  About ITSS
  The IEEE Intelligent Transportation Systems Society (ITSS) sponsors the premier
  technical conference on ITS.   This is the Tenth International ITS Conference with
  contributions from across the globe. Among other international conferences that
  ITSS sponsors, the Intelligent Vehicle Symposium is also held annually.

  Transportation Northwest (TransNow) at the University of Washington is a regional
  University Transportation Center (UTC) administered by the United States
  Department of Transportation through its Research and Innovative Technology
  Administration (RITA). TransNow is a showcase for transportation research and
  education in the Pacific Northwest (Federal Region X) which includes Washington,
  Oregon, Idaho, and Alaska. Region X serves as a microcosm of transportation for
  the entire country, with a diversity of modes, infrastructure systems, and area types
  that make it a prime testing ground for studies in transportation operations and

  The UW STAR Lab was founded in 2003 to enhance ITS research and education at
  the University of Washington. Major objectives of the STAR Lab are to support
  advanced ITS research; cultivate ITS professionals; explore effective solutions to
  transportation problems; provide hand-on training instruments and software
  applications for students in ITS classes; and construct a bridge between the UW and
  companies and agencies of transportation practice. Over the past four years, the
  STAR Lab has made over thirty technical presentations at national and international
  conferences, produced over forty peer-reviewed publications, and developed three

  The Intelligent Transportation Systems program in the Department of
  Electrical Engineering, College of Engineering at the University of
  Washington.

  A long list of ITS achievements has led to the establishment of an Intelligent
  Transportation Systems Research Program in the College of Engineering at the
  University of Washington. This program is a multi-disciplinary effort between the
  Departments of Electrical Engineering, Civil and Environmental Engineering, and
  Technical Communication. Research efforts focus on the application of computer
  and communications technologies to solving transportation problems. The ITS
  research program actively collaborates with government and industry, making it a
  regional resource for advanced answers to transportation issues.

                         Welcome to IEEE ITSC 2007

  It is my pleasure to welcome you to the 10th International IEEE Conference on
  Intelligent Transportation Systems. It is the premier IEEE technical conference on
  ITS and will be an international forum that brings together professionals from the
  fields of transportation, automotive technology, and information technology.


  The international nature of the conference is demonstrated by the wide range of
  countries/regions of origin for the technical contributions, these include, Australia,
  Austria, Belgium, Canada, Mainland China, Denmark, Finland, France, Germany,
  Greece, India, Iran, Ireland, Italy, Japan, South Korea, Kuwait, Lebanon, Morocco,
  Netherlands, New Zealand, Pakistan, Portugal, Romania, Russia, Singapore, Spain,
  Sweden, Switzerland, Taiwan, Thailand, Turkey, United Arab Emirates, United
  Kingdom, and USA.


  This year ITSC 2007 is being held in my home town, Seattle, Washington, USA. In
  addition to the conference I hope you will have a chance to enjoy the area that
  boasts the Cascade Mountains to the east, the Olympic Mountains to the west,
  Mount Rainier to the south and Mount Baker to the north as well as Puget Sound and
  Lake Washington. We will have the conference banquet at the Space Needle from
  which you can see all the natural beauty of the area.

    A Message from the Program Chair
                 Sudarshan S. Chawathe




  I am glad to have this opportunity to share a few thoughts on the ITSC 2007
  technical program.   As in previous years, we were fortunate to receive submissions
  that reflect the diversity of the ITS community, in both geographic origin and
  research topics, resulting in an intellectually stimulating program for the
  conference.


  I would like to take this opportunity to thank all authors for their submissions.
  Without their work, this endeavor would be meaningless. We received a total of 327
  submissions from all over the globe.    The distribution by address of the papers'
  corresponding authors is: 90 from the United States of America; 86 from Mainland
  China; 21 from Japan; 14 from Germany; 13 from France; 10 from Italy; nine from
  South Korea; eight from the Netherlands; seven from Canada; six from each of
  Australia, Austria, India, and Taiwan; five from each of Iran, Portugal, Sweden, and
  Turkey; three from each of Belgium, Romania, Spain, the United Arab Emirates, and
  the United Kingdom; two from Greece; and one from each of Denmark, Finland,
  Ireland, Morocco, Russia, Switzerland, and Thailand. The research topics were just
  as varied, with authors identifying 48 keyword categories, ranging from very
  popular topics such as Simulation and Modeling, Image Analysis, Traffic Control,
  Optimization and Control, Navigation, and Data Mining, to more specialized ones,
  such as ITS for the Disabled, and Highway-Rail Intersection.


  The conference program draws from these submissions a collection of 193 papers,
  arranged into 45 regular sessions and four special sessions.   The task of reviewing
  and selecting these papers was possible only through the efforts of the International
  Program Committee, composed of experts from diverse backgrounds and locations.
  I am indebted to the members of this committee, whose names appear elsewhere in

  this volume, for their hard work and dedication.   Thanks are also due to the many
  reviewers who assisted the program committee in its task; their names also appear
  elsewhere in this volume.


  Of the many other people whose work is essential to this conference, I would like to
  thank two in particular: Steve Watkins, our Special Sessions Chair, expertly
  managed the tasks of selecting special sessions from a number of proposals, and of
  selecting the papers they include.    Daniel Dailey, our General Chair, not only
  provided strong leadership to guide many aspects of the conference, but also put
  together our plenary sessions, in addition to working on tasks such as hotel
  contracts, scheduling, and many more.


  I would like to close by thanking all the conference participants and hoping that
  everyone finds the program both rewarding and enjoyable.

     Introduction to Keynote Speakers
  OPENING KEYNOTE SPEAKER
                         Janice B. Skredsvig
                         Vice President and Chief Information Officer,
                         PCCAR Inc.


                         Janice Skredsvig is the Vice President and Chief Information
                         Officer (CIO) of PACCAR's Information Technology Division.
                         She is responsible for leading a global team of IT
                         professionals in the creation, delivery, and support of
  innovative technology solutions for PACCAR, its dealers and suppliers worldwide.


  Ms. Skredsvig joined PACCAR in 1998 as Director of Technology and Operations and
  has since served in roles of increasing responsibility. Prior to joining PACCAR, she
  was a consultant for 13 years at Accenture. While working at Accenture, she
  consulted with a variety of companies in the financial services, healthcare, and
  government industries, planning and managing complex systems integration
  projects to drive business, organization and technology change.


  Ms. Skredsvig has a B.A. from the University of Washington and is also a CPA. Her
  interests outside of work include scuba diving, hiking and triathlon racing.


  Company Background

  LUNCHEON KEYNOTE SPEAKER
                            Bryan Mistele
                            President & CEO
                            INRIX Inc.

                            Bryan Mistele is the founder, President & Chief Executive
                            Officer of Inrix. Prior to Inrix, Mr. Mistele was an executive
                            at Microsoft, responsible for successfully building four
                            businesses within the company including Automotive
  Telematics & Mobile Speech, Mobile Services, HomeAdvisor Technologies, Inc. and
  Microsoft Investor/MSN MoneyCentral. He was most recently the General Manager
  of Microsoft’s Automotive Group. In this role, Mr. Mistele was responsible for driving
  the overall market success of Microsoft’s Automotive products, including T-Box –
  Microsoft’s wireless telematics device (known in the market as Ford Sync and Fiat
  Blue & Me) and Voice Command – a revolutionary speech recognition product for the
  Pocket PC.

  Prior to Automotive, Mr. Mistele was the General Manager of Microsoft’s Mobile
  Services Business Unit. In this role, Mr. Mistele was responsible for MSN Mobile as
  well as Microsoft’s carrier and client-based mobile services efforts. These initiatives
  focused on building revenue-sharing relationships with carriers around a full range
  of communications, messaging, information and entertainment applications.

  Previously, Mr. Mistele was General Manager of HomeAdvisor Technologies, Inc. – a
  joint venture between Microsoft, Chase Manhattan, GMAC/RFC and FreddieMac.
  HomeAdvisor Technologies was in the business of providing tools and technology to
  streamline and automate the mortgage and real estate process. Mr. Mistele was
  responsible for creating and managing the HomeAdvisor business within Microsoft,
  which grew to more than 250 people. When he left, HomeAdvisor was ranked as the
  #1 real estate & mortgage service on the web.

  Mr. Mistele joined Microsoft in August of 1995 as a program manager responsible for
  the business & finance category of The Microsoft Network. He later became the
  driving force behind the creation of Microsoft Investor, which now exists as MSN
  MoneyCentral. Bryan led the design, development and release of three versions of
  the site. Investor has consistently been rated the #1 financial site on the web.

  Mr. Mistele holds a B.S. in computer engineering from the University of Michigan and
  an MBA from the Harvard Business School.

  Microscopic Traffic Simulation Modeling and Analysis
  Using VISSIM

  Tutorial Overview

  Many traffic operational issues, such as traffic signal timing and dynamic toll rate
  determination for High Occupancy Toll (HOT) lane operations, require uses of
  microscopic traffic simulation models for system evaluation and optimization.
  Microscopic traffic simulation tools, such as VISSIM, Paramics, and Aimsun, have
  gained popularity over the past several years. However, attention must be paid to
  use of microscopic simulation models because their results could be misleading if
  the models are not properly configured and calibrated.


  The objective of this tutorial is to introduce microscopic traffic simulation concepts
  and modeling procedures using VISSIM as an example. With instructions and
  in-class exercises, participants in this short course are expected to develop
  fundamental skills for microscopic traffic simulation modeling and simulation data
  analysis using VISSIM.


  Major topics include: (1) microscopic traffic simulation concept; (2) VISSIM
  introduction; (3) simulation modeling; (4) model calibration; (5) simulation data
  analysis; and (6) advanced traffic simulation issues.

                     Dr. Yinhai Wang has a Ph.D. in transportation engineering from
                     the University of Tokyo (1998), a master's degree in computer
                     science from the University of Washington (UW), and another
                     master's degree in construction management and a bachelor
                     degree in civil engineering from Tsinghua University. Dr. Wang
                     is the founder and director of the Smart Transportation
  Applications and Research Laboratory (STAR Lab) at the UW. Dr. Wang has
  conducted extensive research in traffic detection, traffic simulation, sensor data
  management and analysis, traffic operations, and traffic accident modeling.   He is
  a member of the Freeway Operations Committee at the Transportation Research
  Board (TRB) and an associate editor for the ASCE Journal of Computing in Civil
  Engineering.   He is also the winner of the ASCE Journal of Transportation
  Engineering Best Paper Award for 2003. Dr. Wang is currently the Thomas & Marilyn
  Nielson Endowed Professor in Engineering Education at the UW.

  Systems Management Center is the central control center for all ITS devices and
  communication throughout the Seattle region. This room is the heartbeat of freeway
  operations, run by a staff of dedicated operators who keep an eye on our workforce
  in the field, monitor current traffic conditions, and mitigate congestion.

  The Future of Flight Aviation Center & Boeing Tour, located 25 miles north of Seattle
  in Everett, Washington, showcase the Boeing Company and the Everett product line,
  the 747, 767, 777 and 787. As part of the tour, visitors will tour the largest building
  in the world by volume (472,000,000 cubic feet). On the Boeing flight line, visitors
  will see airplanes in various stages of flight test and manufacture for airline

  The Seattle area is known for its scenic beauty, temperate climate, and abundant
  cultural and recreational opportunities. Visitors to Seattle are pleased that Seattle is
  such a compact, walkable city. Acres of city parks and miles of recreational trails
  show off Seattle’s civic pride. The Olympic Mountains to the west and the Cascade
  range to the east provide a spectacular setting for the city.


  The city of Seattle is located on Washington’s Puget Sound, a saltwater
  thoroughfare for seabased commerce. Nestled between Washington’s Puget Sound
  and the Cascade mountain range, the area’s 3.2 million inhabitants live in region
  with many rivers, lakes and coastlines. Conference attendees and their families
  have a wide array of extracurricular activities to choose from: touring Seattle’s
  many downtown attractions, day-trips to regional natural attractions, and short side
  trips to other locations. The city of Victoria in Canada’s British Columbia Islands and
  the Olympic Peninsula to the west of Seattle are accessible by the public ferry
  system that docks along the historic, downtown waterfront. Attendees who wish to
  extend their stay will be able to sample the unique natural beauty and recreation
  opportunities of the Pacific Northwest during the 18 hours of sunlight and mild
  summer weather of the region. These include two national parks within three hours
  drive of Seattle, the famous San Juan Islands, and the magnificent site of the Mount
  St. Helens eruption of 1980.

  Attractions in the Downtown Seattle Area

                                        The ITSC 2007 Gala Dinner and Reception will
                                        be held at the iconic Space Needle, located in
                                        the Seattle Center, on Tuesday, October
                                        2nd. The reception will be at the revolving
                                        SkyCity restaurant and the dinner will be held
                                        on the lower level.


                                        The 605-foot (184 meters) Space Needle was
  designed by Edward E. Carlson for the 1962 World's Fair in Seattle. The futuristic
  structure has become a symbol for the city and is home to festive events such as the
  annual New Year's Eve fireworks display. The Space Needle was completed in
  December 1961, and officially opened four months later on the first day of the
  World's Fair, April 21, 1962.


  Seattle Mariner’s Baseball

  The Seattle Mariners will
  play three games against the
  Oakland      Atheletics       at
  Seattle's Safeco Field on the
  Monday-Wednesday          before
  the conference (September
  25-27)    and   three   games
  against the Texas Rangers
  the Friday-Sunday of the
  conference       (September
  29-October 1). Tickets can
  be purchased online.

  Just a short walk down the hill to the waterfront is the Seattle Aquarium where
  kids can get hands-on experience with the underwater world. Shorebirds in natural
  habitats and frolicking sea otters round out the exhibits.


  Ballard Locks
  Connecting Puget Sound to Lake
  Union/Lake Washington, this is a
  favorite place to visit for a picnic
  while   watching     boats    pass
  through the lock. There is also
  an underwater view of the fish
  ladder where you can watch
  salmon returning from the sea to
  spawn in freshwater streams.
  You can also stroll around the gardens and then head back to downtown Ballard to
  experience some Scandinavian heritage.


  Experience Music Project and Seattle Center

  The EMP is located in the Seattle Center, home to the Pacific Science Center
  and the Space Needle. On a clear day, visitors can see a 360 degree vista of the
  Puget Sound region. On a cloudy day, kids can enjoy the dinosaur exhibit, the
  butterfly house, or the insect village, all permanent exhibits supplemented with a
  variety of changing exhibits.

  Seattle Underground Tour

  Visit the city that lies beneath Seattle's
  present street level where you'll learn how
  the   Underground       was   created.    The
  subterranean walkways are dry, but the
  history is not. Learn about Seattle's colorful
  past; how our City Founding Fathers'
  squabbling led to Seattle's complicated street system, and how the solutions to our
  unique plumbing problems affected the town's elevation.


                                             Seattle Area Museums

                                             The Seattle Art Museum (SAM), located
                                             downtown near the Pike Place Market,
                                             offers artistic experiences for visitors of all
                                             ages with an impressive collection of more
                                             than 21,000 objects, including Old Master
                                             paintings, African masks, and contem-
                                             porary Northwest art. SAM also includes
                                             the Seattle Asian Art Museum and the
                                             Olympic Sculpture Park.


                                             Located on the University of Washington
                                             campus are the Burke Museum, the
                                             Pacific Northwest's hub for natural history
                                             and cultural heritage, and the Henry Art
                                             Gallery, where exhibitions, collections,
                                             and public programs stimulate research
                                             and   teaching        at     the    University   of
                                             Washington, providing a creative well-
                                             spring for artists.


                                             Near the UW campus on the edge of the
                                             Washington Park Arboretum is the
                                             Museum      of   History           and    Industry
                                             (MOHAI),       the         definitive    place   for
                                             everyone with a passion, curiosity, or
                                             question about the history of Seattle and

  King County since 1850. The museum collects, preserves and presents the rich
  history of the Pacific Northwest. Its engaging exhibits and programs have created
  an appreciation for the Northwest's diverse cultural, social and economic history.
  The museum's collections - everything from ship's wheels to evening gowns,
  gramophones to baby carriages, time clocks to crosscut saws - give visitors
  glimpses of life in Puget Sound from the 1780s to the present day.


  Downtown Seattle also houses The Frye Art Museum. Charles and Emma Frye
  were children of German emigrants who rose to prominence in Seattle's business,
  social and cultural circles. Charles Frye provided for the creation of a free public art
  museum to house and displays his art collection.


  South of Seattle, located at Boeing Field, is the Museum of Flight. The Museum's
  collection of aerospace artifacts is the largest and most comprehensive in the
  western United States. Tour the facility and try out the cockpits of historical
  airplanes.



  Day Trips
  Mount St. Helen’s National Volcanic Monument

                                             At 8:32 Sunday morning, May 18, 1980,
                                             Mount St. Helens erupted. Shaken by an
                                             earthquake measuring 5.1 on the Richter
                                             scale,   the    north     face   of   this   tall
                                             symmetrical mountain collapsed in a
                                             massive rock debris avalanche. Nearly
                                             150 square miles (388 square km) of
                                             forest was blown over or left dead and
                                             standing.      At   the     same      time     a
                                             mushroom-shaped column of ash rose
                                             thousands of feet skyward and drifted
                                             downwind, turning day into night as dark,
                                             gray ash fell over eastern Washington and
  beyond. The eruption lasted 9 hours, but Mount St. Helens and the surrounding
  landscape were dramatically changed within moments. In 1982 the President and
  Congress created the 110,000-acre (44,500-hectare) National Volcanic Monument
  for research, recreation, and education. Inside the monument, the environment is
  left to respond naturally to the disturbance. The U.S. Forest Service developed three

  visitor centers along SR-504. Johnston Ridge Observatory is closest to the mountain.
  Built like a bunker into the surrounding landscape, it focuses visitors’ attention on
  the smoldering crater some 6 miles (9.7 km) away. Services include a wide-screen
  theater presentation, interpretive exhibits, a staffed information desk and a
  Northwest Interpretive Association books sales area.


  Olympic National Park

                                                Glacier capped mountains, wild Pacific
                                                coast   and   magnificent   stands     of
                                                old-growth       forests,       including
                                                temperate rain forests -- at Olympic
                                                National Park, you can find all three.
                                                About 95% of the park is designated
                                                wilderness,   which   further   protects
  these diverse and spectacular ecosystems. Olympic is also known for its biological
  diversity. Isolated for eons by glacial ice, and later the waters of Puget Sound and
  the Strait of Juan de Fuca, the Olympic Peninsula has developed its own distinct
  array of plants and animals. Eight kinds of plants and 15 kinds of animals are found
  on the peninsula but no where else on Earth.




  Mt. Rainier

                                                Mount Rainier National Park was
                                                established on March 2, 1899 and
                                                encompasses 235,625 acres, ranging
                                                in elevation from 1,610 to 14,410 feet
                                                above sea level. The "mountain" is an
                                                active volcano encased in over 35
  square miles of snow and ice, surrounded by old growth forest and stunning
  wildflower meadows. The park is also rich in cultural resources and was designated
  a National Historic Landmark District as an outstanding example of early park
  planning and NPS rustic architecture. Driving time from Seattle to Paradise Lodge is
  4 hours, so plan an early start. At Paradise Lodge in Mt. Rainier National Park, enjoy
  the 360-degree panoramic view, take a short hike on groomed trails, visit the gift
  shop and purchase lunch at the Paradise Lodge dining room or dine cafeteria-style
  in the nearby Visitors Center. Be sure to bring your camera to capture magnificent
  panoramic views, glaciers, and colorful wildflowers that adorn the mountain.
