Three of the City’s car parks currently provide a discount for car pooling when
motorists with more than two people in the car enter a facility. This report
investigates the expansion of that service.

DETAILS:

Since the mid 1990’s the City has offered a car pooling discount at the Queens
Gardens and Mayfair Street car parks. In 2008, the service was extended to
incorporate the Roe Street car park.

The offering of a car pooling service is based on several propositions. Firstly, the
environmental benefits of encouraging drivers to enter the city at an earlier time thus
extending the peak hour with a subsequent reduction in congestion and easier
access. Secondly, from a car park operator’s perspective, the motivation is to offer
discounted parking thereby encouraging more motorists to choose CPP City of Perth
Parking facilities, and to utilise spare capacity.

The successful administration of car pooling requires that the car park entry gate be
staffed during peak entry periods in order to obtain a visual confirmation of a
minimum of two people are in the vehicle and also, to validate the ticket for the
discount. Nine out of the City’s 29 car parks are staffed and three facilities have car
pooling services being Queens Gardens, Mayfair Street and Roe Street.

Full-time staff are not normally provided at the Queens Gardens facility, however, as
car pooling has an extended history at this car park, a staff member is rostered on a
daily basis between the hours of 6.30am and 8.30am when the car pooling discount
applies.

The Mayfair Street car park is not normally staffed, however, an officer does attend
during the morning peak time for the same reasons as Queens Gardens.

Car pooling discount only applies to long-term parking and not short-term. The
service operates Monday to Friday, except on public holidays. In the case of the Roe
Street car park for example, the Car Pooling rate is $10.10 for the day in comparison
to the normal rate of $12.30.

The Citiplace car park does not offer car pooling as it only offers short-term parking
bays. In contrast, His Majesty’s car park is a combination of short-term and long-
term, however, under the licence conditions only 10% can be long-term. To offer car
pooling at this facility would be counter productive as all the long-term bays are filled.
Similarly, the Pier Street and the Concert Hall car parks also have long-stay
availability that is limited to 10% of the total bays, and these car parks are generally
well patronised.

The Convention Centre car park is generally full by 7.30am on weekdays and there is
already pressure to release more of the long-term bays for short-term parking. It
would not make sense to encourage more long-term demand by offering a car
pooling discount.

The newly opened Elder Street car park is a facility which could offer car pooling
given that it is licensed for long-stay parking. Demand in comparison to capacity will
not be known until such time as the facility has been operating for six to twelve
months. Further demand changes are also anticipated to affect this facility when the
Perth Arena becomes operable and additional staff would be required to cover the
morning peak hours.

FINANCIAL IMPLICATIONS:

There are no immediate financial implications arising from this report.

COMMENTS:

The demand for car pooling services offered by CPP City of Perth Parking has been
decreasing together with the demand for long-term (commuter) parking. Since the
opening of the southern suburbs rail service and the escalation in the parking levy,
demand has fallen which is reflected in parking numbers and revenue. Despite the
known environmental benefits of car pooling, extending the service to other car parks
is not considered to be commercially sustainable at this time.

Telethon will be held on Saturday, 13 November 2010 and Sunday, 14 November
2010. An approach has been made to the City to assist with parking for volunteers
donating their time to work in the telephone room. This year the service will be
located at the offices of The Sunday Times in Stirling Street, Perth.

DETAILS:

The Channel 7 Telethon Trust has requested a business partnership arrangement in
the form of 950 parking bays at the Pier Street, Citiplace and Convention Centre car
parks across the weekend of 13 and 14 November 2010. The estimated foregone
revenue is $15,500. In return Telethon is offering publicity opportunities for the City’s
off street parking business to an equal value.

The benefits will be negotiated further based on CPP City of Perth Parking, being the
sole official parking provider and publicity equalling the contra value of $15,500 being
agreed to. Funding for in-kind sponsorship of Telethon has been identified in the Off
Street Parking operating budget.

Assessment of Application.

To be eligible for corporate sponsorship:-

The range of activities which may be considered for corporate sponsorship
include:-

a)       awards, presentations, acknowledgement for excellence in relevant professional
         fields;
b)       support for activities which award endeavour in community service;
c)       events and activities held outside the City of Perth which will increase
         awareness of, and goodwill for, the City of Perth;
d)       support for promotional material (such as publications and films) which
         positively position the City of Perth;
e)       support for the activities of organisations or individuals that provide positive
         positioning for the City of Perth.

The request meets items (b), (c) and (d) above.

The applicant must identify the markets/public that will be exposed to the
sponsorship information.

The markets exposed to the arrangement will primarily be:-

        volunteers using the Pier Street, Citiplace and Convention Centre car parks.
        viewers of Telethon 2010.

The applicant must detail how they will promote the support of the City of Perth
to the markets / public.

The applicant will promote the support of City of Perth Parking as itemised in the
recommendation section of this report.

Dates and amounts of any previous sponsorship to the applicant.

The City provided volunteer parking at the Pier Street, Citiplace and Convention
Centre Car Parks for Telethon 2009 at an estimated value of $14,000.

Cost of current sponsorship application.

The cost of bays to be made available at the Pier Street and Citiplace car parks and
the subsidy of bays at the Convention Centre car park on the weekend of
13 November 2010 and 14 November 2010 is estimated to be $15,500.

Assessment of value of naming rights sponsorship application.

Naming rights is not available in this sponsorship however the arrangement is subject
to the City of Perth Parking being the sole provider of parking services to the
telephone room.

Identification of opportunities to add value to the sponsorship.

The City has negotiated a number of promotional benefits in return for providing
parking for telephone room volunteers. Further promotional opportunities will be
sought following approval of the request.

COMMENTS:

Telethon has a reputation for attracting a large television audience across the
metropolitan area and Western Australia. In 2009, over 45,000 people visited the
Telethon broadcast at the Perth Convention Exhibition Centre.

The partnership is an opportunity to raise awareness of the City’s off street parking
business to the broader community and be seen as a City owned business working in
partnership with and supportive of a significant fund raising event.

1.       in-kind sponsorship of $15,500 (excluding GST) to the Channel 7
         Telethon Trust for the provision of off-street parking at the Pier
         Street and Citiplace car parks and subsidised off-street parking at
         the Convention Centre car park for the Telethon Call Centre
         volunteers    on    Saturday,   13   November       and    Sunday,
         14 November 2010;

PK133/10                     GENERAL BUSINESS

1.       Mounts Bay Road Set Down / Pick Up Bay

The Director Planning and Development requested that the Parking Committee give
consideration to converting two out of the three set down / pick up bays on Mounts
Bay Road (outside the Esplanade Busport) into specified taxi bays on a trial basis.
The Committee supported the proposal and requested that the conversion be
undertaken as soon as possible and a report be presented back to the Committee in
six months time.

2.       Bicycle bays in the Elder Street Car Park

Cr Tognolini queried whether the bicycle bays in the Elder Street Car Park had been
used. The Manager Off Street Parking advised that no usage has been reported at
this time.

3.       Dispute regarding Parking Officers

The Chief Executive Officer advised that an official complaint has been lodged with
the City and that the matter is being investigated.
