disqualified as it did not submit the mandatory bid bonds for the two rigs offered.
Transocean was also disqualified. Contract offered to Vantage Energy in Nov., 08 to hire
Platinum Explorer.

Bids opened on June 5. ONGC issued a firm order to hire Sevan Driller-II on June 13,
2008. But later on, Sevan asked ONGC to extend the mobilisation date to Dec 2011 and
increase the contract duration from 3 to 5 years. Subsequently, vide its letter dated June
6, 2009, Sevan agreed for 3 year contract but asked for mobilisation period to be
extended to Sept 30, 2011. ONGC has refused to extend the mobilisation date beyond
Dec., 2010.



Tender floated for 4 deepwater floaters. EoIs (Expressions of Interest) received from
drilling contractors. Pre-bid took place on February 26, 09 in Mumbai. Tenders for hiring
three rigs were opened on April 15, 09 and no bids were received for 7500-ft category.
Further, ONGC sold 11 documents in response to its tender for 12,000-ft category for a
period of 3 years starting from Dec, 2011. The firms include: Transocean, Cayman Island,
Noble Drilling, Pride Glob, Maersk Drilling, Odfjell Drilling, Deepwater Services, Great
Offshore, Jindal Drilling, Sizzan Shipping-Candal Shipping and Cobalt Explorer. On
August 7, 2009 Executive Purchase Committee (EPC) at ONGC decided to scrap the
tender for hiring 10,000-ft deepwater rig. ONGC has re-launched tender for a rig that
can drill in 2000-ft category.



Bids invited to replace Essar Wildcat rig. Bids closed on January 15, 2009. Evaluation
done. Both rigs rejected on technical grounds. Tender cancelled.

Jack-up rig tender floated with January 22, 09 as deadline, which was later extended to
Jan 27, 09. Nine companies sent the bids. Five companies offered price bids which were
opened on February 6, 2009. Atwood Ocenics & Premium Drilling emerged as lowest
bidders. However, GSPC has cancelled the tender.

ONGC planned for 'Reverse' auction rig tender to re-hire three jack ups. The pre-bid took
place on July 14, 2009. ONGC decided to abandon the idea of reverse auction and this
was communicated in the pre-bid ‘minutes’ circulated on August 6. Technical bids were
opened on Sept. 7 and 12 offers were received by ONGC. Nine offers received for
Category-I (customs duty paid rigs) and three for Categoty-II (non-customs duty paid rigs).
Rigs competing for Category-I are: Pride Pennsylvania, Noble Ed Holt, Noble Charlie
Yester, Trident-II, JT Angel, Adriatic-XI, Ensco 50, Perro Negro 3 and Foresight Driller VII.
Those competing for Category-II are: Trident-XII, Perro Negro 2 and Kedarnath.



Bids invited for a modular rig with June 23, 2009 as deadline. More than ten offers
received till bid closing date.




ONGC issued a tender to replace 7 jack-up rigs. The pre-bid meeting took place on
18.12.2009 and the technical bids were opened on 11.02.2010. A total of 25 jack-up rigs
were offered by 11 contractors. ONGC selected 13 rigs. All rigs from Rowan Drilling,
Foresight Drilling, Fortune Super Equity, Aban Offshore and Great Offshore were
rejected. The price bids were opened by ONGC on 01.04.2010. The seven rigs likely to be
hired by ONGC includes - Ensco 51, Ensco 57, Noble Charlie Yester, Noble Kenneth
Delaney, JT Angel, Trident-XIII and Global Santa Fe 134.




ONGC re-launched a tender, earlier issued in 2009, to hire a semi-submersible rig or
drillship for 3 years. The pre-bid meeting took place & technical bids were opened on
March 5, 2010 and evaluated. Clarifications were sent to Essar oilfields, Transocean and
Dolphin drilling about their bids. Price bids were opened on July 9 and Essar Oilfields was
to be awarded the contract. However, Transocean approached the external monitor,
which recommended award of contract to Transocean. The final decision is yet to be
taken. Meanwhile, on August 27, ONGC's EPC decided to scrap & re-issue the tender.



The above tender was re-issued and a total of 4 rigs were offered (3 by transocean and 1
by Essar). Later, GSF 135 and GSF 140 were withdrawn by Transocean. The price bids
were opened on March 17, 2011. Again Essar Oilfields quoted less effective day rate and
won the contract. A Letter of Intent is to be issued soon.

was August 31, 2010, which has been extended twice to September 7 and September 29.


On November 9, 2010, ONGC issued a tender to replace/re-hire Aban-III and Aban-IV
rigs. The tender documents were purchased by 17 companies namely, Aban Offshore,
Aban Singapore, British American Offshore UK, Earles Machining, Enquest Drilling,
Gautam Invest, Great Offshore, Greatship, Halworthy, Jindal Drilling, Marine Offshore
Drilling, PFS Shipping India, Pride Global, Saipem, Shiv-Vani, Transocean and Deepwater
Drilling. The pre-bid was held in Mumbai on December 3, 2010 and price bids were
opened on March 29, 2011.



Cairn invited Expression of Interests (EoIs) from drilling Contractors on March 18, 2011 to
hire one mat-supported rig for drilling three firm wells and two plus three optional wells at
Ravva




ONGC re-opened the sale of tender documents for three semi-submersibles between
April 5 and April 19. The company postponed the date of technical and price bid
submission from May 11 to May 25, 2011 as the terms of the tender were re-defined on
request of bidders like Shiv-vani.




GSPC issued a tender with March 16, 2011 as deadline, to hire a jack-up rig to drill three
development wells in the Deen Dayal gas discovery of the block.


ONGC issued a tender to hire an ultra shallow water rig. The bids were required to be
submitted by May 16.


ONGC issued a fresh tender to hire a modular rig as Saag RR Infra defaulted to mobilize
one modular rig under the contract awarded in 2008. The pre-bid meeting held in Mumbai
on March 17, 2011 and the bids are required to be submitted by May 16.
GSPC plans to issue a tender to hire a jack-up rig for drilling two exploratory wells in water
depths of up to 30 metres.

Petrogas plans to issue a tender in June 2011 to hire a jack-up rig for drilling one
exploratory well.


On May 9, 2011, ENI issued a tender to hire a drillship to drill one firm exploration well and
one optional well. Expected bidders were requested to submit the EOIs by May 16, 2011.




ONGC is likely to issue a tender to re-hire or replace the three jack-up rigs, which are CE
Thornton, FG McClintock and Noble George McLeod.




HOEC launched a tender to hire jack up rig for the production enhancement of PY-1 field.
The rig will be hired for four months for the work over of two old wells and for the drilling
and completion of a new producer well which can be extended to drilling two additional
producer wells or two exploration wells.


GSPC is likely to launch a new tender to hire a semi-submersible rig for drilling six wells to
a target depth of up to 1300 m, in water depths of between 700 and 1200 m in it North
Hap'y field, Egypt.


BG had issued a tender to hire a rig for drilling six wells in 300 ft water depths at the PL
platform at Panna.

BG issued a tender to hire a 'High-Specification' jack-up rig to drill three extended
development wells and one Mahuva formation appraisal well at Mukta field at 300 ft water
depths.


Adani Welspun Exploration Ltd (AWEL) has issued the tender for hiring the jack-up rig
which can drill in the water depths of up to 350 ft and sent the tender documents to 17 pre-
qualified bidders which included Aban Offshore, Jindal Drilling, Great Offshore and
Transocean. Adani has planned to drill three firm and two optional wells to a depth of
3000 meters TD each in the block. Rig is expected to be mobilized at the location in the
first week of October.


NTPC plans to issue a tender by June 2012, to hire one 750-hp rig and one 1000-hp rig to
drill the exploratory wells of phase-I in the CB-ONN-2009/5 block.

on May 25, 2011

BG had issued a notice inviting offer on September 2 for a rig to drill six ‘firm’ wells and
two ‘optional’ wells from the MTA platform at the mid-Tapti field.

ONGC wants the selected rigs to mobilise within 180 days of the Letter of Intent. Two of these semi-submersibles
are needed in India’s eastern offshore where the monsoon is from October to February. ONGC will therefore
allow the selected rigs to mobilise after bad weather in the eastern offshore ends. ONGC’s earlier move to invite
bids only from rigs under-construction or under contract led to rumours of favouritism towards Transocean.
Speculations are the Shiv Vani will end up been the winner as it had quoted the lowest among all bidders
including Jagson. It is offering Ocean Bounty and Ocean Epoch owned by Diamond Offshore to ONGC.
Deepwater emerged lowest bidder, offering Noble Drilling-owned Noble Duchess, at an Effective Day Rate (EDR)
of $207,680, just $835 less than Transocean’s offer of $208,515 for Actinia.




The rig is drilling for Total in Angola. Contract is valid till July 2011.



The rig is ready and stacked in offshore Bahrain and will be mobilised within 180 days of receiving a Letter of
Intent (LoI) from ONGC. ONGC planned to drill one well at C-1-D loation in north Tapti field and one well at

22 pre-qualified bidders received the tender documents. The shortlisted drillers include Aban Offshore, Atwood
Oceanics with Alpha Offshore, British American Offshhore, Diamond Offshore, Egyptian Drilling, Great Offshore,
Greatship, Hercules Offshore, Jindal Drilling, KCA Deutag, Maersk, Mercatar Offshore, Nabors, Pride
International, Saipem, Scorpion Offshore, Sea Drill and UNW Standard Drilling. Rig are expected to be the
mobilised by October 10, 2011. Chetna is likely to drill 17 wells during the PMT contract.




This is the second time company is issuing the tender to hire the rig. The earlier tender failed because the
company wanted the rig at $50,000/day against the prevailing rate of $64,000/day. Due to which many of the
contractors withdrew their offers

The tender was closed on July 14, 2011 and technical bids was opened the same day. Price bids was opened on
August 1. Selected contractor would be required to mobilise the rig by September 15, 2011 to begin a three-year
contract. Being unhappy with Shiv Vani's offer, ONGC is planning to issue a fresh tender.


Bid submission deadline had been postpone from July 5, 2011 to July 25, 2011. ONGC rejected the request from
Shiv Vani and Jagson to extend the deadline as ONGC had already extended the bid deadline four times.

Operator wants the bidder to quote the lump sum amount for the fee instead of quoting the day rates.

offered the rig at a day rate of $100,000
