Have a plan:
Avoid losing control of the data
RBM-MERG Malaria Indicator Training Workshop, 9th-12th September 2008, Lusaka, Zambia 4
Why have a plan for strategically sharing MIS
results?
• So that other countries can learn from your
experiences
• To leverage ongoing support in your country for
malaria control efforts
• To generate, sustain, or increase support for halting
malaria in the region
RBM-MERG Malaria Indicator Training Workshop, 9th-12th September 2008, Lusaka, Zambia 5
Step 1: Form a dissemination team
Team will develop the overall dissemination strategy,
support spokespeople, be sensitive to protocol, etc. Good
to include:
• lead writer of the MIS report
• communications expert
• high-level malaria representative from
the MoH
RBM-MERG Malaria Indicator Training Workshop, 9th-12th September 2008, Lusaka, Zambia 6
Steps 2 & 3: Identify objectives
and audiences
• Identify communication goals and objectives (scale
up leadership, partnerships, tools developed)
• Audiences: global malaria community, leaders, media
outlets
Note: The importance
of reaching beneficiaries
RBM-MERG Malaria Indicator Training Workshop, 9th-12th September 2008, Lusaka, Zambia 7
Step 4: Develop a
dissemination strategy
Outline appropriate activities to share results:
• Announcement event
• Identify event participants
• Link to annual event, annual national planning,
etc.
• Plan your media outreach

Step 4: Develop a dissemination strategy
(continued)
Sustain longer-term attention:
• Partner meeting presentations
• Presentations/posters at health
conferences
• Peer-reviewed journals
RBM-MERG Malaria Indicator Training Workshop, 9th-12th September 2008, Lusaka, Zambia 9
Step 5: Develop key messages
• Develop messages in a collaborative
process
• Distill survey findings, demonstrate
impact
• Be brief, positive and powerful, i.e.,
frame them to be easily understood
by the target audience
• Answer the “what’s next?” question
RBM-MERG Malaria Indicator Training Workshop, 9th-12th September 2008, Lusaka, Zambia 10
Framing the message
Message 1:
Last year we sprayed in 15 districts in Zambia. This year we scaled up, introducing IRS
to an additional 21 districts.
Better:
Zambia’s indoor spraying campaign now reaches 36 of Zambia’s 72 districts with plans
to spray 1.1 million homes, protecting more than 6,000,000 Zambians.
Message 2:
Under-five mortality rates decreased overall by 29%, from 168/1,000 live births in 2002
to 119/1,000 live births in 2007.
Better:
Since 2002 child mortality rates in Zambia have decreased by nearly one-third—an
estimated 75,000 child lives saved in the last five years.
RBM-MERG Malaria Indicator Training Workshop, 9th-12th September 2008, Lusaka, Zambia 11
Step 6: Develop dissemination materials
Publicize and summarize MIS report. Examples of
dissemination materials:
• Country profile
• Technical summary
• Fact sheets, malaria information sheets
• Press release, opinion columns
RBM-MERG Malaria Indicator Training Workshop, 9th-12th September 2008, Lusaka, Zambia 12
Step 7: Prepare for difficult questions
• Anticipate and prepare answers for difficult questions,
be ready to explain, for example, an underperforming
province or intervention figure
• Prepare explanations
for less-than-optimal
results. (Good news can be
sensitive, too.)
RBM-MERG Malaria Indicator Training Workshop, 9th-12th September 2008, Lusaka, Zambia 13
Step 8: Engage the media
• Establish a primary media
coordinator
• Identify and train
designated spokespeople
• Decide whether to hold a
media training / media
briefing
RBM-MERG Malaria Indicator Training Workshop, 9th-12th September 2008, Lusaka, Zambia 14
Develop an MIS press kit
Possible kit materials:
• Event agenda
• Malaria 101, country profile, and embargoed
MIS summary materials
• Press release
• Contact Information for interviews, partners, etc.
RBM-MERG Malaria Indicator Training Workshop, 9th-12th September 2008, Lusaka, Zambia 15
Some tips for engaging the media
Promptly respond to inquiries for
interviews and follow up questions
Provide access to decision makers
Be sensitive to their deadlines
Use a hook. Combine announcement
event with another event, for example
Feed them
RBM-MERG Malaria Indicator Training Workshop, 9th-12th September 2008, Lusaka, Zambia 16
Step 9: Convene an event to announce MIS
results
MIS announcement event checklist
Have you made all the necessary preparations for refreshments, room reservations, equipment, AV support,
transportation, etc.?
Have you printed enough materials for all event attendees and to respond to requests for information in the weeks
following the event?
Have you made arrangements, if necessary, to compensate participants for their time?
Have you prepared any relevant certificates for MIS participants?
Have you confirmed the attendance of program spokespeople and are they sufficiently trained to speak about the
MIS?
Have you invited all major stakeholders involved in MIS development and implementation?
Have you confirmed media attendance and distributed press kits?
Have you made preparations to record the event, if appropriate?
Are your partners adequately prepared for the event?
