CONSENT CALENDAR

Items on the Consent Calendar are considered routine and may be disposed of by a single motion
to adopt staff recommendation. If the City Council wishes to discuss any item, it should first be
removed from the Consent Calendar.

1)     APPROVAL OF MINUTES:

       a) JUNE 29, 2009 – SPECIAL MEETING
       b) JULY 1, 2009 – SPECIAL MEETING

2)     APPROVAL OF WARRANT REGISTER NO. 09-082

3)     RESOLUTION TO FIX THE PROPERTY TAX RATE AND LEVY TAXES FOR THE
       CITY’S OBLIGATION TO THE CALIFORNIA PUBLIC EMPLOYEES’
       RETIREMENT SYSTEM (PERS) FOR FISCAL YEAR (FY) 2009-2010

       Recommend that the City Council adopt a Resolution which will establish the amount
       necessary to be raised by taxation for the City’s annual payment to the California Public
       Employees’ Retirement System (PERS) which is estimated at $3,706,147 for FY 2009-
       2010, and fix the property tax rate for FY 2009-2010 at $0.28420 per $100 of assessed
       valuation and levies that tax rate upon all taxable property in the City.

4)     DRIVING UNDER THE INFLUENCE (DUI) COST RECOVERY PROGRAM

       Recommend that the City Council approve the implementation of the DUI Cost Recovery
       Program by adopting a Resolution and approving the DUI Cost Recovery Program Policy
       and Procedure.


NEW BUSINESS

5)     SANTA ROSA CHURCH ANNUAL FIESTA

       Recommend that the City Council approve:

       a) The request, with conditions, for the Annual Fiesta at Santa Rosa Church for the dates
          of Friday through Sunday, September 11-13, 2009, during the hours listed in the
          report;

       b) An amplified sound permit;

       c) The closure of street parking on Kalisher Street directly adjacent to Church property
          as displayed on the site map;

       d) The services of the Police Department to provide security from September 11-13,
          2009 during the hours requested; and

     e) The services of a Community Preservation Officer during the festival hours of
        operation;

     In addition, the applicant has requested that the City Council consider the following:

     a) A fee waiver of $144.08 that equals one-half of the Public Works cost estimate;

     b) A fee waiver of $490.00 that equals one-half of the Community Preservation Officer
        cost estimate; and

     c) Should any fee waivers be approved, adopt a Budget Resolution amending the FY
        2009-2010 Budget.


PUBLIC HEARING

6)   RESOLUTION OF INTENTION TO AMEND CONTRACT BETWEEN THE CITY OF
     SAN FERNANDO AND THE CALIFORNIA PUBLIC EMPLOYEES’ RETIREMENT
     SYSTEM (CALPERS)

     Recommend that the City Council:

     a) Conduct a Public Hearing;

     b) Pending public testimony, adopt a Resolution of Intention and accompanying
        documents authorizing amendment to the contract between the City Council of the
        City of San Fernando and the Board of Administration of the California Public
        Employees’ Retirement System; and

     c) Designate a window period between 90 days and 180 days, which will take effect
        from September 11, 2009, when eligible employees can elect to retire in accordance
        with the provisions of Government Code Section 20903.

7)   REQUEST FROM THE SAN FERNANDO MALL ASSOCIATION FOR CO-
     SPONSORSHIP OF THE 12TH ANNUAL OCTOBER STREET FESTIVAL
