					                        VALEDICTORY ADDRESS
                         DR. REGENTE I. LAPAK
                             15TH PPS STC PRESIDENT

                        Bellevue Hotel Alabang,MM, June 6, 2010


Dr. Genesis Rivera, the PPS National President, Dr. Melinda Atienza, PPS Vice
President, past PPS STC presidents, incoming and outgoing officers, distinguish
guests, friends from Abbott International, Good afternoon.

It is with distinct honor and privilege to deliver this valedictory address as I end
my 2 years journey as the 15th PPS STC president and turn over the mantle of
leadership to the duly elected president Dr. Cristina Patam Magno of Silang
Cavite. I consider the past 24 months           fulfilling because it gave me the
privilege and opportunity to lead the 348 members of this organization and serve
our less fortunate fellowmen. I proudly say that I have no regrets given the
opportunity to head this organization and I consider my self privelege because it
opened new oppurtunites and widened my horizons.

My board focused its activities in line with societys vision and mission.

The societys vision to be an organization of dedicated and committed pediatricians
who are efficient catalysts to the conceptualization and implementation of relevant
child health programs, zealous advocates of the child’s rights and priveleges
through effective linkages with its members and the community.



The society’s mission to be an outstanding organization of competent, dedicated
and effective child health advocates of Region IV who are constantly sensitive to
the dynamic changes of society.

Sustain effective and efficient provision and utilization of resources to provide the
following services through technology enabled modalities.

   1. Continuing Medical Education
   2. Child Advocacy Program
   3. Community Services and Environmental Protection
   4. Administrative Concerns


Our theme “Kapit- Kamay para sa Kinabukasan ng Kabataan” aimed
 At joining forces with government and non government organizations,
Department of Health, Department of Education, other medical societies and
organization and subspecialty societies for the attainment of our Mission –Vision
through Continuing Pediatric Education(CPE),Child Advocacy and Community
Projects as well as through Research Paper Making patterned after the PPS,Inc.
guidelines.

Also aligned with the vision of the World Health Organization (WHO) to
implement its Millenium Development Goals specifically its 4th provision
which is to reduce the infant and child mortality by 2/3 up to 2015 and the 5th
provision which is to reduce the maternal mortality. Indeed it was a gigantous task
and endeavor.


Our flagship project "Pedia sa Barangay" a joint Child Advocacy nd Community
Service project with Los Banos Health Center and Makiling Medical Society with
the aim of bringing in the pediatric specialty clinics to the grassroots through
monthly pre-arranged subspecialty OPD clinics in the RHU , quarterly lecture
/workshop on common pediatric illnesses to the health workers and nutrition
scholars of the RHU and "Araw ng mga Bata or Bulilit Day" ( held once a year
with free pediatric consultation, book reading, dental consult and minor treatment
and children's party catering the indigent children of the community). The Los
Banos pediatricians took turns in holding clinics in the rural health units and
generously accepted referrals in their private clinics from the health center.
Subpecialists gave lectures monthly to the barangay health workers, govt nurses
and nutrition scholars



Another flagship project was the formation of the subspecialty committee. To date
we have 65 subspecialists. Each subspecialty created teaching modules for the
physicians and laymen , The roving subspecialty lectures gave the opportunity to
the subspecialists to share their expertise thru scientific and subspecialty
lectures followed     by case discussions with exchange in opinions in the
management of     cases in different provinces.

Our only endocrinologist Dr. Cynthia Feliciano was able to prepare a video on
Obesity which was incorporated with the Healthy Lifestyle CD for children A
PROJECT of THE Cavite Provincial Health which is use in public schools.



We conducted a total of 7 Roving subspecialty lectures with our very own
specialist as lecturers and moderators in Calapan City, Mindoro Oriental, Lucena
City, Quezon, Tagaytay City, Cavite, Puerto Princesa City, Palawan, Lipa City
and Lemery Batangas, Muntinlupa Alabang. Our Marinduque roving subspecialty
lecture didn’t push through because of Typhoon Ondoy. All the lectures had a
good attendance and it benefited not only the PPS STC members as well as the non
members and other allied health professionals.

Like wise we were able to produce a directory of subspecialists thereby improving
the referral system in the region. We held three meetings and it fostered
camaraderie among the subspecialists

The 1st Pediatric Forum of the society was held in San Pablo City, the birth place
of the organization in celebration of the societys n 29th founding anniversary. It
attracted 190 participants.

Our website is www.ppsstc.com and we are the only chapter with website which is
very helpful in the dissemination of announcements and future activities of the
society. The list of members by provinces and schedule of subspecialists can be
downloaded.
Summary of scientific lectures are also posted after the activity.

Other child advocacy projects that we conducted are the following:

4 Child (Bulilit) Health Workers training namely in Our Lady of Caysasay Medical
Center, Lemery Batangas, San Pedro Central School, San Pedro Laguna,
University of Perpetual Help Grade School in Binan Laguna and in Inosloban, Lipa
City. Each training had 45 participants. Thru this we were able to train elementary
students to be little doctors in the community hence we have another 180 bulilit
doctors in the region. The lecturers were PPS STC, POGS STC amd PMA
component society Laguna Medical Society members. The red cross volunteers
took care of the Basic Life Support and First aid training. The parents of graduates
are very grateful because the children become more responsible re health aspects
We are receiving verbal requests to conduct bulilit health workers training in
different schools.

We also conducted a bulilit quiz contest in Lipa City participated by 14 bulilit
healthworkers group from Paranaque, Muntinlupa, Laguna and Batangas. It was
amazing to note that the participants are knowledgable in the schedule EPI,
etiology and pathogenesis of the common childhood illnesses and sexual maturity
rating, physiology of menstruation and pregnancy



The first teen health workers training in the Philippines was also conducted in
Taysan Batangas led by our very own multi awarded Dr. Benito Atienza and we
had 45 graduates.

We actively participated in the Adolescent Health Issues and Perspective seminar
by the Phil.Obstetrics and Gynecology Society, Southern Tagalog Chapter which
was conducted in De La Salle Canlubang Intagrated School in Sta Rosa Laguna
and Montesoori School in Los Banos among high students with the aim if
increasing awareness in the physiologic changes in the body of an adolescent and
the dangers of teen age pregnancies.

Also the PPS STC is a guest member of the Health Committee of the League of
Corporate Foundations. The members of this league include San Miguel
Foundation, Philippine Airlines, Toyota, Andres Soriano Foundation, Manila
Doctors Hospital, MetroBank, Zuellig Foundation, Foundation of Sight. Dr.
Elizabeth Naval and I has been attending meetings in Makati with the heads of the
league members. Its project SPHERES (SPREAD HEALTH EDUCATION and
REFORMS to ELEMENTARY SCHOOLS) promotes health education in
elementary school students. We have participated in the physical examination of
elementary school children last June 2009. On June 8 Tuesday we will be
conducting training of teachers in an elementary school in Sta Rosa Laguna and
present teaching modules on child care (facts and fallacies), bronchopneumonia
diarrhea and tuberculosis to elementary students.

Another child advocacy and literacy activity is revival of Bookreading of Doctors
otherwise known as Kwento ni Doc aimed to Empower the children to care for
their health and understand disease thru the use of stories and to foster love
for books and reading among the young. We had 30 bookreadings conducted in
the towns Binan San Pedro Sta Rosa Los Banos Liliw and Alaminos Laguna, Imus
and Bacoor Cavite, Tanauan Batangas, Puerto Princesa, Palawan, Mamburao
Mindoro Occidental. In Sta Rosa Laguna and Puerto Princesa we donated books.

We participated in the launching of the project HERO by the Phil. College of
Physicians ( HEALTH EDUCATION REFORM ORDER )in 2008 and 2009 in
Dasmarinas cavite and Batangas City in 2009. Likewise we used the Health
Modules in most of our Lay Fora.

In Celebration of the Child Advocacy day last November 2009 with the theme
VALUE FORMATION IN CHILDREN we gave a LECTURE on RIGHTS of the
CHILD to20 kids of doctors in El Vinda San Pedro Laguna.



For our community service activities;

Because of the wrath of TYPHOON ONDOY several coastal barangays in
Laguna were flooded hence we launch the OPERATION TULONG. Thru the
generosity of the our members, the support Phil Society of Obstetrics and
Gynecology Southern Tagalog Chapter, Laguna Medical Society and the Perpetual
Help Medical Center Department of Pediatrics and Department of Medicine the
South Luzon Hospital and Medical Center we distributed 1000 bags of goodies the
Cabuyao, Sta Rosa and barangay Malaban Binan, We also conducted a free
medical consultation in Binan to 800 patients inMalaban Binan. Laguna. Our
counterpart in De La Salle University Dasmarinas Cavite participated in the free
consultation in Sta Cruz Laguna.

With our objective to educate people we had 35 lay fora using the HERO
Modules and 20 Special Lectures for health workers in different barangay halls,
out patient sections of hospitals and during medical missions. We use the HERO
modules in most of the lay fora



To further reach out and educate people not covered by our mothers class and lay
fora on common chilhood ilnesses and preventive pediatric care we had 29
guestings on a Radio Program “Let's Talk about Health at 92.7 local FM band
heared in Alabang to Calamba and Carmona and Dasmarinas,Cavite

We had 3 feeding programs in Laguna (Los Banos,c, n Pedro and Binan) and 1 in
Naic Cavite and 3 livelihood programs in San Pedro. Laguna—chocolate making,
kutsinta making and bead making. It augmnented the income of the attendees

We also actively participated in 20 medical missions upon invitation of
organization like the MOB foundation, Lions club Rotary club and other non
government organizations and Congresman Danilo Fernandez

During the typhoid fever outbreak in Calamba city, laguna our society members
actively participated in the creation of CD on typhoid fever and educating people
on the nature of the disease thru lay fora

For two consecutive years our Christmas party was shelve and instead we had
Pamaskong Handog a gift giving activity for the less privilege in different
provinces like Quezon Cavite Laguna and Batangas.

The PPS STC also joined hands with the Cavite Provincial Health office thru the
Govt and Private Mix Implementation of EPI program thereby reaching the target
for year 2009. For this the Cavite Provincial govt awarded the PPS STC as the best
private partner in the Garantisadong Pambata.

For research the De La Salle University Department of Pediatrics, thru the
residents and our member as co-authors has won in PPS sponsored poster and oral
presentation and also in international conventions like in Greece and Hawaii .I
commend the chair, Dr. Delia Caparas the ETO, Dr. Madeleine Grace Sosa and the
head of the research Dr. Orpheus Monakil.

For our Continuing Pediatric Education;
Aside from 7 roving subspecialty lectures we had 24 big scientific lectures mostly
held in Alabang and 40 round table discussions and small lectures. We also co-
sponsored 8 conventions/postgraduates courses of different teaching and training
institutions and medical organizations UERRMMMC for 2 consecutive years, Jose
Reyes Medical Center, Child Neurology Society of the Philippines, Community
Pediatric Society of the Philippines, DOH on Essentials of New Born Care .

Also we had two Newborn Resuscitation Program in cooperation with the
Newborn Society of the Philippines held in De La Salle Medical Center and
University of perpetual Help-Dr Jose Tamayo Medical Center

We had three UMED courses courtesy of United Laboratories

Our subspecialists were also invited as speakers in National and local conventions
and seminars, judges in research and CPC contests and facilitators in workshops
and seminars.

Ladies and gentleman with the numerous activities that I enumerated I believe we
have touch many lives and we have made a difference and we will contribute in the
realization of the Mellinium Goal no. 4

With my belief in the saying “Give your best and God will do the rest” we were
able to carry our this endeavors with the wisdom from the abovr and support of
the members and other medical and non - government organizations.

Although we didn’t win any PPS award I would like to proudly say the our Child
advocacy projects in Laguna thru the Laguna Medical Society won the PMA
OUTSTANDING CHILD ADVOCACY PORJECT given during the PMA
CONVENTION.

To my fellow officers, working with you is a privilege and I thank God for your
support and inspiration. To Riz, Wagee and Lea thank you for being with me in my
lowest moments of my presidency. Being president is not a bed of roses and there
were moments of frustrations which inspire me more to work hard.

To the past presidents of the PPS STC I salute you for carrying the torch of this
organization and being the 15th president I believe we have made a dent.
To the incoming president and officers be humble enough to accept advises and
criticisms from the past officers. They will be your guiding force for the success of
your worthwhile endeavors. As an immediate past president I will still be working
with you for the honor and glory of the PPS STC

To the PPS President Dr. Rivera I appeal that the awards committee provide
guidelines in the preparation of report to all chapters and that the awards
committee members to give comments and recommendations in our reports so we
will know our strenghts and weaknesses

To the people whom I have hurt for whatever reasons during my presidency, I
humbly ask for an apology.

I thank my wife Sally and my son Ephraim job for the support and understanding
they have given me. EJ daddy will be home early.



Lastly I thank God Almighty for giving the privilege to work with all these
wonderful people the PPS.
