TENTATIVE AGENDA
HUMAN SERVICES COMMITTEE
(Mooney, Amidon, Dresser, Westfall, Serven)
1. ISSUE: Approval of the 2009-2010 Workforce Investment Board Plan Modifications and
Administrative Agreement
DESCRIPTION: The Finger Lakes Workforce Investment Board has completed the Plan Modifications
for the four Counties for Program Year 2009 and 2010 and the Administrative Agreement for the
operation of this plan. This plan and agreement have been reviewed by the Deputy Commissioner in
charge of Workforce Development, the Commissioner of the Division of Human Services and the County
Attorney. This plan is being submitted jointly by the Local Workforce Investment Board and the
respective Chief Elected Officials of Ontario, Seneca, Wayne and Yates Counties and complies with all of
the statutory and regulatory requirements of the Act as well as other applicable state and federal laws,
regulations and policies.

• continue to develop and create meaningful industry clusters responsive to development of businesses
and workforce opportunities. Advanced Manufacturing, Health Care, Skilled Trades, Retail
• continue to foster collaborations and align partner resources to serve job seekers at the centers and
affiliate sites. Job seeker staff are funded by WIA, TANF, Wagner-Peyser, as well as assistance from
BOCES, VESID and FLCC
• Provide Business Services, funded by WIA and other resources
• increase emphasis on assessment for the customers
• participate in regional networking review local policies such as ITA approval, self-sufficiency, OJT
development and administrative functions
• engage the community in proactively addressing workforce development issues
• recruit and retrain out of school youth, providing assessment and incentives for businesses to hire
• ensure that the youth who are basic skills deficient receive remedial instruction in reading and math
• Provide core, intensive and training services at One Stops, Affiliate sites and support the WIA
system’s resource rooms
• Establish a partnership consisting of the Finger Lakes Workforce Investment Board, Inc. and the
Chief Elected Officials of the four Counties
• Designates the Grant Recipient and One Stop Center(s), and further defines the respective
responsibilities and roles of each party for the operation of the programs under the Local WIA Plan for
the duration of this Agreement
ACTION: Committee recommendation for Board of Supervisors approval.
2. ISSUE: Amendments to the Division of Human Services and Workforce Development accounts for
Fiscal Year 2009
DESCRIPTION: Seneca County will receive the following allocations for these programs:
Wage Subsidy Program $82,171 9/01/09 to 3/31/11
Transitional Employment Program $87,491 9/01/09 to 3/31/11

Transitional Jobs Plan $49,729 8/15/09 to 8/13/10
The Seneca County Workforce Development will use this money primarily for the reimbursements to
employers for hiring eligible individuals and a small amount to offset staff time in doing job
development, contracting and vouchering the State for the funding.
To begin expending funds, the following amendments to the Division of Human Services accounts and
the Workforce Development accounts for fiscal year 2009 would be necessary:

3. ISSUE: Recommendations from the Vacancy Committee (also to be reviewed by the Finance
Committee)
DESCRIPTION: The Vacancy Committee met on August 11, 2009 and made the following
recommendations:
Human Services
• Refill a temporary part time Social Welfare Examiner position for this year’s Home Energy Assistance
Program (HEAP) from October 2009 – March 2010. This is a federally funded program.
• Refill a Senior Caseworker position (child protective) that was vacated due to resignation. This
position will be filled by promotion of a Caseworker. This position is reimbursed at 62.5%.
• Refill the Caseworker position vacated due to above promotion. (62.5% reimbursement)
• Refill a Typist position (Medicaid) vacated by retirement. (100% reimbursement)
Office for the Aging
• Refill a temporary part time Aging Services Aide position for this year’s Home Energy Assistance
Program (HEAP) from September 2009 – February 2010. This is a federally funded program.
ACTION: Approval of Finance Committee and Standing Committee.

PLANNING, DEVELOPMENT, AGRICULTURE & TOURISM COMMITTEE

Unfinished Business
1. ISSUE: Replacing Vehicle For Cooperative Extension In 2010 (Laid on the table for 08/25/09
meeting)
DESCRIPTION: The Cornell Cooperative Extension has requested $5,000 in their 2010 budget for the
purpose of replacing their mini-van. However, recent events have shown their current mini-van to be so
unreliable that Shawn Bossard considers the van a financial liability and would like to replace it as soon
as possible. Shawn would like to request the $5,000 in the current year rather than in 2010.
ACTION: Committee approval for board resolution approving purchase of van in 2010
2. ISSUE: Application to NYS Division of Coastal Resources for Cayuga-Seneca Canal Trail Grant
DESCRIPTION: The New York Department of State, Division of Coastal Resources has published a
Local Waterfront Revitalization Program (LWRP) which provides funding for local waterfront
revitalization projects, including Trail projects. The Town of Waterloo applied for and received a
$50,000 grant to design the engineering necessary to run the Cayuga-Seneca Trail under the NYS Route
96A bridge.
Seneca County has the opportunity to now apply for capital funds to take the Town's design work and
build the "under-path." The LWRP grant program is a competitive reimbursement grant, providing 50%
of the capital costs. If awarded, the County will be responsible for 50% of the costs, but these costs may
be in-kind services, just as has already been done on this project.
The grant application would request $250,000 from the New York Department of State, Division of
Coastal Resources Local Waterfront Revitalization Program to cover the materials, contractor, and labor
costs for the NYS Route 96A under-path.
ACTION: Recommend resolution authorizing application.
3. ISSUE: Seneca County to Participate in the 2010 US Census New Construction Program
DESCRIPTION: Seneca County has worked with the Local Update of Census Address (LUCA)
Program in conjunction with the Genesee Finger Lakes Regional Planning Council. The program is
entering into its final phases for census addresses. In order for new and recent construction to be included
in the address files for the 2010 Census, we need to participate in the New Construction Program.
Harriet A. Haynes, Planner with the Seneca County Department of Planning and Community
Development, has worked with the LUCA program and had signed all necessary confidentiality
documents. It is suggested that she be appointed to coordinate the New Construction Program with the
Enhanced 911 Office and the Building Codes Office.

4. ISSUE: Support Application for Cayuga Lake Blueway Trail
DESCRIPTION: The Seneca County Department of Planning and Community Development has
established a partnership with the Tompkins County and Cayuga County Planning Departments to
coordinate the development and submittal of a joint funding application to the 2009-2010 LWRP Grant
Program for creating a Cayuga Lake Blueway Trail Plan, with each locality committing up to $20,000.00
of in-kind staff services as the required match, and that requires commitment resolutions from each
municipality.
Blueways are small boat and paddling routes that combine recreation and environmental awareness and
allow users to travel to and between designated stops that link New York’s heritage trails and sites,
greenways, historic resources, scenic by-ways, and revitalized community centers. A Blueway Trail that
can be a catalyst for local economic development, and inter-municipal Blueway Corridors can contribute
to regional economies.
ACTION: Committee recommendation for a resolution authorizing Chairman to sign Application and
committing to in-kind local match of staff time.
PUBLIC SAFETY
(Shipley, Davidson, Amidon, Terryberry, Serven)
1. ISSUE: Ahura Scientific FirstDefender Monitor
DESCRIPTION: Cayuga County received notification of award for procurement of an Ahura Scientific
First Defender, warranty, service contract and training under the 2008 Hazardous Materials Grant
Program. The Ahura FirstDefender is an instrument used for rapid identification of unknown solids and
liquids, including narcotics, toxic industrial chemicals / materials, chemical warfare agents, white powder,
explosives and more.
Cayuga County is the Submitting Partner. The Non-submitting Partners named in the grant are Chemung
County, Seneca County, Tompkins County, Schuyler County and Cortland Country. Cayuga County
created a Memorandum of Agreement (MOA) to be signed by all of the county's Emergency Management
Directors. The MOA has been reviewed and approved by the Seneca County Attorney. Emergency
Management Director Charlie McCann needs Board of Supervisors authorization to sign the MOA for
Seneca County.
ACTION: Committee approval for resolution authorizing the Emergency Management Director to sign
said MOA
2. ISSUE: Five (5) year Maintenance and Repair Contract with Finger Lakes Communications
Company, Inc.
DESCRIPTION: The Seneca County E-911 Center has received a maintenance contract proposal with
Finger Lakes Communications for a five (5) year Maintenance and Repair Contract for radio equipment,
including all police, fire and EMS systems, and any new equipment purchased for the 911 Center or
back-up site at 44 W. Williams Street, Waterloo. By authorization of this five year contract, with the
amount of $108,525.80 to be appropriated, annually in the E-911 Budget, the County is guaranteed that
cost of the maintenance and repair of covered items will not increase for a five-year period beginning
January 1, 2011 and ending December 31, 2015.

ACTION: Committee approval and recommendation to move to full Board for approval and signature of
Chairman of the Board.
3. ISSUE: Three (3) year Maintenance Agreement contract with Penn Power Systems for four (4)
generators covering 911 radio towers.
DESCRIPTION: Seneca County owns four (4) emergency generators. Each generator is located at a
radio tower site within Seneca County. These generators are necessary to keep all Emergency 911
equipment operating under hazardous conditions (ice storms, thunder and lightning, high winds, etc.)
where normal electrical power may be interrupted.
A yearly fee of $1,670.00 (for three years), beginning January 1, 2010 and ending December 31, 2013,
will include bi-yearly maintenance and inspection of four (4) generators which are essential in keeping
Emergency 911 Equipment operating under hazardous conditions.

Generator 3 located in the Ovid Court House Village of Ovid Onan

ACTION: Committee approval and recommendation to move to full Board for approval and signature of
Chairman of the Board.
PERSONNEL & TECHNOLOGY
(Same, Reynolds, Westfall, Davidson, Barto)
1. ISSUE: Revision of Personnel Policy
DESCRIPTION: Seneca County Personnel Policy states under section 101.103 Equal Employment
Opportunity, Part II Policy: “Seneca County provides Equal Employment Opportunities (EEO) to all
employees and applicants for employment without regard to race, color, sex, national origin, age,
handicap, or status as a Vietnam Era or special disabled veteran in accordance with applicable Federal
laws.” It continues under Part II, A.: “Seneca County expressly prohibits any form of unlawful
employment harassment based on race, color, creed, sex, national origin, age, handicap or status as a
Vietnam Era or special disabled veteran.”
Neither of these statements prohibits discrimination on the basis of sexual orientation. It is therefore
proposed that the words “sexual orientation” be added to each of the above policy statements after the
word “sex,” followed by a comma, to place them appropriately in the series of prohibited actions.
Further, since state but not federal law prohibits discrimination on the basis of sexual orientation, it is
proposed that the words “and State” be inserted after the word “Federal” in the first sentence quoted
above.
The amended policy would therefore read:
II. Policy: “Seneca County provides Equal Employment Opportunities (EEO) to all employees without
regard to race, color, sex, sexual orientation, national origin, age, handicap, or status as a Vietnam era or
disabled veteran in accordance with applicable Federal and State laws….”

FINANCE, ASSESSMENT & INSURANCE

3. ISSUE: Possible Funding for Mercy Flight Central in 2009
DESCRIPTION: In years past, Seneca County has provided funding Mercy Flight Central in the
amount of $5,000. For 2009, the Seneca County budget did not provide any funding. This was based
partly on holding the tax levy increase to 2% and partly on the principle that public funds could not be
“gifted” to another organization.
The Finance Committee wishes to revisit the question of funding.
