Note – (i)     The candidates, who have already applied for the posts of Plant Pathologist,
               Plant Pathologist (Bajra), Agro-meteorologist, Research Engineer (SWE),
               Agronomist, Assistant Professor (Agronomy) for ESM, Assistant
               Bacteriologist for ESM and Assistant Plant Physiologist for SC in response to
               Advt. No. 2/2010, need not apply again. However, they should submit details
               of additional qualifications and experience, if any, before the prescribed last
               date for receipt of applications.

Note- (ii):    The posts at Sr. No. 1 to 4 will be filled on tenurial basis for a period of 4
               years only.     However, no Dean/Director/Registrar/Principal, COA, Kaul
               shall be given second term. Even those applicants who have already served
               one term in any other University will not be considered. Provided further
               that where a person has already worked as Dean/Director/
               Registrar/Principal, COA, Kaul in the past, that period will be reduced from
               his/her term of 4 years, if it exceeds 90 days.

Note-(iii)    If the applications of candidates, who have applied for the posts from Sr.No.59
                to 71 are more than 20 times of the number of posts advertised then the
                applications may be shortlisted and only short listed candidates will be called
                for written/type-test/interview thereafter.

Desirable: Administrative experience as Head of a University Deptt./Division of ICAR institute.

Director, Human Resource Management
             i) Doctoral degree in any branch of Agriculture, Basic Sciences, Home Science, Agri. Engg..
             ii) Atleast 8 years experience as a Professor or in an equivalent position.
Desirable: Administrative experience as Head of a University Deptt./Division of ICAR institute.

Director of Research
             i) Doctoral degree in any branch of Agriculture, Basic Sciences, Home Science, Agri. Engg.
             ii) Atleast 8 years experience as a Professor or in an equivalent position.
Desirable: Administrative experience as Head of a University Deptt./Division of ICAR institute.

Principal, College of Agriculture, Kaul.
             i)     Ph.D in any discipline of Agriculture.
             ii) Ten years’ experience excluding the period spent in obtaining the Ph.D degree during
                 service (subject to a minimum of 2/1/2 years) in teaching/research/extension provided
                 five years experience is as Professor/equivalent.

Desirable: Administrative experience and ability to organize and coordinate work in a
           Department/College and interest in co-curricular activities and sports.
Librarian

        i)          Master’s degree in Library Science/Information Science/ Documentation with at least
                    55% of the marks or its equivalent and consistently good academic record.
        ii)         Fifteen years’ experience in University Library or National Research Institute out   of
                    which, atleast five years should as Deputy Librarian.
        iii)        Evidence of innovative library services and organization of published work.
        iv)         Knowledge of Hindi/Sanskrit upto Matric level.

Note:               If the candidate is otherwise found suitable, the qualification concerning knowledge of
                    Hindi/Sanskrit upto Matric level is relaxable. Such candidate will, however, have to
                    pass the Matriculation level examination in Hindi/Sanskrit within a year.

Desirable: M.Phil/Ph.D degree in Library Science/ Information Science/ Documentation/ Archives
           and manuscript-keeping.

Economic Botanist (Cotton)/ Economic Botanist (Gram)/ Rice Breeder/ Scientist (Plant
Breeding)

     i)           Doctoral degree in the discipline of Genetics and/or Plant Breeding.
     ii)          8 years experience, excluding the period spent in obtaining the Ph.D. Degree during ervice
                  (subject to a maximum of 3 years) in teaching/research/extension in relevant subject as
                  Assistant Scientist/Assistant Professor/District Extension Specialist or in an equivalent
                  position in the pay scale of Rs.8000-13500 (pre-revised).

Desirable: Specialization in relevant field.
Associate Prof. (SWE)/Research Engineer (SWE)

    i)      Doctoral degree in discipline of Soil and Water Engineering or equiv.
   ii)      4 years experience in the relevant subject as Assistant Scientist/Assistant Prof./District
            Extension Specialist or in an equivalent position in the pay scale of Rs.8000-13500 (pre-
            revised).
    iii)     Evidence of contribution to Research/Teaching/Extension Education as supported by
             published work/innovations.

    i)    Doctoral degree in the discipline of Human Development Family Studies/ Child
         Development.

    i)   Doctoral degree in the discipline of Statistics.

    i)    Doctoral degree in the discipline of Microbiology.

        Assistant Scientist/Assistant Professor/District Extension Specialist or in an equivalent

Assistant Scientists (Soils)/Assistant Prof. (Soils)/DES(Soil Science)/Assistant Chemist (Soil)

         Master’s degree in Soil Science.

         Besides fulfilling the above qualifications, candidates should have cleared the eligibility test
         (NET) conducted by the UGC, CSIR, ASRB or similar test accredited by the UGC.

Note:     For the candidates having Master’s degree, NET shall remain compulsory alongwith one
          publication in NAAS (National Academy of Agricultural Sciences, New Delhi) rated
          refereed journal for recruitment to the post of Assistant Professor and equivalent in the
          discipline in which NET is conducted. Essentiality of NET can be waived off for the
          candidates holding Ph.D. Degree provided it has been done with course work as prescribed
          by the UGC Regulations 2009 and the candidate has atleast two full length publications
          having a NAAS rating not less than 4, on the last date of submission of application. Those
          candidates with Ph.D. without course work will not qualify for NET exemption.
Assistant Scientist (Plant Pathology)/Assistant Plant Pathologist/Asstt.Bacteriologist

        Master’s degree in Plant Pathology.

Special Instructions

1-     The applicant must possess prescribed qualifications and experience on the last date
       of receipt of applications. The prescribed essential qualification does not entitle a
       candidate to be called for interview. The University may short list the candidates for
       interview by holding a written examination or on the basis of a rationale criterion to
       be adopted by the University. The decision of the University in all matters relating to
       acceptance or rejection of an application, eligibility/suitability of the candidates,

2-     The candidate should give details of all the examinations passed from Matriculation

8-     The envelope containing application form complete in all respects must be
       superscripted as “Application for the post of ____________________”.

9-     Besides pay, as per scale mentioned in the advertisement, ADA, HRA, CCA etc. are
       admissible as per University rules adopted from time to time.

10-    Candidates selected for Ram Dhan Singh Seed Farm (RDS Seed Farm) will not be
       transferred to the department of their respective discipline/specialization for at least
       five years.

11-    Candidates selected for outstations will not be transferred at the Headquarters for at
       least five years.
12-   Minimum age limit for all posts is 18 years. Upper age limit for the posts mentioned
      at Sr. No. 45 to 71 is 40 years, relaxable upto five years in respect of Scheduled
      Castes and Backward classes candidates. Ex-serviceman can be recruited upto the
      age of 40 years plus continuous military service added by three years.

13-   No TA/DA shall be paid by the CCS HAU for any test/interview.

14-   Reservation of posts – Reservation will be as per Haryana Govt. instructions
      adopted by the University.

      The dependent sons/daughters of ESM who fulfill all conditions of qualifications,
      age etc. prescribed for posts will be considered on merit for the posts reserved for
      ESM if suitable ESM candidates are not available. The children and the grand-
      children of Freedom Fighters (DFF) would be considered to the extent mentioned in
      Haryana Govt. letter No.22/20/83-3GSIII dated 26-7-1984 as amended from time to
      time, if the quota reserved for Ex-servicemen, remains unfilled due to non-
      availability of suitable Ex-servicemen or their dependents.

      ESM/DESM candidates of Haryana claiming benefit will have to produce the fresh
      Eligibility Certificate from the concerned Zila Sainik Board at the time of interview.
      Mere dependent certificate will not be entertained. ESM candidates should also
      produce at the time of interview attested photo copy of identify card issued by
      concerned Zila Sainik Board.

      NONE OF THE PERSON BELOW SHALL FALL WITHIN DEFINITION OF
      WORD DEPENDENT OF EX-SERVICEMEN IN TERMS OF HARYANA GOVT.
      LETTER NO.12/37/79-GSIII DATED 21-11-1980 :-

      i)     A person may be working on an ad hoc basis against the post advertised or
             somewhere else.
      ii)    A person may be unemployed at the time of making the application but he
             may have other source of income viz. from agriculture, trade, property, Bank
             balance etc.
      iii)   A person who is a member of the joint Hindu family and remains dependent
             upon the Karta till there is partition in the family or he ceases to be a member
             of the joint Hindu family and is obliged to pass on all his income to the Karta
             and he draws money for his subsistence from the pool of the joint Hindu
             family with the consent of the Karta.
      iv)    A candidate who is a member of the joint Hindu family is employed on ad hoc
             basis but he is otherwise dependent on his father.

      Note: i) The benefit of reservation will be given only to those SC/BC/PHC and
            ESM and outstanding sportsperson candidates who are domicile of
            Haryana State. The SC/BC/PHC candidates are required to submit
            SC/BC/PHC Certificate duly issued by the competent authority at the
            time of interview. Likewise the Outstanding Sports Person shall be
            required to attach the sport gradation certificate with the application
            form as per Government instructions duly issued by the competent
            authority. DESM shall be required to attach the fresh Eligibility
            Certificate duly issued by the respective Zila Sainik Board with the
            application form.

15-   Qualification will be determined with regard to the last date fixed for receipt of
      applications.

16-   Candidates applying for a post must ensure that they fulfill all the eligibility
      conditions on the last date fixed for receipt of application. If on verification, at any
      time before or after the written examination or interview or appointment, it is found
      that they do not fulfil any of the eligibility condition or it is found that the
      information furnished is false or incorrect, their candidature will be cancelled.
17.   Documents to be attached with the Application Form

      i)      One copy of latest coloured passport size photograph duly attested should be
              pasted on the application form.
      ii)     Attested photocopy of essential qualifications and above/ diploma/degree
              should be attached with the application form.
      iii)    Attested photocopy of fresh Eligibility Certificate in case of DESM
              candidates duly issued by the respective Zila Sainik Board.
      iv)     Attested copy of Sport Gradation Certificate in case of Outstanding Sports
              Persons duly issued by the competent authority.
      v)      Attested photo copy of SC/BC/PH Certificates.

18.   The candidates are advised that the photocopy of all certificates of
      qualifications should be attached with the application form.

19.   An application form will be summarily rejected in the following events:-

      i)      If a candidate makes more than one application form for a particular post.
      ii)     If the application is not on the prescribed application form.
      iii)    If the application is unsigned/incomplete.
      iv)     If the experience certificate is without detail of salary per month received
              (wherever the condition of experience apply)
      v)       If the application form is received in the University after the closing date.
              University will not be responsible for any postal delay.
      vi)     If a candidate does not possess the qualification of Hindi/Sanskrit upto Matric
              standard/Higher Standard
      vii)    If a candidate does not possess the requisite academic qualification on the cut
              off date.
      viii)   If a candidate is under age/overage on the cut off date.

20.   USE OF MOBILE PHONE, PAGER AND OTHER ELECTRONICS DEVICE
      IN   UNIVERSITY   EXAMINATION/INTERVIEW   IS  STRICTLY
      PROHIBITED.

      The candidates desirous to apply for more than one post should apply on
      separate application form for each post.
