EXECUTIVE SUMMARY:

Plan Summary: Southwest Elementary School’s Comprehensive School Improvement Plan
Committee developed a plan which focuses on Reading, Writing and Math. The stakeholders of
Southwest Elementary School believe that children must have a strong foundation in these areas in
order to be productive, life-long learners. The Comprehensive School Improvement Plan is the
instrument utilized to ensure that programs which are developmentally appropriate and which are
effective are implemented in the school.
Process Summary:
Development and Implementation of the Comprehensive School Improvement Plan has been an on-going
process at Southwest. To provide the school with a clear focus, the mission statement was developed by a
group of Southwest stakeholders in the spring of 2004. The SBDM Council, PTA and faculty reviewed and
approved the mission statement. Kentucky’s Standards and Indicators for School Improvement (SISI)
were utilized as a portion of the Needs Assessment for Southwest Elementary School. The faculty
indicated which Standards were being successfully implemented and which Standards needed
improvement. Also, analysis of assessment data was an essential component of developing the priority
needs of the school. Analyses of MAP (Measure of Academic Progress) data for grades 3-5 as well as
CATS data for grades 3-5 were necessary for completing the Needs Assessment for the Comprehensive
School Improvement Plan. The faculty and staff at Southwest completed the analysis of assessment data
October 13, 2008 at a professional development training.

SBDM Council decided on priority needs, causes, goals, and objectives at the February SBDM meeting.
The Comprehensive School Improvement Plan Committee had developed a rough draft which the council
   reviewed, revised and finally accepted. The SBDM Council identified substantive achievement gaps;
reviewed/revised gap targets, and adopted its time schedule for closing the gaps. The SBDM Council
reviewed the 2008 CATS Assessment results in September 2008 and included the more recent scores in
the Comprehensive School Improvement Plan. The drafts of the various components of the
Comprehensive Improvement Plan were reviewed in March 2009 at the SBDM regular meeting. The
council will review estimates for costs and drafts of Section 7 requests in April 2009. In order to involve
the community stakeholders, the public is notified of SBDM meetings and encouraged to attend.

The Comprehensive School Improvement Plan was officially adopted at the April regular SBDM meeting.
The council will attempt to officially adopt Section 7 requests in April. However, at this time, Section 7
funding has not been finalized. The Comprehensive School Improvement Plan will be reviewed in October
2009 and again in February 2010 to determine the implementation of each components and each
component’s impact. Stakeholders involved in development of the Comprehensive School Improvement
Plan were the SBDM Committees composed of the faculty and staff of Southwest Calloway Elementary
School and SBDM parents, Diana Arnett and Sharon Bobo.
