                                          Background

Santa Barbara County, the City of Santa Barbara, and the City of Goleta have prepared this
Emergency Action Plan (EAP) in preparation for a possible flood emergency following the 2008
Gap fire. The purpose of the EAP is to safeguard lives and minimize property damage in the
event of flooding or debris flows generated by post-fire runoff from winter storms.

In July 2008, the Gap wildfire broke out on the south coast of Santa Barbara County and burned
a total of 9,544 acres before it was contained on July 28, 2008. The fire began on July 1, 2008,
in the Los Padres National Forest in the vicinity of Lizard’s Mouth on West Camino Cielo Road,
approximately 4 miles west of Highway 154 and 3.5 miles north of the city of Goleta. The
burned area encompasses portions of the San Jose Creek, Las Vegas/San Pedro Creek, Carneros
Creek, Tecolotito Creek, Ellwood/Winchester Creek, Tecolote Creek, and Eagle Canyon Creek
watersheds. This area was last burned in the 1955 Refugio fire. Table 1 provides a summary of
the affected South Coast watersheds.

The burned terrain is steep and mountainous with thin soils. The predominant vegetation type is
mature chaparral.

Post-wildfire changes in basin hydrology typically include a shift toward greater runoff volumes
and higher magnitude peak runoff rates during subsequent rainstorms. One cause is the removal
of vegetation that normally provides interception, attenuation, and evapotranspiration. Another
cause is the formation of soil hydrophobicity. Hydrophobic layers form in soil during intense
fires that vaporize a waxy substance found in plant material. The vapors penetrate the soil and
cool, causing the waxy substance to solidify and cling to soil particles forming a water repellent
layer. Increased soil erosion and the occurrence of mass movements including debris flows are
also concerns in watersheds where fire has destroyed vegetation.

The EAP addresses flood and sedimentation concerns in urbanized South Coast watersheds.
Primary concerns are flooding at the Santa Barbara Airport and in Goleta north of Calle Real
along Las Vegas and San Pedro Creeks, sedimentation in channels downstream of the burn area,
and plugging of culverts and bridges with debris.

                                        Agency Responsibilities


1. Intra- and Interagency Communication

Santa Barbara County will:

      Facilitate communication with the agencies involved in planning and carrying out emergency
       response for the affected area (see Table 2). Contact for each agency is listed in Appendix C.
      Hold weekly coordination meetings beginning on August 11, 2008. The minutes from these meetings
       will be attached within Appendix B of this document as they become available.
      Participate in planning efforts by the USFS and NRCS and request technical assistance as necessary.
      Meet and communicate with the NWS and the USGS concerning debris flow forecasts and
       instrumentation for recording rainfall and streamflow during the 2008-09 winter season.

2. Advanced Measures

Planned pre-winter preparations are described in the Gap Fire Emergency Watershed Response Plan drafted
by the Santa Barbara County Public Works Department in August 2008.

Santa Barbara County will:

      Work to secure funding from federal (NRCS) and state (OES) sources for implementing flood
       protection measures and serve as the local sponsor for such funding.

      Enter into an agreement with the two Cities once federal and/or state funding is awarded to provide
       the County’s one-third of the cost of the local share of aerial hydromulching as described in the Gap
       Fire Emergency Watershed Response Plan.
      Secure emergency environmental permits for implementing flood protection measures as needed.
      Implement advanced flood protection measures within County jurisdiction and at County facilities.
       Examples of measures include treatments at County bridges, debris racks, channel clearing and
       desilting of existing sediment basins.
      Assist private landowners as described in the Gap Fire Emergency Watershed Response Plan.
      Provide 50% of the sand bags at the joint City of Goleta/County emergency sand bag station at Fire
       Station 14. Bags will be replenished as necessary throughout the winter.
      Provide sand to the joint City of Goleta/County emergency sand bag station at Fire Station 14. Sand
       will be provided throughout the winter.
      Provide emergency temporary treatment of the Goleta Beach Bridge to allow truck loading for beach
       disposal of excavated sediment.

The City of Santa Barbara will:

      Enter into an agreement with the County once federal and/or state funding is awarded to reimburse
       the County for one-third of the cost of the local share of aerial hydromulching as described in the Gap
       Fire Emergency Watershed Response Plan.
      Implement advanced flood protection measures within City limits and at City facilities (airport, City
       streets, City bridges) as deemed necessary by the City.
      Assist County forces and contractors with access and security for excavation on defined sediment
       basins on airport property.

The City of Goleta will:

      Enter into an agreement with the County once federal and/or state funding is awarded to reimburse
       the County for one-third of the cost of the local share of aerial hydromulching as described in the Gap
       Fire Emergency Watershed Response Plan.
      Implement advanced flood protection measures within City limits and at City facilities (City streets,
       City bridges) as deemed necessary by the City.
      Provide 50% of the sand bags at the joint City of Goleta/County emergency sand bag station at Fire
       Station 14. Bags will be replenished as necessary throughout the winter.


3. Monitoring and Maintenance

Santa Barbara County will:

      Monitor gauged rainfall using its ALERT system, a network of real-time meteorological monitoring
       equipment. Parameters measured and reported by the network include rainfall, stream flow, wind
       speed and direction, temperature, barometric pressure, and humidity. The data from these sensors are
       sent via radio telemetry through a series of repeaters to the Division’s downtown office and the NWS
       in Oxnard. The nearest NWS rainfall forecast location is San Marcos Pass.
      Consider installing one or two temporary rain gauges or other instrumentation in the burn area or
       downstream. The NWS and the USGS have suggested that they may install instrumentation to
       monitor post-fire runoff and debris flow activity. In this case, the County may choose to utilize the
       NWS/USGS gauges.

      Conduct evaluations and participate in efforts by other agencies to evaluate short- and long-term
       impacts in and downstream of burned watersheds. Potential impacts may include flooding, soil
       erosion including debris flows and landslides, impacts to infrastructure and flood control facilities,
       changes to vegetation structure, delivery of organic debris to downstream areas, and changes to USFS
       planned maintenance activities.
      Monitor and maintain County facilities throughout the winter as described in the Gap Fire Emergency
       Watershed Response Plan including defined sediment basins on Tecolotito (airport), Carneros
       (airport), San Pedro, and San Jose Creeks.
      Make available 24-hour staff for coordination and communication.

The City of Santa Barbara will:

      Monitor and maintain City facilities throughout the winter as described in the Gap Fire Emergency
       Watershed Response Plan, including maintenance of all City bridges and removal of accumulated
       debris to maintain flow capacity.
      Maintain all drainage features on airport property, including creek systems downstream of the
       designated sediment basins.
      Provide any necessary support (security, oversight, etc.) for County to access sediment basins on
       airport property for emergency excavation and trucking of excavated sediment, including 24-hour
       support if necessary.
      Maintain all City bridges including removal of accumulated debris to maintain flow capacity.
      Make available 24-hour staff for coordination and communication.

The City of Goleta will:

      Monitor and maintain City facilities throughout the winter as described in the Gap Fire Emergency
       Watershed Response Plan, including maintenance of all City bridges and removal of accumulated
       debris to maintain flow capacity.
      Make available 24-hour staff for coordination and communication.


4. Public Information

Santa Barbara County will:

      Assist the City of Goleta in disseminating public information as described in the Gap Fire Emergency
       Watershed Response Plan.
      Make staff available to communicate the increased risk that exists below the fire area.

The City of Goleta will:

      Establish a public information program to communicate the increased risk that exists below the fire
       area.
      Include in the public information program the discussion of other important issues such as flood
       insurance. A list of issues can be found in the Gap Fire Emergency Watershed Response Plan.

5. Emergency Response

Santa Barbara County will:

      Conduct emergency debris clearing, desilting and other measures as necessary and as described in the
       Gap Fire Emergency Watershed Response Plan.
      Alert the County Office of Emergency Services (OES) and the Cities of Goleta and Santa Barbara to
       adverse flooding and sedimentation conditions. Decisions concerning emergency evacuations will be
       the responsibility of the County OES and the Cities.
      Assist the County in declaring the winter of 2008-09 an emergency if deemed appropriate by the
       County Executive Office. Efforts will also be coordinated through the Public Works Disaster
       Recovery Manager and County OES.
      Make available 24-hour staff for coordination and communication.

The City of Santa Barbara will:

      Plan and initiate emergency response for the Santa Barbara Airport.
      Coordinate emergency evacuations with County OES.
      Make available 24-hour staff for coordination and communication.

The City of Goleta will:

      Conduct emergency debris clearing and other measures within the City limits as necessary.
      Plan and initiate emergency response for areas within the City of Goleta, particularly the residential
       areas upstream of Calle Real along Las Vegas and San Pedro Creeks.
      Coordinate emergency evacuations with County OES.
      Make available 24-hour staff for coordination and communication.

     II. Opening Remarks (Tom Fayram):
         The Board of Supervisors is scheduled at their August 19th hearing to:
              o Approve the Gap Fire Watershed Response Plan,
              o Proclaim a local emergency to respond to Gap Fire, and
              o Set a hearing on the September 2nd to receive an update on the status of the
                 projects and work identified in the Gap Fire Watershed Response Plan
         The Gap Fire EAP will be distributed shortly.
         Fire Station 14 will have sand and bags available to the public (joint effort from the City
          of Goleta and County)

                                       debatable as to the degrees of damage
                                       (all of the roadway has deep tearing from
                                       the tractors which is a hazard to bicycles
                                       and motorcyclist) FEMA said “NO” don’t
                                       go there…FEMA did agree that the 100%
                                       torn up road is a hazard and should be
                                       repaired under emergency measures by
                                       patching…that is all they would reimburse.
                                      Rickard told FEMA that the PDA missed
                                       by 50% the Emergency Cost for the EOC,
                                       Sheriff’s, County Fire, and Public Health
                                       along with General Services – the PDA
                                       should have been $800,000 for Cat “B”
                                       non-roads work
                                      Rickard mentioned he is having a hard
                                       time achieving NEG (National Emergency
                                       Grant) funds for crews to work in the
                                       creeks – Currently the DOL is also
                                       confused if FEMA-3287 qualifies as the
                                       correct disaster to trigger the NEG grants.

     II. Opening Remarks (Tom Fayram and Michael Harris):
         The Board of Supervisors is scheduled at their August 19th hearing to:
              o Approve the Gap Fire Watershed Response Plan,
              o Proclaim a local emergency to respond to Gap Fire, and
              o Set a hearing on the September 2nd to receive an update on the status of the
                  projects and work identified in the Gap Fire Watershed Response Plan
         Aerial Photos of the burn area are available both digital and hard copies.
         Regional Community Meeting requested by Supervisors Wolf and Firestone regarding
          the Gap Fire Response is scheduled for September 11, 2008 @ 6:00 p.m. at San
          Marcos High School. Michael Harris sees this meeting as the kick off meeting to the
          more specific neighborhood meetings that will be held to address individual areas of
          concern.
         Ray Ford from the Santa Barbara Independent met with Tom and is writing the first
          article addressing the potential flood threat caused by the fire. Article will be in
          Thursday’s Independent.

                                              both are in the San Pedro watershed.
                                              They are also planning to put in a webcam
                                              on San Pedro Creek at the location of a
                                              waterfall. A stream gage may also be
                                              installed. The purpose of the gages and
                                              webcams is in part to assist with

                                           advanced warning and also to help
                                           constrain regional debris flow models.
                                          One of the USGS groups is considering
                                           using the Gap fire area as their annual
                                           intensive research area. If they do, they
                                           will be putting in instruments to measure
                                           overland flow, stream flow, rainfall, and
                                           various other parameters on a select
                                           number of hill slopes in Glen Annie
                                           Canyon. A webcam would also be
                                           installed there.
                                          Matt Naftaly and Shawn Johnson will be
                                           contacting the USGS about the rainfall
                                           gaging and will coordinate with Flood
                                           Control efforts.

Transportation    Dave Lewis              Temporary two lanes on Goleta Beach

                                           feasible. Also, interim fix will cost a few
                                           hundred thousand dollars and it does not
                                           appear that Caltrans will fund the interim
