1.0      Request for Qualifications

The District requests the submission of Request for Qualifications (RFQ) from qualified firms,
partnerships,     corporations,    associations,    or   professional   organizations   to provide
Architectural/Engineering (A/E) services to the District for the above referenced project. For an
overview of this project, see Attachment A to this RFQ.

The District reserves the right to cancel or to amend this RFQ by issuance of addenda hereto.
Subsequent addenda, if any, will be available only on the Measure J Bond Program website at
http://www.yccd.edu/measurej/. Please refer to the location on the website entitled “Bidding/Project
Business Opportunities.” Questions or clarifications requested by Respondents will be considered by
the District only if submitted, in writing, to Dave Bachman, by fax (530-743-3896) or email
(dbachman@yccd.edu), no later than 5:00 p.m. Friday, January 7, 2011. ‘RFQ 10-005J’ must be in the
subject line of your email. Respondents may not rely upon any verbal response to respondent
questions or requests for clarification. All responses to questions will be posted on the Measure J
website stated above.


2.0      The District and the Measure J Projects

Yuba College, in its 80th year of community service, founded in 1927, is located on a campus outside of
Marysville with twenty-three buildings on a 160-acre site. In December 1965, the College District was
reorganized to include Colusa, Sutter, and Yuba counties and in 1974-75 to include large portions of
Glenn, Lake, and Yolo counties. The District now stretches across the broad central valley of California
from high in the foothills of the Sierra Nevada to the Coast Range and covers 4,192 square miles. The
Yuba Community College District provides educational services via its main campus in Marysville, the
Woodland Community College campus, the Clear Lake campus, and at its educational center located
on Beale Air Force Base. The District’s Distributive Education program also provides course work on-
line and through interactive video and video-streaming technology among sites.

In June 2006, the Yuba Community College District (YCCD) Board of Trustees unanimously approved
a resolution for the placement of a $190 million Proposition 39 Bond on the November 2006 ballot. This
bond initiative became known as Measure J.

On November 7, 2006 voters in our eight county service area passed Measure J with 56.61% of the
vote district-wide.

In May 2007, the YCCD Board of Trustees, following a competitive solicitation, approved the services of
the program/construction management firm DMJM H&N/AECOM. DMJM H&N/AECOM will provide
management oversight for all Measure J construction projects throughout the District.

In September 2007, the YCCD Board of Trustees adopted the District’s Sustainability Policy (BP6610,
Attachment B).

In July 2007, the District submitted to the California Community Colleges Chancellor’s Office a Final
Project Proposal for the Performing Arts/Culinary Arts Building. It will remain unclear to the status of
funding for this project until Spring 2011.

If it has been determined at that time that state funding is not likely to be available to the District for the
Performing Arts/Culinary Arts Building, the District will proceed with the project using available Measure
J Bond funds.

3.0      Architectural/Engineering Services to Be Provided

The purpose of this Request for Qualifications is to select an Architectural/Engineering firm to provide
A/E design services for the stated new project.

Note that the initial scope of services for this project may be for Programming services only. An A/E
Services Agreement and subsequent fee will not be determined until completion of these Programming
services and determination of State Funding, if any.


4.0      Pre-Submittal Conference

A non-mandatory pre-submittal conference will be held on Monday, December 20, 2010 from 1:00
p.m. to 2:00 p.m. Yuba College, 2088 North Beale Road, Room 201 in Marysville, California.

The conference, while not mandatory, is highly recommended. General program information will be
provided as well as information specific to this solicitation.


5.0      Submission of RFQ Response(s)

To be considered by the Selection Committee, Respondents must submit a written response to this
RFQ which addresses each and all of the requirements of this RFQ. It is mandatory that responses to
this RFQ be submitted to:

Submittals must include one (1) unbound original and ten (10) bound copies of the required materials to
the address listed above. No other collateral or reference materials are to be submitted. Submissions
must be received no later than 2:00 P.M. Pacific Daylight Time on Thursday, January 20, 2011.

Label your submittal: “RFQ No. 10-005J – A/E Services for the Performing/Culinary Arts Center (J-
34) Woodland Community College”.

All RFQ responses, when submitted in accordance with the requirements of this RFQ, will be date/time
stamped upon receipt by the District. Respondents are solely responsible for timely submission of
RFQ responses to the designated location prior to the latest time for submission. The District will reject
summarily as Non-Responsive any RFQ response which is submitted after the date/time set forth

above or which is considered by the District in sole and absolute discretion as Non-Responsive to
material requirements of the RFQ. The District reserves the right to cancel or amend this RFQ. The
District also reserves the right to extend the date responses are due and modify the proposed schedule
as stated herein. If addenda to this RFQ are issued, Respondents are solely responsible for and must
acknowledge receipt of addenda in their RFQ cover letter and RFQ responses must address
materials/requirements relating to this RFQ as described in addenda issued by the District. Failure to
acknowledge and respond to any addenda issued by the District may render the respondent’s RFQ
submittal to be deemed Non-responsive and it may be rejected.

Incomplete submittals, incorrect information, or late submittals may be cause for immediate
disqualification. Issuance of this RFQ does not commit District to award a contract, or to pay any costs
incurred in preparation of a response to this request. District reserves the right to request additional
information or clarification at any time. District retains the right to reject any or all submittals. All A/E
Firms should note that the execution of any contract pursuant to this RFQ is dependent upon the
approval of the Yuba Community College District Board of Trustees in its sole discretion. All materials
submitted to the District will become the property of the District and will not be returned.

As noted in Section 1.0 above, subsequent addenda, if any, will be available only on the Measure J
Bond website at http://www.yccd.edu/measurej/. All materials submitted to the District will become the
property of the District and will not be returned.

6.0      Qualifications

Responding firms must provide a complete submittal that highlights capabilities and experience to
provide the A/E services contemplated by this RFQ. The complete submittal must be comprised of
three sections that include and address each of the qualifications required and listed below.
Submittals are to provide the information required below, referencing the same section
headings and section numbering as indicated, for clarity and evaluation purposes.

Where indicated, responses are to be provided on the respective form provided with this RFQ. A
specific response is required to each of the following sections.

6. A - Statement of Qualifications Supplemental Information Form.

In addition to the information noted in Section 5.0 above and required by Sections B and C below, each
respondent to this RFQ must complete and submit with its Proposal(s) the specific form entitled
“Statement of Qualifications Supplemental Information” attached to this RFQ and posted on the
Measure J Bond Website at http://www.yccd.edu/measurej/. Failure of a responding firm to submit a
completed and executed “Statement of Qualifications Supplemental Information” form will render the
respondent’s RFQ submittal to be deemed Non-Responsive and it will be rejected.

6.B – General Requirements

6.B.1 Provide a list of the currently licensed professionals employed by your firm indicating: Name of
      individual; type of license; license number; license expiration date; position within the Firm
      (Owner, Principal; Partner; other).

6.B.2 Provide a complete list of architectural and engineering services provided or offered by your
      firm.

6.B.3 List those similar services provided for other California community college, university, or
      educational facility projects. Indicate which projects are funded through Proposition 39, other
      appropriations as indicated, and if the identified projects required.

6.B.4 Experience in communicating and managing design projects using network and web-based
      program management software and systems. Identify specific projects, the software/systems
      types, and the extent to which they were utilized.

6.B.5 Provide brief and specific examples of your firm’s creativity and ingenuity in solving technical,
      schedule, budget, and personality related challenges on past projects, with particular emphasis
      on projects of similar types as those listed in Section 2.0 above.

6.B.6 Staffing and Methodology

         Requirements to identify specific personnel and sub-consultants are provided in section(s) C.3
         and C.4 below.

         6.B.6.1             Address the extent to which the District will be permitted to request specific staff
                             to provide all or portions of the basic services.

         6.B.6.2             Describe your approach to providing the design services. Describe the optimum
                             level of collaboration between project team members and the roles each primary
                             team member plays in a successful project, including the role as Owner’s
                             Representative.

         6.B.6.3             Describe how your firm will understand and incorporate the needs and desires of
                             the end users of the project and maintain the project schedule and budget.

         6.B.6.4             Generally describe your firm’s approach to address project budget control,
                             maintainability/durability, sustainable building principles and processes (inclusive
                             of LEEDS™) as well as energy efficiency standards and building or facility
                             commissioning and operational costs.

         6.B.6.5             Generally describe how construction cost estimates are utilized to manage a
                             project. To what degree are in-house staff or outside consultants utilized for
                             construction estimating services?

         6.B.6.6             Generally describe the quality control process of the respondent and its sub-
                             consultants to ensure that the design documents for the project conform to the
                             program requirements established by the District and to minimize the extent of
                             errors/omissions in the design documents.

         6.B.6.7             Generally describe the application of drawing revision control and the
                             incorporation of as-built information and other issues of project document control.


6.C - General Project Types – Illustrative Qualifications:

This section is to be inclusive of separate subsections, one each for each of the general project types
for which the Respondent is to be considered. Within each general project type subsection the
Respondent must illustrate its corresponding qualifications referencing the same item numbering as

indicated below for clarity and evaluation purposes:

6.C.1 List a minimum of five (5) completed similar projects that were subject to the jurisdiction of the
      State of California Division of State Architect (DSA) for which your firm served as the Architect
      or Engineer of record. Include DSA approved dates and owner references for each.

6.C.2 For each completed similar project in which the respondent served as the architect of record
      over the last five (5) years, provide the following information.

         6.C.2.1The original construction contract sum or cumulative value of all trade contracts for
                projects constructed with multiple prime contractors, the building type and size, and the
                Owner.

         6.C.2.2The total value of all change orders due to incomplete, incorrect, or conflicting
                construction documents issued for each project.

         6.C.2.3Was each project completed on time and within budget? Provide quantitative results as
                compared to the Owner’s approved budget and completion dates.

6.C.3 Project Team

Identify specific proposed staff personnel your firm anticipates will be dedicated to each specific
Project type using the “Project Team Matrix” format posted on the Measure J Bond Website at
http://www.yccd.edu/measurej/.

         For each of the personnel identified, also provide a brief (one page or less) summary indicating
         the individual’s education, experience, and a description of the typical anticipated role(s) or
         responsibility(s) of the individual relative to the A/E services anticipated.

6.C.4 Design Sub-consultant(s)

         Identify all proposed sub-consultants your firm anticipates will be dedicated to each
         specific Project type using the “Project Team Matrix” format posted on the Measure J Bond
         Website at http://www.yccd.edu/measurej/ and describe the anticipated scope of services,
         qualifications, capabilities and experience of each firm. For each sub-consultant, identify the
         staff member(s) which the sub-consultant is anticipated to propose for any portion of the
         services to be provided.

         For each identified staff member of the sub-consultant, also provide a brief (one page or less)
         summary indicating the individual’s education, experience, and a description of the typical
         anticipated role(s) or responsibility(s) of the individual relative to the A/E services anticipated.

         Indicate if any specialty sub-consultants will be required whose scope of services does not fall
         within those covered by the District’s Agreement for Architectural/Engineering Services.


7.0      Compensation

Following the qualifications-based selection process, fees for services will be determined in accordance
with the provisions of the Yuba Community College District Architectural/Engineering Agreement. See
Section 8.0 below.

8.0      Form of Architectural/Engineering Agreement

The District intends to enter into an agreement for architectural/engineering services using a standard
form, referred to hereinafter as the “A/E Agreement”. Subsequent to the release of this RFQ, this form
of agreement will be available for review on the Measure J Bond Program website at
http://www.yccd.edu/measurej/. The scope of basic services will depend upon available funding, the
services required, and the preparation of instruments of services necessary to complete those services.

         8.1       As noted in Section 16 of the “Statement of Qualifications Supplemental Information”
                   form, only the District’s form of Agreement will be utilized for the services requested by
                   this RFQ.

         8.2       Pursuant to Public Contract Code §20103.6 Respondents are advised that the A/E
                   Agreement includes provisions which obligate the Architect to indemnify and hold
                   harmless the District. Respondents are referred generally to the A/E Agreement for the
                   substantive indemnification provisions.


9.0      Selection of Architectural/Engineering Services Provider

The process of A/E firm selections is based upon the complete responsiveness of the submittal.
Submitted qualifications will then be subsequently reviewed and scored. A ‘short list’ of 2 to 5 firms will
be selected to receive in invitation for interview.

Subject to the District’s express reservation of rights to modify the selection process, the selection
process anticipated by the District will consist of the following:

         9.1       Qualifications received will be reviewed for responsiveness. Respondents whose
                   submittals are deemed Non-Responsive will be notified accordingly by mail.
         9.2       Based upon the qualifications as stated in Section 6.0 firms will then be reviewed for
                   responsiveness to the requirements of this RFQ and subsequently evaluated for content.
         9.3       Based upon a review of qualifications, a rank ordered “short-list” of qualified firms will be
                   determined for the specific project.
         9.4       The ranked short-listed firms will be requested to make oral presentations of the firm’s
                   qualifications for the specific project.
         9.5       Following the interview of the short-listed firms, each firm will be asked to submit a lump
                   sum fee proposal based on District provided materials and information shared during the
                   interview.
         9.6       The Review Committee will then recommend the highest ranked firm for the respective
                   project to the Board of Trustees for approval.

Recommendations by the Review Committee for the selection of A/E Services providers will be based
upon the ability of the provider to achieve the District’s objectives and demonstrated competence and
qualifications to perform the basic services at a fair and reasonable price to the District. The
recommendation by the Review Committee is not binding on the District. Formal award of any A/E
Agreement will only be affected after the District’s Board of Trustees has formally approved of such
award. The District reserves the right to waive minor irregularities in the solicitation process. The
District may award one or more agreements, or no agreements, as a result of this Request for

Qualifications.

10.0     Evaluation & Acceptance of Statements of Qualification

The District reserves the right to reject any and all submittals, to amend the RFQ and the RFQ process,
and to discontinue or re-open the process at any time. The submittals will be evaluated based on each
respondent’s qualifications, and relevant experience.


11.0     Basis Of Award

As the basis of award the District intends to utilize the determination of “best qualified to provide the
required services at a fair and reasonable price to the District.” There is no guarantee expressed or
implied that the District will provide work to all or any of the Respondents that submit a response to this
RFQ.


12.0     Selection Criteria & Submittal Requirements

The District retains the sole discretion to determine issues of compliance and to determine whether a
submittal is responsive, responsible and qualified. The District’s Review Committee will utilize several
evaluation criteria but will be primarily focused on the Respondents’ information provided in response to
Section 6.0, of this RFQ.

Respondents should include a letter of interest and firm introduction, signed by the appropriate
managing executive, of not more than two (2) pages. The letter must include the physical address of
the office in which this project will be managed.

The total volume of the proposal to comprehensively respond to these items may be no longer than 40,
single-sided pages or 20 pages if printed on both sides. Complete and accurate responses to these
sections should be bound separately from any other materials or information provided by respondent,
and will constitute a responsive proposal.
