154/10 MINUTES: of the Town Council meeting held on the 21 September 2010 and the Extraordinary meeting
held on 28 September 2010 as circulated were confirmed and signed.
155/10 CLERKS REPORT:
a) Minute 369/07, 317/07, 357/06(a), 325/06 (a), 290/06(a), 255/06(a), 230/06(a),
200/06(a), 154/06 (b), 82/06 & 82/94 Provision of CCTV Cameras at the Crossroads.
Nothing further to report.
b) Minute 432/07 Closure of the Greenridge Pub. The outline planning application for
the development of the Greenridge was rejected by Purbeck District Council Planning
Board at the end of August. Hall and Woodhouse have notified the Town Council that
they are going to lodge an appeal.
c) Minute 104/08 Upton in Bloom. The next Upton in Bloom meeting will take place on
27 October 2010 at 7 pm in the Council Offices.
a) A letter tendering her resignation from the Recreation Ground Trust was received from
Mrs F Moore.
b) Information on the Purbeck Community Housing Group was received from PDC.
c) Notification of a change to the terms of business was received from Dickinson Manser
d) Information was received from DCC on the ‘Towards a South East Dorset Green
e) A copy of the Dorset Data Book 2010 was received from DCC.
f) Information on the benefits of membership was received from the SLCC.
g) Copies of Chief Executive’s Circulars 11/10 were received from DAPTC and made
available for councillors to read on the members area of the Town Council website.
157/10 ADOPTION OF COMMITTEE REPORTS:
a) The report of the Environment Committee held on 28 September 2010 as circulated was
confirmed, adopted and signed.
b) The report of the Finance & Administration Committee held on 18 October 2010 as
circulated was confirmed, adopted and signed.
158/10 TO INVITE MRS WRIGHT TO SIGN HER DECLARATION OF ACCEPTANCE OF OFFICE TO
BECOME A MEMBER OF THE TOWN COUNCIL:
Cllr Mrs Wright signed her Declaration of Acceptance of Office to become a member of the
159/10 TO RECEIVE AN UPDATE ON FRAMPTON TERRACE:
Cllr Small gave an update on the situation following a meeting he and the Clerk attended with
the Town Council Solicitor. One resident has registered their interest in possibly renting a
small piece of land for car parking from the Town Council.
160/10 TO APPROVE ACCOUNTS FOR OCTOBER 2010 FOR PAYMENT AND TO INSTRUCT
MEMBERS TO SIGN CHEQUES:

RESOLVED that the accounts for October 2010 be approved.
161/10 TO RECEIVE THE FINANCIAL SUMMARY AND BUDGET COMPARISON TO 30 SEPTEMBER
This was reviewed by the committee and it was then proposed, seconded and
RESOLVED that the financial summary and budget comparison be accepted.
162/10 TO CONSIDER APPLICATIONS FOR GRANT AID FOR THE FINANCIAL YEAR 2011/12:
Applications for Grant Aid for 2011/12 totalling £6213.50 were received from Age Concern,
Vitalise, Grove Youth Club, Young At Heart, CAB, Dorset Blind and Wessex Actors
Company. After a lengthy discussion it was proposed, seconded and
RESOLVED to defer any decision on grant aid until the Town Council meeting in
November, by which time all committee budgets will have been considered.
163/10 REPRESENTATIVES REPORTS/PURBECK DISTRICT/COUNTY COUNCIL MATTERS:
Report by Cllr P F Johns - Purbeck District Council
Greenridge Planning Application
At Cllr Johns instigation the PDC Development Control Manager and other officers met with
Mark Carey of Morgan Carey who had prepared the plans for the recent Hall & Woodhouse
planning application which was refused by the Planning Board. The objective of this meeting
was to endeavour to find possible ways to allow the plans to be amended in order if possible
to overcome the main objections raised by the Planning Board members. The reason Cllr
Johns had suggested the meeting was to save the possible refusal of the plans at appeal, which
would seriously delay the replacement of the existing building.

Twin Sails Bridge
I have arranged a meeting between Poole Council, Dorset County Council, Town Council and
Purbeck District Council for the end of October or early November. After discussion it was
agreed to arrange the meeting for 2 pm on Wednesday 17 November 2010.
Performance Overview Committee – 27 September 2010
A full report on the 20mph speed limit was given. The requirements are being looked at in
detail between DCC and the police. The cost for a 20 mph speed limit is cheaper than a 20
mph zone. 20 speed limit costs £7000. A 20 mph zone with traffic calming measures costs
£100,000. Further guidance is awaited from the coalition government. Enforcement Practice
Guide, Civil Parking, was issued to members covering 32 Enforcement Practices with 33
pages giving very useful information such as Lines and Signs. No signs are required for
double yellow lines unless they are seasonal (only operational at certain times of the year)
Pavement Parking. The police can issue fines (fixed Penalty Notices) to vehicles causing an
unnecessary obstruction whether on the road or on the pavement. There is much more
information included in the report and this will be circulated to members.
On 8 November I intend to attend a discussion at DCC on the Queen Elizabeth School. The
last information was an overspend of £15m.
I attended a Dorset Health Scrutiny Committee on 14 September 2010. There were some very
worried managers there because of cuts and their jobs. In fact the committee might be
changed to another name or discontinued.
I attended a Purbeck Heritage Committee on 14 October 2010 at PDC as a DCC member.
There was as report on Deer, i.e. how do we deal with the problems occurring with deer
running out of control and causing accidents etc. I have managed to obtain information on
how farmers are dealing with this problem and I will be in contact with the person in our area.
164/10 ITEMS OF REPORT AND MATTERS FOR FUTURE AGENDAS:
a) A Recycling Roadshow will be held outside the Town Council Offices on Monday 1
b) Councillors were reminded that the Remembrance Day Parade will take place on Sunday
14 November 2010.
There being no further business, the Chairman closed the meeting at 9.50 p.m.
DEMOCRATIC HALF HOUR:
Mr David Green, PULM and Mr Brett Prowse, Dorset Community Action attended the
meeting to update members on the application by the Town Plan group for funding from the
BIG Lottery reaching communities programme. The application was submitted within the last
few weeks and could take up to 4 months before a decision is known.
Samantha Angus and Steve Wallis from SEC attended the meeting and gave an interesting
presentation on the improvements to street lighting in the Town. It is anticipated that work
could commence in December and last for approximately 6 weeks. Leaflets will be circulated
to all households prior to commencement of the work.
