APRIL 21, 2005
The meeting was called to order by George C. Sima, Chairman, at 9:40 A.M. in Room 117 of the
State Office Building, 165 Capitol Avenue, Hartford, Connecticut.

MINUTES OF PREVIOUS MEETINGS
The Board voted unanimously to approve minutes of the February 17, 2005 with amendments to
page-5, reflecting Board member Michael Rosario’s letter to Governor Jodi Rell, requesting
appointment of Richard Moran as a Journeyperson member of the Plumbing and Piping Work
Examining Board.
REQUEST TO INSTALL DUG WELL
Steve Klobukowski, East Hartford, CT. – Denied
The Board voted unanimously to deny Mr. Klobukowski’s request to install a “Dug Well”
and suggested hiring a licensed well drilling contractor who is insured.
Phil Gaudette, Colchester, CT. – Denied
The Board voted unanimously to deny Mr. Gaudette’s request to install a “Dug Well”
and suggested hiring a licensed well drilling contractor who is insured.
CONTINUING EDUCATION WAIVER REQUESTS
Andrew D. Grant – Letter dated 2/7/05, requesting waiver of continuing education requirement
for renewal of his (P-1) Unlimited Contractor license.
The Board voted unanimously to deny Mr. Grant’s request for waiver of continuing education
requirements to renew his (P-1) Unlimited Contractor license.
Angelo M. Mariani, Jr. – Letter dated 3/14/05, requesting waiver of continuing education
requirement for renewal of his (P-2) Unlimited Journeyperson license.
The Board voted unanimously to deny Mr. Mariani’s request for waiver of continuing education
requirements to renew his (P-2) Unlimited Journeyperson license.
Martin J. Flaherty – Letter dated 3/30/05, requesting waiver of continuing education
requirement for renewal of his (P-1) Unlimited Contractor license.
The Board voted unanimously to deny Mr. Flaherty’s request for waiver of continuing education
requirements to renew his (P-1) Unlimited Contractor license.

Pasquale M. Cimino – Letter requesting waiver of continuing education requirement for
renewal of his (P-1) Unlimited Contractor license.
The Board voted unanimously to deny Mr. Cimino’s request for waiver of continuing education
requirements to renew his (P-1) Unlimited Contractor license.
Richard Phelan – E-mail dated 3/29/05, requesting approval to take continuing education via
the mail for renewal of his (P-1) Unlimited Contractor license.
The Board voted unanimously to deny Mr. Phelan’s request for waiver of continuing education
requirements to renew his (P-1) Unlimited Contractor license and that continuing education
courses are to be in a classroom setting.
CORRESPONDENCE
Thomas M. Moycik – Letter dated 3/4/05, requesting continuing education providers that are
offering courses on any day but Saturday. Mr. Moycik cannot attend class on certain days due to
his biblical instructions.
The Board voted unanimously to provide Mr. Moycik with a letter, informing him to contact
Director Richard M. Hurlburt concerning his issue so that Mr. Hurlburt can instruct him to take
the Business / Law portion being offered during days he can attend while Mr. Hurlburt works
with the providers in an attempt to have them offer course during the weekdays to accommodate
Mr. Moycik.
DCP ORGANIZATIONAL CHANGES
Centralize all agency licensing and registration.
Reallocate resources to improve complaint handling.
Enhance enforcement functions within DCP.

STIPULATIONS
In the Matter of Michael Totuant Docket No. 05-334
The Board voted unanimously to issue a Cease and Desist Order and impose a Civil Penalty in
the amount of $2,500.00.
In the Matter of John Alcaraz Docket No. 05-114
The Board voted unanimously to issue a Cease and Desist Order and impose a Civil Penalty in
the amount of $1,000.00.
FORMAL ADMINISTRATIVE HEARINGS
In the Matter of Brian Himpel Docket No. 04-881 (Continuation)
A Formal Administrative Hearing was held on 10/21/04. The Board voted unanimously to
continue this matter and table their final decision pending further investigation and
re-inspection of the work performed at the Oudheusden home in order for the Board to determine
appropriate restitution.
The Formal Administrative Hearing was continued on 12/16/04. After further review of all the
evidence and testimony provided by the complainants, Brian Knight & Joyce Oudheusden and
the respondent, Brian Himpel, the Board voted unanimously to go into executive session to
discuss this matter. Following the executive session, the Board voted unanimously to defer their
decision and continue this matter until such time an investigator visits the home of both
complainants and provide evidence that will serve to assist the Board in making an informed
decision. The Board is suggesting that DCP assign Inspector Jack Korduner to conduct the
investigation since he is familiar with this case and that he appear before the Board with his
findings for their review.
The Board opened the Formal Hearing in order to allow Inspector Jack Korduner to provide his
investigative findings for the Board’s review. After further review and discussion of the facts
concerning this matter at today’s meeting, the Board voted unanimously to dismiss the case
concerning both Brian Knight and Joyce Oudheusden.

In the Matter of Roger M. Krar Docket No. 05-346
A Formal Hearing was held on this matter today and the hearing was concluded.
The Board voted unanimously to issue an Immediate Order to Discontinue and a Civil Penalty
in the amount of $5,500.00.
In the Matter of Lawrence Machia Docket No. 05-347
A Formal Hearing was held on this matter today and the hearing was concluded.
The Board voted unanimously to issue an Immediate Order to Discontinue, Civil Penalty in the
amount of $2,500.00 and impose a six month probation on his (P-1) Unlimited Contractor
license.
In the Matter of Paul J. Guarino Docket No. 05-348
A Formal Hearing was held on this matter today and the hearing was concluded.
After further review and discussion of the facts concerning this matter, the Board voted
unanimously to dismiss the case.
There being no further business, the meeting adjourned at 1:40 P.M.
