3. Select and evaluate the administrator
       recruit, hire, oversee, evaluate, discipline, dismiss

4. Establish, monitor, recommend, revise and adopt policy for
   the organization
       policy making areas include:
          o operations
          o personnel management
          o fiscal
          o quality assurance

5. Monitor organization performance
       Continuous Quality Improvement (CQI) addresses:
          o performance indicators
          o comparisons, trends, historical review
          o moral and ethical obligation to community and constituents

6. Represent organization in community
      structural guidelines and policies
      role as ambassador, fundraiser, conduit for information

7. Monitor/evaluate board performance and functioning
      systematic, formal, routine review of individual members and
