Subject : NBI-SEC. OH YES, THERE IS CORRUPTION AND MISMANAGEMENT!!!

CORRUPTION IN NILE BASIN INITIATIVE SECRETARIAT ENTEBBE
Last time I wrote to you fellow TAC members, I talked about what is
going wrong about Nile-sec. ED should not take this personal but
should accept he has messed up things. Seems the ED is doing all what
he can to deny that there is no corruption and that the problem is that
some TAC members do not want him (Have you noted his shift from saying
Makinge wrote the letter to TAC members??) We have done some good
research and of course it is true that there is gross mismanagement as
is shown below. The Nile-TAC Chairman would have done this and we are
waiting for his report. Wishing things off is not the solution but to
solve problems in the most transparent way possible is the in thing.
Any manipulations will always backfire.

Now this is what we found out.


1. Since NBI was started 3 years ago, the organization uses Uganda
registered vehicles but these vehicles do not have log books or any
records to show how vehicle is used eg. mileage, when to service, etc.
This is intended to use fuel as much as they (Msuya, Okongo and Felisto
(okongo's second wife)) can for personal usage in their cars and even
NBI vehicles. In fact Okongo, the Administrator and Msuya and felisto,
fuel from Caltex Entebbe and allocates this fuel to one of the Uganda
government vehicles after putting the fuel in their personal vehicles.
Even when the NBI vehicle is not working, it is allocated fuel!! Take
note that Msuya's driver is his brother from Tanzania (marsha) imported
directly from Tanzania as if there are no drivers in that country
Uganda where our NBI is located.   It is also against the background
that Msuya refused drivers to collect NBI staff (who live only two
kilometers away) to be collected from their home saying that NBI gives
them transport money. Why does msuya use NBI vehicles from home when
we also give him transport money?? Msuya is just inhuman,
inconsiderate, selfish and callous!!! Msuya's wife, not employed by
NBI, has command over NBI vehicles. There is an incident when an
officer was brought back from official duty to give the vehicle to
Msuya's wife to go and plait her hair!!!! This is how serious it has
been and continues to be.   He shouted at the officer on phone to bring
back the vehicle such that his wife goes to plait her hair. this is a
true story. What is surprising is that Msuya have a new brand personal
vehicle just packed in their courtyard!!! Every weekend NBI vehicles
with Uganda government number plates are found in saloons and boarding
schools where Msuya has his kids.   Do not be surprised when one of
these days a story about this abuse of government vehicles and office
will appear in Uganda newspapers. Has Msuya taken the trouble to know
the rules governing vehicles with government number plates in that
country Uganda? at least I read on internet when one officer was
arrested for packing his a government car somewhere at hours which were
not for working. If this is not abuse of office, embezzlement, then
what is it?

2. NBI has got conference rooms rented by many Uganda government
departments in Entebbe, especially we have been told of water
department, and many other international organizations. This big
money is not entered in the NBI books. It is shared between Msuya,
Okongo and Felisto, the accounts assistant and Msuya's driver. There
are also other avenues that NBI gets money and it is not accounted for.
Can Msuya declare all revenues got out of hire of NBI space and
accountability over the years? Where does he put this money? This
practice has been going on for years. NBI should not be used
unscrupulously to get abnormal returns which are pocked by individuals.
If you go to the departments that hire space and try to compare the
money paid to NBI and that one entered in NBI books, you will be
shocked!!! There is no money entered. This is first class corruption,
abuse of office and embezzlement. I know that the Msuyas will somehow
get information about this letter and try to enter in the books but of
course the books will not balance.   This is why last time I said it is
important we re-audit these books. We are still counting on the Nile-
tac chairman to do this of course or organize. It looks expensive but
will save us a lot. by the way my assumption is that all of us feel
concerned if money from our poor governments is stolen by some self
styled NBI staff. This might not be the case it seems.

3. There are people who were recruited but not having qualifications
for their jobs: Matovu Barbara, a trained nursery teacher is the
senior secretary; Okongo, who has doubtful degree in accounts (check
with the university, Makerere) doubles as administrator and financial
controller; the so-called accounts assistant (felisto) is a secretary
by training (cross-check the papers she presents as having done some
Accounts-they are forged). Even the way they were recruited is
questionable!!! You cannot run an office like this!!! If Msuya himself
claims that he has a Masters Degree, check with University he claims he
did from and get your surprise of the decade. and unfortunately, these
are the people ganging up to chase well qualified staff!!! Can this be
allowed to continue? it is now to stop it or never.

3. Most of NBI money is stolen during TAC or com meetings.    All money
taken to meetings, none of it returns, yet some people do not turn up
during meetings. It was estimated that in each meeting, Okongo, Msuya
and Felisto share something to tune of $ 15,000 and more. NEXT TIME,
STOP WONDERING WHY MSUYA HAS TO MAKE SURE OKONGO GOES TO ANY MEETING
EVEN WHEN IT IS CLEAR HE HAS NO JOB THERE. IT IS TO ORGANISE FOR
AVENUES TO STEAL MONEY.DO SOME RESEARCH WHY THEY ARE STRONGLY
CAMPAINING FOR MEETINGS TO BE HELD IN UGANDA...IT IS EASIER TO STEAL IN
UGANDA THAN FOREIGN LANDS. NOW YOU KNOW.

4. other research results: Another research shows that Msuya formed an
EMPIRE known by other staff as Msuya-Okongo Empire. Okongo is the
master planner for the money stealing. it consists of mostly those not
qualified for their jobs as mentioned above and Msuya’s driver, Marsha.
The mission for this empire is of course to steal money of NBI and also
try to support themselves such that any visitor knows they do good work
and others are useless. Just try to remember the staff Msuya praises
for doing good work at NBI, that is when you will know. That is why
any staff who does not fall in this group (this includes professionals)
can be terminated any time. The empire generally has that kind of
inferiority complex known world over, when one prefers to have around
poorly qualified people if s/he is not himself or herself qualified for
the job or feels his position threatened.

5. Why Msuya told us in Arusha that it is Makinge who wrote the first
letter I wrote?? This had puzzled us so much until we did some
research, although with a lot of difficulty because when Msuya came
from Tanzania, he chased Makinge and told the rest of staff that we,
the nile-tac have given him permission to chase all staff. so I had to
use third parties to get information.   This is the story: Those people
who know both these two people say that they are simply not compatible
and it was matter of time for Makinge to be chased. Their
misunderstanding started earlier than the Arusha meeting of 21-23/ une/
2002 and my letter just helped Msuya to victimize the young innocent
man. Their characters were got from different staff members and these
are: Makinge is a straight-forward, charismatic, energetic, workaholic,
transparent, bright and knows his subject too well and knows what he
does and has a VERY VERY clean record in his former places of work,
including a regional organization bigger than NBI. you can inquire this
for yourself. Msuya (and Okongo) are corrupt, shrewd, inferiority
complex, don't know exactly what to do, emotional, secretive, anti-
people, manipulative, selfish and this was a surprise........... They
practice a lot of witch craft!!! An investigation done on these two
officers in places where they formally worked gave even more surprising
remarks. Okongo and Msuya were corrupt in their former places of work,
to say the least. You can do you investigations. Surprisingly, Msuya
is spending sleepless nights trying to get job in NBI or extend his
term of office at NBI!!! Have you noted his delay in implementing the
succession time schedule under the nose of the chairman Nile-tac??? Do
not be caught by surprise.. You have been warned. Msuya feels bad when
they say somebody performs better than him, instead of improving, his
target is to malice him by saying bad words about him or her to
discredit him or her among the rest. NEXT TIME HE SAYS SOMETHING
MALICIOUS ABOUT SOMEBODY, TAKE IT WITH CAUTION.

So you see, these two parties cannot live together unless one of them
Changes character for good or for worse. There is a meeting which I
was told involved senior staff and Makinge was trying to suggest to
Msuya and Okongo improvement in facilitation and communication. This
annoyed these two people and they told him you are on probation but we
shall not give you contract. we shall chase you. So the chasing of
Makinge was pre-planned by Msuya Okongo Empire and that IS why Makinge
did not come to Arusha, Cairo for meetings. Since then Makinge bought
his camera and started to facilitate himself to see that his work is
done. we were told all photos you see on webpage during the trips he
made were done using his camera. Does it mean we were too poor to
facilitate Makinge??? No, the money was being spared for themselves.
This can be investigated if there is a will.

CONCLUSION
Nile-sec staff: Makinge MUST be brought back to resume his duties since
he was unfairly dismissed. This is if we want to reclaim any
credibility of the organization left otherwise we shall be known as a
briefcase organization with poor employee relation record. We right
now have a credibility and image problem in Uganda which might take
time to redeem because of Msuya actions. of course some of us do not
mind but those exposed to modern systems know what I mean. Makinge
should be recalled with an apology, his money paid up to the present
day and his contract written. Makinge has nothing to answer since he
was supposed to know the details why he was being chased, which msuya-
Okongo did not do. There is also no written warning. He was just
victimized on selfish grounds. We have been told that Msuya says that
the terms and conditions of staff service which Makinge referred to
only applies to confirmed staff!! This is silly given the fact that
the acceptance letter tells Makinge to adhere to the manual given to
him and there were no other terms given to him as a person on
probation!! Let us not contradict ourselves. Let us accept the
mistake and correct it. Two wrongs do not make a right. Msuya might be
too proud to recall Makinge but the Nile-tac can do that and Fahmy's
leadership is being put to test and watched. NBI is not only for Msuya
and a few people but is for ten countries and all of us must know why a
senior officer is expelled by discussing his performance in a big
meeting, exchange views and ideas and allowing him to defend himself.
This is how civilized organizations work. Makinge or any other staff
should leave NBI in a transparent manner, knowing that he has failed in
his duties and in which areas, not to apply the secretive jungle law
where you call a few friends of yours and inform them of dismissal.
This was not done and is very reason Makinge must be recalled
unconditionally. The young man's career is being shattered because of
our insensitivity and bogus administrators at Nile-sec seeking cheap
popularity and selfish interests.

MINIMUM QUALIFICATIONS: NBI should have minimum qualifications for
especially senior staff and officers and even assistant. This will
eliminate inferiority complex and animosity that have been common in
NBI. All staff who do not have minimum qualifications must go. I
propose all senior officers should at least have masters degree, this
being an international organization. of course it is better if the ED
has for instance PhD. officers should be at least degree holders, etc.
NB. Basic qualifications, then experience and not vice-versa. Otherwise
the cycle of unfair treatment and creating empires of functional
illiterates will continue. The Head of finance and administration
should have minimum of Masters in finance and administration and there
are thousands of such people without jobs....brief, people should have
titles that match their papers.

FIXED TERMS OF SERVICE:
To eliminate creating empires, all staff should be given contract terms
of two years and renewable ONCE. This will make staff know that they
did not come to NBI to stay and therefore no need for forming empire.
Many organizations such as FAO use this method and have prospered.
This will also ensure that NBI has fresh brains coming in and
contributing to development and new ideas. Rumors that NBI will
collapse if so and so goes away is absolute rubbish and only takes us
back to Stone Age!! Only family businesses and small bogus
organizations have such archaic belief. I heard that if Msuya goes
away NBI will collapse!! This is nonsense and it is the manipulation I
talked about. This means all those staff who have already served their
two terms should be warned in advance to start looking elsewhere. One
day, you will thank me for this suggestion.

FOLLOW UP:
Those who investigate corruption will tell you that most of corruption
is done because of lack of follow-up. We need to put in place a system
where there is much more follow up of expenditure and value for money.
I propose this should be done every 3 to 4 months. Otherwise we shall
continue being shown edited books of accounts which are in no way
related to value for money. Also all manuals MUST be revisited. For
instance there is no reason why the ED should be the overall
interpreter of the terms and conditions manual when he is governed by
same manual!!

I HAVE HEARD SOME PEOPLE ARE DOING RESEARCH on NBI corruption   BUT HOPE
IT IS COMPHREHENSIVE RESEARCH AND NOT JUST A PUBLIC RELATIONS   GIMMICK
TO HOODWINK US INTO BELIEVING THAT SOMETHING IS BEING DONE TO   ALLEVIATE
THE PROBLEMS AT NBI when nothing is done. OF COURSE WE SHALL    WATCH.

Surprise that some people still ask who is writing letter by asking
stupid open ended questions. Let me give you guideline on how I wrote
these letters:

I AM FROM A DIFFERENT COUNTRY AND WRITE IN MY MOTHER TONGUE, GIVE IT TO
SOME OTHER PERSON IN SECOND COUNTRY WHO INTERPRETES IT IN ENGLISH
LANGUAGE THIS ONE THEN SENDS IT TO ANOTHER IN A THIRD COUNTRY (NOT IN
NILE-BASIN) WHO starts hotmail address and WRITES IT ON INTERNET. So
if still looking for computer where it is written let me pray for you
that you get the right person who is writing. It is silly anyway. What
we want is finding out the truth. That is it. Period.

Subject: NBI things for sharing


Again everybody, I am just answering your questions and
thank you good people for asking and exchange of good
ideas. I have answered some questions sent in by
individuals either to themselves directly or through the
letters I have been writing as this one. I have chosen a
few to answer to inform everybody.

1. WHY NOT BRING COMMENTS IN MEETINGS INSTEAD OF WRITIG
ANONYMOUS LETTER?
This question is good but as you see, many things had been
ignored and other members were taking us for granted using
the weak money-hungry Nile-sec staff to do what they want.
There were a lot of manipulations and it seems we were
becoming rubber staff to put on what others want when
actually, they might not be of benefit to the poor Nile
countries.

For example, what do you do when you find:
a whole ED being driven by his son as young as 16 years of
age in a foreign country when the age of driving in that
country is 18? or you are being used as rubber stamp? or
leaders in NBI are thieves but are being protected by some
highly placed people for reasons known to themselves? or
you discover some innocent people in an organization are
being victimized for nothing and the people you expect to
know and advise the irresponsible person are sleeping with
him in bed and innocent person made scapegoat for the rot
and theft of millions of poor countries? or you find the
organization is not performing as expected because of low
quality staff and instead of suggesting reforms, others
especially those know better are happy with situation, even
when they see theft, abuse of office and hopelessness? or
dismissals are order of the day, without any valid
explanation , including highly qualified staff and none of
big men seems to care as they are busy protecting the
abuser? so I ask what do you do? it is very clear as
crystal that another angle was needed to the problem and it
was getting worse. What do you do when people prefer hand-
picking NBI senior staff e.g. ED to open competition? why
is it that they prefer hand picking to competition when for
them to get their jobs, they competed heavily? At times
when we discuss, the corrupt ensure that this does not
appear in the minutes if it is against them. I am happy
the majority now are happy that something had to be done.

2. WHO DO YOU WANT ED TO BE LIKE?
I do not care as long as he is not hand-picked and is from
a particular country chosen for that period. We want free
and fair rigorous competition and process. Organizations
that prosper, including World Bank, go through the same
process and we expect these guys to be at the front line in
promote this. it does not mean that if they have never
worked with anybody, he will not perform as they want but
as the Msuya project has proven, low quality hand-picked
staff will automatic lead to failure. Stories that NBI is
complex and needs a person who has been in the system does
not make sense because there are bigger organizations that
recruit new staff and they perform better than those who
have been there for ages. NBI has also had its share of
such good examples. Hand-picking also sets bad example or
precedent is myopic, possessive and unsustainable.
Handpicked people usually become arrogant, forget their
responsibilities, rarely behave professionally because they
know they have shoulder to fall to and start acting
irresponsible. e.g. if we decide we want ED from Eritrea,
we should advertise in newspapers and internet to inform
even those not in that country that there is a job in
Eritrea. Who knows? Some Eritrea expatriate abroad may
decide to come back and take up the job!!! as I said in my
first letter, it does not mean that all of us in tac are
good administrators. the ED job is administrative not
water job. Experience in water is just add advantage but
should not be taken as top priority otherwise we shall
continue having many "Msuyas" types. Priority should be
given to those in the system but not automatic. we are
looking for highly qualified administrators with
international experience, pro-people, visionary, with
integrity, etc. hand picking has cost us a lot in NBI
including taking long time (4 years) to be recognized in
that country Uganda.
another hidden problem is that you might find us being told
that for eg Congo does not have good person for ED and
chance goes to another country, yet Congo might be having
better person elsewhere, if job was advertised. so advert
is best and time is running out!!!!!!!!!!!!!!!!!!

3. WHAT IS ROLE OF LON ABREHMS?
Interesting that this question was asked by many people!!
I also do not know because we started with him but I think
as time goes on, he is too busy to realize the changing
scrutiny of his role in NBI by some members. as you say,
one day he is recruiting NBI staff, another day, he is
secretly defending corrupt NBI officials, another time he
is writing speeches and notes for our well-earned ED or
changing minutes of our meetings, another time he is acting
as hand picked consultant for NBI and world bank and as if
this not enough, another time he is opening up Nile basin
pressure group desk to ask us questions on how we
perform!!! read between lines and find your answer but he
is not by himself...he seems to be sent. and as you say,
he is redundant Mafioso, working with Msuya to dictate
indirectly how NBI works and writes, decisions to be taken,
some of them not necessarily favorable to NBI countries.
but I do not know as you say that Msuya is given a lot of
bonus dollars to listen to donors and ignore what we say
BUT YOU NEVER KNOW THEY MIGHT HAVE EXPLOITED HIS MONEY
HUNGRY TENDENCY. What I can say is that these two are
becoming part of NBI problems than solutions to problems.
at first in 1999, we thought Lon was staying with Msuya to
build capacity but 4 years down the road he is still
writing notes and much interfering in tac affairs so there
is much more than meets our good naked eyes. MAY BE HE WIL
CLARIFY HIS PARTICULAR ROLE IN NBI ONE DAY. WE ARE BECOMING
FED UP WITH HIM IAM SORRY TO SAY.

4. HOW CAN MONEY BE STOLEN WHEN UGANDA TAC LOOK ON? ARE
THEY EATING ALSO?
Surely for this I do not know but the role of Ugandans as
our people in that country Uganda where our NBI is was
rubbished by Msuya and his conman Okongo. May be these
thought they were interfering with his eating but what I
know these people are supposed to have a big role. you
remember in 1999/2000, Msuya was telling us secretly that
Ugandans were interfering in his work. when we inquired ,
we learnt that Ugandans only wanted to tell him how things
run in their country. Msuya did not like this and we were
even forced to put a clause saying that "NBI will not
listen to any country" this was engineered by Msuya. so
that is why he has messed up things trying to tap NBI staff
phones which is punishable by imprisonment in that country
if found, chasing staff unnecessarily, embezzlement, abuse
of office, etc ad so on and so on. yes you are right we
also found out that Msuya stays in one of houses of tac
members but we do not think this compromised the gentleman
BUT YOU NEVER KNOW. I think we should not push blame to
Ugandans but ourselves and we should act fast. The problem
is that we think we have all the time in the world.

5. WHAT TO DO IF NBI STAFF ARE FOUND TO BE CULPRITS?

Prosecution is the word. This must be done to protect the
good name of the organization to show we take disciplinary
measures. Their immunity stops at when they do good things
and if they do bad things unexpected of their integrity,
they face our law and the laws governing that country
Uganda where our Nile TAC is. we have our laws but they
must fall in those of Uganda. for example if the law for
driving requires 18 years and they find Msuya's son 16
years driving NBI vehicle with Uganda government number
plates and he is caught, no immunity and he will just go to
prison. by the way this incident happened we was told about
3 weeks ago even after the chain of scandals he has
done!!!!!! what do you do with such a person? defend him?
if the law in Uganda, like any where in the world regards
an employee being heard before dismissal and Msuya decides
to dismiss even before hearing the side of the person or
before contacting us, do you still defend his prosecution.
ANY ONE DEFENDING MSUYA IS OBVIUOS PART OF NBI PROBLEM AND
NO GOOD TO US.
