                                COMMISSION WORKSHOP MEETING MINUTES
                                          Monday June 8, 2009
                                                 6:00 PM

The Belleair Bluffs City Commission held a meeting Monday, June 8, 2009 at 6:00 p.m. The following answered roll call:
Mayor Arbutine, Commissioners H. Brand, J. Barkley, J. Nazario, and S. Sofer. Attorney Trask, City Clerk Debra Sullivan,
Director of Public Works R. David, Fire Chief Pat Competelli and Fire Marshal A. Bufo were present as staff. PCSO Sgt.
Gerretz was present.

Citizens to be heard on non agenda items. There were no comments.

     Reported on the meetings he attended.
     Pension Board meeting is scheduled for June 11, 2009.
Police Department
     Sgt. Gerretz gave the monthly statistical report and noted the robbery suspect had been apprehended.
Fire Department
     Chief Competelli gave the monthly statistical report. Commissioner Nazario requested a fire drill be held at the
    Harbor Club Condominiums.
Public Work
        Director of Public Works R. David gave the monthly statistical report. He reported the old lights on West Bay
          Drive will be removed on the Pinellas County time schedule.

Largo Fire Department Presentation
Largo Fire Chief Michael Wallace presented a power point presentation regarding the transition plan if they are to
provide fire rescue service to the Belleair Bluffs Fire District. He will assure the same level of service the residents
are accustomed to receiving.
Mayor Arbutine was given permission to begin crafting an Interlocal agreement with the City of Largo. Mayor
Arbutine requested all the commission members stay involved in the process.
Commissioner Brand stated the Interlocal agreement with the City of Largo is the best option the city has now that
the Town of Belleair has stated their contract with us will end.

Proposed Referendum Language and Schedule of Special Meeting on June 30, 2009.
The Commission discussed the language that will be provided to the residents for the referendum ballot election
on September 1, 2009. This meeting will be an open informational forum for the residents.
Consensus was given for the language to be:
Should the City of Belleair Bluffs contract with a third party for fire services to avoid raising taxes?

City Clerk Sullivan presented the options for the election. Consensus was given to hold an all mail ballot for this

Resident Comment
M Naedel - Bluff View Drive - suggested using the millage rate.
D. Shimkus - South Wind Drive - inquired what the cost for a Basic Life Support department would be.

July 4 event and Charity Update
Consensus was given to allow Belleair Bluffs Shepherd’s Village to be the community event for the July 4 event.

Proposed Resolution 2009-04 Amending the Employee Flex Plan
Consensus was given to put this item on next week’s agenda

Waste Management Pick up Day Change
The pick up dates for Belleair Bluffs have been changed from Monday and Thursday to Tuesday and Friday.

Request for Executive Session pursuant to FSS 286.011(8).
Consensus was given to schedule this meeting for June 15, 2009 at 6:30 PM. The meeting will deal with the issue
of Fire Negotiations.

OTHER (items requiring Commission attention not available at agenda preparation)
Commissioner Brand requested permission to be absent from the July 20, 2009 regular commission meeting.
Consensus was given to put this item on next week’s agenda

Resolution 2009-05 Establishing September 1, 2009 as the referendum election date.
Consensus was given to put this item on next week’s agenda

Commissioner Sofer suggested placing the Public Forum meeting on the web page and in a newsletter.

There being no further comments the meeting adjourned at 8:30PM.
