GENERAL OBJECTIVES                                                     Vicinity Plan
The general aim is to create a unique, vital, sustainable and
challenging new development at the NQC, which will have a
character of its own and feature a special quality in its urban
environment, building, landscape design and service concept.
One of the most important objectives is to foster a distinctive
quality and image for the NQC which will render it attractive to all
sources of investment.

TRANSPORT AND CIRCULATION

Traffic System
We have made an estimate on the future road traffic generated in
the NQC, and deviced the local road network that adequately
meets future demand once the area is fully developed. The
roundabouts and junctions, in particular, have been designed
accordingly.
Traffic Management
To ensure a high capacity during peak phases (events etc.) the
traffic to and from the underground parking facility will be guided
and controlled with an electronic traffic management system. The
system ensures that that main road axis and roundabouts have a
constant flow of traffic without being overloaded.
The junction around the Cornaredo Forum will be controlled with
traffic lights. That way Shuttle buses will be given priority in the
traffic stream. The roads leading to the Cornaredo Forum and the
bus station have separate bus lanes. As a result the bus network
can maintain a stable timetable. It also makes it possible to
control the traffic flows during peak phases (events etc.).


PARKING
P+R Parking
In order to provide for the most convenient transfer from car to
bus, requisite to the functioning of a P+R system, the required
1,200 car parks are proposed in an underground parking facility
located under the Forum with direct access to the bus stops
above. To limit excavation and groundwater impact, the Forum is
raised by a meter.

For ease of orientation entrance and exit are ubiquitous. An
information system will give the necessary guidance all along the
Corso. The underground parking is accessed by ramps directly
from Corso Cornaredo before it reaches Forum Cornaredo.
Commuters will find convenient stairways and escalators that
lead up to the Forum bus stops, while visitors can enter both the
shopping facilities and the sports arena from the parking level.
The parking area is structured by the central spine that divides it
into two main sections which can be built in several stages,
starting with the northeastern section. Escalators lead up to the
bus stations. A second entrance/exit from via Trevano provides
for users from the city.
On-site Parking
For the on-site parking requirements of the individual land uses in
the functional clusters underground and/or multi-storey parking
garages will be the typical arrangement. Due to groundwater
constraints in some areas multi-storey car parks may be used for
which there are exist many aesthetically convincing examples.
The number of car parks has been calculated for each block
based on the indicated gross floor area and parking standards
used in Lugano for various uses. A certain amount of
convenience/visitor parking is provided on-street throughout the
area.
