                                 Good Mood Ethos:

The SWYPFT Good Mood League and associated activities are about creating
opportunities for footballers with varying levels of ability and at varying stages of
the rehabilitation process to access a football activity as part of and to support
their rehabilitation programme.

Aims:

The aim of the Good Mood Programme / League is to encourage individuals to
become actively involved in Football activity (SWYPFT & Private Service-led),
and subsequent clubs to enter teams into the Good Mood League.
No teams will be excluded, but we urge all teams to play according to the
guidelines thus making the league a fair and competitive environment. The
overall aim is for team representation to be 80% service users (where possible).

Guidelines:

Services should fully embrace the football activity as an additional / enhancement
to existing therapy packages for patients / service-users and citizens.

Teams should enter into this league in the right spirit and should co-operate with
the committee to make the league as successful as possible.

Where an individual group doesn’t have sufficient players to field a full team they
are encouraged to contact other teams near by using the team details above and
endeavor to involve their players in the activity.

                               SEASON 2010 - 2011

                     NOMENCLATURE AND CONSTITUTION

   1. This Competition shall be designated the ‘SWYPFT Good Mood League’
      and shall consist of teams from across the SWYPFT alongside teams from
      other private service providers.

   2. A management Committee will be elected from those involved in the
      activity, and will have the powers as denoted below.


                           POWERS OF MANAGEMENT

      The Management Committee may appoint such other sub-committees as
       they may consider necessary and may delegate such of their powers as
       they deem necessary to such committees.

      Each Member of the Management Committee shall have the right to
       attend and vote at all Management Committee Meetings and have one
       vote thereat, but no Member shall be allowed to vote on any matters
       directly appertaining to such Member or to the Club so represented. (This
       shall apply to the procedure of any sub-committee).

      In the event of the voting being equal on any matter, the Chairman shall
       have a second or casting vote.

      The Management Committee shall have powers to apply, act upon and
       enforce the Rules of the Competition and shall also have jurisdiction over
       all matters affecting the Competition, including any not provided for in the
       Rules. Except where these Rules provide for the imposition of a set
       penalty any Club, Official or Player alleged to be in breach of a
       Competition Rule must be formally charged in writing and given the
       opportunity to present their case before the Management Committee. All
       breaches of the Laws of the Game, Rules and Regulations of The Football
       Association shall be dealt with in accordance with F.A. Rules.

      All decisions of the Management Committee shall be binding subject to
       the right of appeal to the Board of Appeal in accordance with Rule 16 of
       the FA Standard Code of Rules.

      Decisions of the Management Committee must be notified in writing to
       those concerned within 14 days.

      Three Members of the Management Committee shall constitute a quorum
       for the transaction of business of the Management Committee.

      The Management Committee, as it may deem necessary, shall have
       power to fill in an acting capacity, any vacancies that may occur amongst
       their number.
      The Management Committee shall have the power to fill any vacancy that
       may occur in the membership of the Competition between the Annual
       General or Special General Meeting called to decide the constitution and
       the commencement of the Competition season.

      The matches in the SWYPFT Good Mood League will be played on a
       Thursday.


                    QUALIFICATION OF PLAYERS / TEAMS

All questions of eligibility of players as well as other matters of dispute (service
user / support worker ratio) shall be left to the Management Committee. Should
either of the clubs in connection with the dispute have members on the
Management Committee, the said members shall not participate in any
discussions connected with the dispute, unless invited. If a club refuses to move
a player that is playing in the wrong division the “management committee have
the right to remove player registration”.

A registered playing member of a Good Mood League team is one who, being in
all other respects eligible has:-

Signed a fully and correctly completed Competition registration form in ink (See
Appendix 2), countersigned by an Officer of the Club, and who has been
registered with the Secretary prior to playing and whose completed registration
counterfoil has been received by the Club prior to playing.

A player shall not sign for more than one Team playing in the SWYPFT Good
Mood League unless he is formally transferred to another Club.

The qualifying dates for the age group of the Competition shall be 16 years of
age or over as at midnight 31 August / 1 September 2010.

All players must be male.

Teams will consist of Players from Mental Health Services in the SWYPFT
geographical area.

A player having taken part in matches for any club shall not be allowed to join, be
transferred to, or sign for a Club in the Competition without first proving to the
officials of the intended Club that the player has discharged all reasonable
financial liabilities to the previous Club or Clubs, and a Club official may not

accept such player's signature without first ascertaining whether such claims
have been discharged to the satisfaction of the Club, or Clubs, for which the
player last played.

A Club shall keep a list of the players it registers and a record of the games in
which they have played, and shall produce such records upon demand by the
Management Committee.

All Teams must carry a First aid kit and have a first Aid qualified member with
them at all matches.
All clubs must submit a valid First Aid certificate of the club coach with their team
registration form to register for the new season.


                          CLUB COLOURS; CLUB NAME

Every Club must register the colour of its shirts and shorts with the League
Secretary.

Goalkeepers must wear colours, which distinguish them from other players and
the referee.

No player, including the goalkeeper, shall be permitted to wear black or very dark
shirts.

Any team not being able to play in its normal colours as registered with the
competition shall notify the colours in which they will play to its opponents.

If, in the opinion of the referee, two Clubs have the same or similar colours, the
team named 2nd on the fixture list shall make the change (wear bibs).

The League Secretary of the Competition may request shirts to be submitted if
complaints are received as to lack of distinguishing colours, and the
Management Committee may refuse to permit any shirts or shorts as they think
fit.

Any Club wishing to change its name and/or colours must seek permission from
its affiliated County Football Association (West Riding County Football
Association) and from the Management Committee.

Shirt advertising and sponsorship shall conform to a standard as laid down by the
Football Association, and shall not advertise any alcohol or tobacco brands.

                      PLAYING SEASON, CONDITIONS OF PLAY

           TIMES OF KICK-OFF, POSTPONEMENTS, SUBSTITUTES

The Annual General Meeting shall determine the commencing and concluding
dates for the ensuing season which shall be in accordance with Football
Association Rules. The League Secretary shall arrange all the League Fixtures
and have the power to make such a fixture arrangements as deemed necessary.

All matches shall be played in accordance with the Laws of the Game as
determined by the International Football Association Board or, for Mini Soccer,
the Laws of Mini Soccer as set down by The Football Association. The Good
Mood League Rules playing competition rules can be viewed in Appendix 1.

The League shall be played on a Thursday with an 11:00am kick off, and fixture
ending no later than 3:45pm.

Every Club shall play its best available qualified team or teams in all matches in
the competition, but shall maintain the Service User / Staff ratio.

In all Divisions each team will play the other at a central venue fixture.

Any matches that cannot be fulfilled at a tournament due to the non-attendance
of a club will be void and no points will be awarded. Matches will not be replayed.

In the event of a match not being played and abandoned owing to causes over
which neither Club has control, it shall be played on a date set by the League
Secretary.

The Management Committee shall review all matches abandoned in cases
where it is consequent upon the conduct of either or both teams. Where it is to
the advantage of the Competition and does no injustice to either Club, the
Management Committee shall be empowered to order the score at the time of
the abandonment to stand.

In all cases where the Management Committee are satisfied that a match was
abandoned owing to the conduct of one team or its Club member(s) they shall be
empowered to award the points for the match to the opponents and take what
other action they may deem necessary.

In cases where a match is abandoned owing to the conduct of either team or
their Club members, the Management Committee shall take such action as they
consider appropriate. Such action is subject to any disciplinary action taken by
the appropriate Affiliated Association.

In Mini Soccer a Team must not have a squad greater than double the size of its
team.

Goal nets must be used.

The half time interval shall be of 2 minutes duration. The half time interval may
only be altered with the consent of the referee.

If required, fixtures within all divisions are permitted to be played on a 3G Astro-
turf pitches.

In the case of teams only being able to field a reduced number of players, due to
injury or non-attendance the opposition team will only field the same number of
players in that fixture. So both teams will always play with the same number of
players, unless a team is reduced, due to a player being shown a red card.

                              REPORTING RESULTS

Referees will co-ordinate the recording of results, which will be centrally collated
      at the end of each fixture and posted on the FA’s Full Time Website,
      teams will be emailed a link to the updated league table / results on week
      after the fixture.

                          DETERMINING CHAMPIONSHIP

Team rankings within the SYYPFT Good Mood League will be decided by points
with 3 points to be awarded for a win, 1 point for a drawn match and 0 points for
a defeat.

Matches that are not played due to a team not attending a tournament will be
void; there will be NO rescheduled match.

It is to be accepted that the season may end with teams having played a different
number of matches.

The teams gaining the highest number of points in their respective Divisions at
the conclusion shall be adjudged the winners.

Matches must not be played for double points.

In the event of two or more teams being equal on points team rankings may be
decided in any one or more of the following ways: -

         (i)    Goal difference.
         (ii)   Goals scored.

         (iii) Deciding match(es) played under conditions determined by
         the Management Committee.

In the event of a team not completing two thirds of its fixtures for the season all
points obtained by or recorded against such defaulting team shall be expunged
form the Competition table.

                                     REFEREES

Referees shall be provided by the Zone.

The referees decision is final!

Complaints by Clubs concerning the conduct of Match Officials must be sent to
the League Secretary for discussion with the Management Committee.


                            PROTESTS AND APPEALS


All questions of eligibility, qualifications of players or interpretations of the Rules
shall be referred to the Management Committee.

Any dispute occurring between Clubs in the Competition shall be referred for
determination by the Management Committee whose decision shall be binding
upon all parties subject to Rule 16.


                 CHILD / VULNEARABLE ADULT PROTECTION

Any act, statement, conduct or other matter, which harms a child or children (or
vulnerable adult), or poses or may pose a risk of harm to a child or children (or
Vulnerable adult), shall constitute behaviour, which is improper and brings the
game into disrepute.

In these Regulations the expression "Offence" shall mean any one or more of the
offences contained in Schedule 1 to the Children and Young Persons Act 1933
and any other criminal offence which reasonably causes The Association to
believe that the person accused of the offence poses or may pose a risk of harm
to a child or children.

Upon receipt by The Association of:

       1. Notification that an individual has been charged with an Offence; or

       2. Notification that an individual is the subject of an investigation by the

       Police, Social Services or any other authority relating to an Offence; or

       3. Any other information which causes The Association reasonably to
       believe that a person poses or may pose a risk of harm to a child or
       children then The Association shall have the power to order that the
       individual be suspended from all or any specific football activity for such
       period and on such terms and conditions as it thinks fit.

In reaching its determination as to whether an order under Regulation 3 should
be made The Association shall give consideration, inter alia, to the following
factors:

       1. Whether a child, children or vulnerable adult(s) are or may be at risk of
       harm;

       2. Whether the matters are of a serious nature;

       3. Whether an order is necessary or desirable to allow the conduct of any
        investigation by The Association or any other authority or body to
        proceed unimpeded.

Where a person is convicted, or is made the subject of a caution in respect of an
Offence, that shall constitute a breach of the Rules of The Association and The
Association shall have the power to order the suspension of the person from all
or any specific football activity for such a period (including indefinitely) and on
such terms and conditions as it thinks fit.

For the purposes of these Regulations, The Association shall act through it
Council or any committee or sub-committee thereof, including the Board.

Notification in writing of an order referred to above shall be given to the person
concerned and/or any club with which he is associated as soon as reasonably
practicable.

Code of Conduct for Match Officials
(Referees, Assistant Referees, Fourth Officials and Substitute
Referees)

Players / Managers / Coaches and League Officials are all
required to sign up to the FA’s RESPECT Codes of Conduct
(Appendix 3a, b, c), prior to the start of the 2010/11 season and
copies of signed Codes of Conduct will be kept for future
reference by the League Management Committee.


Under the Laws of the Game the decisions of a referee on points of fact
connected with the play are final as far as the result of the game is concerned.
A referee also has wide-ranging powers defined in Law 5.
The exercising of such power requires a high level of ethics from referees and
assistant referees (referred to in this Code together as “referees”).
In addition to the quality of refereeing, the behavior of the referee has an impact,
either directly or indirectly, on the conduct of all others involved in the game.
Respect for referees and their decisions is a fundamental part of the game. A
Code of Conduct for Match Officials is a proper response to those expectations.
While the Code focuses primarily on referees involved in top-class football, with
few exceptions the basic ideas are valid for match officials at all levels, be they
on the National List, or registered with County Football Associations and only
involved in local football.
These Codes are applicable to match officials at all levels of the game.
Obligations towards the game

The referee has a duty to the game in its widest sense.
One of those duties is to help the game to keep moving, compatible with fair play,
and to seek to ensure it is attractive and is not subject to unnecessary halts.
The referee should:
1.     Make every effort to prepare fully for a match, both physically and
       mentally. On a physical level, a referee must be able to keep up with the
       speed of the modern game, and be alert and close enough to take correct
       decisions from credible locations on the field of play.
2.     Not be afraid to take decisions. A referee should be fair and firm and must
       resist any possible influence from protests on the part of players, team
       officials or spectators.
3.     Show respect towards players and team officials.

4.       Be honest and completely impartial at all times, irrespective of the teams,
         players or team officials involved in the match.
5.       Decline to be appointed to a match if not completely physically or mentally
         fit to referee that match (because of illness, injury, or for family or other
         reasons).
6.       Inform The Football Association and/or County Association and/or league
         or competition directly responsible if unable to referee a team or teams for
         any reason.
7.       Refrain from requesting hospitality of any kind, or accept any hospitality
         offered and considered to be excessive.
8.       Always have regard to the best interests of the game, including where
         publicly expressing an opinion on the game or any particular aspect of it,
         including others involved in the game.
9.       Not tolerate inappropriate language from players and/or officials.


Obligations towards the Players

The powers of a referee must be used with wise judgment and care.             Authority
and a firm approach must be combined with respect.
     1. A referee should have regard to protecting the players.
     2. A referee should show due respect when speaking with the players, even
        in the event of infringements.
     3. In reports, a referee should set out the true facts and not attempt to justify
        any decisions.
Obligations towards fellow Referees, Assistant Referees, Fourth Officials and
Substitute Referees
It is necessary for the referee’s authority to be protected, not only for the sake of
the game, but also in the interest of fellow referees, assistant referees, fourth
officials and substitute referees. This protection should, however, not influence
the over-riding regard for protection of the players.
1.       A referee should refrain from publicly expressing any criticism of fellow
         referees, assistant referees or other match officials.
2.       A referee should assist with the development of less experienced referees
         and assistant referees.
3.       An assistant referee should give his total support to the referee, but
         without undue interference or insistence.

Please Note…
Players, Managers, Coaches, Referees and Administrators all have a
responsibility to ensure that the image of the national game is not tarnished,
either by the use, or the acceptance, of offensive language likely to incite, insult
to provoke others. The FA is committed to eliminating the use of offensive
language towards match officials.

Players and referees are reminded that racist remarks constitute a dismissal
offence in accord with FA Law 12.

You are reminded to ensure that players do not wear anything that is dangerous
to themselves or other players, including any kind of jewellery. However, medical
alert necklaces and bracelets may be worn but must be taped securely.
Spectacles can be worn but must be secured tightly to the head by a ‘sports
band’, or elasticised band to prevent them falling off.

Results Sheets must be completed accurately by the team coach/manager,
including Referee Marks and any goal scorers.
