham and Settle during March
2005, where he also met the Chief Constable. The Deputy Private Secretary wrote on behalf of the
Prince of Wales saying that: ‘this was a particularly difficult visit for the Police to arrange and His Royal
Highness is enormously grateful for the time and trouble which they took’.


6.3.2 User Satisfaction

The User Satisfaction Survey is a statutory requirement to measure the level of
satisfaction of police services at all points of engagement:

         ease of contact,
         action taken,
         follow up,
         treatment, and
         the whole service experience.


The crime areas measured are; Burglary Dwelling, Violent Crime, Vehicle Crime,
Road Traffic Collisions and Racist Incidents.

The 4th quarter (January – March 2005) results have recorded a 5% increase in the
satisfaction of ease of contact (3rd quarter 88.4% against 4th quarter 93.5%) and 1.5%
increase in the level of satisfaction of the treatment received (3rd quarter 92.8%
against 4th quarter 94.3%).

NYP is committed to improving the Quality of Service offered to all those who contact the police.


6.3.3 Public Protection Unit
In April 2005, work on developing a new Unit dedicated to the management of high risk, very high risk,
dangerous offenders and registered sex offenders continued. NYP is one of the first to develop such a
team which is a joint venture between the Probation Services and NYP. Staffed by Public Protection
Managers, the Unit should be up and running by the summer.

6.4.2 OSPRE Exams

During April 2005, Centrex confirmed the review of NYP’s OSPRE results stating
that the OSPRE exam results for 2004 were much improved from previous years.

The results for the OSPRE Part 1 PC – Sergeant exam in March 2004, saw North
Yorkshire Police Officers ranked 8th nationally, with a pass rate of 60%, which is more
than 10 % higher than the national average.

Sixty-seven officers took the OSPRE Part 2 Sergeant exam in 2004, 54 were
successful, showing that NYP officers were among the most successful in the
country with a pass rate of 81%, ranking 6th on the national charts compared to 29th
the previous year.

In total, 5,486 candidates undertook the Sergeants’ Part II Assessment Centre 2004
nationally. Of these candidates, only 72 (1.3 per cent) were awarded and placed
within the new ‘exceptional performance’ category, 3 of which were candidates from
NYP.

6.4.3 Oracle Financials and Purchasing

Oracle Financials and Purchasing went live in March 2005. The Capital 11i Project
Team were responsible for the successful implementation of Oracle which will
improve efficiency and reduce NYP operating costs. All NYP officers and support
staff will use IProcurement once roll out across the Force is complete.

6.4.4 Neighbourhood Policing Teams

53 new Neighbourhood Policing Teams were introduced from April 2005, to cover
the whole of North Yorkshire and the City of York. Each team will develop into a mix
of Police Officers, PCSOs, Special Constables and other volunteers, including Watch
Schemes. They will work in local neighbourhoods which have been identified across
the county.
The Neighbourhood Policing Teams focus on local priorities, using all available
powers to tackle crime and anti-social behaviour to improve the quality of life in local
communities. The teams are highly visible and accessible, engaging with their local
communities to gather information, views and concerns. They will work with partner
agencies to find lasting solutions to local problems.

The powers of the PCSOs will subsequently be enhanced to include a limited power
of detention and the power to issue a range of fixed penalty tickets to address anti-
social activity.


6.4.5 Efficiency Plan

HMIC conducted their third quarter inspection of NYP’s Efficiency Plan (Jan 2005). NYP was recently
awarded a Grade A in respect of this assessment.

The full year assessment will be conducted in June 2005, where it is anticipated NYP
will be judged to have ‘passed’ their efficiency plan.
                            5. Ongoing Developments

6.5.1         Forward
NYP
    Forward is a major change initiative aimed at modernising and improving the
efficiency of a number of NYP services and processes. Achievements to April 2005
are as follows:

          NSPIS HR Project (Police Personnel and Duties): NYP now has improved
      ability to comply with Working Time Directives, Data Protection legislation, and
      Home Office initiatives. Information about staff and skills is now available
      centrally, to help with current and future operational planning (e.g. Royal Ascot).
      TOIL and Annual Leave records are now managed electronically.
         NYP
            FrontLine (Command and Control Project): contract negotiations are
      progressing with the preferred supplier of the new Control Room system.

          Operational Support (replacing INDEPOL and Case and Custody system):
      contract negotiations are almost complete with the preferred supplier of the
      system. Staff from different Areas and Departments have held their first Decision
      Making Forum to help shape NYP’s “Tomorrow’s World.”

          The Prosecution Team: The new Glidewell building at York’s Clifton
      Moor, designed to house the NYP Administration Unit, Crown Prosecution
      Service and Victim Support team was completed in late February. The £3m
      facility was completed on time and within budget. NYP and CPS staff have
      occupied the building which has been named ‘Athena House’. The new joint
      unit is working to redesigned business processes based on a shared, single file,
      which will lead to efficiency gains as well as a more "joined up" service to the
      public.

          ICF Project (Integrated Competency Framework): the new role profiles for all
      staff are complete and all staff were emailed with a link to the website where they
      can find their new profile, in time for April’s round of PDRs.
