Biographical Information on Speakers

Master of Ceremonies

Mary Nejedly Piepho, Supervisor, District III, Contra Costa County

The Honorable Mary Nejedly Piepho is serving in her second, four-year term on the Contra
Costa County Board of Supervisors. As the District III Supervisor, she represents the largest
of the five districts which covers Antioch, Brentwood, Byron, Discovery Bay, Knightsen and
Oakley in East Contra Costa County and Blackhawk, Diablo and Camino Tassajara in the
Southern portion of the County.

Supervisor Piepho serves as Vice Chair of the Board of Supervisors in 2011, and this year is
the chair of the Delta Conservancy, Internal Operations Committee, and the
Transportation, Water & Infrastructure Committee. She also serves on various other
committees such as the LAFCO, Medical Services Joint Conference Committee, and the
Delta Protection Commission.

Supervisor Piepho’s policy priorities include:
• Effective delivery of county services in a fiscally prudent manner
• Public safety, both police and fire, as a funding priority
• Maintenance and expansion of our transportation infrastructure
• Preservation and revitalization of the County’s agricultural core lands
• Responsible stewardship of natural resources such as water

Supervisor Piepho is a leader in working with local, state and federal leaders to find a
sustainable solution that will not compromise the long term health and viability of the
Delta. She has been appointed by her fellow Board Members as well as the Delta Counties
delegation to serve as a lead advocate on Delta water issues particularly as it relates to
additional water exports to points south. As a water-front resident who uses the Delta for
both recreation and drinking water, Mary believes we must develop solutions that protect
the Delta, its ecosystem and water quality.

Prior to her election as a County Supervisor, Mrs. Piepho was an elected member of
the Byron Union School District and also served as:

Mariah, who attends public school.

“The Historical Ecology Study of East Contra Costa County: Findings and
Implications”

Robin Grossinger

Robin Grossinger is a scientist at the San Francisco Estuary Institute, where he directs
SFEI’s Historical Ecology Program, studying how California landscapes have changed
since European contact. Robin and his colleagues have developed an array of
innovative approaches that synthesize history and science to help understand the
opportunities and challenges facing the state's ecosystems. SFEI’s work has influenced
restoration projects throughout the Bay Area and coastal California and has been

profiled by New Scientist magazine, KQED’s QUEST program, and the recent Saving the
Bay documentary. Current areas of focus include the Sacramento-San Joaquin Delta,
Southern California coastal wetlands, Alameda Creek, east Contra Costa County, and
the Napa Valley Historical Ecology Atlas, to be published by University of California
Press.

Ruth Askevold

Ruth Askevold is a Cartographic Specialist at the San Francisco Estuary Institute, where
she works with the Historical Ecology Program. She has over ten years experience in
geographic information systems, remote sensing, and cartography. Her experience
includes project management, spatial analysis, and data compilation for a variety of
clients. Ruth is also trained in graphic and cartographic design and worked at Lonely
Planet Publications as a senior designer. She received her master's degree from San
Francisco State University in Geography and Human Environmental Studies, where she
specialized in geographic information systems and historical geography. Ruth is skilled
in library and archival research, and she attended a two-week Western Archives
Institute. She is a member of the Association of American Geographers and the North
American Cartographic Information Society.

Bronwen Stanford

Bronwen Stanford graduated from Stanford University with a B.A. in Human Biology.
Her studies focused on the relationship between people and their natural
environment. For her undergraduate thesis she conducted independent research to
investigate tourism and community perceptions of community managed forest projects
in central Madagascar. Bronwen joined SFEI's Historical Ecology team in 2008.


“Fast Forward to Watershed Conditions of Today: Charting the Growth of Cities and
Parks in Contra Costa County”

Jim Cutler, Contra Costa County Department of Conservation & Development
(retired)

Mr. Cutler is a graduate of San Francisco State University. He began his professional
journey working for the Northeast Ohio Areawide Planning Agency; a regional planning
agency serving the Greater Cleveland Area in Ohio. He had a short stint working for
the Cleveland Planning Department.

Upon his return to California, he worked for three decades doing long range planning
for Contra Costa County, the last 15 years as Assistant Director of Comprehensive
Planning. His responsibilities included maintenance of the County General Plan,
LAFCO Planning Advisor and coordination with other public agencies e.g. the East Bay
Regional Park District. Upon retirement his occupation became world traveler and on
permanent vacation with his wife Gail. After two years of this, he was enticed into
part time consulting representing both public and private parties in Contra Costa, San
Joaquin, and Calaveras Counties.

He retired a second time and lives in Lincoln, California.

“The Boulder Greenways Example: Strategies, Approaches and Lessons Learned
from Boulder’s Urban Creek System”

Katie Knapp, P.E., CFM, LEED AP, City of Boulder, Colorado

Katie is the Floodplain and Wetland Administrator for the City of Boulder. She reviews
floodplain and wetland development plans for compliance with city regulations and
design standards, helps the public with development and design questions and
performs education and outreach on flood hazards, the city’s wetland protection
program and the city’s Greenways System.

She previously worked in private consulting as a Civil/Environmental Engineer where
she designed utility, transportation, site development and wetland mitigation
projects, prepared environmental studies, and performed wetland delineations. She
received her Bachelor of Science degree in Civil Engineering from the University of
Alaska in Anchorage, is a registered Professional Engineer, a Certified Floodplain
Manager and a LEED Accredited Professional. She is also a Volunteer Naturalist with
the City of Boulder’s Department of Open Space and Mountain Parks.


“Evolution of the Delta & the Current Predicament”

Jeff Hart, Delta EcoFarm & Delta EcoTours

Jeff Hart and Toni Hart own and mange Delta EcoFarm in Walnut Grove. Located in
the California Delta country, their business has included habitat restoration, growing
native plants at their nursery, and developing an organic micro-farm in the Delta. Jeff
also is the captain and narrator of Delta EcoTours, an on-the-water boating experience
that takes people out to this little known part of California to learn about history and
nature. Through the activities of habitat restoration and Delta EcoTours Jeff has
encountered California’s diversity of people, cultures and perspectives about the state
of our nature. He is currently working on a book about nature, culture and history in
California. This had led him on an epic journey, exploring California’s diversity of
nature, peoples and perspectives. His exploration has taken him backpacking in the
high Sierra, creeping through wetlands, careening along windy coastal roads,
photographing sunflowers and sunsets, and sifting through intellectual gems of thought
from the archives, books and the internet. Jeff’s formal education includes BA and MA
degrees from the University of Montana, and a Ph.D. in evolutionary biology from
Harvard University. His true education comes from his natural curiosity of day-to-day
living, reading, and companionship with nature and people.

Barry Nelson, Natural Resources Defense Council

Barry Nelson is a senior policy analyst in NRDC’s Water Program, with a focus on
California water issues, as well as the connection between climate change and water
management. Barry has been active on California water issues for more than twenty
five years, with a particular focus on protecting the Bay-Delta Estuary and its tributary
rivers, and on advancing sustainable water management. He led the environmental
community’s successful effort, in November of 2009, to pass historic state water
reform legislation that created the Delta Stewardship Council and required a reduction
in per capita water use of 20 percent by 2020. He has been active in San Joaquin
River restoration, the CALFED Bay-Delta Program, the Delta Vision Blue Ribbon Task

Force process, and many other efforts. He has been a leader in exploring the
connections among climate change, energy and water management. He was the chair
of the campaign to pass the Central Valley Project Improvement Act. Barry has
written and spoken widely on water issues. Prior to coming to NRDC in 1999, he was
on the staff of Save The Bay in Oakland, serving nine of those years as Executive
Director. Barry is a graduate of the University of California at Berkeley, with a BA in
economics and rhetoric and a MA in rhetoric.


“Getting The Work Done & More: Unique Advantages & Benefits of Working with
Volunteers, Conservation Corps & Similar Groups”

Sue Gardner, Golden Gate National Parks Conservancy

Sue’s career in conservation began in 1991 at Point Reyes National Seashore where she
worked to restore habitat in the parks wilderness area. In 1993, she became the first
staff person for the Park Stewardship Program and has spent many years pioneering
ways to engage the community in restoration work, with an emphasis on protecting
threatened and endangered species. Sue earned a B.A. in Business Economics and a
minor in Environmental Studies at UC Santa Barbara, and a Master’s degree in
Conservation Biology and Sustainable Development from the University of Wisconsin,
Madison. Under Sue’s leadership, the Park Stewardship Program is considered to be on
the cutting edge of building community partnerships, service learning initiatives, and
youth programs to support resource conservation efforts in the park.

Sergio Brambila, CiviCorps

Sergio is a former corpsmember of The East Bay Conservation Corps, now named
Civicorps. He has been working with and has been training corpsmembers in the field
of conservation since 2000. Presently he is the training coordinator and trains field
staff and corpsmembers. With corps’ crews, Sergio has worked on a number of creek
restoration projects through out the East Bay with agencies including: Friends of
Sausal Creek, Friends of Five Creeks, The Urban Creeks Council, City of El Cerrito, and
The City of Oakland. In 2002, one of his crews was awarded: Excellence in Urban
Stream Restoration by The Urban Creeks Council. With these agencies and the
corpsmembers, Sergio has had opportunities to enhance our local streams and
watersheds, while reconnecting a young person’s connection and responsibility to our
water, earth and all things living and non-living.

Kimra McAfee, Friends of Sausal Creek

Kimra McAfee has served as the executive director for Friends of Sausal Creek since
March 2009. During her tenure at FOSC, she has overseen the execution of programs
and projects funded by a variety of county, state and federal agencies as well as
private foundations. Her volunteer tenure as board president, secretary, and publicity
chair for Spring-Mar Cooperative Preschool in Virginia gave her experience with non-
profit management and outreach. Kimra has a background in cartography, and served
as a senior cartographer for Lonely Planet Publications and a graduate student
assistant for California Division of Mines and Geology. She holds a BA in English from
University of California, Berkeley, and an MA in Geography and Human Environmental
Studies from San Francisco State University.

John Kopchik

John Kopchik is a Principal Planner for the Contra Costa County Department of
Conservation and Development. He has worked for the County since 1995. John’s
duties include coordination of the Contra Costa Watershed Forum and coordination of
the development and implementation of the East Contra Costa County Habitat
Conservation Plan / Natural Community Conservation Plan.


“Recession Toolbox: Strategies for Successful Watershed Projects in Hard Times”

Drew Goetting, Restoration Design Group

Drew Goetting has over fifteen years of experience designing and managing stream
restoration projects. He has worked extensively with complex teams of scientists,
resource managers, regulatory agencies, and private property owners to achieve multi-
objective restoration projects. His work focuses on the technical aspects of fluvial
geomorphology, flood control, and native riparian vegetation. Mr. Goetting also brings
significant expertise in public process facilitation and has conducted numerous
community-based planning processes for local, state, and federal agencies. As a leader
in the field of environmental restoration, he bridges the gap between public policy,
technical stream dynamics, and local community interests. His background is in plant
ecology, natural resource management, community and regional development, and
landscape architecture. He is currently serving as a member of the Board of Directors
for the non-profit Restore Hetch Hetchy and is an avid whitewater river boater.

Bob Simmons, Mayor Pro Tem, City of Walnut Creek

Before elected to the Walnut Creek City Council in 2008, Bob served four years on the
Park, Recreation and Open Space Commission and four years on the Planning
Commission. Bob also served as President of the Walnut Creek Open Space Foundation
for two years. Bob retired from the Federal Government, where he was the Regional
Attorney for the U.S. Department of Agriculture. The principal client agency was the
Forest Service.

In addition to being on the City Council, Bob is certified as a Master Gardener and is a
mediation supervisor with the Congress of Neutrals, specializing in Civil Harassment
mediations. One of Bob’s passions is hiking, and he has hiked in many countries. His
hikes have included climbing Mt. Whitney, Half Dome and Mount Kilimanjaro.

Kate Symonds, U.S. Fish and Wildlife Service

Kate Symonds has been a biologist with the U.S. Fish and Wildlife Service in California
since 1994 and has worked in endangered species programs; the last 9 years with the
Partners for Fish & Wildlife Program, a USFWS non-regulatory habitat restoration
program where she works with private landowners and others to restore native habitat
on their land. Kate has a masters degree in Wildlife Biology from Colorado State
University and a bachelor’s in Environmental & Systematic Biology from Cal Poly San
Luis Obispo, CA.


“The Story of the Yuba River and the Future of Watershed Collaboration”

Derek Hitchcock, Hitchcock Ecological

Derek Hitchcock is the owner of Hitchcock Ecological, specializing in researching and
writing watershed assessments and restoration plans, preserve management,
ecological field studies, and natural resource database development. He is a sixth
generation northern Californian who grew up in the watershed of the Yuba River,
outside the town of Nevada City, CA. He holds a B.A. degree from University of
California at Berkeley in Integrative Biology with an emphasis in ecosystem ecology,
and conducted graduate studies at University of Colorado and the Organization for
Tropical Studies. Derek worked for nearly a decade throughout the globe conducting
original research in tropical ecology and working with communities on environmental
issues. This included two years in southern Africa managing a project on the
sustainable management of the transboundary Okavango River, research in Thailand on
forest restoration, and work in Central America, Russia and South Korea. 7 years ago
he returned to his home region to engage in the life-long process of becoming
indigenous to this place, initially working as Environmental Director of the North Fork
Mono Tribe in the Upper San Joaquin River Basin, before having the opportunity to
work in his native Yuba Watershed for the South Yuba River Citizen’s League.


“What’s Next for Our Creeks and Watersheds”

Mitch Avalon, Contra Costa County Public Works Department

Mitch Avalon is a graduate of the University of California, Berkeley where he received
his Bachelor of Science Degree in Civil Engineering. He joined Contra Costa County
Public Works Department in 1979. Mr. Avalon has worked in many areas of Public
Works, including transportation engineering, development engineering, design, and
construction.

Currently Mr. Avalon is Deputy Public Works Director and Deputy Chief Engineer for
the Flood Control and Water Conservation District, where he oversees the
development of regional management plans for flood protection and enhancement of

the environmental resources in the District’s 75 miles of creeks and 30 basins. He is
also responsible for overseeing the County's Clean Water Program. Mr. Avalon spent
one year as Acting Deputy Director at the Community Development Department,
managing their current planning program.

Mitch has been chair of the Alhambra Watershed Council since 1997. The Council
produced a Watershed Management Plan in 2004 through a community based planning
process and is now working on implementation projects.

Mitch is also on the Board of Directors of the Friends of the San Francisco Estuary, the
San Francisco Estuary Institute and the California Central Valley Flood Control
Association, Chair of the Flood Control and Water Resources Policy Committee for the
County Engineers Association of California, Chair of the Contra Costa City-County
Engineering Advisory Committee and founding Chair of the Bay Area Flood Protection
Agencies Association.

On the human interest side, Mitch has climbed Mount Kilimanjaro in Africa and Mount
Tyndal in the Whitney range, and bicycled across the United States.

         Description:    The Friends of Marsh Creek Watershed (FOMCW) is a nonprofit
                         community organization whose mission is to protect, conserve, and
                         restore Marsh Creek and its tributaries, and to inspire appreciation

                         Friends of Marsh Creek Watershed was started in 2004 and became a
                         nonprofit in 2009. In the past year over 1400 FOMCW volunteers
                         worked over 4000 hours in Marsh Creek Watershed picking up trash,
                         planting & weeding, conducting water monitoring, doing outreach
                         and education events and marking over 300 storm drains. FOMCW
                         representatives serve on various advisory committees and advocates

                     Alhambra Valley Creek Coalition

         Description:    -We are a group of 47 mostly private creek-side property owners
                         along Alhambra Creek in Martinez, attempting to collaboratively
                         approach the erosion that is literally eating away our backyards.
                         Also in our project area we have the John Muir Gravesite, a 1 acre
                         National Park associated with the John Muir House National Park,
                         and John Swett Elementary School, part of the Martinez Unified
                         School District. We have chosen this one-mile stretch because it is
                         enclosed by culverts at either end.
                         -In 2005 we were able to hire an engineering firm to come look at
                         our one-mile stretch. They then suggested 9 different solutions that
                         individual property owners could consider. These solutions vary
                         from the ideal solution of a 2:1 layback of the banks (but needs
                         much room), to retaining walls (when no room exists due to existing
                         structures). We received $65k in mitigation funding from Central
                         Sanitation to cover the costs of this study.

    Current projects:    -Demonstration Planting project – We hear that the vinca and ivy
                         along our creekbanks is not desirable, but how does a planting of
                         natives look, and how does it hold up over time? We have chosen a
                         demonstration site that is visible from public access, approximately
                         80 feet long by 20 feet wide. We have removed the vinca,
                         Himalayan blackberries, and poison oak and planted native plants.
                         This is being paid for by $5k in mitigation funding from the
                         Agriculture & Natural Resources Land Trust (ANRT).
                         -Biological Assessement – We have hired a biologist to conduct a
                         biological assessment, looking at the habitat value in our stretch of
                         Alhambra Creek. We hope to use the results of this study to better
                         market ourselves to potential grantors, and mitigators. This is
                         funded by a grant received from the Rose Foundation.
    Volunteer needs:     None currently
      Funding needs:     $160k for next round of surveys – property lines; soil; geo-
                         morphologic. These surveys are needed to allow us to definitely
                         talk about which of the nine solutions provided by an engineering
                         firm can be implemented on individual properties.

         Description:    The Partners for the Rodeo Creek Watershed had its humble
                         beginnings as a group of local organizations, agencies, and
                         community members working to create a plan for the future health
                         and well being of this largely unincorporated county watershed (90%
                         unincorporated). In 2008, this group created the Rodeo Creek
                         Watershed (RCW) Vision Plan. After the completion of the RCW
                         Vision Plan, a partners group was formed, Partners for the Rodeo
                         Creek Watershed. Local agencies, businesses, organizations and
                         community members came together to plan and carry out projects,
                         events, and enhancements within the watershed. In 2010, the
                         Partners for the Rodeo Creek Watershed began its first restoration
                         project along the Lower Rodeo Creek Trail, planting locally grown
                         native plants in order to enhance wildlife habitat and reduce
                         invasive plants along the creek. We are currently working on
                         funding and implementing an enhancement project on Willow
                         Avenue in Rodeo in order to bring native habitat to this largely
                         urban area.

                         Society (SPAWNERS) is a grassroots group whose mission is to protect
                         the San Pablo Creek Watershed and inspire community appreciation

    Current projects:    Appian Creek Stewardship Project: We are working at the El
                         Sobrante Boys & Girls Club to transform a stretch of degraded creek
                         into an environmental education site. To date, volunteers have
                         cleared invasive weeds and grasses from 225 linear feet of creek
                         bank, laid coconut fiber restoration cloth to prevent further erosion
                         and promote stabilization, and planted over 250 natives. We are
                         improving the creek for both people and wildlife and educating the
                         community about caring for creeks and preserving water quality.

                         Wilkie Creek Outdoor Classroom: The site at Wilkie behind De Anza
                         High School consists of approximately 150 linear feet of creek bank,
                         from the Santa Rita Road culvert upstream. SPAWNERS is
                         transforming this stretch of creek bank into a creekside classroom
                         for De Anza High School. The site resembles a pocket park with a
                         trail along the creek to a sitting area with benches. We look forward
                         to working with neighbors, students and teachers to grow the site by
                         stabilizing the bank, removing invasive species, and re-planting the
                         area with natives.

                         El Sobrante Library Creekside Park: Over 10 years, we’ve restored
                         the lower creek bank and upper terrace, planted native plant
                         demonstration gardens in the front and back of the library, and
                         installed 4 interpretive signs. We worked with a community artist
                         and Richmond High students to paint a public mural with an
                         environmental message at the site in Spring 2010. We are now in the
                         maintenance phase of this project. We also adopted the Children’s
                         Reading Garden adjacent to the site and planted it with natives.
    Volunteer needs:     We always need volunteers to help weed, mulch, and plant at our
                         monthly creek workdays on the second Saturday.
      Funding needs:     We are seeking funding to provide ongoing support for all of our
                         projects of programs.

                              other projects. We currently own, manage, and/or monitor 17
                              properties totaling over 1,150 acres of protected land.

                           •   Land Use Planning: Save Mount Diablo is active in the land use
                               planning arena, monitoring development proposals that affect
                               open space around Mount Diablo, working with neighborhood
                               groups and other organizations. We monitor dozens of agency
                               agendas each week and respond to 50-60 development
                               applications every year.

    Volunteer needs:     Volunteers are critical in helping us preserve land around the
                         mountain. We have variety of opportunities ranging from office
                         assistance, outreach and event planning to leading hikes and
                         restoring our properties. We’ve recently acquired several parcels
                         and are looking for land stewardship volunteers.
